PROGRAM STATEMENT & EXPECTATIONS FOR IMPLEMENTATION POLICY
MRS. PARK’S SCHOOL
Our program uses the guiding document, How Does Learning Happen, Ontario’s
Pedagogy for the Early Years. This program statement is reviewed annually to ensure that it is
aligned with the Minister’s Policy statement. We see children as being competent, capable
curious and rich in potential and all we do is to support that point of view. We provide an
inclusive, enriched program which respects children’s and their family’s beliefs, culture,
language. All new staff, students and volunteers review this program statement prior to
interacting with children and at any time when the program statement is modified.
Our goals and approaches are reviewed annually, monitored & documented to ensure
implementation by all staff, students and volunteers at Mrs. Park’s School.
OUR GOALS
a. Provide for the health, safety, nutrition and well-being of the children; and care providers
and staff; and
b. Support positive and responsive interactions among the children, parents, child care
providers and staff; and
c. Encourage the children to interact and communicate in a positive way and support their
ability to self-regulate;
d. Foster the children’s exploration, play and inquiry;
e. provide child initiated and adult-supported experiences;
f. Plan for and create positive learning environments and experiences in which each child’s
learning and development will be supported;
g. Incorporate indoor play, as well as active play, quiet time, into the morning and give
consideration to the individual needs of the children in our school;
h. Foster the engagement of and ongoing communication with parents about the program
and their children;
i. Involve local community partners and allow those partners to support the children, their
families and staff;
j. Support staff or others who interact with children at our centre in relation to continuous
professional learning; and
k. Document and review the impact of the strategies set out in clauses a. to k. on the
children and their families.
APPROACHES
a. Classrooms are maintained with equipment and furniture that is age appropriate
for the use of children, safe, and all food that is consumed meets storage
requirements & children’s individual dietary requirements. Monthly fire drills
are conducted. Records of children’s arrival, dismissal and wellness are
maintained. “A safe environment that offers consistency and continuity as well as
graduated support for children’s growing independence and capacity for self-care
enables children to tackle challenges, learn to persevere, and explore ways to cope
with manageable levels of positive stress.” (HDLH, p.30). RECE’s and assistants
work as team members to ensure supervision of the whole environment and safety
of all. We exceed the expectations for supervision of children in the Child Care
Early Learning Act.
b. With the use of equipment, toys, and weekly plans for learning experiences
promotes positive learning opportunities between children, parents and staff.
Communication of the learning opportunities is posted weekly outside of the
classroom for parents/caregivers to see and provide opportunities for discussion
with their children. These plans are developed by the staff whom meet weekly
using HDLH as a guide for children’s learning and development, in the areas of
social-emotional, communication, language, literacy, cognition and physical
health and well-being.
c. While observing children and their interactions, teachers have the opportunity to
encourage them using various methods to promote positive social interactions and
acquire skills needed for; making friends, conflict resolution and social problem
solving skills, peer group entry skills, helping skills, interacting positively and
respectfully, co-operating, empathy, taking another person’s point of view,
interacting with adults
d. Observing children individually and within their group, teachers can use the
child’s interests to enhance their experiences.
e. Through the use of equipment, creative art materials, learning materials, dramatic
play resources teachers provide open ended, child initiated opportunities for
exploration, play and inquiry. Children’s art is created and displayed throughout
the classrooms & school.
f. Teachers discuss and create learning environments or “opportunities for learning”.
g. During each child’s day the schedule is created to provide gross motor activity,
dramatic play, science, art, music, nutrition and reflect each child’s individual
needs.
h. Ongoing communication is facilitated by a family’s access to teachers at any time,
in person, through email and telephone. Schedules, weekly and daily are posted
for parents to see, a parent resource area is in the main hall and notices and
newsletters are sent home as needed.
i. Access to resources are available for families like, speech and language
pathologists, physio therapists, community living. Referrals to any community
partners are supported by the school as needed.
j. Staff are encouraged and financially supported to attend on-going professional
development. Time is made available to have continued first aid training on site.
k. Weekly teachers meetings provide opportunity to reflect on program plans
(opportunities) and document and review the impact of the strategies set out in
our goals.
Expectations for Implementation & Monitoring
Expectations for implementation are stated in our approaches to our goals and staff are
advised of these at the time of review of the program statement.
Staff will be monitored and assessed on the dimensions of the program statement. Staff
will be monitored on an ongoing basis however formal monitoring will be conducted on an
annual basis.
Mrs. Park’s Supervisor will formally meet with all staff once per academic year to review
the following performance indicators. If necessary any items that require development will
be reviewed again during the year to evaluate improvement. The attached monitoring
document will serve as the formal tool being used to record the monitoring.
PROHIBITED PRACTICES
Ontario Regulation 137/15
Mrs. Park’s school shall not permit, with respect to a child receiving child care at our centre;
a) Corporal punishment of the child;
b) Physical restraint of the child, such as confining the child to a high chair, car seat, stroller
or other device for the purposes of discipline or in lieu of supervision, unless the physical
restraint is for the purpose of preventing a child from hurting himself, herself or someone
else, and is used only as a last resort and only until the risk of injury is no longer
imminent;
c) Locking the exits of the child care centre for the purpose of confining the child, or
confining the child in an area or room without adult supervision,, unless such
confinement occurs during an emergency and is required as part of the schools
emergency management policies and procedures;
d) Use of harsh or degrading measures or threats or use of derogatory language directed at
or used in the presence of a child that would humiliate, shame or frighten the child or
undermine his or her self-respect, dignity or self-worth;
e) Depriving the child of basic needs including food, drink, shelter, sleep, toilet use,
clothing or bedding; or
f) Inflicting any bodily harm on children including making children eat or drink against
their will.
While staff will be monitored on an ongoing basis, formal monitoring will occur on an
annual basis using the attached monitoring document. Staff will be provided with the
opportunity to set and achieve goals related to issues identified during formal monitoring.
Should discipline be necessary following the monitoring of prohibited practices and the
implementation of the program statement, discipline will be in accordance to the
procedure set 9ut in the Process for Monitoring Compliance and Contraventions with
Policies, Procedures & Individual Plans.
ADMISSION INFORMATION
AGES
Mrs. Park’s School provides a program for toddlers, preschoolers and kindergarten children aged
18 months years to 5 years.
DAYS AND HOURS OF OPERATION
Classes at Mrs. Park’s Schools begin in mid-September and end in mid June with a one week
break mid March (to coincide with the TDSB spring break) and one professional development
day. (to be scheduled during January)
Morning Hours: 9:00 to 11:30 Toddler, Nursery Classes, pre-kindergarten
Afternoon Hours: 1:00 to 3:15 Enrichment Classes
Morning: 9:00 to 11:30 Kindergarten classes Half day

TODDLER CLASSES
Toddler classes are held on Tue/Thursday mornings & Wed/Fri.
NURSERY SCHOOL CLASSES AVAILABLE
Our school offers a variety of schedules:

ADMISSION PROCESS
Many families register their children well in advance. It is helpful therefore, if you
inquire about enrollment early.
Parents can contact our school at any time to arrange a tour and visit with the director to
discuss the program and their child’s admission.
Mrs. Park’s School hosts an annual OPEN HOUSE for one day in April. This is for
registered NEW students only. This open house provides a hands on opportunity to:
* become familiar with our facility
* play together in our classrooms
* learn about the program they will be attending
* meet your child’s teacher and other staff members
* ask any questions that come to mind
* meet other families
* book your individual teacher visit to take place in early September, prior to admission
Mrs. Park’s School does not have a wait list. Once you have registered your child, you
will be sent a letter in February outlining the forms that need to be completed and requesting a
non-refundable deposit which is applied to the yearly fee to indicate your intent. These forms
are available on line www.mrs-parksschool.com
Early in September you and your child will have an interview with the teacher and Mary
Dwan King. This gives you an opportunity to talk about your child’s admission and make plans
regarding separation with the teacher. The interview is intended to help prepare your child for
their new experience and to welcome them more personally into our school.
WITHDRAWAL POLICY
If sufficient notice is given, a child may be withdrawn with no penalty incurred (with the
exception of the non-refundable deposits and full-time Kindergarten program guidelines)
April 2017
FEES
Mrs. Park’s School does not have a wait list or charge a wait list fee.
Fees are based on an annual amount divided into ten payments: (one deposit and nine post dated
cheques) September to May, or one deposit and three post dated cheques, September, December
and March.
Fee schedule for the coming year is posted in January/February.
There is a $50.00 NSF charge.
At your request, a receipt will be given for tuition paid to the person. This payment is provided
free of charge.

School Interruption Notification Should the need arise to cancel classes, you will be contacted by your child’s teacher in the
morning, there will also be a recorded message on our telephone 416-424-2135 informing you of
the closure. We will follow the TDSB lead regarding closure due to weather. If the Toronto
district school board cancels classes, we will also be closed.
CLOTHING AND POSSESSIONS
Play clothing suitable for physical activity and art activities involving glue and paints are most
appropriate.
You may wish to provide a second set of clothing to be kept on your child’s coat hook in case of
as accident, however the school does have a supply of clothing for use in such circumstances.
Your child’s teacher will give you a list of things like extra shoes etc… when they start school.
PLEASE MARK ALL OF YOUR CHILD’S ITEMS WITH THEIR NAME
During the winter, we ask that mittens be on clips to aid in dressing.
ARRIVAL AND PICK UP
Young children depend on regular routines for their own sense of security. We recommend that
you establish a routine for dropping off and particularly for picking up your child to support
his/her growing sense of trust. Please be sure that staff knows when your child arrives and when
you are leaving with your child.
Unless otherwise arranged, children will not be released to any person other than those specified
on the Emergency form. No casual arrangements between Nannies will be observed. We ask as
well, that in the event there is to be a change in who will be picking up your child that you
prepare your child for this change in routine and give us a note/verbal message naming the
alternate pick up person.
GENERAL SAFETY
To make sure children are safe, we walk in hallways and shoes must be worn at all times.
Mrs. Park’s School is a peanut free school due to the number of children with anaphylaxis
reactions; we post all allergies and do not allow food to be brought into the classroom.
We ask that children’s hands be washed before entering the classroom.
WELLNESS
Children should NOT attend school if they have a fever, contagious illness i.e. “Pink eye” or
other childhood disease. If your child has runny nose, coloured mucus indicates that the child
should not attend school. A child should remain home if they have had a fever, stomach upset or
diarrhea for at least twenty four hours after the symptoms disappear.
If your child becomes ill at school we will contact you immediately to pick them up. Your child
will stay with a staff member isolated from the group until you arrive to prevent the risk of
infection.
Toronto Public Health requires us to report communicable illness like chicken pox. We have a
list we refer to from the Toronto Public Health. We also have an exclusion check list regarding
information re: length of exclusion.

SNACKS
Our daily snack will be posted in our entrance way. Your child will be given a daily snack of a
cookie produced in a peanut safe facility, juice and a fruit/vegetable. This is a time for children
to enjoy the experience of conversation together.
Very careful note is taken of children with food allergies. These allergies are boldly posted in
each room and the kitchen.
Because there are so many children with food allergies, we ask that you do NOT send food into
the school.
Biting Incident Policy
Dealing with a Human Biting Incident at the nursery school
If the skin was not broken:
1. Provide appropriate first aid.
Wash the bite thoroughly with soap and water. Cover the wound with a bandage. Sooth
the child.
If the skin was broken:
2. Allow the wound to bleed gently without squeezing, clean carefully with soap and water
and apply first aid.
3. Contact the parents/guardians of those involved in the incident as soon as possible and
within two hours of the incident.
4. Advise both children’s parents to contact their health care provider regarding post-
exposure immunization and advice.
5. Provide Toronto Public Health’s fact sheet “Biting Incidents – Information for Parents”
to the parents involved in the biting incident. (attached)
6. If either child has hepatitis B, C or HIV, report the incident to Toronto Public Health
(TPH) as soon as possible and ensure confidentiality of the children and parents is
respected.

MEDICATION ADMINISTRATION POLICY
1. Mrs. Park’s School will only administer allergy medication as prescribed by a doctor.
2. Mediation will only be administered in accordance with instructions and authorization
from child’s parent.
3. Medication is kept in a locked designated spot.
Procedure:
Medication must be labeled and only from the original container or package with:
- child’s name
- name of drug or medication
- dosage of drug or medication
- date of purchase
- instruction for storage
- instruction for administration: when, what symptoms do I need to see before
administering drug.
1. Medication must be inaccessible to children, unless consent to carry by M.D. is on
file (epi-pen).
2. Staff: One person (Supervisor – Mary Dwan King) is in charge of medication. Drugs
or medication are dealt with by Mary Dwan King or her designate.
Emergency/Fire Management Policy and Procedures Name of Child Care Centre: Mrs. Park’s School Inc.

Definitions All-Clear: A notification from an authority that a threat and/or disaster no longer pose a danger and it is
deemed safe to return to the child care premises and/or resume normal operations.
Authority: A person or entity responsible for providing direction during an emergency situation (e.g.
emergency services personnel, the licensee).
Emergency: An urgent or pressing situation where immediate action is required to ensure the safety of
children and adults in attendance. These include situations that may not affect the whole child care centre
(e.g. child-specific incidents) and where 911 is called.
Emergency Services Personnel: persons responsible for ensuring public safety and mitigating activities
in an emergency (e.g. law enforcement, fire departments, emergency medical services, rescue services).
Evacuation Site: the designated off-site location where shelter is obtained during an emergency. The
evacuation site is used when it is deemed unsafe to be at or return to the child care centre.
Licensee: The individual or agency licensed by the Ministry of Education responsible for the operation
and management of each child care centre it operates (i.e. the operator).
Meeting Place: the designated safe place near the child care centre where everyone is to initially gather
before proceeding to the evacuation site, or returning to the child care centre if evacuation is not
necessary.
Staff: Individual employed by the licensee (e.g. program staff, supervisor).
Unsafe to Return: A notification from an authority that a threat and/or disaster continue to pose a danger
and it is unsafe to return to the child care premises.
Mrs. Park’s School Emergency Policy
Policy Staff will follow the emergency response procedures outlined in this document by following these three
phases:
1. Immediate Emergency Response;
2. Next Steps during an Emergency; and
3. Recovery.
Staff will ensure that children are kept safe, are accounted for and are supervised at all times during an
emergency situation.
For situations that require evacuation of the child care centre, the meeting place to gather immediately
will be located at: The Leaside United Sign on the front lawn
If it is deemed ‘unsafe to return’ to the child care centre, the evacuation site to proceed to is located at:
Trace Manes Library
Note: all directions given by emergency services personnel will be followed under all circumstances,
including directions to evacuate to locations different than those listed above.
For any emergency situations involving a child with an individualized plan in place, the procedures in the
child’s individualized plan will be followed.
If any emergency situations happen that are not described in this document, Supervisor or designate will
provide direction to staff for the immediate response and next steps. Staff will follow the direction given.
If any emergency situations result in a serious occurrence, the serious occurrence policy and procedures
will also be followed.
All emergency situations will be documented in detail by Supervisor or designate in the daily written
record.
Additional Policy Statements Fire drills conducted by all classes monthly. Emergency walk through yearly.
FIRE DRILL & EVACUATION
Classroom drills monthly/all school drills 2x per year. A log of all drills is to be kept for each class, posted in classroom and recorded in the “FIRE DRILL LOG BOOK” kept in room 2. For an all school drill/evacuation, please follow the guideline below:
4. When alarm sounds, the teacher/RECE or her designate, accounts for all
children, bring attendance sheet and gather together in room
5. Walk to nearest exit-teacher leading, assistant following behind children
and close class door behind you. Should a special needs child require
additional support the teacher will ask for extra support or a volunteer
to assist.

supervisor/director and confirm children in your group are all accounted
for-remain outside until given the OK to return to the class, or to
proceed on the west side of the street crossing at the cross walk in front
of the Library to our EMERGENCY EVACUATION LOCATION – LEASIDE

9. Staff/supervisor or designate will contact parents to pick up children
from the evacuation location. Director will consult the appropriate
official to get permission to re-enter the building when safe.
10. Director will contact parents ASAP to give a detailed description of the
event that caused the evacuation.
ALL CHILDREN MUST BE SIGNED IN & DOCUMENTED AS THEY ARRIVE OR ARE DISMISSED. ATTENDANCE MUST BE RETURNED TO RM. 2 BY 9:20 AND POSTED CHILDREN MUST HAVE SHOES ON AT ALL TIMES WHEN IN THE SCHOOL THIS DOCUMENT IS TO BE POSTED AT EACH CLASSROOM DOOR A signed copy of this policy is to be in each staff file – REVIEWED YEARLY Revised March 2017
Communication with parents/ guardians
1) As soon as possible, Supervisor or designate must notify parents/guardians of the emergency situation and that the all-clear has been given.
2) Where disasters have occurred that did not require evacuation of the child
care centre, Supervisor or designate must provide a notice of the incident to parents/guardians by phone, email in addition to a written notice.
3) If normal operations do not resume the same day that an emergency
situation has taken place, Supervisor or designate must provide parents/guardians with information as to when and how normal operations will resume as soon as this is determined.
HEALTH AND SAFETY
The Day Nurseries Act stipulates that a record of immunization must be obtained prior to a
child’s admission. If a child has not been immunized, a letter from the parents stating their
decision not to immunize their child must be in the file along with the appropriate form(s)
provided by Public Health. Should your child require the use of an Epi pen or any prescribed
medication in an emergency situation, a letter must be in the child’s file from the prescribing
physician outlining the medication, use and parental permission to administer along with our
Anaphylaxis emergency form. A demonstration of the use of the Epi pen must be given by the
parent to all staff prior to admission. All Epi pens and prescribed medication is kept in a locked
cabinet away from children. Epi pens are kept on the teacher’s person while the child is in
attendance.
Please be sure that your child’s immunization record clearly indicates dates in full, in order that
we may keep complete and accurate records.
BIKE HELMET POLICY
In order to provide a safe environment for our children during gym activities we have
instituted a bike helmet policy. We ask parents to provide an appropriate helmet for their
child to use during activities in the gym on wheeled vehicles. These helmets will not be
shared by other students because of public health concerns and they will be stored by us
for use in the gym.
Monitoring Compliance & Contraventions Policy
Purpose:
To provide direction on how Mrs. Park’s School monitors compliance and contraventions of
required policies and individual plans

Staff, Students and Volunteers will be monitored on an on-going basis to ensure they are
complying with required policies and procedures:

There is a written process in place for monitoring, recording and addressing compliance and
contraventions.
Roles and Responsibilities:
Supervisor:
The Supervisor will provide all staff, volunteers and students with a copy (digital or
paper) of all policies, procedures, processes and individual plans before any person
interacts with children.
Supervisor is responsible for training staff, volunteers and students about policies,
procedures processes and individual plans they are expected to follow. A
student/volunteer and supply staff manual is to be supplied to the above for review prior
to working/volunteering at Mrs. Park’s.
The Supervisor is responsible for on-going observations to ensure compliance
Once annually the Supervisor will complete the Compliance & Contraventions Checklist
with all staff, students and volunteers to monitor, record and address compliance and
contraventions.
Staff, Students and Volunteers:
It is the responsibility of all staff, students and volunteers to read, review and ensure
compliance of all required policies, procedures, processes and individual plan.
Staff, Students and Volunteers will receive a digital copy of policies as well as on-going
updates and are responsible for signing off on all policies, procedures, processes and
individual plans at least upon starting, annually and whenever there are changes.
Procedure:
The Supervisor will ensure all staff, students and volunteers are provided with a copy
(paper or digital) of all required policies, procedures and processes as well as individual
plans.
All students and volunteers must review and sign off on all required policies, procedures,
processes and individual plans before interacting with children and at least annually
thereafter (sooner, if there are changes).
Once annually the Supervisor will complete the Compliance & Contraventions Checklist
for all staff. If contraventions are noted, the Supervisor provides re-training and/or
follows the procedures outlined in the Progressive Discipline Policy.

confinement occurs during an emergency and is required as part of the schools
emergency management policies and procedures;
j) Use of harsh or degrading measures or threats or use of derogatory language directed at
or used in the presence of a child that would humiliate, shame or frighten the child or
undermine his or her self-respect, dignity or self-worth;
k) Depriving the child of basic needs including food, drink, shelter, sleep, toilet use,
clothing or bedding; or
l) Inflicting any bodily harm on children including making children eat or drink against
their will.
ANY STAFF PARTICIPATING IN PROHIBITED PRACTICES WILL BE
IMMEDIATELY DISMISSED.

A criminal reference (vulnerable sector) check will be a condition of employment for all new
employees prior to their appointment.
Checks shall only be conducted for successful job candidates.
The following positions are considered to have direct contact with the children and are affected

Volunteers/staff under 18 years of age are required to provide two positive references from
persons over 18 year of age.
Before a permanent offer for employment is extended for any of the above positions, the
successful candidate must have a criminal reference check for vulnerable persons obtained. The
original reference check must be shown to the Director or their designate and a copy of the entire
check must be signed, dated as a true copy of the original by the named individual and Director
or their designate and placed on file.
A conditional offer of employment may be extended to s successful candidate, with the
condition that the criminal reference check information is received in a timely manner. In cases
where circumstances warrant, a candidate may start to work providing arrangements are made to
ensure the new employee is not left alone with any children at any time or under any
circumstances.
The candidate must meet with the owner to discuss the results of the check and this meeting will
be reviewed by the school’s legal counsel who also may attend the meeting.

be considered a risk to have in contact with the children.
The applicant will be advised of the decision to offer or withdraw offer of employment.

The supervisor will note in the employee’s file the date of the criminal reference check and the

Anaphylactic Policy
Definition of Anaphylaxis Anaphylaxis is a severe allergic reaction that can be fatal, resulting in circulatory collapse or
shock. The allergy may be related to food, insect stings, medicine, latex, etc.
Purpose of the Policy and Procedures Mrs. Park’s School’s are committed to taking a pro-active position regarding the prevention of
anaphylaxis. The purpose of the policy is to provide a process for dealing with anaphylaxis in the
centre.
Strategy to Reduce Risk of Exposure Foods with “May Contain” nut warnings will not be served
All labels will be read by a staff member prior to serving
Staff purchasing foods on behalf of the centre must read food ingredient labels every time
they purchase a product
Any persons supplying food to the child care will be notified of all life threatening
allergies in the centre. List of allergies will be revised as necessary
All children and staff will wash hands before and after handling food
Children/staff/volunteers will be instructed to not share food
All surfaces will be cleaned with a cleaning solution (water and germ destroyer approved
by Public Health) prior to and after preparing and serving foods

during our yearly first aid program

Act quickly. The first signs of a reaction can be mild, but symptoms can rapidly
worsen:
1) Give epinephrine auto-injector at the first sign of a reaction occurring in conjunction with a known or suspected contact
with allergen. Give a second dose in 10 – 15 minutes or sooner IF the reaction continues or worsens.
2) Call 911: Tell them a child is having a life-threatening allergic reaction – use the word “anaphylactic”. Request an ambulance
immediately.

This document is to advise staff, volunteers, visitors and parents that smoking, or
handling a cigarette, in the day nursery and playground is prohibited, whether or not children are
present.
A no smoking sign is posted for all to see in the parent resource area of the school and all
parents are advised via our welcome letter at the start of each school year of this policy in the
text of that letter.
All staff, volunteers have copies of this policy in their files which are reviewed, signed
and dated each year.
A copy of this policy is also posted on our parent resource board for all visitors to see.
SAFE DRINKING WATER
POLICY AND PROCEDURE
This policy is to comply with the Safe Drinking Water Act, *(Revision re: O.Reg 243/07)
(Flushing for lead)
On the first day of the week, the cold water tap in the kitchen, north west tap, shall be
turned on for five minutes/10 seconds and until the temperature of the water stabilizes for the
purposes of flushing.
Each time this occurs it will be recorded with the date and time and name & signature of
the person who performed the flushing on the form (see attached) that is posted over the kitchen
sink. This record is to be kept for at least six years.
A copy of the Safe Drinking Water Act Policy and Procedure is to be read and signed by
all staff at the start of the year and kept in their individual file.
We will be following the reduced lead testing schedule as we meet the criteria and testing
to be done on either site every three year. Last testing completed Oct 2015.

SERIOUS OCCURRENCE POLICY
Definition of a Serious Occurrence re:
Ontario regulation 137/15
a. the death of a client which occurs while participating in our
program.
b. abuse, neglect or an allegation of abuse or neglect of a child
while receiving care at our centre.
Staff must be aware of their duty to report that a child may be in need of
protection. This must be reported directly to the children’s aid society.
c. A life-threatening injury/illness to a child who receives care at
our centre
Medical attention must be immediately provided – 911 called
d. An incident where a child who is receiving child care at our
centre goes 1. Goes missing or is unsupervised for any period of time. 2. Child
was found
In the event of a missing child, all staff are to be alerted, immediately search
the school premises, designate a staff member who is not searching the
premises to immediately alert the child’s parents (in case parents have
additional information about child’s whereabouts) and advise the police by
telephone.
e. An unplanned disruption of the normal operations of our
premises that poses a risk to the health, safety or well-being of children ie: fire,
flood, gas leak, detection of carbon; monoxide, outbreak, lockdown or other
emergency relocation or temporary closure.

ACTION REQUIRED
Staff must respond to the serious occurrence, provide immediate medical
attention and contact the appropriate emergency service – calling 911 brings
fire/ambulance & inform the supervisor.
REPORTING
All staff/students/volunteers are to be familiar with the Mrs. Park’s Serious Occurrence Policy
and review annually, identify and report any situation that meets the criteria to the supervisor
immediately who will ensure that the report is filed as required. E.C.E. and or assistants will
write an incident report regarding the incident.
Serious Occurrences are required to be reported to the Ministry within 24 hours on line via the
Ministry of Education Child Care Licensing System.
If the system is inaccessible, by phone or email to our program advisor
(details of the occurrence in CCLS will be immediately available to our Program Advisor)
Should the Program Advisor require additional information, the request for additional
information will be done through the C.C.L.S. Reporting Supervisor shall monitor the CCLS
website which the Mrs. Park’s School and the Ministry will work from until all issues have been
resolved and the Ministry has closed the serious occurrence by completing all required follow
up.
Posting summary of serious occurrence within the school
A summary of the serious occurrence report and action takes is posted within 24 hours for at
least 10 business days in a conspicuous place, including any allegation of abuse or neglect. This
summary must not include any identifying information and shall be updated as new information
is obtained, (at the entry of the school & parent resource board).
Annual Serious Occurrence Analysis
Mrs. Park’s School will conduct an annual analysis of all serious occurrences that occurred as a
method of identifying issues, trends and document actions taken as accessed through the search
and sort function on the CCLS and keep a record of the actions taken in response to the analysis
filed with the serious occurrence reports in the policy and procedure manual to be reviewed at
the time of licencing inspection.
Serious occurrence reports are kept for a minimum of three years going forward from this date.
This policy is to be reviewed, signed, and dated, prior to
employment/placement/volunteering at Mrs. Park’s
School and annually. A confirmation of the review will be
in each’s staffs file and available for review during any
inspection by Municipal or Provincial Authority.

Purpose
The purpose of this policy is to provide a transparent process for parents/guardians, the child care licensee
and staff to use when parents/guardians bring forward issues/concerns.
Definitions
Licensee: The individual or agency licensed by the Ministry of Education responsible for the operation
and management of each child care centre it operates (i.e. the operator).
Staff: Individual employed by the licensee (e.g. program room staff).
Students
Volunteers
Policy This policy is included in our parent manual.
General
Parents/guardians are encouraged to take an active role in our child care centre and regularly discuss what
their child(ren) are experiencing with our program. As supported by our program statement, we support
positive and responsive interactions among the children, parents/guardians, child care providers and staff,
and foster the engagement of and ongoing communication with parents/guardians about the program and
their children. Our staff are available to engage parents/guardians in conversations and support a positive
experience during every interaction.
All issues and concerns raised by parents/guardians are taken seriously by Mrs. Park’s School Inc. and
will be addressed. Every effort will be made to address and resolve issues and concerns to the satisfaction
of all parties and as quickly as possible.
Issues/concerns may be brought forward verbally or in writing. Responses and outcomes will be provided
verbally, or in writing upon request. The level of detail provided to the parent/guardian will respect and
maintain the confidentiality of all parties involved.
An initial response to an issue or concern will be provided to parents/guardians within one business day.
The person who raised the issue/concern will be kept informed throughout the resolution process.
Investigations of issues and concerns will be fair, impartial and respectful to parties involved.
Confidentiality
Every issue and concern will be treated confidentially and every effort will be made to protect the privacy
of parents/guardians, children, staff, students and volunteers, except when information must be disclosed
for legal reasons (e.g. to the Ministry of Education, College of Early Childhood Educators, law
enforcement authorities or a Children’s Aid Society).
Conduct
Our centre maintains high standards for positive interaction, communication and role-modeling for
children. Harassment and discrimination will therefore not be tolerated from any party.
If at any point a parent/guardian, provider or staff feels uncomfortable, threatened, abused or belittled,
they may immediately end the conversation and report the situation to the supervisor and/or licensee.
Concerns about the Suspected Abuse or Neglect of a child
Everyone, including members of the public and professionals who work closely with children, is required
by law to report suspected cases of child abuse or neglect.
If a parent/guardian expresses concerns that a child is being abused or neglected, the parent will be
advised to contact the Children’s Aid Society 416-924-4640 (CAS) directly.
Persons who become aware of such concerns are also responsible for reporting this information to CAS as
per the “Duty to Report” requirement under the Child and Family Services Act.

45.1 Every licensee shall ensure that there are written policies and procedures that set out how parents’ issues and concerns will be addressed, including details regarding,
(a) the steps for parents to follow when they have an issue or concern to bring forward to the licensee;
(b) the steps to be followed by a licensee and its employees in responding to an issue or concern brought forward by a parent; and

Placement students may not be counted in the staffing ratios in Mrs. Park’s Schools.
Volunteers are not counted in staffing ratios.
No child is supervised by a person under 18 years of age.
Only Mrs. Park’s employees will have direct unsupervised access to children.
As required under O. Reg. 262 under DNA Mrs. Park’s Schools provides that;
Behaviour management policies and procedures are reviewed with volunteers or
students who will be providing care or guidance at Mrs. Park’s Schools before
they begin providing that care or guidance and at least annually afterwards;
There is a written procedure for monitoring the behaviour management practices
of volunteers or students who provide care or guidance at Mrs. Park’s Schools
The individual plan for a child with anaphylaxis and the emergency procedures
are reviewed by volunteers and students who will be providing care or guidance at
Mrs. Park’s Schools
Criminal reference checks are required for all volunteers having direct contact
with children in Mrs. Park’s Schools
The ministry criminal reference check policy does not apply to students placed in
the child care program by an educational institution; however criminal reference
checks are routinely required by community colleges and universities prior to
students beginning a placement in child care.

All volunteers/students will be assigned to an RECE staff member whose responsibility is
to supervise and mentor their participation in Mrs. Park’s Schools;
Monitor that the Volunteer – Student policy is adhered to.
The student’s field placement expectation is to be determined by the assigned
Mrs. Park’s supervisor in conjunction with the field placement supervisor.
