    Dragnet leads to fines, suspension A Melton and Brimbank highway patrol operation has nabbed almost 150 speeding drivers. More than 350 motorists travelling on the Western and Melton highways were stopped between mid-March and last week with a total of 205 offences detected. Four drivers had their licences suspended. Nine motorists were fined after being caught using a mobile phone while driving. One driver returned a blood-alcohol reading of more than .05.

    Gallipoli applications openStudents and teachers in Melton and Moorabool are being urged to apply to attend next years centenary Anzac Day dawn service in Gallipoli. The state government will send 80 Victorian students from years 9-12 and 18 teacher-chaperones to the service. Students must make a written application by June 13.     Council face-time facilitiesNew video call facilities have been set up by Moorabool council to help residents with planning or maternal and child health matters. The new system can be accessed from any laptop or mobile phone, or by using video conferencing units at the Darley, Ballan and Lerderderg libraries. If the pilot program is successful, the council will expand video calling to include other departments. To book an appointment, phone 5366 7100.

    A sensory library offering books and equipment for children with autism spectrum disorder (ASD) has received a $5000 funding boost.

    Ballans Embrace ASD library was among 26 projects that received funding in Moorabool councils summer grants program.

    The library will use the money to increase the range of products available at its Ballan Primary School site.

    Embrace ASD president Amber Durante, who started the library five months ago, said the group would be able to offer a wider range of special-needs equipment and literature.

    Occupational therapy and sensory equipment, visual aids and homeschooling literature are all incredibly expensive, and theres no guarantee your child will respond to that equipment, she said.

    Ms Durante said the idea for a library came after she purchased a $300 weighted blanket for her son, who has Aspergers syndrome, but he refused to use it.

    If we had a place we couldve gone to borrow it, we wouldve known. So thats why its been set up; lets get it right first and then buy.

    Ms Durante said families from Melton, Deer Park, Geelong and Ballarat use the library, which opens twice a month and is currently stocked with equipment donated by families.

    The funding will also support a sensory music program for children with autism, Aspergers, ADHD and other special needs.

    Eight projects did not receive funding, including $5000 applications from the Ballan Recreation Reserve committee and the Coimadai Avenue of Honour Restoration Association.

    A proposal by the Victorian Labor Party to cap rate rises in line with the consumer price index and force councils to justify increases above that has received little support.

    Earlier this month, state opposition leader Daniel Andrews said that under a Labor government, councils wanting to raise rates above CPI would have to appeal to an independent Essential Services Commission and explain any rate increases.

    Under Labor, councils will be forced to limit rate rises and detail where every dollar will be spent because ratepayers deserve a fair go, Mr Andrews said. The days of ratepayers footing the bill for Arnold Schwarzenegger impersonators are over.

    This policy also sends a clear message that we expect councils to keep their rates in line with CPI. Any increases above this must provide a clear benefit to ratepayers.

    But the Municipal Association of Victoria slammed the idea, saying it was a destructive policy that at first glance may seem appealing to ratepayers, but it would have devastating long-term consequences.

    Association president Bill McArthur said Mr Andrews had effectively endorsed a failed Kennett reform that hurt ratepayers for two decades and was a key factor in rate rises brought in to address crumbling community infrastructure.

    This shortsighted Labor policy to gain voters will wreak long-term community pain for all Victorians, Cr McArthur said.

    Melton City Council chief executive Kel Tori supported the associations view.

    The capping of rates didnt work in New South Wales and it wont work in Victoria, Mr Tori said.

    The City of Melton is a growth area with significant infrastructure and service delivery demands. If Melton council had to cap the rates at CPI it would not be able to deliver on the communitys expectations.

    Melton Residents Association president Peter Rowan criticised the proposal, saying

    Labor was chasing votes with promises it couldnt keep.

    The Labor Party itself has done very little for the western suburbs, he said. It seems that because its a safe seat nothing is done.

    Cambridge, Coburn and Watts Residents Association president Nathan Miles welcomed the proposal, saying it was time that rates were capped.

    It needs to be capped Ive been saying this for 12 months, he said.

    There needs to be a total review of all services; what the council is responsible for and what the state government is responsible for.

    awards, was an integral part of the community and placed great importance on giving back to Melton.

    Were very proud, very happy because it means all the hard work you put in all year is worth it, he said.

    The staff were rapt, it gets everyone together I think its good to be appreciated.

    Mayor Bob Turner said the awards celebrated innovative and entrepreneurial spirit in the municipality.

    An 11th-hour decision by Moorabool council to allow an obstructive fence to stand in Myrniong has angered a Lohs Lane resident.

    Scott Fisher urged the council to cancel an agricultural licence that applies to a 500-metre stretch of the lane, which provides sole access to his property.

    Council officers recommended the 99-year licence, which is held by a neighbour, be cancelled, making it a municipal road and leading to the fences removal.

    At this months council meeting, Cr Tonia Dudzik moved an unsuccessful amendment to leave the licence in place and review signage.

    Councillors instead passed a motion to leave the licence intact with no review.

    Mr Fisher said the land was no longer used for agriculture and a gate was blocking access to his property.

    [It] needs to be an open road and it needs to be properly maintained, he said. I have three kids and its a high-risk fire area. Hows an ambulance supposed to get through?

    We have couriers who turn back because they dont know if theyre allowed past the fence.

    Mr Fisher said the lane allowed walkers and horse riders to access tracks in Lerderderg State Forest. But they were confused as to whether the gate meant the tracks led to private land.

    Its being treated like a private gate, and people wont come in, he said.

    Four properties on Lohs Lane are outside the gate; three are behind it.

    But landholder Monica Bartels told the council meeting the cancellation of the licence was not in the publics interest. The gate should be closed at all times to prevent off-road bikes going through to the forest, she said.

    Ms Bartels agreed to leave the gate open on high-fire danger days and said a mechanised gate could be installed to provide neighbours with better access.

    Speaking to the original motion, Cr Pat Toohey raised fears about maintenance of the

    stretch, and was told by a council officer it would cost the council about $2000 a year.

    A Department of Primary Industries (DEPI) spokeswoman said agricultural licensees had no exclusive rights. If a council determines an area should have a licence removed for public

    interest, then council can make an application to DEPI for its cancellation.

    Mr Fisher said he would continue to push for the fences removal. All we ask is that we have unobstructed access to our property safety should be everybodys first priority.

    It might be getting chilly outside, but things are heating up at Melton City operating budget for 2014/2015. This years budgeting process has been

    that we have developed a budget that is robust, sustainable and meets the diverse needs of our unique and growing community.

    Highlights of this years budget include upgrades to community facilities and recreational reserves, improvements to our road infrastructure, tree-planting and streetscape renewals and the expansion of Council programs, services and resources offered throughout the municipality.

    Residents and community groups still have the opportunity to have their say on Councils draft budget 2014/2015. Submissions in writing must be received before 5pm, Wednesday 28 May, so be sure to get your thoughts and ideas in on time, so that your voice can be heard. Council is expected to adopt its 2014/2015 budget at the 24 June ordinary meeting.

    As part of our Reconciliation Week celebrations (27 May 3 June), Council will be holding a range of events and activities that highlight the culture and achievements of our Indigenous communities. Events include the launch of the Bullum Bullum Reconciliation Tree on Thursday 29 May, and an exciting Koori Night Market at Melton Community Hall on Friday 30 May.

    I was very pleased to hear the announcement last week that the infrastructure funding for transport, education and health care as part of the 2014/2015 Victorian State Budget.

    We are delighted that our advocacy has been successful and that some of our top priority projects have been announced as part of the Budget. Its a great result for our the Caroline Springs train station construction, the Melton Community Health Centre relocation, and the completion of Arnolds Creek Primary School.

    The Caroline Springs train station project will dramatically change the public transport options available to our especially during peak hour.

    The announcement of $14 million in funding for the relocation of the Melton Community Health Centre to the Barries Road health precinct represents a big win for our City. We advocating for this major project and we are ecstatic that provision of health care for our fast growing community.

    While we are pleased that the Arnolds Creek Primary School project is now fully funded, we will continue to advocate for new funding for future schools at Eynesbury and Taylors Hill West. We are particularly concerned that there has been no funding for a secondary school in the Eastern Corridor.

    Lassila read to primary school pupils as part of yesterdays launch of the Melton library outpost service.

    Diggers Rest Primary School principal Rachelle Hedger said the outpost was a welcome addition .

    We know the importance of reading to our students and to the community as a whole, so were very excited for this to begin.

    e collection includes more than 300 books, magazines, DVDs and audio books for children and adults.

    Residents can access the outpost every Tuesday from 9.30-11.30am and ursday from 2.30-4.30pm.

    Library sta will be on hand to answer queries. Items in the collection will change on a monthly basis.

    Long-awaited plans to improve tra c woes in Bacchus Marsh will go on show this week.

    VicRoads will display maps and models of works proposed for Halletts Way at two public information sessions.

    e revised plans, including upgrades to Woolpack and Hopetoun Park roads and an exit ramp from the Western Freeway to Bacchus Marsh Road, were announced by Roads Minister Terry Mulder in March

    following years of controversy and debate. Previous plans for a truck bypass were rejected by Planning Minister Matthew Guy in 2012 a er a vocal campaign by the Avenue of Honour Preservation Group.

    e plans would have required removal of eight elm trees on the Avenue of Honour.

    VicRoads project director Trevor Boyd said he hoped the community would support the new plans, given the breadth of

    works and bene ts they will deliver. e package of works will improve tra c ow

    and road safety in Bacchus Marsh while maintaining the integrity of the Avenue of Honour .

    e session is an opportunity for community members to speak one-on-one with project sta

    involved in planning the works. Honour for All, a group pushing

    for a second Avenue of Honour, has welcomed the works, but said more changes

    were needed . e Halletts Way ramps will assist with the tra c situation at the Gisborne Road exit, but it wont have much e ect on the centre of town, spokesman Malcolm Trask said. e group also wants more north-south crossings in the town.

    Moorabool mayor Paul Tatchell said the revised plans looked promising .

    The Western Bulldogs have teamed up with health organisations to kick a goal for mens health in the west.

    Sons of the West is an Australia-first initiative using football as a way to stop men being left behind when it comes to healthy living.

    The product of a partnership of English soccer powerhouse Liverpool, VicHealth and Macedon Ranges and North Western Melbourne Medicare Local, the 12-week program is intended to help men live healthier, eat healthier and drop a shirt size.

    Speaking at the programs launch last Wednesday, Bulldogs president Peter Gordon said the battle to stay healthy and happy was important as men reached middle age.

    I am part of a generation of Melbourne men who grew up in part believing that going to the football, having a pie, having a beer and sitting and watching those athletes was somehow a healthy sporting experience, he said.

    The message will be spread across the west by Bulldogs legends including Tony Liberatore (Team Maribyrnong), Brad Johnson (Team Hobsons Bay), Steve Kretiuk (Team Wyndham), Scott West (Team Brimbank) and Doug Hawkins (Team Melton).

    Hawkins said if the late Ted Whitten had sought earlier treatment for prostate cancer, he might still be alive today.

    My role is to try and help these blokes get

    fitter, healthier and happier. A mens health expo will be held at Whitten

    Oval from 11am-3pm this Sunday.
