• International coordinated global service for promulgation by radio and satellite of information affecting the safety of life at sea and hazards to navigation

• Sixteen Navigation Areas (NAVAREAs), each with a Coordinator responsible for the harmonization of nautical information in their area.

• Information is vital to the safety and safe transit of the US Navy and civil mariner on the high seas.

• NAVAREA: A geographical sea area established for the purpose of co-ordinating the transmission of radio navigational warnings

• NAVAREA COORDINATOR: The authority charged with co-ordinating collating and issuing long-range navigational warnings and NAVAREA warnings bulletins to cover the whole NAVAREA

• NATIONAL COORDINATOR: The national authority charged with collating and issuing coastal warnings in a region

NAVAREA Co-ordinator Duties• endeavour to be informed of all events that could significantly

affect the safety of navigation within the NAVAREA;

• immediately upon receipt, assess all information in the light of expert knowledge for relevance to navigation in the NAVAREA;

• select information for broadcast

• draft NAVAREA warning messages in accordance with the Joint IMO/IHO/WMO Manual on Maritime Safety Information (MSI) for the standardization of texts and message drafting;

• direct and control the broadcast of NAVAREA warning messages, making full and efficient use of national broadcast facilities in keeping with the provisions of the International Convention on the Safety of Life at Sea, 1974, as amended;

• monitor the broadcasts originated to ensure that the messages have been correctly transmitted;

• co-ordinate preliminary discussions between Member States seeking to establish NAVTEX services and neighbouring administrations, prior to formal application.

NAVAREA Warnings

• casualties to lights, fog signals and buoys affecting main shipping lanes;

• the presence of dangerous wrecks in or near main shipping lanes and, if relevant, their marking;

• establishment of major new aids to navigation or significant changes to existing ones when such establishment or change might be misleading to shipping;

• the presence of large unwieldy tows in congested waters;

• drifting mines;

• areas where search and rescue (SAR) and anti-pollution operations are being carried out (for avoidance of such areas);

• the presence of newly discovered rocks, shoals, reefs and wrecks likely to constitute a danger to shipping, and, if relevant, their marking;

NAVAREA Warnings (cont.)• unexpected alteration or suspension of established routes;

• cable or pipe-laying activities, the towing of large submerged objects for research or exploration purposes, the employment of manned or unmanned submersibles, or other underwater operations constituting potential dangers in or near shipping lanes;

• establishment of offshore structures in or near shipping lanes;

• significant malfunctioning of radionavigation service and shore-based maritime safety information radio or satellite service;

• information concerning special operations which might affect the safety of shipping, sometimes over wide areas, e.g. naval exercises, missile firings, space missions, nuclear tests, etc.

• acts of piracy and armed robbery against ships.

Development of National Capability

 

The first phase, consists of organising the collection and circulation of nautical information, necessary to maintain and update existing charts and publications.  Allows for real integration of the country into the World-Wide Navigational Warning Service (WWWNWS).

 • The second phase is the creation of a surveying capability, first to intervene in the coastal

area where the needs are usually very pressing. 

• The third phase consists of the acquisition of the means to produce charts and publications independently.  requires not only human and financial resources, but also a network to distribute the documents and the capability to maintain them up to date.
