What is MRC’S DSF/Toolbox ?
Why MRC’S DSF is needed?
Informal Donor Meeting, 26 Aug 04, Vientiane 3
What is Decision Support Framework (DSF) ?
By understanding and being able to predict the behavior of the river system under changed conditions in the future, MRC can determine:
Appropriate “rules” to safeguard the environment and riparian interests
Plans that make best use of the water resource system within these constraints
What is the Decision Support Framework?
A suite of models SHARED by all member countries with capacity building and support in their use
Able to simulate behavior of the LMB river systems under different development conditions
Assist in predicting environmental and socio-economic impacts as a result of changes in those conditions
Three main computer models to simulate the system:
Hydrological model (Sediment and WQ)
Simulation model (Sediment and WQ)
Hydrodynamic model (Sediment and WQ)

Why Decision Support Framework (DSF) is needed?
Informal Donor Meeting, 26 Aug 04, Vientiane 11
The 1995 Agreement provides a clear framework for cooperation in development and management of the Basin’s water and related natural resources
The Agreement sets goals of socio-economic development, environmental protection and inter-dependent regional growth
Establishment of water utilisation rules and a rolling Basin Development Plan are key instruments In implementing the Agreement
Informal Donor Meeting, 26 Aug 04, Vientiane 12
The Decision Support Framework has been developed to:
n Provide an analytical basis for determining equitable use, sustainable limits and planning decisions …
n … in a manner to encourage mutual trust and cooperation through transparency and replicability
Informal Donor Meeting, 26 Aug 04, Vientiane 13
The Decision Support Framework has been developed to (continued):
n Assess the impacts that change has on the water resource system …
n … and in turn to help assess the impacts that changes have on the natural environment and on the socio-economy of the LMB
Informal Donor Meeting, 26 Aug 04, Vientiane 14
