CHAPTER – 2 INTRODUCTION AND PROJECT OBJECTIVES

1. INTRODUCTION

Overall project description The Government of Jammu and Kashmir has undertaken various schemes under “Multisector Infrastructure Rehabilitation Project" for rehabilitation and improvement of basic infrastructure in transport sector like roads, bridges, flyovers etc. and urban sector like drainage, water supply, pay and use toilets, etc. in J&K State with loan assistance from Asian Development Bank (ADB Loan No. 2151-IND). The Economic Reconstruction Agency (ERA), Government of Jammu and Kashmir is the Executing Agency for this infrastructure development project to carry out intensive upgradation and improvement of the existing state roads to provide connectivity to areas considered important from social, economic, and strategic points in transport sector and upgradation of drainage, sewerage and water supply in case of urban sector.

Project objectives

The project is primarily designed for the rehabilitation of essential infrastructure in the transport and urban sectors of J& K which have been deteriorated in quality and coverage over the past 15 years due to limited funding for rehabilitation and maintenance coupled with the security situation. The project will upgrade inherently sound facilities now in a poor state of repair. The objective is to increase their quality and life span.

The improved transport facility will give a boost to local economy by providing appropriate outlets for local farm and other produce. The overall assessment of transport sector subprojects envisages the following benefits:

• Improve socio-economic conditions of the inhabitants • Improve living conditions, quality of life and economic prospects • Reduce travel time and vehicle operating costs • Improve access to health, education and markets • Better connectivity to rural areas • Strengthening the weakly connected road stretches by means of construction of bridges

The urban sector sub-projects are aimed at improving the drainage, sanitation and water supply facilities in the urban areas of Jammu and Srinagar cities so as to cater to the demands and requirements of the increasing population. The urban sector subprojects envisage the following benefits:

• Improvement in health and hygiene conditions with rehabilitation of drainage system in the cities. • Maintaining an adequate potable water supply through rehabilitation as well as construction of new

OHTs, GLSRs and Tubewells and by providing additional backup facilities as water tankers to the line department.

• Improving upon the efficiency of infrastructure by replacement of worn out machinery and adequate power back up.

• Checking the losses in water supply through replacement of worn out and damaged pipelines. • Providing necessary public amenities in the form of Pay and Use Toilets.

CHAPTER – 4

ENVIRONMENTAL PERFORMANCE REPORT JAMMU

The following work was carried out during the month of March 2010 in Transport and Urban sector subprojects in Jammu Province: 1. Transport Sector

EMP Implementation:

Special attention is required to be paid by contractor towards obtaining Environmental Clearances from SPCB and implementing measures regarding traffic safety, dust suppression, debris/construction waste disposal and worker camp management but there is no appreciable progress in this regard during the month. Further improvement is required in implementation of EMP on project roads where the work is in construction phase.

The Environmental Performance Fact Sheet for sub-projects in Jammu has been given as Appendix-I. Consents and Approvals:

a. Tree Cutting:

The current status of permissions for tree cutting on respective sub-projects is as under: Sidhra-Surinsar-Mansar Road Sub-project: Permission accorded for tree cutting upto Km 8.50. Udhampur-Ramnagar Road Sub-project: No forest land required. Permission accorded for cutting of

private trees upto Km 7.5. Chenani-Sudhmahadev-Mantalai Road Sub-project: No forest land required. Permission accorded for

cutting of private trees upto Km 3.00. Kalibari-Kathua-Hatli Morh Road Sub-project: Sanction accorded for cutting of 371 Social Forestry trees.

Tree cutting by State Forest Corporation has been completed. Bani-Dagger Road Sub-project: Govt. order issued for cutting of 60 trees. Tree cutting for the stretch

falling under forest, has been completed by forest department. Drabshala Bimalnag Road Sub-project: Permission accorded for cutting of private trees throughout the

stretch. Saki Maidan-Kalai Road Sub-project: Case lying pending with Forest Department. Doda-Bharat Road Sub-project: Case lying with PCCF. Joint inspection for verification lying pending.

Efforts are on to modify the plan to avoid tree cutting.

b. Other Statutory Approvals:

All the contractors have been repeatedly asked to provide complete details regarding the status of clearances/approvals/consents applied for/obtained for installation and operation of various plants and equipments (viz. crusher plant, batching plant, hot mix plant, Diesel Generator Set, etc.) and PUC for vehicles. Barring the contractors working on Sidhra-Surinsar-Mansar road, Doda- Bharat road, Udhampur- Ramnagar road and Chenani – Sudhmahadev – Mantalai road who have submitted some papers /details in this regard, however these were also incomplete, no other firm submitted any details regarding statutory compliance.

Environmental Safety Officers:

All the contractors working on road subprojects have nominated their Environmental Safeguard Officers and JKPCC, who is working on bridge subprojects, informed (verbally) to DSC-III that they have assigned this responsibility to their site incharge. The persons appointed as environmental safeguard officers by the contractor working on Sidhra-Surinsar-Mansar road is on long leave and the person who was assigned the responsibility has resigned therefore there is a need to nominate new person for this task.




Environmental Reporting by Contractors:

The contractors are time and again reminded to pay attention to environmental issues and strictly adhere to the provisions of EMP and FIDIC conditions. Reporting formats were prepared and provided to contractors to keep record of various construction activities which are directly or indirectly related to Environmental and Social issues. Despite repeated reminders the submission of reporting formats is very poor. During the month of March 2010, Cube Construction (executing work on Doda – Bharath Road) submitted reporting formats for the month of November 2009 to February 2010 on 03.03.2010 and Khajuria Construction (executing work on Kalibari- Kathua- Hatli morh road) submitted the Environmental Reporting Formats from for the month of February 2010 and March 2010 on 9.03.2010 and 22.03.2010 respectively. However, the information filled in these formats is incomplete and require more interest from Contractors. Reporting formats from other subprojects are yet to be received.

Main Activities of the Month: Construction supervision of subprojects under execution. Discussion regarding implementation of EMP with Team Leader(DSC), Environment Expert ERA,

Environmental Expert PMC. Correspondence with Contractors on implementation of EMP and other Environmental and Safety issues. Addressed the comments received on Revised IEE from ADB.

2. Urban Sector

EMP Implementation:

Improvements are required in EMP implementation on all urban sector sub-projects under execution. Special attention is required to be paid to upgradation of living conditions in the workers camps, proper disposal of construction waste especially on the drainage sub-projects and implementation of proper worker’s safety measures at all the construction sites. The Environmental Performance Fact Sheet for sub-projects in Jammu has been given as Appendix-I.

Consents and Approvals:

The contractors have been asked to provide complete details regarding the status of environmental clearances/approvals/consents required/applied for/obtained for installation and operation of various plants and equipments (viz. crusher plant, hot mix plant, batching plant, diesel generator set etc.) and PUC certificates for vehicles.

In Jammu urban sector, out of 22 nos. packages, physical work in case of two packages is complete and contract is closed. Out of the rest twenty packages, two contracting firms have no vehicle for the packages allotted to them. Out of rest eighteen, it has been obtained in case of seventeen and in case of following one, it is to be obtained by the respective contracting firm and submit to the DSC.

• Construction of Tube wells, installation of mechanical and Electrical equipments and Civil Works under Jammu City water supply rehabilitation programme Lot 1 (6 nos tube wells)

Some of the PUC certificates had been found to be expired. The concerned contractors had again been asked to obtain the renewed certificates.

In Jammu urban sector out of the 15 nos. packages, in which stone aggregate is used, the copy of consent certificates for crushers for the thirteen sub-projects have been submitted by their respective contracting firms and in case of the following two packages it is still awaited:

1. Construction of 22 Tube Wells in Jammu (East) Water Supply Rehabilitation Programme. 2. Construction of Public Toilets in Jammu City.




These respective contracting firms have again been reminded to obtain the approvals at the earliest. Some of the approvals and consents were found expired. The concerned contractors had again been asked to obtain the renewed certificates. Environmental Safety Officers:

All the contractors had been directed to nominate Environment and Social Safeguard Officers. Representatives for the nineteen sub-projects, out of twenty in which physical work is still going on, have been nominated by their respective Contracting Firms and in case of following one it is to be nominated:

• Construction of Tube wells, installation of mechanical and Electrical equipments and Civil Works under Jammu City water supply rehabilitation programme Lot 1 (6 nos tube wells)

Environmental Reporting by Contractors:

Contracting firms are reporting the status of EMP implementation through revised reporting format. In case of four packages i.e. Construction of 30 tube wells under Jammu (west) water Supply Rehabilitation Programme Lot – 1, 2, 3 and 4, no appreciable works has been carried out during this month as work is almost complete. Out of the rest, information pertaining to this month’s EMP status for the following twelve Packages has been submitted by their respective firms.

1. Rehabilitation and Channelization of Existing Primary Drains and Construction of New Deep Drains of Talab Tillo area.

2. Rehabilitation and Channelization of existing Primary Drains and construction of new secondary drains upstream of Akhnoor Road.

3. Rehabilitation and Channelization of LandoiChoi Primary Drain 4. Re-development of 38 tube wells and Replacement of Electrical/Mechanical Equipment of tube wells under

Jammu city water supply Rehabilitation programme Lot-1 5. Replacement of Rising Mains, laying new rising mains and gravity mains in various part of Jammu city

[strengthening of existing system (Phase – III)] 6. Replacement of worn out pipes and Strengthening of distribution network Phase-1 7. Replacement of worn out pipes and Strengthening of distribution Network Phase-II 8. Design and Construction of Over Head Tanks (OHT's) and Ground Level Service Reservoirs (GLSR's) and

Design, Construction , Supply , Installation, Testing, Commissioning, Trial run , Operation and maintenance of Civil, Mechanical , Electrical Equipment of Intake pumping near Boria and Design, Construction of Over Head Tanks (OHT'S) & Ground Level Service Reservoirs (GLSR'S) and other allied works at Jammu City East. Lot-1 (1.8 MGD Intake Structure)

12. Design, Construction, Supply, Installation, Testing, Commissioning, Trial run, Operation and maintenance of Civil, Mechanical , Electrical Equipment of Intake pumping near Boria and Design, Construction of Over Head Tanks (OHT'S) & Ground Level Service Reservoirs (GLSR'S) and other allied works at Jammu City East. Lot-2. (9 nos. OHT's, 4 GLSR'S)

Notice issued to all the contractors vide letter no: 11474-87 Dated 16.03.2010to submit the information on the time.

Main Activities of the Month:

• Site supervision of EMP implementation by DSC-I on the sub-projects where contractors have been mobilized and construction works are in progress.




• Correspondence with Contractors on implementation of EMP and other environmental issues.

Site visits: Several separate and joint field visits by consultancies and EE ERA (J) were carried out during the month to ensure EMP compliance at the construction sites with regard to dust suppression, traffic and labours safety, safe disposal of debris/construction waste, maintenance of proper HSE at the labour camps etc. Constant reminders and instructions are being issued by DSCs, EE ERA and PMC from time to time to the contracting firms to ensure that all environmental safety measures are being taken up in accordance with EMP. 3. Key Issues

The Following are the key issues which require immediate necessary action / further improvement: Statutory clearances from various Govt. departments i.e. Forest, Wildlife, SPCB etc. Availability of temporary land for dumping waste from urban sector sub-projects especially in case of drainage

sub projects. Timely submission of filled up Environmental Reporting Formats by the respective Contracting Firms. Availability of undisputed ROW. Availability of land for dumping of debris/mulba. Progress of work beyond Km 18/500 on Sidhra-Surinsar-Mansar Road held up for want of clearance from

wildlife department and ADB. 4. Action Taken on non-compliance to Environmental Safeguards:

DSC-I, DSC-III and PMC are constantly perusing contractors to comply with statutory environmental regulations, implementation of EMP and submit the required information at earliest to the concerned DSCs. Necessary reminders were issued during the month to the contractors for compliance of the same. Most of the contracting firms have submitted the monthly reporting format for this month. Notice has been issued to others vide letter no: 11474-87 Dated 16.03.2010 to submit the monthly reporting format on time by DSC-I.




ENVIRONMENTAL PERFORMANCE REPORT KASHMIR

The following work was carried out during the month of March 2010 in Transport and Urban sector subprojects in Kashmir Province: 1. Transport Sector

EMP Implementation:

Construction work on Twenty seven (27) subprojects (excluding 9 Force Account Bridges executed through JKPCC) including four subproject Roads under PIUs supervision is in progress. Construction work of Padshahi Bridge has been started. However, generally there has been limited construction activities especially on Road subprojects since last half of October as macadamization process has been kept on hold due to start of cold weather conditions in Kashmir valley. Construction work on Soafshali Bridge has been completed and the bridge was officially inaugurated on 26.11.2009. The construction work on Saidpora Bridge has been stopped since September 2009 due to geo-technical holdup developed in both foundation wells. The construction work remains closed from November to March for the sub-projects of Leh, Kargil town Roads, Urbis and Tharumsa-Pashkum Bridges subprojects, construction work has been stopped due to extreme cold weather conditions. Construction work has been resumed on Sharda-Kamalkote road.

The overall EMP implementation on most of the subprojects, as reported by DSC IV , remained satisfactory during the month (Appendix II). In view of some discrepancies, suggestions/advice has been given to the contractors by DSC. Traffic safety measures were found to be satisfactory at most of the construction sites while as in several cases there is need of further improvement. There is improvement in labour safety measures at several subprojects and in overall they are satisfactory. The supervisory staff/nominated ESOs of the contractors and field/site engineers of DSC are required to be more proactive with regard to HSE implementation on all fronts of the under construction subprojects. Instructions were given to the erring contractors and their staff during site visits carried out in the current month by the environmental staff of consultancies and ERA. The conditions of the labour camps wherever provided by the contractors as per requirement were found to be in satisfactory conditions and the labourers inhabiting the camps were found satisfied with the available facilities/arrangements. Most of the labour camps have been established in rented houses/buildings by the contractors. Construction work of Sumbal-Markundal-Hajin-Madwan road and Potkah-Shrakwara-Pachar road subprojects has been completed by the contractor and in this context no labour camp is required. It has been ensured in all sub-projects that no child labour is engaged by the Contractors for construction activity. The contractors are generally procuring the material from borrow areas and stone quarries approved/owned by Geology and Mining Department on payment of royalty to the department. As such there is no issue of opening borrows areas in environmentally sensitive areas by the contractors. In some cases the contractors obtain soil for embankments from local land owners on agreed upon terms and conditions with permission from the engineer and satisfaction of the land owner. DSC has been asked to maintain record of such private agreements and ensure that no significant environmental issue arise out of private borrow areas. The environmental performance fact sheet is given in Appendix-II. Consents and Approvals:

Cutting of forest trees is not involved in any of the under construction subproject, therefore permission for tree cutting is not required. Some stretches of two under construction road subprojects namely Handwara Zachaldara Waddur road, Kralgund Ashpora Qaziabad Road and Humhama Budgam Raithon Arizol Road are located close or pass through forest areas. NOCs from the Forest Department for these subprojects have been obtained. The NOCs restrict the upgradation of the roads to available width only in order to avoid encroachment on forest land. In case of requirement of mulberry and walnut tree cutting, PIU takes permission from the concerned departments (Sericulture and Horticulture) from time to time as and when required. In case of Qazigund-Kulgam Road NOC has been obtained for cutting of 62 no. of Walnut trees from Horticulture Department. The DSC/PIU has to maintain record of permissions obtained from concerned




departments. In case of Shardha Kamalkote Road subproject, there is Social Forestry fencing at three locations between km 10 to 14 but is sufficiently away from ROW. However, contractor has been directed not to disturb the fencing by any mean during execution of construction work. It is being constantly monitored and ensured that the contractors procure construction material (stone aggregate, bituminous materials) from approved plants. Most of the contractors have submitted the required consents/licenses for quarries, stone crusher plants, HMM and WMM Plants duly issued by the concerned regulatory authorities. The contractors of Natipora Newa Pulwama Road, Natipora Chadoora Chrar-i-Shrief, Hubdipora Kadder Qaimoh Road and Shardah Kamalkote Road subprojects have established their own Hot Mix Plant, Stone Crusher, Diesel Genset. Some of them have submitted the consent to establish from SPCB, while others have applied for the same to regulatory authority (SPCB). During this month the contracting firm of Hubdipora-Qadar-Qaimoh road has submitted the consent to operate fresh Wet Mix Macadam Plant vide Consent No: 351/RDK of 2010 Dated: 31/03/2010 issued by State Pollution Control Board (SPCB) vide Sr. No. SPCB/RoK/NOC/SC/Pul/98/1735-38 Dated: 31/03/2010. DSC-IV has been asked to initiate action against the erring contractor in view of prolonged non-compliance with agreed upon guidelines. In this context DSC has withheld 10% cost of the IPC submitted in the month of September by the contractor, M/s Bolasingh Jaiprakash Construction Ltd of Natipora Newa Pulwama Road subproject. DSC-IV contemplates similar action against other contractors if non-compliance is further prolonged. The requirement of approvals/consents for different plants and sites are being regularly monitored. The status of these approvals/consents is depicted in Appendix-II. Environmental safety officer:

At the end of the present month, twenty two (22) out of 23 contracting firms have had nominated the Environmental and Social Safeguard Officers. However, incase of Sharda-Kamalkote sub-project, the contracting firm is yet to nominate ESO as Contractor has already been directed. This figure does not include three ESOs nominated for Popchan Bridge, Dachnipora Bridge and Soafshali bridge subprojects as construction work on these bridges has been completed and there is no further environmental documentation required on part of the contractor. In case of the remaining subprojects, the contractors have been again directed to nominate the ESOs. Environmental Reporting Formats Contractors are submitting their monthly environmental reporting formats accordingly for ongoing sub-projects under execution and being supervised by DSC-IV. No reporting format is anticipated from the contracting firms of Leh Town Roads, Kargil Town Roads, Tharumsa-Pashkum Bridge as such construction work road remains closed due to the severe winter period in Ladakh region and road remains cut off for any vehicle movement from Srinagar to Ladakh national highway. 2. Urban Sector

EMP Implementation:

Construction work on seven (7) subprojects is in progress. However, there had been limited construction activities in case of Toilet Blocks and Nishat Zinshah via NFR Water supply Scheme during the present month as most of the construction work especially the water supply schemes is completed. The Rangil water supply scheme was inaugurated in this month on 15.03.2010 by Omer Abdullah, Chief Minister, J&K state. The supervision of subproject namely Approach Road to Achan Landfill has been assigned to the DHV/PSC, JKUSDIP (Loan II). Overall implementation of EMP was found partially satisfactory in most of the subprojects and in some cases there has been prolonged unsatisfactory EMP compliance. DSC has been asked to take action against the non-complying contracting firms. Attention is also needed to be paid towards the workers safety, dust suppression and debris disposal. Several site visits by consultancies and EE ERA were conducted to ensure the satisfactory implementation of EMP (Appendix II). The contractors of Pohru Chowk to Chanapora Bridge Drainage subproject has provided labour camps for the migratory labourers with satisfactory basic facilities. In addition to this, the contractor has also provided a makeshift accommodation to the limited number of labourers at the construction sites of WTPs.




Consents and Approvals:

There are limited requirements of stone aggregate material in most of the urban sector subprojects. The contractors of Rawalpora to Tengpora Drainage has submitted the required consents. The contractor of Pohru chowk to Chanapora Drainage subproject has also submitted the consent for Stone Crusher.Consent to operate the 58 Dewatering Stations in Srinagar City has been obtained from SPCB vide No. 1529 0f 2007 dated 27.12.2007 (validity expired). SMC has been asked to get the renewal urgently from SPCB. DSC-II has been asked to ensure that remaining contracting firms are obtaining stone aggregate, GSB material from approved plants and borrow areas. Other necessary approvals/clearances have been obtained for under construction subprojects (Appendix II). Environmental Safety officer:

Out of seven (7) contracting firms, five (5) have nominated ESOs and for the remaining two (2) the nominated ESO resigned for which no replacement has been made so far. Environmental Reporting Formats:

As reported by DSC-II the following contracting firms have submitted/started submitting monthly environmental reporting documents:

• M/S Technofab Engineers in respect of Renovation of WTPs, • M/S SMS Paryavaran Ltd. in respect of Nishat Dal Bund WSS, • M/S Gousia Road Construction Company in respect of Approach Road to Achan Landfill Site. • M/S Sulabh International Social Service Org in respect of Construction of Public Toilet Blocks, • M/S Hassan Roads Construction Company has started submission of the reports in respect of NH Bypass

Drainage subproject. Rawalpora – Tengpora. • M / S M & Co has started submission of the reports in respect of NH Drainage subproject, Pohru –

Channapora. 4. Field visits / meetings

Several separate and joint field visits by consultancies and EE ERA (K) were carried out during the month to ensure EMP compliance at the construction sites with regard to dust suppression, traffic and labours safety, safe disposal of debris/construction waste, maintenance of proper HSE at the labour camps etc. Constant reminders and instructions are being issued by DSCs, EE ERA and PMC from time to time to the contracting firms to ensure that all environmental safety measures are being taken up in accordance with EMP. 5. Key issues:

The Following are the key issues which require immediate necessary action / further improvement: • It is a matter of grave concern in the subproject entitled WTP & Pumping Stations – Renovation /revamping of Civil,

Electro-mechanical units that the side wall on the eastern edge of the backwash tank is under possible threat of collapsing. The possible threat is due to the overlying HT- power line and the Pipeline laid alongside it. It is really a matter of concern and urgent action needs to be taken in order to ensure the safety of the workers as well as the low lying population.

• The supply of adequate numbers of Personal Protective Equipments (PPE) to workers. Use of PPEs by labourers. • Traffic, workers and public safety arrangements around the construction zones need improvement. • The Environmental, Health, Safety and traffic management measures at the workplaces need improved by the

contracting companies . • During the Bore Testing at Saidpora bridge, excavated earth material under protection was accidently spilled into

Nallah. Immediately Contractor was directed to comply and earth material was cleared and removed from the nallah as per Environmental Management Plan (EMP) under contractual obligations.

• Regular use of workers vests/jackets during construction activity in some of the subprojects which needs further improvement.

• Compliance of statutory requirements of NOC/ consents for some of the sub-projects under execution.




• Compliance of renewal of consent to operate Stone Crusher plant and HMM Plant for some of sub-projects under

execution for which Contracting Firms has been directed submit copies of consents from SPCB.

6. Action Taken on non-compliance to Environmental Safeguards:

DSC-II, DSC-IV and PMC are constantly perusing contractor’s to comply with statutory environmental regulations, implementation of EMP and submit the required information at earliest to the concerned DSCs. Necessary reminders were issued during the month to the contractors for compliance of the same.
