THE mayor of a certain city recently was making an1 addreuof welcome to a busineis convention. Said

hc: "l hope your visit will be enjoyable, but don't staytoo long-the longer you Stay the more you willlike usand th€ harder it will be to leave, and we have enoughpeople on the welfare now."

It was all very charmingly said, but how differentfrom the bo*sts of population and the plcas for morepopulation that Were common a few years ago. Do youremember the old rivalry between neighboring cities asto which could attract the greater number of citizens 2Chambers of Commerce, far from campaigning for moremidents now, dend warning to other places, "You arcwitr to stay where you are." Ambitious smaller townsand cities are more cautious in inviting industries tosettle amongst them; they don't encourage an inRus ofcheap labor, whom a shutdown will throw on publicrelief. « Population as a liabilitr rather than an asset, isa new phase of community Optnion.

Something has happened to our larger cities,also.Some of them have seen much of their last 25 years ofpopulation growth melt away; they view the loss withan equanimity that would astonish the town booster ofother times. This Es not entirely a depression pheno-menon: it began when the automobile made suburbanresidence convenient to city employment. The de-pression, of course, added its quota, which Was no smallonc. But probably the most powerful recent cause ofpeople moving away is the rig and boldnas of dis-orderly elements in commercial and industrial centers.These have preyed on peaceful life so ruthledy thatmany who are not tied to the city by home ownership orsteady occupation, have simply moved out. On thefarms and in the towns from which they came, civilized

and American conditions prevailed, and, as these con-ditions still characterize the greater part of the UnitedStates, people are going where they exist. The swarmingto the cities not only seems to have been checked, butactually reversed.

As a matter of fact, "We, the People of the UnitedStates;' since first we adopted that name for ourselves,have been a people of the farms and country towns.Even when it sccmcd that rural districts were beingdrained of people, that was where most of us lived, andmost of us still live there. Only about 90 places in thiscountry have 100,000 population, but more than 15,000places have populations of 10,000 or less, and of thesemore than 13,000 places have populations of 2,500 orless. More than half our people live in the country,or in towns of kis than 10,000. The Big Cities account

for about 30 per cent of our people. And, of course, inthe changes that have recently occurred, the percentageof the national population on farms and in the smallertowns has risen, and that of the Big Cities has dropped.

The Small Town is coming into its own-that isa bowof promise arching the sky of this nation's future. Italways has been the source of the City's virility. Themajority of the best Big City Men were Small Town'Boys. A Small Town boy, imbued with Small Townprinciples, who doesn't succumb to the lie that all ruleschange on reaching the city, is a match for any situationto which his abilities present him. Nowadays no oneneed go to the city for a career. Rig things can be donein smaller places. Town and village are even coming tobe preferred for many types of enterprise.

The Small Town is still the Custodian of undilutedAmerican principles. It was the Small Town Editor andthe Small Town Lawyer who first challenged a recent

301 threat to the American system. While yet the cities

waited and debated, the Small Towns spoke, and what'

they said the nation soon affirmed. It is the Small Townmmufacturer and business man who today are bringingsanity most to bear on that screaming comedy of errors-planned economy.

As a place to live, the Small Town always had advan-tages, and now its disadvantages have largely paisedaway. Distance is made negligible by the motor car,isolation is abolished by the radio. The Small Townenjoys almost everything the city has except crowds,smoke and noisc. You know your neighbor. Yourchildren play in fresh air and safety. You have land tocultivate for family supply-a Small Town practicewhich people in large industrial centers are adopting;witness the thousands of private vegetable gardensaround Dearborn. In thc Small Town the consensus ofmpectability determines the public tone. Excitementsthat sway the cities are dissipated before they touch thetowns. Small Town judgment may come slowly, but isworth waiting for, and it comes with weight andauthority.

if you would know the United States, look beyond theBig Cities. Most ofOur Country is in tA, country. These15,000 separate small communities adjoining the farms,each with its individuality, its centers of thought andopinion, are refreshing to think upon when the delusionrises that the booming tones of the cities are the Voiceof the United States.
