Tailoring Process

Goal: provide a PO that supports the requirements for the MPF MEB, NMCB, FltHosp, and NSE material aboard each MPS.

Coordinated Navy and Marine Corps activity.

Tailoring conferences conducted every 36 mo. -Review, revise, and publish standard PO for E/S to ensure

interoperability and materiel management within MPF program.

***All classes of supplies are reviewed.

PO change Requests: - Each MEF reviews MCBul 3501 and NAVMC 2907 and

forward changes to respective MARFORs.

- Discussed at Tailoring Conference to ensure all participating members agree the capability is required in the initial 30 days of operations.

- Upon TRI-MEF, MARFORPAC/EUR concurrence, recommendation is approved and the NAVMC 2907 is tailored accordingly.

Tier I Tailoring (T1T): – Required due to major changes in Load/Ship

configuration which effect AAO/ConOps– Occurs every 36 months; completed 2 yrs prior to

New MMC.– SqFt Apportionment: USMC, NSE, FH, NMCB– Container Apportionment: USMC (Class I, III, IV, V,

VIII, IX), NSE, FH, NMCB– Lead: HQMC (POE/LPO)/OPNAV(N75/N42); – Support: LOGCOM, MARFOR, NBG, NMCB, FH

Tier II Tailoring (T2T): – Required due to Major Class II/VII changes for

USMC, NSE, FH, NMCB as a result of changes in T/O, T/E, and/or ConOps

– Occurs every 36 months; completed 1 yr prior to New MMC

– Lead: HQMC (POE/LPO)/OPNAV(N75/N42); – Support: MCCDC (TFS), MCSC (PMs), LOGCOM

(PWR), MARFOR (G3/G4), OPNAV(N75, N42, N441, N931), NMCB, NBG, FH (PM)

– Does not affect T1T parameters (ie., Space Apportionment)

Tier III Tailoring (T3T): – Required due to Modernization (rotation,

modifications, new acquisitions, etc.,) – Occurs every year; completed 6 months prior to

each MPSRON MMC – Ability to tailor all classes of supply within set

parameters – Leads: See next slide; Plus add specific Navy

Program managers (FH), NSE, and NMCB – Support: POWG, MARFOR, NBG, – Does not affect T1T or T2T parameters (ie.,

Space Apportionment and Class II/VII PO)

Prepositioning Responsibilities:

-HQMC LPO: Chairs Tailoring Conference

-MARFORs / MEFs: nominate MEB supplies and equipment to be placed into the PO.

-Naval Facilities Engineering Command (NAVFACENGCOM): coordinates with Naval Beach Groups (NBG) for input of the NSE portion of the PO, and provides the funding for the assets.

-Fleet Hospital Program Office: coordinates the FltHosp portion of the PO.

-Marine Corps Combat Development Command (MCCDC):

develops requirements for new Marine Corps equipment affecting the PO.

-MARCORSYSCOM: manages the acquisition of new

equipment.

-MARCORLOGCOM: accomplishes attainment, transfer, materiel maintenance, embarkation, and management of selected Marine Corps PO assets.

By the conclusion of the Tailoring Process … -All MARFORS and other agencies had an opportunity to review and provide their Commander’s Guidance for requirements to the PO and individual MPS loads.

-All discrepancies between MARFOR Commanders are reviewed and adjudicated by HQMC.

-The optimum mixture of PEI’s and supplies are prepositioned aboard the MPF Squadrons to best support a Marine Expeditionary Brigade for the first 30 Days of operations.
