T&E-Centres (and MTI) operational database reporting

The T&E- Centres:The Yrtti-reporting system is build for the Employment and Economic Development Centres. The Centres arejoint regional service organisations of three ministries - the Ministry of Trade and Industry, the Ministry ofAgriculture and Forestry, and the Ministry of Labour. They provide services to business people, farmers andindividuals in 15 regions.

The operational system:The data source for Yrtti is a system which is used by the experts in the T&E Centres when allocating andgranting finances to enterprise investment and development projects. The financing activities are sustainedby legislation that deals with enterprise aid and by various other statutes. In addition to aid granted by theFinnish State, funds released by the European Regional Fund are also channelled through the T&E Centres.The most important forms of financing are: investment aid, small-business aid, development aid for SME's,operational conditions aid, internationalisation aid and energy subsidy.

The general goals for the development of the reporting system are to meet new and changing requirementsof the reporting, cost effectiveness, standardisation of information and integration between several datasources.

Yrtti application project

The first phase was done during September - October 1999 as a pilot project. The Goals for the pilot were toevaluate SAS-tools for producing needed reports and help the follow up of the enterprise aids in T&ECentres. The pilot project was done with RAD-methodology and using SAS tools SAS Base, SAS Access toSQL and WA.

The second phase was done during November - February 2000 to develop the production system. Goalsfor the development were to help the follow up of the funds channelled by the T&E Centres, support the Ad-hoc-reporting, reports are flexible and easily to access, user interface is easy to use and available toeveryone, a lot of dimensions, selections and limitations, and the quality and reliability of the reports shouldbe in high level. There were used SAS Institute RWM -method in the development project.

Future development steps

The Yrtti system is a pilot and first step in creating knowledge management to experts and decision makersin T&E Centres and MTI. The T&E Centres Executive Information System (EIS) is planned to be a system ofseveral data repositories of strategic information. These repositories are made like Yrtti for operationalreporting and are sources of information in strategic decision making. It is considered to implement thebalanced scorecard concept also. There are ongoing projects in defining a common vision and co-ordinatingthe activities for achieving relevant information already.

Reporting system

Yrtti web-reporting is developed with SAS tools, SAS Base, SAS IntrNet and SAS Access to SQL.Users get the information via Intranet with browser.

The base data is achieved via SAS Access to SQL daily from the operational systems. The DW is updatedevery night. User gets nearly up to date reports any time. All the reports are dynamic and user has possibility

to select the reports from the report groups with several selections. One dynamic report can produce asmuch and same information as tens of static reports do.
