Funding sourced

• GOJ provided 200 million in 2013-2014 budget

CEO mandated

• Develop method to ensure success

• Follow all procurement guidelines

Discussions started with UWI

• Determine best way forward

• Develop MoA

Internal discussion and Meeting with NEPA outlined complexity and scope of engineering requirement

• Consultant to be sought to:

• develop standards and finalize designs

• Stability issues to be dealt with etc

• monitor and assist in implementation

Restorative Works

UWI proposal submitted

• June 2013

• NWA to prepare area for planting and UWI to provide plants and planting expertise

• NEPA involved in review of proposal

Proposal brought to procurement for sole sourcing

• Sector committee wanted explanation of value for money of project (June – July 2013)

Consultant hired

• September 2013

• Inception report submitted in October

• Reviewed proposal and produced engineers estimate based on local and international standards

• Specifications and designs for implementation prepared. Material assessment completed.

• EIA being prepared

Proposal returned to Sector Committee

• January 2014

• Amendments suggested

• Approval for NCC review subsequent to amendments

Progress to Date

Mangrove from Existing Nursery

Mangrove to be protected from debris etc

UWI Proposal (Mangrove)

Develop and Maintain Nursery for Dune Plants

Watering, fertilization (if needed), replacement

UWI Proposal (Dune Vegetation)

Sand for dune to cover revetment to be dredged

• Sand to be taken from area outlined in Cuban Study

• Smaller amount to be moved

• Material to be pumped on land, dewatered then placed by heavy equipment.

Sand for mangrove planting to be obtained from rivers

• Gradation of material developed by consultant in conjunction with UWI

• Slope of placed sand to be similar to that in productive mangrove area

Material Sourcing and Placement

Placement Methods (Mangrove areas

Areas of Nourishment for Mangroves

Placement Method (Dunes)

Areas of Work

Area for dredging was investigated by the Cuban study

EIA done for area in 2007

Beach License application submitted in 2013 and sign posted at site.

New EIA being conducted to verify:

• 1. availability of material

• 2. state of borrow area

• 3. state of environment around dredging area and sensitive receptors in vicinity

• 4. Address new developments and changes since 2007.

Utilities and Port authority notified of pending work.

Port Authority to approve works and designs

Planned Schedule

The project is in the planning phase

UWI is onboard and has provided a plan that is acceptable by the NEPA (mangroves ready for planting)

Sector Committee gave provisional approval for sole sourcing of UWI expertise.

The MTW is committed to provide funds to complete works.

The designs and plan for works to be implemented are complete and are about to go to open tender

All material requirements are available locally

The dredging expertise may not be available locally hence International tendering and collaboration with other dredging activities nay be required.

New EIA is being prepared for dredging and placement works.

The NWA is committed to completing the Palisadoes Rehabilitation Project in line with all the requirements of the Permits and Licenses.

NWA staff will be trained in restorative works for coastline projects.
