Seconded by Trustee Lafferty and passed unanimously. OFFICERS REPORTS TREASURERS No report. VTLTAGE CLERKs The clerk presented invoices (list attached) totaling $6860152together with a personal check from Chief of Police Roy E. Svacha payable tothe Village of North Barrington, covering the purchase of a Colt revolver.The net total of the invoices payable from Village funds was $591.22.Trustee Urick moved to approve payment of the invoices - seconded by TrusteeLafferty and passed unanimously.

TA, Children were hurt by dogs in the Villages (3..) a child - grammarschool age girl was taccked down while waiting fir the wheel bus,and suffered a frattured leg. (2) A boyr of about the same ago wasbitten*

Two stray dogs„ saptured tr citizens , were picked up. (1 - deliveredto owner and 3. impounded with D.15 Noyes.)

During the month an officees car (used for police service) was damagedwhile on duty ° The repairs have net yet been made. Final estimatestill not available*

Deputy Building Officer Mrs, M0 Kerr reported thatton for a septic permit on a 1/2 acre lot on Lakeview Place was originallydenied because of unsatisfactory tests ° Mrs Torgny Westerberg redesigned thesystem and the Building Officer insisted upon a 50% rezervei, To meet thisreserve requirement, in the event of failure of the proposed srnem, pumps would

haift to be installed and sewage pumped up.hi11 within the building lot°

In order to assure the installation of pumping . equipment and the compliancewith this stipulation of Building Offitier Kerr, hi had the Tillage Attorneydraft a covenant Which when executed would be incorporated in tho died to theproperty and go with the land to subsequent ewneris°

After some discussion Trustee Forrest recommended that no action be taken enthe agreement and that the Building Officer should either deny the applicationler submit a recommendation in writing to this Board for consideration of alosoposed solution ° Deputy Building OffiCer Margaret Kerr indite:VIM eke would'convey this recommendation to the Building Officer°

The President reported that Mr. Blazo will contact Mr. Fred Welshrelative to sharing the expense of removing the dead tree on Villageproperty in front of his residence.

PLAN COMMISSION% Chairman H. V. Parsley presented copies of the new "official"map of the Village for review. The zoning map ® which will be in two parts(1) Village - (2) Perimeter - - will be completed shortly.

The Board discussed the roads which are dedicated but will not be constructedbecause of the topography of the areas - and possible future Village policy°

Also, Trustee Forrest suggested that the Board atk the Plan Commission t*review the matter of the less than 40 9 000 sqo ft. lots within the Village thathave no chance of complying with minimum public health requiremente 9 and askedthat they submit their recommendations within the next 90 days. After dis-cussion Chairman Parsley indicated the Plan Commission would explore the matter.

After review and discussion the maps were returned for correction of severalerrors that were noted. Mr. Parsley estimated a supply of the corrected mapswould cost between $35 and $50 9 to which the Board agreed.

PLANNING & ZONINGS Trustee Forrest reported

Relative to the petition of Mr. Ho V. Parsley to subdivide his property,comprising 9 014 acres in a 5-acre zone, into two tracts of 407 and 4044acre respectively9 the Trustees Committee on Planning and Zoning recommenddenial as presented, or that it continue to lay on the table. The committeedoes not feel that breaking up property in less than 5-acre plots is in thebest interest of the community. Trustee Forrest suggested that a report besent to the Board of Zoning Appeals giving reasons why the Planning and ZoningCommittee recommends non-concurrence. After discussion Trustee Forrest suggestedthat a meeting be held at an early date with the petitioner, Trustees Committee,and chairman and members of the Board of Zoning Appeals to review the matter.It was decided to meet Monday night - January 4 - at 8%15 P.M, at theParsley residence.

4 Board of Trustees Meeting - 12/28/64

Trustee Forrest reported that it is the unanimous view of the Planning andZoning Committee that the Village concur with the request of Tower Lakeshomeowners and transmit a proper resolution with respect to their incorpora-tion as a village. After discussion Trustee Forrest moved that the Presidentnotify Tower Lakes that the Village of North Barrington concurs in theirproposed incorporation and suggested that Tower Lakes be notified that itwould be desirable that they retain the same perimeter minimum of size andsubdivision requirements that are effective for the Village of North Barringt nswhich will extend to the 1 1/2 mile periphery and overlap. All ordinances andother materials of the Village of North Barrington will be made available tothe potential Village of Tower Lakes. Seconded by Trustee Lafferty and passed.

Relative to the Fax River Valley Transportation Study s Trustee Forrest reportedthat Trustee Cutler has agreed t appear before the Tllinoie State HighwayAdvisory Commission early in January in opposition to the plan to *roes CubaTownship.

POLICE FIRE AND PUBLIC SAFETY.

House Numbering Officer Frank E. Fenner reported n the house renumberingprogram which is being conducted by the Lake Zurich Fire Protection District.The State officials have advised Lake Zurich, after making a survey, that unlessthey ad pt certain changes they would lose their present rating s which wouldresult in loss of taxation and increased insurance rates. They have beendefinitely instructed by the State to set up a uniform numbering system.

Every home in the Lake Zurich Fire Protection District has now been assigned afire number and this number can ales become the house number. It has beensuggested that all residents be supplied with some s rt of uniform plaque witha definite and distinct style s which must be posted in front of the homeswhereiheyeay be easily seen by approaching firs vehicles. Information relativet* type s caret s suppliers etco s has been requested from Mr. LeRoy Grever s Chiefof the Lake Zuriek Fire Protection District s by President Anderson.

BUILDING REGULATIONSHEALTH & SANITATION. No report.

The President advised that he has submitted t* R.J.Kerr for consideration aproposed improvement to the septic system portion of the Health & Sanitationordinance s dealing with the requirement to have twice minimum space for aseptic system.

CIVIL DEFENSE. No report.
