B. DISCUSSION/ACTION ITEMS

1. Adopt Regular Meeting Schedule for 2018 Speakers: 0

Action: It was M/S (Bruzzone/Ghosh) that the TC adopt continue its 2018 regular monthly meeting schedule as proposed, third Thursdays at 7:00 pm, except August and December, correcting the date for the March meeting to 3/15/18. Unanimous. Motion carried.

2. Update on Hillegass/Ashby Pedestrian Hybrid Beacon Speakers: 0 Staff (Javandel) reported that the Traffic Engineer has sent a letter to Caltrans requesting approval for a timing modification to the Pedestrian Hybrid Beacon to be installed at Hillegass/Ashby so that Ashby traffic will have a solid red until the pedestrian countdown has ended on Hillegass approaches. No action.

3. ACTC/MTC Review Subcommittee Report Speakers: 0 Commissioner Parolek provided a verbal update on ACTC workshop on alignment alternatives for the I-80/Gilman Pedestrian overpass. No action.

Presentation: Autonomous Vehicles 101 Speaker: Melissa Ruhl, Transportation Planner from Arup, San Francisco, provided perspectives on the impacts current autonomous vehicle development might have on local and regional economies, and some planning strategies that could be considered to protect and maintain a resilient local economy and quality of life. No action.

5. Council Referral – Utility Wire Undergrounding Speakers: 0 Action: It was M/S (Bruzzone/Lathbury) that the TC endorse the January 5, 2018 final draft of the joint PWC/DFSC/TC report “Conceptual Study for Undergrounding Utility Wires in Berkeley” for submittal to Council, and appoint Anthony Bruzzone to represent the Transportation Commission at the February 20 Council work session. Ayes: Bruzzone, Ghosh, Greene, Humbert, Lathbury, Oxley, Parolek, and Thomas. Noes: None Abstain: None Absent: None. Motion carried.

6. TC Work Plan FY 2018 Actions: It was MSC (Bruzzone/Parolek) to suspend the rules and extend the meeting to 10:00 PM to complete the agenda. Unanimous Motion carried. It was M/S ( Lathbury/Parolek) to add the 10/31/17 Council referral to develop expanded stop sign criteria to its 2018 Work Plan Ayes: Bruzzone, Ghosh, Humbert, Lathbury, Oxley, Parolek, and Thomas Noes: None Abstain: Greene (Concerned about potential impact on transit.) Absent: None Motion carried. It was M/S (Oxley/Ghosh) to add Expansion of public EV charging stations to the current Work Plan. Unanimous. Motion carried. It was M/S (Bruzzone/Parolek) that the TC adopt its revised 2017-18 Work Plan as revised and will use it as the basis for development of its 2018-19 Work Plan in April. Unanimous. Motion carried. It was M/S (Humbert/Oxley) to suspend the rules and extend the meeting to 10:15. Unanimous. Motion carried.

7. Subcommittee Appointments:* a. Appointment of Alternate Liaison to Public Works Commission

It was M/S (Bruzzone/Parolek) to appoint Commissioner Oxley as alternate to Public Works Commission. Unanimous. Motion carried.

b. Create Subcommittee for Bike Plan Implementation It was M/S (Humbert/Bruzzone) to create a Bike Plan Implementation Subcommittee, appointing Parolek, Oxley, and Greene to monitor projects per Work Plan and report to TC by June. Unanimous. Motion carried.

c. Create Subcommittee for Stop Sign Warrant Criteria (Council

referral)*

It was M/S ( Bruzzone/Humbert) to create a Stop Sign Warrant Subcommittee, appoint Parolek, Oxley, and Greene to research and make recommendations ton stop sign criteria by December 30, 2018. Unanimous. Motion Carried.

Happy New Year! This is a reminder to agendize Commission Officer elections for your

February meetings.

Please refer to pages 24 -26 of your Commissioners' Manual for more details.

Please let us know as soon as possible after your elections take place, so that we may

inform your officers of their training requirement in a timely manner. Annual training is

required of all officers. The training video must be viewed and the Affirmation of

Completion must be filed with the City Clerk no later than 60 calendar days from the

date of election. Officers who do not meet this deadline will forfeit their office.

C. COMMISSION ORGANIZATION

1) Election of Officers and Term of Office

Unless otherwise provided by ordinance3, the chairperson and vice chairperson are elected by the majority of the commission for a one-year term and hold office until their successors are elected or until their terms as members of the commission expire. No commissioner shall serve as chairperson for more than two consecutive years. There is no term limit for Vice-Chair. The annual election of commission officers should occur during the month of February. The results of the vote should be publicly announced and the vote recorded in the minutes.

If an established election schedule has been set for the election of officers, any variation from that schedule results in a vacancy or interim period, not an extended

term for the officer. Terms of office for officers are determined by the date the election regularly occurs, not by the date it may have actually occurred.

Example: The Chair is elected in February 2012. The Chair resigns in April 2012. A new Chair is elected in May 2012. The newly elected Chair will serve from May 2012 to February 2013, when the next regular election is held.

2) Mandatory Annual Training for Officers

Chairpersons and vice chairpersons are required to complete mandatory annual training on: a) the parliamentary procedure of conducting and presiding over meetings according to the Brown Act and City policy; b) the role of the commission and its organization; and c) the commission's relationship to the City Council, the City Manager, the secretary, other commissions, outside agencies, and the general public.

Resolution No. 63,876–N.S. was adopted by City Council to implement video training for commission officers to satisfy the requirements of Resolution No. 60,531-N.S.

The Chairperson or Vice-Chairperson may view, in its entirety, a training video obtained from the City Clerk Department or the training video for this purpose posted on the City Clerk website. Upon completion, the Chairperson or Vice- Chairperson must file with the City Clerk an Affirmation of Completion.

The training video must be viewed and the Affirmation of Completion must be filed with the City Clerk no later than 60 calendar days from the date of election as Chairperson or Vice-Chairperson. Failure to complete the video training and file the Affirmation of Completion within 60 days of election will result in the immediate forfeiture of the position of Chairperson or Vice-Chairperson.

While not mandatory for commissioners other than the Chair and Vice-Chair, completion of Commissioner training is encouraged for all commissioners.

3) Duties of Officers

The chairperson, or in her/his absence, the vice chairperson, performs the following duties:

Presides at all meetings of the commission and ensures that the work of the commission is accomplished. To this end the chairperson must exert sufficient control of the meeting to eliminate irrelevant, repetitious or otherwise unproductive discussion. At the same time the chairperson must ensure that all viewpoints are heard and are considered in a fair and impartial manner. The Chair cannot make rules related to the conduct of meetings or commission procedure without approval of the full commission. C. Commission Organization

Appoints commission members to temporary subcommittees and informal bodies subject to the approval of the full commission.

Approves the agenda prior to distribution. This is limited to the structure and order of the agenda and does not grant the Chair the authority to remove items submitted by commissioners or staff.

Signs correspondence on behalf of the commission.

Represents the commission before the City Council with the formal approval of the commission by motion and vote.

Approves commission reports to Council.

The Chair or a quorum of the commission may call a special meeting. The Chair may also cancel a regular meeting.

Performs other duties necessary or customary to the office. 4) Transfer of Chair

In the absence of the chairperson or his/her inability to act, the vice chairperson presides in place of the chairperson. In the event of the absence or the inability to act of both the chairperson and the vice chairperson, the remaining members elect one of their members to act as temporary chairperson.

If a chairperson is terminated for any reason, the office is vacated and the rules for transfer would apply. If a vice chairperson is terminated, the office is vacated and new election would be held to fill the office. If the officer is reappointed she or he shall not resume the office and must be re-elected to the office by the majority of the membership.

necessary to undertake a traffic and placemaking study of the
