Mr Emmauel K. Anyimadu: Membersof Parliament-elect, in accordance withStanding Order 8 (2) and pursuant toOrder 109 (1) of the Standing Ordersrelating to quorum and decision -making,I am satisfied that there is quorum in theHouse and that I can proceed with theelection of the Speaker.

Hon Members of Parliament-elect, Ialso wish to refer to Standing Order 112,which provides that:

“Any person who sits or votes inthe House knowing or havingreasonable grounds for knowingthat he is not entitled to do socommits an offence and shall beliable on conviction to such penaltyas shall be prescribed by or underan Act of Parliament.”

Hon Members of Parliament-elect, yourattention is further drawn to article 95 (1)of the 1992 Constitution which requiresthat the Speaker of Parliament be electedby Members of Parliament from amongpersons who are Members of Parliamentor qualify to be elected as Members ofParliament.

May I also refer you to Standing Order8 (4) which states:

“No person shall be proposed asSpeaker unless the person hasgiven his consent to be nominated.”

It is also important to note that underStanding Order 8 (5):

“A Member, addressing himself tothe Clerk, shall propose suchperson to the House as its Speakerand shall move that such person“do take the Chair of this House asSpeaker” which motion must beseconded without debate.”

ACCEPTANCE SPEECH BY THESPEAKER OF PARLIAMENT

Mr Speaker (Mr Edward D. K. Adjaho):Order! Order! [Uproar]

Her Ladyship, the Chief Justice of theRepublic of Ghana, Hon Members ofParliament-elect, the Clerk to Parliamentand staff, the President of the Pan-AfricanParliament, Members of the DiplomaticCorps, the Media, Distinguished Ladiesand Gentlemen;

Exactly twenty years ago, I enteredParliament as a young man filled with zealto represent the people of Avenor/Ave inthe Volta Region, little did I know that a

day will come when this huge andchallenging responsibility will be placedon me. Hon Members-elect, today’sceremony is a great honour done me, myfamily, my constituents and I accept it withdeep gratitude and affection.

I must say that I am boundlesslygrateful to God the Almighty, myconstituents who elected me, the partythat I belong to and all of you for theconfidence and trust that you havereposed in me this morning. I am deeplyhonoured and humbled by this gesturefrom both sides of the House. Indeed, Iam honoured. I do look forward to thisgreat challenge with the hope that I willserve the House and uphold its dignityas the first Member of the country’sParliament to become the Speaker of theHouse in recent memory. [Hear! Hear!]

I will draw upon the great legacy ofour immediate past Speakers, Rt HonJustice Joyce Bamford- Addo and Rt HonEbenezer Sekyi Hughes.

As the first female Speaker in ourcountry’s history, Justice Joyce Bamford-Addo has been a great mentor and guideto me in the discharge of my duties as theFirst Deputy Speaker of the FifthParliament of the Fourth Republic. I willbe guided by her experience and theapproach that she showed in the way shepresided over this House, particularly indifficult circumstances.

I also have the legacies of twodistinguished Rt Hon Speakers–– the latePeter Ala Adjatey and Daniel FrancisAnnan–– to live up to. Both taught memany, many things and I am incrediblygrateful and appreciative for theirkindness and guidance while I wasserving in Leadership as a youngpolitician. Coincidentally, the two wereproducts of my alma mater, AccraAcademy. [Hear! Hear!]

I want to record my many thanks to myFriends, the Leadership of the House andindeed, all Members-elect for theirsupport.

It has been twenty years for me in thisParliament and I have learnt a lot from thestaff of Parliament at all levels. So,obviously, they have been enormousblock of support over the last twodecades. So I do need to thank them atthe outset for their priceless andindispensable support and service.

I, on my part, will bring the vastexperience acquired over the past twentyyears in the House to my new role. Let meassure you that, in all my endeavours, Iwill be guided by the tenets of discipline,humility, diligence, maturity and fairness.I also pledge to discharge my duties andresponsibilities in accordance with theConstitution, Parliamentary Rules andRegulations.

Hon Members-elect, let us therefore,be focused on the business of this Houseand learn to conduct ourselves withutmost discipline, humility, dignity andrespect. No side of this House can fullyaccomplish the task required of us withoutthe input of the other side. At all times, letus remember that we are not here on ourown and that this House is composed ofmore than one side. Without ourelectorates, without our staff, without theParliamentary Press Corps and the mediagenerally and without our families, wecannot do this job.

Let us renew our sense of patriotism,nationalism and devotion as we explorethe rich tenets of consensus building andbi-partisanship in carrying out theresponsibilities of this House. Mydetermination will be to preside over thisHouse in order to further deepen thepractice of parliamentary democracy in

Ghana. To this end, I request your supportand co-operation.

Again, thank you very much for thishonour and I look forward to being a trueservant of this House. I ask you all toremember that we serve this Parliamentand the people of Ghana, therefore, let usuphold the sanctity and dignity of thisinstitution. May God guide us all inperforming our parliamentary duties.

I wish to assure the Hon MinorityLeader that in the performance of myduties, I will not be “capricious” and“whimsical” –– [Laughter.] To the HonMember for Sekondi, Hon Papa Owusu-Ankomah, I have handed over the title ofthe “forces of darkness” to the HonMinority Leader. [Laughter.]

Before I conclude, I would like to statethat by virtue of article 97 of the 1992Constitution of the Republic of Ghana, Ivacate my seat. [Interruption.] The seatof the Akatsi South constituency isvacant.

Mr Osei Kyei-Mensah-Bonsu: MrSpeaker, I beg to propose Hon Joe Ghartey,the Member for Parliament for Esikadu/Ketan Constituency for the position ofSecond Deputy Speaker of this House.

Mr Speaker, if you permit me, in thefullness of time, we would have space andtime to say a few words about thesubstantive Speaker, but we may not havesimilar occasion for the DeputySpeakers.So if I may just say a word ortwo in respect of the Hon Member that Iam proposing to this House. Mr Kyei-Mensah-Bonsu: Mr Speaker,I have always trusted in your impartialitywhen the occasion demands. [Laughter.]

Mr Speaker, Hon Joe Gharteycompleted Mfantsipim School in 1982; hedid his LLB at the University of Ghana(Legon) in 1986 and completed the LawSchool in 1988. Hon Dr Ben Kunbuor wasthe classmate of his and they were closeassociates; whether they were friends ornot, I am not able to tell. But they wereclose associates.

Mr Speaker, the Hon Member that I amproposing, did his National Service at theKomenda-Edina-Eguafo-Abirem (KEEA)as a Lawyer for the District Assembly andworked as a young lawyer in the Chambersof Akuffo Addo, Prempeh and Co. forseven years [Hear! Hear!] After thatperiod, he set up Ghartey & Ghartey withhis wife in 1995.

In January, 2005, he came to Parliamenton the ticket of Esikadu/Ketan Constituency.In April, 2005, he became a DeputyAttorney-General and Deputy Ministerfor Justice. On January 16, 2006, a dayafter his birthday, he was nominated forthe position of a substantive Attorney-General and Minister for Justice. InJanuary 2009, he was returned toParliament by Esikadu/Ketan Consti-tuency, this time as a Minority Member ofParliament.

For the second successive time, he hasbeen returned to Parliament to begin histerm, this very day, 7th January, 2013. Hehas served as a Ranking Member forConstitutional, Legal and ParliamentaryAffairs and a member of severalcommittees in this House. He is aConsultant to the Inter-ParliamentaryUnion (IPU) and the Parliament of SierraLeone. Hon Joe Ghartey is married to justone woman –– [Uproar] –– with whomhe has five children.

Mr Speaker, in accordance with article96 of our Constitution, and StandingOrder 12 (1), (2) and (3), I beg to move,that the Hon Joe Ghartey do take the chairas the Second Deputy Speaker.

I was anticipating that my good Friendand the Leader of the “Forces ofDarkness” was going to do exactly whathe did.

It is indeed, true that Hon Joe Gharteyand I had been classmates and we knoweach other for quite a long time. All that Ihave to say is basically that it is interestingfor Hon Members to know that when Iwas contesting the Students Repre-sentative Council (SRC) elections, mycampaign manager was Hon Joe Ghartey.–– [Uproar.]

Mr Speaker, I particularly feel veryhappy and intrigued about the ironies ofhistory, firstly, that we have had theopportunity to traverse this road before.I do remember vividly in this House in 2005when we did break the traditional rule inwhich we will always have the majorityParty that is in opposition have theSecond Deputy Speaker.

I am almost certain that there have beena lot of speculations but we on this sidebelieve in democratic fairness as the onlypotential –– [Uproar] –– as the only wayin which we can build democracy in thiscountry. I believe we have actually setthe standard and I hope my Colleagueson the other side will emulate itsubsequently.

Let me say, more significantly, that wedo appreciate the contribution of Hon JoeGhartey in this House, particularly on legalmatters. We also think this is a verysignificant gesture for us to begin to lookat our work here as a service to Mother

Ghana and more significantly to ourconstituents who have elected us here.Let me repeat what His Excellency thePresident said to the former House, thatwe have been elected to serve more inpartnership than partisanship.

Indeed, we have inherited a powerfullegacy, beneficiaries of a mighty history.

The names of our forefathers andforemothers are firmly etched in theworld’s memory. People like Nana YaaAsantewaa, Naa Gbewah, Dr KwameNkrumah and Dr J. B. Danquah. Peoplelike Efua Sutherland, Dr James KwegyirAggrey, Dr Esther Afua Ocloo and DrEphraim Koku Amu.

These are but a few of the names ofpeople who were fearless enough to fulfiltheir dreams, or to fight for the liberationof their people, or to envision change andthen manifest it.

We rightfully memorialise the names ofthe many, many individuals whosesingular contributions have elevated theprofile of this nation and enriched the livesof its citizens.

We respectfully extol their virtues andhold them in high esteem. In fact, we holdthem in such high esteem that we oftenoverlook entirely the reality that theseheroes, these men and women, were ashuman as you and me.

The majority of individuals who havehad the greatest impact on this countrycame from humble beginnings.They were not so different from mostGhanaians, like those assembled here orthose going about the events of the dayin the homes, churches, mosques, andoffices across the country.

They were ordinary people who livedtheir lives to the fullest, made use of theirGod-given talents, and took pride in theiractivities. That was the simple call theyanswered, the call that placed them inextraordinary circumstances, events andexperiences that led them to indeliblychange the face and the very fabric of thisnation.

Mention the name Tetteh Quarshie, forinstance, and you will learn the story ofan ordinary man, a blacksmith, the son ofa farmer from Teshie. In 1870, TettehQuarshie travelled to Fernando Po, anisland that belongs to the nation ofEquatorial Guinea and which is now calledBioko.

At the end of that fateful trip, TettehQuarshie returned home with severalcocoa seeds. He planted those seeds onhis property in Mampong-Akwapim to seeif they would grow.

So well suited was this crop to the soiland climate that it grew abundantly. It tookless than twelve years for the country tostart exporting cocoa. Now, over onehundred years later, Ghana is the world’ssecond largest exporter of cocoa, and it isGhana’s leading export earner.

This is the effect that the life of oneordinary citizen can have on an entirenation.

Complacency and frustration canentice us into believing that we areinsignificant players stuck somehow inthe background of a bigger picture, or thatwe are incapable of making a difference.But history itself has proved that nothingcould be further from the truth.

We all, each and every one of us, havea role to play in the growth anddevelopment of our beloved motherGhana. In our hands — yours as well asmine — rests the success or failure ofGhana’s future.

There is no denying the fact that in thepast 55 years, Ghana has madetremendous gains, but there is also nodenying the fact that Ghana is still a youngcountry and every young country goesthrough its share of instability anddifficulty as it struggles to find thedirection towards permanence.

Over the course of the last four years,a tremendous amount of work has beendone. Nevertheless, there is a tremendousamount of work that still needs to be done.

More jobs must be created. More roads,bridges, schools and hospitals must bebuilt. The infrastructure that we alreadyhave must be expanded, strengthened,and made better, able to withstand theincreased usage.

Equipment should not be the onlything that is state-of-the-art in ourinstitutions; systems, procedures andstaff must be brought up to standard; bestpractices must be implemented.

We need to look beyond temporaryfixes to find lasting solutions for thecomplications we’ve experienced withpower, water and sanitation.

We must continue to invest in ouragricultural sector, and grow our economyso that it lifts the bulk of our most cripplingfinancial burdens, especially among thepoorest of the population.

A country’s most valuable resource isits human resource. This is why it isimperative that our citizens have accessto good healthcare.

These issues and concerns are allworks in progress; they are realistic goalsthat have been set, and that are withinour capabilities to be met, and in a timelyfashion.

I have taken an oath that as Presidentof this nation, I will work hard to place uson the right path, and I will lead us overthe hurdles and past the obstacles thatmight threaten to keep us from meetingour goals. The promises that I have madeare promises that I intend to keep.

But change does not happen overnightand sometimes, despite whateverprogress has been placed in motion, it willappear to be darkest before the dawn ofthe new day makes that progress visible.In such times, I will be counting on you tomaintain the faith and the trust that youhave placed in me as president. I will notlet you down.

Of course, every society has its shareof people who would rather talk andcomplain about what is wrong, thandevote their time and efforts to do what ittakes to make things right.

At every given opportunity, they willtell us all the things we cannot achieveand all the reasons we should not evenattempt. The choice is ours to believe ornot. We can look within ourselves andchoose to see the lie of our powerlessnessor we can see the unlimited horizon of ourown potential.

Ghana is on the cusp of enormoustransformation. We are moving forward ata rapid pace. New resources are at ourdisposal; new alliances are being formed.The opportunities posed by these gainscould result in a self-sufficiency that wasalways imagined and desired, but wasnever a realistic occurrence in theforeseeable future, not in the way it is rightnow.

It is true that other countries have metadversity while trying to make the mostof prospects such as the ones we havebefore us. But those countries are notGhana. They do not have the benefit ofour history or the example of our heroes.We have been the first before, the successstory. We have blazed trails before forothers to follow.

Nelson Mandela once said, “It alwaysseems impossible until it is done.” I believethat with God, and in Ghana, all things arepossible.

I believe this because I have seen thework and accomplishments of mypredecessors, President Jerry JohnRawlings, President John AgyekumKufuor and, of course, the late PresidentJohn Evans Atta Mills.

We were all witnesses to the way theywere able to take what others said wasimpossible and to not only turn it intosomething that was probable, but torealise their vision and get it done. To them,I say, “Ayekoo.” I am ever grateful to havethe advantage of their wisdom and theimportant lessons of their your leadership.

I would also like to extend my gratitudeand appreciation to my transition team fortheir time, their service and their tirelessefforts. More than anything, I would liketo acknowledge them for their morale andfair-mindedness, for their drive anddetermination to place the good of thenation above all else.

There is a torch that is passed fromone era of Ghanaians to the next. It is asfragile and as irreplaceable as any familytreasure.

My fellow countrymen and women,that torch is now in our possession.

That torch is the tradition of optimismand hope that we must carry on. It is theresponsibility that we have to take chargeof our lives, and in so doing, to determinethe course of Ghana’s future.

We are now the keepers of that flame.It is only by doing and being our bestthat we can make Ghana her best. We mustall do our part, every single day, whetherit is by reducing the amount of plasticwaste that is in our environment, bydriving responsibly and courteously toensure that our roads are safe, or bysharing kindness with a stranger orsomeone less fortunate.

Your actions do matter. You do make adifference.

As President, I will take to heart thosevery words that I have just extended toyou. I will do and be my best. I will givemy best, and I will ensure that my actionsmake a positive difference in the lives ofGhanaians.

I will work to ensure that our society isless polarized and weighted down by thepressures of political differences. I willwork to ensure that Ghana is a place whereall citizens, regardless of their religiousfaith, ethnicity or political affiliation, willhave the opportunities available to themto reach their full potential.

Ghana should, and will, be a placewhere economic opportunities areavailable to everyone. I recognise thevital role that our private sector, especially

small and indigenous businesses, playsin the expansion of our workforce as wellas in the growth and stability of oureconomy. I would want to assure thebusiness community that I will be an ally;I will extend whatever support I am able,to reinforce their contributions to ourdevelopment.

Let us all stand, not as separate entitiesbut as partners. Together, we will build aGhana that will be a source of pride for allof us.

This is our country. This is our moment;Ghana’s time, once again, for greatness.

May God bless you, and may Godcontinue to bless our homeland, Ghana.

Chairman of the African Union (H. E.President Yayi Boni): Your Excellencies,Heads of State, Your ExcellenciesRepresentatives of Heads of State, YourMajesties, Chiefs and Traditional Leaders,Invited Guests, Ladies and Gentlemen, itis a great honour and pleasure for me tospeak before this august gathering onbehalf of the African Continent in mycapacity as Chairman of the AfricanUnion, to express my sincere and warmcongratulations to the people of Ghana, apeople who love peace, democracy andjustice.

Ghana, the home of one of thefounding fathers of the Organization ofAfrican Unity (OAU) / African Union(AU), President Nkrumah, has demonstrated

again to the world that she is still a modelnot only in economic success but also,especially, in democratic success and goodgovernance. .

The serene atmosphere in which thepresidential and parliamentary electionswere conducted as remarked by thousandsof observers both national andinternational, who were deployedthroughout the country, is a testimony ofthe political maturity of the people ofGhana and an expression of howdemocratic values are deeply rooted in thecountry. In this regard, Ghana is andremains the pride of Africa.

This performance is altogether, a signof victory to the people of Ghana as awhole. That is why we urge all politicalbodies and the different sectors of theGhanaian society to be more united tobuild a country where the motor foreconomic growth is a driving force fordevelopment and integration of the sub-region.

So it is with legitimate pride that onbehalf of the African Continent and thepeople of Benin in particular, I reiteratemy warm and sincere congratulations toPresident John Dramani Mahama for thetrust that the people of Ghana havereposed in him by electing him as Presidentof the Republic of Ghana.

The Almighty grant you the wisdom ofKing Solomon and make you a unify-ing shepherd who is constantly mindful ofthe welfare of his flock.

I cannot conclude my speech withoutwishing the people of Ghana, my friendand Brother, President Mahama my goodwishes, the best of health, profoundpeace and continuous prosperity.

Long live Ghana!
