Project Description

The preferred activity comprises the establishment of 92 freehold residentialsubdivisions, ranging in size between approximately 2-10 hectares within the MountVerde Estate.

The proposed subdivisions are intended to establish a low density rural residentialdevelopment providing a transitional zone between the higher and lower densityland uses which surround the project. The total extent of the land to be subdivided isapproximately 457 hectares in extent, whilst the developable area for non-agricultural use is approximately 45.7 hectares (10% of the total property area).

The National Department of Agriculture has already granted consent for theproposed subdivision of agricultural resources in terms of Act 70 of 1970, subject tono more than 10% of the proposed sites being utilised for non-agricultural purposes.It is the intention that existing farming practice will continue across the variousproperty boundaries on the remaining 90% of land which would not be developed.

Servicing of the sites will be by means of septic tank and soakaway systems,electrical supply will be via the existing Eskom infrastructure, and potable watersupply will be via the UMgungundlovu District Municipality for which a service levelagreement is already in place.

The main access to sites will be through the existing entrance to the Mount VerdeEstate and internal access roads will follow exiting agricultural roads where feasibleand practical, upgrading & widening of certain existing roads within the estate willhowever be required in certain places. No new watercourse crossings, or upgradingthereof, will be required for the proposed development which will make use of theexisting watercourse crossings for all access purposes.

The Application is being assessed in accordance with the requirements ofthe NEMA: EIA Regulations of 2014.

An application for Environmental Authorisation in the form of a BasicAssessment Process has been lodged with the Competent Authority –Department of Economic Development, Tourism & Environmental Affairs(EDTEA).

EIA Regulations 2014 Process

The 2014 BA process in general is summarised as follows:

Lodge Application – within 90 days to Submit final BA report to EDTEA(Subject to 30 Days PP)

On receiving the final BA Report the Competent Authority (EDTEA)must within 107 days issue a decision on Environmental Authorisation.

Note that public commenting timeframes are fixed! i.e. You mustcomment on all reports within the given 30 days or your comment willnot be recorded in the process. The commenting period for this

application closes on the 15 July 2016.

EIA Regulations 2014 Listed Activities

Listed Activities Triggered under the 2014 EIA Regulations (BA is the Assessment of the Listed Activities which

require approval from the EDTEA):

Item 28: Residential, mixed, retail, commercial, industrial or institutionaldevelopments where such land was used for agriculture orafforestation on or after 01 April 1998 and where suchdevelopment:

This Listed Activity is relevant as the proposed transformation of

10% of the overall site to non-agricultural activities results in a

development footprint of 45.7 hectares on land which has since

01 April 1998 been utilised for agricultural activities.

BAR Process to Date

Prior to this application being lodged, several specialists were appointed by theApplicant to assist with the pre-application planning components of the proposedsubdivisions. This included:

Terratest (Pty) Ltd who reviewed the environmental constraints of the site;

Earth Water Environmental Science who reviewed the agriculturalconstraints of the site;

Dennis Moss Partnership who assisted with the placement of thedevelopable areas from an architectural and landscape perspective;

Lawrence van Heerden Planning and Development Consultant whoprovided input in terms of the town planning requirements for the site;

Umlando who assessed the site in terms of cultural & heritage constraints.

No fatal flaws were identified by any of the Specialist Studies

BAR Process to Date cont… The Application for Environmental Authorisation was submitted to the EDTEA on

10 June 2016. The application was also advertised in the Witness and VillageTalk Newspapers.

The draft Basic Assessment Report was circulated for public comment on the 14June 2016. Hardcopies of the draft BA report have been made available at theHilton Library, Mount Verde and Garlington Management offices.

Please note that the Stakeholder & Public Commenting closes on the 15th

July 2016.

On completion of the Public Participation Process the draft Basic AssessmentReport will be compiled and will include copies of all comments received byStakeholders and Interested & Affected Parties. This document will be submitted tothe EDTEA who will issue a decision on Environmental Authorisation within 107days of receiving the final Basic Assessment Report.

witness.co.za WORLD 400 m champion sprinter Waydevan Niekerk led the charge at the weekend,with South African athletes producing astring of impressive performances aroundthe world.

Building on his superb form ahead of theRio Olympics in August, Van Niekerk stolethe show at the Racers Grand Prix meetingin Kingston on Saturday night, smashing hisown SA best in the men’s 300 m sprint.

He crossed the line in 31,03 seconds, hold-ing off American LaShawn Merritt by 0,20to secure an impressive victory.

The SA global star shattered his nationalmark of 31,63, which he had set in Birming-ham in June last year, climbing to third placein the global all-time list behind MichaelJohnson (30,85) and Jamaican star UsainBolt (30,97) over the rarely run 300 m dis-tance.

Akani Simbine, who had spent the weektraining with compatriots Van Niekerk andJustine Palframan at Bolt’s camp in Jamai-ca, did well to finish sixth against a world-class line-up in the men’s 100 m sprint.

He clocked 10,01, just 0,05 outside his

own SA record, while Bolt, the world recordholder, won the race in 9,88.

Palframan took seventh position in thewomen’s 400 m event in a season’s best of53,01. Shericka Jackson of Jamaica, thebronze medallist at last year’s IAAF WorldChampionships, secured victory in 50,72.

Elsewhere in the United States, Domini-que Scott closed out her university track ca-reer in style with a super5 000 m/10 000 m double at the NCAAChampionships in Eugene.

After winning the 10 000m title on Thurs-day in 32:35,69, Scott bagged the 5 000 mcrown on Saturday crossing the line in15:57,07.

This was Scott’s last appearance for theUniversity of Arkansas before her eligibilitycomes to an end, as she prepares to embarkon a professional career.

Long jumper Roelf Pienaar (ArkansasState) was the only other medallist of theseven SA athletes competing at the four-day NCAA Championships, producing a bestleap of 7,93 m to earn silver.

In Europe, South Africans made their

presence felt on Saturday, dominating mul-tiple events and setting personal bests attrack and field meetings in Belgium, Switz-erland and the Netherlands.

Competing in Lier, sprinter Emile Erasmuswon the men’s 100 m (10,46) and 200 m(21,34) races, while former World Champi-onships bronze medallist Johan Cronjé wasalso victorious, taking the men’s 1 500 mcontest in 3:39,48.

In the women’s 5 000m event, NoleneConrad bagged the win in 15:55,64, settinga personal best as she dipped under 16 min-utes for the second time in her career.

At the Georges Caillat Memorial Meetingin Geneva, Jean-Mare Senekal set a personalbest in the women’s 400 m hurdles, clock-ing 57,89 to win her heat.

Dikotsi Lekopa finished third in the men’s3 000 m steeplechase in 9:00,63, withcountryman Tumisang Monnatlala takingfifth place in 9:08,55.

ANDY Birkett and Louis Hattingh won athrilling senior men’s K2 race to bringdown the curtain at the Prescient SA Mara-thon Championships at Zandvlei nearMuizenberg yesterday.

Olympic medallist Bridgitte Hartleyand team-mate Abby Solms took the wom-en’s title in an equally thrilling race.

Birkett and Hattingh were locked in atense four-boat race throughout the 29 kmrace with locals Brandon van der Walt andStu McLaren, Simon van Gysen and CzechRepublic star Jakub Adam, and worldchamp Hank McGregor, who raced withSoweto talent Siseko Ntondini after hisregular team-mate Jasper Mocké was side-lined by flu.

After a dramatic penultimate portage,McGregor and Ntondini were dropped offthe front bunch with Van Gysen and Ad-am, leaving two K2 crews to slug it outover the last two kilometres.

Birkett, a former Under-23 worldchamp, and Hattingh, who won the juniorworld title in 2014, timed their interval tothe line perfectly to hold off Van Der Waltand McLaren by less than a boat length.

“It feels fantastic to win it, especially aft-er such as close race,” said Birkett. “I can’twait to race with Louis [Hattingh] at the

world champs in Germany in September.“He is very calm in the race and aggres-

sive when he has to be. He is racing withmaturity and experience beyond his years.”

There was a great deal riding in the raceafter the confirmation that Mocké wouldnot be racing, and had put in a written mo-tivation for exemption to the national se-lectors to allow the EuroSteel pairing ofhimself and McGregor — winners of goldand silver at the last two world champion-ships — to be considered for the nationalteam.

The K2 silver and K1 bronze signalledthe return to top form on Brandon van derWalt, following on from his successes asa junior and Under-23 marathoner.

The women’s title was decided in almostcarbon-copy like fashion as Hartley andSolms turned into the finish straight withdouble Under-23 bronze medallist JennaWard and junior prodigy Kyeta Purchase.Hartley’s awesome sprint power, beingfine-tuned for the Rio Olympics, prevailedin the closing 50 metres.

In the junior races, former world champJean van der Westhuyzen teamed up withCape star Mark Keeling to post an emphat-ic gold-medal winning performance overthe game paring of Ulvard Hart and ZachPreyser. The well-drilled crew of SabinaLawrie and Christie Mackenzie were never

HAVING built up a healthy buffer afterstage one, Andrew Hill and Tyronne Whitemaintained their dominance with anotherstage win and the overall BSi Steel dusi2ctitle yesterday, while the Jeannie Dreyerand John Ntuli combination was thestrongest mixed combination over the twodays of racing.

The benefit of having a healthy leadmeant that Team TIB’s Hill and Whitewere not required to push the pace, andafter the group broke down to two pairsearly on the leaders had to make sure thatthey did not lose touch of the Team Safireoutfit of Warren Price and Trevor Rowe.

“Today was going to be a day that wasgoing to suit Trevor and Warren becauseof their strengths on the flats,” first-timewinner Tyronne White said.

He was a bit concerned about his fitnesslevels after his honeymoon, but he expect-ed the second stage was going to be a loteasier on the body.

“Today was a lot better, there is not asmuch climbing so I didn’t have to sufferas much but I can’t wait to get fit and backto racing level so I don’t have to sit behindAndrew as much,” he said.

Hill, who has won every edition of theBSi Steel dusi2c, has seen the race growfrom strength-to-strength and ranks the2016 edition of the race up there as oneof his favourite instalments of the event.

“With all factors considered I woulddefinitely say that this year’s race ranks upthere with one of the best I have raced,”Hill said.

Hill claimed his fourth title in 2016 butWhite returns home with his first and theNorth Coast resident is happy that theplanets finally aligned allowing him andHill to take on the two-day adventure to-gether. “It is awesome to get a win on myfirst dusi2c and especially with Andrew,who has won so many and we have alwayswanted to do the race together, but unfor-tunately the opportunity never arose soit was great that this year we managed toteam up for the race and get the win,” saidWhite.

Team Safire were always going to be upagainst it coming into the final stage andwith such a sharp, flat stage the chanceto get away from the leaders never arose;however, the Price and Rowe duo held onto their second place comfortably.

The final spot on the podium was a fightbetween two of the RMB Change a LifeAcademy teams with their Number Oneteam of Ndumiso Dontso and Sipho Kupi-so starting the stage in third place as Bong-musa Zikhali and Siyanda Masango start-

ed yesterday in fourth place.After a slight mechanical error on the

start line on Saturday, which cost them fiveminutes at the end of the stage, Mer-chants’ Jeannie Dreyer and John Ntuli rodethe complete race to take the overall titlein the mixed category from overnight lead-ers Sani Racing’s Andrew Houston andBianca Haw.

“John and I chatted this morning atbreakfast about how we were going to goabout today and I said that we should justsee how the day goes instead of settingour minds on chasing down Andrew andBianca.

“We knew that today was going to bedifficult because of the pace of the stageand five minutes is a lot of time but whenwe got past Bianca and Andy we just knewwe had to put our heads down and go ashard as we could.

“The day went according to plan todaybut the legs did blow. That was the plan,though, go until you blow!” she said.

Ntuli echoed Dreyer when talking aboutthe effort that they had to put in yesterdayto overturn the advantage that Houstonand Haw had built up after the first stageof the race. “Jeannie and I raced really welltoday and I am really happy that we wereable to make up the time on the leadingmixed team.

“Jeannie was incredibly strong and I feltgood which helped us a lot in chasingdown the leaders — I’m really happy with

the result,” said Ntuli.The 2Fast2Furious pair of Wesley and

Candice Parker-Dennison managed tohold on to their third place in the mixedcategory after starting the final stanza ofthe race with a lead of just under a minute.

NOTICE OF APPLICATION FOR ENVIRONMENTAL AUTHORISATION (EIA REF: DC22/28/2016) REVISED BASIC ASSESSMENT PROCESS: PROPOSED MOUNT VERDE SUBDIVISIONS AND RESIDENTIAL DEVELOPMENT FOOTPRINT, HILTON, UMNGENI LOCAL MUNICIPALITY KWAZULU-NATAL. Notice is hereby given in terms of the National Environmental Management Act (Act 107 of 1998) (NEMA), Environmental Impact Assessment (EIA) Regulations 2014, as amended 7 April 2017, of the revised Basic Assessment Process for the above-mentioned project following the appeal decision issued by the Honourable MEC for the Department Economic Development, Tourism and Environmental Affairs (EDTEA) on the 18th October 2017. The proposed project potentially triggers activities 19 & 28 listed in Government Notice Regulation (GN.R.) 327, and 4, 14, 18 & 23 of GN.R. 324 of the NEMA: EIA Regulations 2014, as amended. The proposed development therefore requires a Basic Assessment Process to be undertaken for a decision on Environmental Authorisation to be made by the Competent Authority. PROPOSED ACTIVITY: The proposed project comprises the development of 92 freehold residential subdivisions and associated infrastructure within the Mount Verde Estate, Hilton. The proposed residential dwellings are intended to establish a low density rural residential development providing a transitional zone between the higher and lower density land uses which surround the project. The total extent of the land to be subdivided is approximately 457 hectares in extent, whilst the developable area for non-agricultural use is approximately 45.7 hectares (10% of the total property area). The remaining balance of the property (90% of the total property area – 411 hectares) will be retained for agricultural use. This Basic Assessment application is made only for the development of the non-agricultural land uses within the proposed development site. Properties forming part of this application are: 1. Access to the proposed residential subdivisions off the N3 Highway would be via Elizabeth Drive running through Hilton Gardens to the existing entrance of the Mount Verde Estate located at the end of Weir Drive. Construction access for vehicle over 3.5 tonnes is proposed via the Claridge road access to the site (Ottos Bluff Road). Central site coordinates are approximately 29°32'43.66"S; 30°20'14.37"E.
