Humble Objective The objective of presentation of this manifesto before approximately 7 crore voters of Madhya Pradesh is to present the unflinching resolve of a resolute and accountable government by the medium of which Congress party has continuously served its public and time to time paved the way for public welfare, progress and prosperity according to their aspirations, Congress's priority to provide competent and accountable administration has always been an important issue. This document is an expression of this resolution of the Congress. Through the medium of their party manifesto, political parties present concrete and detailed roadmap to determine the direction for fulfillment of people's aspirations, wholesome development and happiness so that voters of the State are able to take right and competent decision after making an assessment of their implementation on the occasion of elections. The spread of maladministration during the reign of ruling party, its false declarations and voter's evaluation of their rule serves as the basis for voting on the future of ruling party. Everyone knows that democracy is the best administrative system in the world. The success of this, "For the people, of the people, by the people" system depends on leadership ability of elected representatives, their system of functioning and their competence which is unanimously accepted part of the undeclared manifesto. Under the conventions of democratic system, people/voters evaluate the competence of the Government to run administration, style of working of ministers on the occasion of elections. On the occasion of public declaration of manifesto of the Congress party, it would be pertinent to mention that towards the end of the term in 2013, the current political, social scenario of Madhya Pradesh has turned into such a ground of 10 years of incompetent, inexperienced and directionless rule wherein neither the full benefits of public welfare schemes reached the

public nor the actual use of money provided by policy makers for these schemes could take place. In a way, this BJP Government has destructed both. "answerability" as well as "accountability". To establish a streamlined system by delivering the state and public from this dark rule of BJP Government is the top priority of our manifesto, because this is today's major and basic requirement for better future of the public of Madhya Pradesh and for taking the State forward. In the democratic history of the State, the tenure of 10 years of this incumbent BJP Government have been a rule of despair, maladministration and anarchy which gives rise to disappointment more than anger. There is pathetic history of incompetence in functioning, corruption, going back on promises and destruction of democratic institutions in the administration of the party that won two-third majority. As a result of this anarchy, there is grave concern over uncertain future of Madhya Pradesh among thinkers, intellectuals, the educated, economists, industrialists, youth leadership alongwith general public of the State. Such unprecedented and unfortunate situation is a result of the presence of factors like immature leadership, intoxication of power, directionlessness and unaccountability at the same time. Public's verdict would only be appropriate on this current issue because it itself has the first hand experience. Madhya Pradesh's dilapidated economic condition begs the answer that how did the loan suddenly increased to about 92 thousand crores in BJP's rule? The State where 30 percent of youth were promised good education, employment, instead of fulfilling them, why did Government agencies themselves gave admissions to incompetent students to courses like medical and BDS, thus depriving deserving students of their right? How come Government agencies themselves organised examinations at fake examination centers making doctors out of incompetent students by indulging in corruption. It is astonishing how under the nose of an accountable government, even the poor students who passed typing test and somehow received their education through the medium of open school were deceived. of fake marksheets has begun in Government institutions themselves in an organised way and in a way, the whole system has been sacrificed to corruption. The honour of society of Madhya Pradesh that lies in the women of Madhya Pradesh has been torn to shreds. The State has been ashamed by having the dubious distinction of most number of criminal acts like rape in India. The girls who were to be empowered by each scheme of the Centre have suffered malnutrition and the State's head hangs in shame over records of human trafficking. The crores of rupees given by the Central Government to various departments of Madhya Pradesh could not be utilised. The amount meant for various schemes was adjusted to some other schemes. More than implementation of various schemes, the administration just changed the names of those schemes and misspent the public money in fake transactions for publicity. In a way, this publicity hungry government has breached the faith of public at every step, deceived the youth and made false promises. For brightening the future of Madhya Pradesh important steps for purgation at each level are must. With the priority of expression of such firm and humble objective, Madhya Pradesh Congress presents its manifesto with full faith for overwhelming support of the public for development of the State according to peoples' aspirations and for upliftment of standard of life of the public. Manifesto Accountable, Answerable, Transparent Administration

After forming the Government, with our commitment, we will form the environment of a constant warm feeling of reaching every citizen of the state with a responsible, accountable and transparent administration so that the security ring reaches every common man. Elected representatives of Congress will be totally answerable to the constituency and citizens and every year, they will make the details of work done by them public, thereby making themselves answerable to the voters. Transparency will be encouraged at all levels in order to eradicate corruption. The Chief Minister and Minister of Congress Government will lay the details of their property on the table of legislative assembly. Arrangements will be made to make public the details of property of administrative public servants and public representatives of the state. 20 point programme implementation committees will be constituted at district and block level. Economic offences and corruption will be dealt with urgency and strict action will be taken. District level committee will be constituted at each district for examining complaints of corruption. District level committee will be constituted at each district for violation of human right and to safeguard them. New policy will be formulated to check illegal sale of intoxicants. Effective special taskforce will be constituted for result oriented prevention of terrorism, communalism, naxalism, organised crime, anti-national activities, so that these can e dealt with firmly Under the Right to Information Law government will make the administration commit that every person gets information under this law. department will make arrangeme3nt for maintenance of its documents and information regarding its responsibilities and duties. Facility for submission of application for ITI through call centre and online will commenced. Within three months of formation of Congress government, orders will be issued for appointment of Chief Information Commissioner and Information Commissioner in State Information Commissioner. School of good governance will be made serious and well wisher towards good governance for the poor. District restructuring Commission will be constituted to consider the possibilities of constitution of new districts. For monitoring and Central under Public Service Guarantee Act, a commission will be constituted at the State level.

Vyapam Scam

A Commission will be constituted for the examination of corruption that took place in vocational examination division. Provision of stringent punishment for fake marksheet and cheats (Munna bhais). All the examinations will be withdrawn from VYAPAM and this responsibility will be entrusted to Madhya Pradesh P.S.C. Under the grievance redressal system arrangements will be made for collection of complaints and suggestions at each Panchayat level. It would be legally binding on Panchayat to give acknowledgement for every complaint. All complaints will be redressed in a fixed time limit. The establishment of this system will be on the basis of principle of social justice.

Constitution of Legislative Council The Resolution for constitution of a Legislative Council in Madhya Pradesh has been under consideration. The

Legislative Council shall be constituted in Madhya Pradesh. Budget Management The information regarding current position of M.O.Us signed during various investor meets will be disseminated to the public and they will be apprised of the amount to be invested in next few years alongwith the various sectors it would be invested. The draft and procedure of outcome budget being presented currently will be improved upon and it will be made more effective. The latest data regarding physical and financial targets and achievements of various schemes of all departments will be mandatorily hoisted on departmental website. The schemes being run by government of India and the physical and financial targets of the allocation given therein will be presented before the assembly separately at the time of presentation of State's budget.

Justice System and Law Enforcement Unnecessary laws enforced in the State will be reviewed and unjustified provisions will be done away with and new provisions included as per the need. Within 6 months of formation of Government orders would be issued for grant of five lakhs each for E-library in District Bar Association and 3 lakhs each for Tehsil Bar Association. Provision for issuance of notification within 14 days of cognizance of confiscation of property of corrupt officers and employees. Public Distribution System and Food Security State Government will provide three Kg. Dal at Rs.25 per Kg. and one litre edible oil at Rs.20 per litre to each family every month in addition to Wheat and Rice being provided by Government of India.

On formation of Congress Government State Government will bear the amount of grant on 3 Cylinders every year in addition to that given on nine Cylinders per year by Government of India on domestic gas connection. Since the National Food Security Law has been implemented now, we would like to ensure that independent grievance redressal and monitoring machinery be developed at Block and District Level. Safe guarding the interests of the poor

For the comprehensive welfare of the poor, "Indira Gandhi Garibi Hatao Aayog" would be established wherein most of the representatives from this category will be nominated. Urban poor will be encouraged for special employment training and employment. 10 lakh residences will be constructed under various schemes for the economically weaker poor. Social Security Food Security to Poor 35 kilogram of free ration per month per household shall be given to poor households in Madhya Pradesh. The old, the handicapped, widows and divorced sisters would be provided Rs.1000/- (one thousand rupees) pension under Social Security Pension Schemes. The State Government will give monthly pension to those old persons above the age of 65 years residing in rural and urban areas who are not getting the benefit of any other pension. The number of old age homes will be increased for habitation of old persons. Concession in Property Tax will be given to all those senior citizens who are residing in their own house since 10 years and who have not put this residence to any other use. While properly implementing the Schemes run for nomadic and liberated tribes by the Government of India, a

nomadic and liberated tribes commission would be constituted.

Farmers and Agriculture

Loans of upto 51 thousand of rupees of farmers taken from Land Development Banks & Cooperative Banks would be written off.

Lease holder farmers of 1959 of more than thirty years would be made owners of land and would be given total right of sale and purchase of land. The agricultural land of farmers which has been kept in the name of catchment of big pond of Bhopal would be made catchment free and arrangement for their residence and source of development would be made. Many year old residents of Bhopal are being tormented in the name of merger. They would be made land owner. Stamp fees limit for registration of division in the family and deed of surrendering of right would be fixed at Rs.1000/- (one thousand rupees). The special bonus amount given by the State Government on various grants, Support Price given to farmers would be directly deposited in farmer's account. Small and marginal farmers holding land less than 5 acres would be given 2 bags of urea and 2 bags of D.A.P. at half the market rate by the State Government once in a year. Credit limit for loan given by cooperative societies for agriculture would be increased, efforts would be made to make credit limit 50 thousand rupees per acre on the basis of cost. The present time limit for payment of fine free zero percent interest rate agricultural loan given by cooperative societies to farmers holding land upto 10 acres would be increased by three months. Special scheme would be formulated and implemented by reviving the rural agriculture development bank (Land Development Bank) and making it functional. For the want of repairs of reservoirs of canals, their water is not reaching the extreme end. Special attention would

be paid and special drive would be carried out for repairs of canals for which separate finance would be arranged. The present pattern of giving permission according to provisions given in working plan of forest department for cutting of trees on private land under public forestry law would be amended and provision for cutting of at least 50 percent trees in first year would be made. Self reliant and durable agriculture will be promoted. Organic agriculture policy of Madhya Pradesh would be implemented immediately. Organic agriculture mission will be activated immediately. Agriculture is not possible without livestock. Therefore, indigenous breeds will be promoted keeping in view, the livestock development. Keeping Gaushalas as core infrastructure, arrangements would be made for biogas plant, organic manure plant etc. By simplifying the complex procedure of measurement of organic production, circular issued by administration in the year 2002 would be made extensive and arrangement would be made for registration at local level. Organic Agriculture University would be set up. A fixed amount of all research institutes of the State would be spent on organic agriculture. Indigenous seed production and research dissemination would be encouraged. Seed production at farmer level and community seed bank would be fully encouraged. State Government would ensure that hybrid seeds of companies are not purchased out of Government money. Subsidiary industries of agriculture would be set up elaborately at village level and their ownership would be in the hands of farmer cooperative institutions. Policy for land development and providing means of irrigation to small and marginal farmers in the State will be formulated aiming for providing own source of irrigation (well or field pond) to every small and medium farmer in the State during next five years. Village panchayat will be given the right to permit free mining and transportation of mud, muram, stone and sand for agriculture related constructions of farmers, villagers

and for construction of dwellings of the poor, artisans and craftsmen of the village. For the benefit of sugarcane producing farmers, sugar mills will be set up at expected places. Effective steps would be taken to overcome the hindrances being faced by farmers in selling their produce in agriculture produce mandi. Crop insurance scheme will be made more extensive. All interests of ousters of Narmada project will be safeguarded. A separate "farmer fund" would be set up, keeping in mind the needs of farmers in the State. Arrangements would be made so that, all types of grants received from Centre and State is deposited directly into farmer's account in a fixed time limit. Compensation for crop failure due to natural calamity (excessive rain, hailstorm and cold wave) will be determined considering field as a unit. Crop insurance scheme will be implemented afresh, the amount of insurance and compensation for crop failure will be fixed keeping in mind, the input cost of the farmer and the market rates of the crops. Damage of crops by wild animals will also be kept in mind. A grant of 2 thousand rupees on the crops of pulses, oilseeds and a grant of 15 hundred rupees for all other food crops (wheat, paddy etc) would be given. Compensation for the loss of crops like Soyabean, moong, etc., would be given urgently. Compensation amount paid for farmers suffering from natural calamity would be increased. Action would be taken to recognise Kisan Gandi (Jugaad) in M.P. like other States.

Rural Transport

For public transport system in rural areas, public undertaking or company would be started at district level

with full stake of educated unemployed and rural transport would be made cheaper and regular. A separate fund would be set up for repairs, renovation of rural roads and arrangements would be made for action, monitoring and control at district level. Gravel path would be constructed under employment guarantee scheme for plying bullock cart or tractor through rural path on farmer's consent.

Farmer, Electricity and Energy

o Farmers would be given free power for pumps upto 5 horsepower. o All false cases regarding theft of electricity against farmers would be reviewed and would be taken back. o Uninterrupted three phase power with full voltage for 12 hours in a day would be ensured. o The farmer will not have to bear the cost of pole and wire for power connection. o In case of fault in transformer, they would be replaced quickly. o Fake cases of power theft and excess load against farmers would be withdrawn. o Farmers would be given power for agricultural works at the rate of Rs.100 per month per horsepower from October to April i.e. for seven months and for the rest of five months, they would be allowed to use power free of cost. o On new power connection, Congress Government had given the rebate on expenses of three poles for three horsepower connection and 5 poles for 5 horsepower connection which was discontinued. It would be revived. o Government would bear the cost for power connection for irrigation taken from wells, stop dams, ponds etc built under government grant schemes. o Disputed power bills of farmers would be condoned. o In order to give better power to farmers, transformers of new technology would be installed so that transformers of new technology losses could be minimized.

o New policy for redressal of grievances of power consumers would be formulated. o Power generation from non conventional resources would be encouraged. o Technology and financial assistance for extension of Gobar gas plants would be given. o Special scheme will be formulated for providing power right upto the field for farmers of Scheduled Castes and Scheduled Tribes.

Minority Community Recommendations of Sachchar Committee will be

implemented immediately in Madhya Pradesh according to Central Government's decision.

In order to improve the condition of slums belonging to minority community and for proper availability of integrated child development services, implementation of Prime Minister's 15 point programme will be ensured. Multi sector development programme (MSDP) being run by Central Government will be implemented in all minority dominated districts of the State with immediate effect on the basis of year 2011 census. Concrete initiative will be taken on recommendations of 'Expert Group' constituted by UPA Government for study and recommendation of working 'Equal Opportunity Commission' Minority educational institutions (especially those imparting technical and vocational education) will be provided sufficient financial assistance for skill development of minority youth and women. Madrasas of the State will be linked to Madrasa Modernisation Scheme of the Centre and also these will be linked to technical and vocational education and the budget of Madhya Pradesh Madrasa Board will be increased. Keeping in view, the social, cultural circumstances of women and young girls belonging to minority community, special programme/scheme regarding health and nutrition

will be commenced to get them rid of anemia and weakness. Extensive programmes for education of minorities will be run. Special financial assistance will be given to minority community for modern education in Madrasas. Anti Communal Violence Act will be passed for prevention of communal incidents, punishment for culprits and proper justice for the sufferers. The pre-matric, post matric, and merit-cum-means scholarship application form for economically weaker students of minority community being in English, many needy students are not able to avail these. Therefore, these will be made available in Hindi and Urdu language so that maximum children can avail this scheme. Fear free social atmosphere will be created, prestige and security of citizens will be ensured. Steps will be taken for imparting primary Urdu, Arabic education in administrative and other schools by persons educated in Madrasas.

Safeguarding the Interests of Scheduled Caste Category Land of small farmers of Scheduled Castes will be developed. Beneficiaries of Scheduled Caste Category, who have received loan of less than 25 thousand for employment oriented works and if that loan is suspicious or disputed, then loan waiver scheme will be formulated to waive the loan of that beneficiary. Amount of scholarship, student stipend will be increased for students of Scheduled Caste category. Interest on loan given for cottage industries to B.P.L. card holders of Scheduled Castes will be waived off. Social service institution working on upliftment of Valmiki society will be given Valmiki Award every year on Valmiki Jayanti. Extensive Valmiki Dhan will be constructed in Bhopal.

Poultry farming, fishery and animal husbandry will be made profitable and Scheduled Caste category will be benefited. The process of Caste Certificate for Scheduled Caste will be simplified. Recognising the certification given by Society Panchayats in the process of making of Cast Certificates will be reviewed.

Schemes for the welfare of Scheduled Tribes Beneficiaries of Scheduled Tribe category have received loan of less than 25 thousand for employment oriented works. If that loan is suspicious or disputed than loan waiver scheme will be formulated to waive the loan of that beneficiary. Excise policy will be formulated for Scheduled Tribe areas wherein priority in awarding contracts in tribal areas will be given to cooperative societies of tribals. Interest free loan will be given for tribal cooperative/ self help group in Scheduled Tribe areas for business like Fisheries, Animal Husbandry, Poultry Farming, Dairy Farming etc. Coordinated action plan will be formulated for linking all villages to main rod and for construction of bridges-small bridges on river-drains in Scheduled Tribe areas. Accountability of forest department in development of special backward tribe will be fixed. Scheduled Tribe category will be benefited by making Poultry Farming, Fisheries and Animal Husbandry profitable. The process of making Caste Certificate of Scheduled Tribe category will be simplified. Recognising the certification given by society panchayats in the process of making of caste certificates will be reviewed. Special programmes will be formulated to promote agriculture of traditional indigenous food grains like kadon, kutki etc.

Land of small tribal farmers will be developed. Schemes for welfare of backward category Amount of scholarship, student stipend for students of backward category will be increased. Interest on loan given to the BPL poor of backward category for agriculture and cottage industries would be waived off.

Youth Welfare and Sports There is target of setting up of Rajiv Gandhi Youth activity centre in each district. Making new opportunities of employment available to educated unemployed will be top priority. Employment call centre will be set up in each district for consultancy for employment to the youth of the State by gathering information about employment opportunities at global stage. New youth policy will be formulated for wholesome development of the youth Arrangement for counseling for employment to the youth and selection of appropriate subjects would be made available at district level. The budget of youth welfare department will be increased and beneficiary targeted employment oriented programmes would be formulated alongwith current activities. Separate quota for sports in administrative services will be determined. Special training centers will be set up in each department for various sports like football, aquatics, hockey, badminton, cricket, basketball, volleyball, kabaddi and athletics etc. Educated unemployed of the State would be given employment in two lakh posts in administrative departments, out of which, 50 percent posts will be reserved for women.

Women Welfare and Child Development Apart from job oriented training, efforts will be made to prepare more and more women entrepreneur by chalking out a scheme for them and providing them necessary support. If women intend to establish any enterprise for the economic development of the women of the State, loan will be given to them on concessional rate. The number of self-help groups for women was increased and a scheme was formulated for them to provide financial assistance of Rs. ten to fifty thousand to them. If any vehicle is purchased in the name of a woman, less registration fee will be charged and driving license fee will be exempted for women. Young girls or all the school drop out girls will be provided supplementary nutritional food by anganwadi centers and they will also be given different types of training in order to make them enabled economically. Apart from that they will also be provided training for balanced diet and personal hygiene. New woman policy will be made for all round development of women. Balika Samridhi Yojna will be implemented under which ten thousand rupees will be deposited in the name of every new born baby girl and when the girl will become adult, she will received more than rupees two lakhs. It will help in abolishing the practice of female foeticide. Indira Gandhi Women Hostel and study centers will be established at every divisional headquarter which will be equipped with all the facilities. Such families will be provided compulsory employment where there is no earning male member and where only girls have born or where there is a deserted woman, widow or destitute woman. Hearing against crimes of exploitation of children and violence against them in a prompt manner. Madhya Pradesh will be made a malnutrition free State. Right to nutrition will be made a legal right of children.

Under mother-daughter contact scheme, teenaged girls and their mothers will be given free mobile and telephone so that that they can remain in touch. Initiative will be made for constructing buildings for anganwadis equipped with all the amenities. Consumable nutritional food will be provided at local level. A social campaign will be started to associate every child, every woman and every teenaged girl with anganwadi. Mid-Day Meal Scheme and Aanganwadi Nutrition Meal Scheme which are being run with the support of Govt. of India in the State will be handed over to self help groups and the amount of honorarium being given to the female members of these groups at present will be made double. Information related to each Anganwadi Centre of the State (information related to the monitoring of monthly increase, information regarding the necessity of nutritional food and information regarding demand-supply and consumption) will be made public through online system. Financial assistance will be provided to all the 79000 women help groups to start their own work, who are already engaged in mid day meal scheme and aanganwadi nutritional food programme in Madhya Pradesh. We will provide assistance to all these groups for work related to vegetables, fruits and poultry so that it can result into increase in their income and make children enable to get the products produced at local level. Every girl child will be registered under ICDS programme and she will be provided the services related to nutrition, health and consultation. It will be ensured that the standard arrangement for treatment of children (doctors, medicines, test and referral arrangement) in every Primary Health Centre is available. Nutrition Health Rehabilitation Centres will be opened in all the development blocks of the State. In order to ensure the right to safe motherhood every su-health centre will be provided infrastructure facilities for safe delivery. New woman policy of the State will be implemented immediately.

Implementation of PCPNTD Act will be ensured, keeping in view the decreasing sex ratio of women in Madhya Pradesh and stern action will be taken against the violators. Appointments of designated Protection Officer and service providers will be made immediately under the Prevention of Domestic Violence Act. At least at district level in the State, Shelter homes will be made available for long stay (long day stay home) where sufferer women can live with their children until they get alternative arrangement. Loan will be provided to women self help groups at minimum interest rate (less than 4 percent) by govt. banks. The number of female advocates will be increased in Public Prosecution Panel at the State level. Ban will be imposed on the material creating negative image of women and stern legal action will be taken against concerned department and institute. Special financial assistance programme will be operated for the women who have suffered violence so that they need not to rely upon any one for their livelihood. Special provision should be made for special advocates for the bail of imprisoned women from the govt. side, transparent rules should be made in parole procedure and officers should be sensitized in the cases of woman parole. There should be provision for woman public hearing in every district in which a woman should be appointed as high authority.

Child Protection

Fast Track Courts will be set up in every district to resolve the cases of missing children and child trafficking. The implementation of Integrated Child Protection Scheme will be insured. Child Reform houses will be set up in every district with empty space and facilities for the children living on footpath and destitute children.

Qualitative and effective legal aid will be provided to children involved in legal cases under JJ Act so that no child is left deprived of justice and reform. Child welfare Committee will be set up in every district compulsorily and they will be give training regarding their rights as children. Children involved in begging should be pulled out of this practice by adopting legal practice. Arrangements will be made for their rehabilitation and education.

Escapist Labour

Middlemen who are involved in hiring the labour and the labourers themselves will be registered at Panchayat level. Alongwith it, the responsibility of maintaining the register of labourers will be handed over to Panchayat (in this register the details of their work place, nature of work and wages will be recorded).

Domestic Labour

A special law will be made for the rights of domestic women labour engaged in household work and their working conditions will be made better and a State level grievance redressal board will be constituted. Within one year a State level policy will be made for domestic labour and it will be implemented.

Ex-Servicemen

In order to take concrete steps for improving the condition of ex-servicemen and expressing honour of society toward their services, an Ex-servicemen Corporation will be set up. Ex-servicemen will be given arms license through Single Window System. By constituting a self help group, the ex-servicemen would be assisted in getting employment for themselves.

Arms License The existent fees for renewal of arms license will be rationalized. The process for getting new arms license or transforming arms license in the name of heirs would be simplified. Provisions would be put in place for completing the process of license renewal of licensed arms dealer necessarily within three months.

Health and Medical Education An amount of Rs.1500/- will be paid to each mother on

institutionalized delivery in government medical institutes in Rural and Urban area. An amount of Rs.2100/- extra will be paid on the birth of a girl child through institutionalized delivery attaining the age of one year and thereafter on the completion of vaccination phase and thereafter again on completion of five years. Medical colleges in the State will have facilities Seats of medical college will be enhanced to meet the shortage of doctors and experienced specialist would be approached. For the national level medical provision for the treatment of at least one disease in each medical college of the State new policy will be framed. Action will be taken to popularise widely unani, homeopathy, ayurvedic and other systems of treatment together with allopathic system of treatment and to make them useful. Special efforts will be made for recruitment of doctors and para-medical staff. Health services in remote areas will be enhanced. The facility of blood bank and pathology will be provided at tehsil level.

A scheme for providing ambulance and crane to provide emergency treatment in case of accidents on the national highways and other routes will be formulated. A new policy will be framed in terms of service charges towards running of private treatment centres and nursing homes. Transparency will be ensured by framing a new policy of procurement of medicines and medical equipments. Promotion/concession will be provided in setting up private treatment centres and nursing homes in rural areas. Health and medical services in the State have been totally collapsed during BJP reign and credit in the public is lost owing to mismanagement in Government hospitals. Health Budget will be enhanced upto 5 per cent of gross domestic product of the State. Vivacity will be ensured in terms of separation and delegation role, responsibility, duty and rights among the Department of Public Health and Family Welfare, Directorate and the office of National Rural Health Mission. Rural and tribal areas will be preferred in smooth and sustained provision of public health services and this promise will be given the status of "State Public Health Act" by propagating the policy of "State Public Health Policy;" "State Public Health Policy" will be the pillar of entire ruling system of the State and other policies will be framed and guided accordingly. The practice of appointing doctors by contract and agreement system will be ceased as per policy and the system of regular appointments will be made compulsory, all the vacant posts will be filled as well in a time-bound manner. Potable water security act will be introduced for availability of quality and safe potable water. Life risk and health risk of the sanitary employees engaged in Government and private sector will be covered. Their health insurance will be compulsory and there will be responsibility of the employers.

A board will be constituted in order to monitor the health of persons engaged in hazardous industries and to provide them protection in the State. We shall ensure that the requirements related to social, economic and health protection will be fulfilled for the persons suffering from diseases like tuberculosis, silicosis, HIV-AIDS, etc in the State. The persons affected with silicosis will be provided pension compulsorily.

Right to Education Social development plan of the students of 8th, 10th and 12th standard will be introduced by involving them with computer technology. Cash prize under special promotion scheme will be provided to the first 10 thousand students each in the 10th and 12th standards exam of the Madhyamik Shiksha Board and to the students getting first class in the 8th standard in all the Government schools in the State. The students getting first class in Government universities and colleges will be provided laptops. Laptops will be provided free of cost to all the students getting 75 per cent or more marks in the 12th standard. Two-whealer scooty will be provided free of cost to the first 10 students of all streams placed under Prantiya Pravinaya Soochi. Under the provisions about number of teachers and their qualification envisaged in the Right to Education Act, presently different type of teacher cadres like Assistant Teacher, Teacher Cadre and Contract Teacher Cadre will be abolished and only full-time education system will be introduced. Presently the scarcity of teachers will be met by new recruitments. State Children Rights Protection Commission (SCPCR) will be made functional and a separate RTI Cell will be set up for monitoring the Right to Education Act in the State. Modified system of examination will be introduced in order to ensure quality of education.

Special attention will be paid to teachers' training and their capacity building through training programmes and training institutes. Sarva Siksha Abhiyan will be implemented effectively and new high schools and higher secondary schools will be opened to provide education to the children at minimum distance. The judicial order will be complied with respect to re-providing grants to the teachers of non--government recognized educational institutes. The State Government will take special initiative to provide education loan to the students belonging to BPL family for their higher education. It will be Government's priority to create the opportunity of employment by paying adequate attention to research work as well as higher and technical education. Setting up of technical colleges in every district will be emphasized. Polytechnic and ITI institutes will be increased in adequate number. Special facility of training centers, health centers and relief centers for mentally retarded children will be provided. Education hub will be developed in the State. Special efforts will be made for setting up of national

laboratories in M.P. Certain availability of the books etc. will be ensured before educational session of the school children commences. Distribution of cycles will be ensured to pre-selected girl students before the commencement of their educational session. Arrangements for education loan at concessional rate will be made for the students for technical higher education in different subjects.

Decentralization of Power Government's unwanted interference will be stopped in the power conferred to the District/ Janpad Panchayat/ Municipal Corporation/ Municipality/ town Panchayat under the Panchayati Raj Act and they will be made much more powerful. Government will take initiative to make the ruling system more transparent and responsible by re-decentralisation after reviewing the policy of centralisation of development in various departments for local bodies. Under Panchayati Raj (Extension to scheduled regions) Act 1996 (PESA), rules for protection of society's interests will be framed. Undisputed transfer and division rights of the Panchayats have been seized. These will be reinstated. The PESA Assistant will be appointed by the Village Panchayats for implementation of the PESA Act in the scheduled regions and payment therefore will be made by government. Panchayat Service Commission will be constituted in the line of service commissions constituted for appointment for Government posts. Action will be fixed at District level itself on the basis of decentralised District plan and the budget will be allotted accordingly. The decisions of Gram Sabha will be made recognizable by all. Such provision will be made in the Panchayati Raj that government officials may not change the decisions taken by Gram Sabha. Open level bodies/ committees of the representatives of public only will be handed over this responsibility to change the decision of Gram Sabha where necessary. 50 percent women reservation will be provided in permanent committees also at all Panchayat levels. The provisions of section 40 under Panchayat Act will be reviewed under which an official or the executive can remove democratically elected representatives.

The representative affected with the provision of section 40 under the Panchayat Act will be provided free of cost legal assistance. In case of women representatives, it will be made much important and effective. Today, Panchayats are implementing the programmes of so many departments. In this situation, we think that they must be provided full administrative and implementative infrastructure. We shall ensure that every Panchayat has an office, human resources. Selection procedure will be made transparent through framing Panchayat Civil Service rules. Panch Parmeshwar Yojna will be withdrawn and Gram Panchayats will be provided full freedom to utilise the fund provided by the Finance Commission, the amount received as tax by the panchayats and the amount allocated to the panchayats by State Government. Rs. 2500 to every Sarpanch, Rs. 1500 to every up-sarpanch and Rs. 500 to every Panch will be paid per month as honorarium. Accounts Assistants will be appointed for accounting in the gram panchayats and payment therefore will be made by State Government On wage payment for the work undertaken under the Employee Guarantee Scheme, 1/4 per cent amount in case of delay of more than 15 days and 1/2 percent amount in case of delay of more than 30 days will be paid as delayed compensation. MGNREGA Lokpal will be appointed at district level for monitoring, control of the scheme under the same. Benefit of all the schemes will be ensured for the farmers holding less than five acres of land i.e. small and marginal farmers under MGNREGA Scheme and special drive for the same will be conducted. Sanitary staff will be appointed in rural areas.

Employees and Pensioners The retirement age of Government employees will be fixed 60 years.

D.A. arrears of Rs.8610 crore will be paid to Government staff in five equal installments. D.A. arrears of Rs.900 crore will be paid to retired Government employees in five equal installments. Rs.1840 crore towards house rent allowance and other allowances as recommended by Agrawal Pay Commission will be paid in five equal installments. The dependent of a Government employee retiring voluntarily at the age of 50 years. Asst. Teachers, Teachers, Senior Teachers will be paid as per regular pay scale with effect from 1st April, 2014. Contract teachers will be regularised by ceasing their contract period. Teacher cadre will be merged into Department of Education and they will be paid the same salary equivalent to Teacher and their service conditions will also be equivalent to them. Teacher cadre appointed prior to 2005 will be provided the benefit of regular pension. A Commission will be constituted to provide regular pay-scale to daily salary payees, casual and contract labourers, panchayat staff, etc. Initiative will be taken to provide better facilities to supervisors, workers and lady assistants to anganwadi and nurses of Government treatment centers and panchayat staff. Orders will be issued to take action within 6 months after formation of Congress Government in order to remove salary-anomalies of judicial staff. Third time-scale pay scale benefit will be provided to all the deprived Government staff. An effective cell will be created at departmental level and State level for monitoring and control over appointments at permanent, promotional and vacant posts. Orders will be issued within 6 months to take action as per recommendation of Pay Commission with regard to over-burdened employees working in different Government Departments.

Orders will be issued within 3 months after formation of Congress Government to remove the anomalies of the Sixth Pay Commission. Five tier pay scale will be provided to the officers in the Forest Department, Finance Department and Police Department in the line of officers of Revenue Department. Orders will be issued within 3 months after formation of Congress government to take action as per orders passed by the Hon'ble High Court and the Hon'ble Supreme Court regarding grants to private education institutes and college teachers. Home loan at cheaper rate will be provided to the Government and semi-government employees and officers whose retirement is to take place after 5 years. Profession tax will be relaxed in the interest of the employees. The facility of leave encashment, All India and Home Town LTC will be considered to introduce again. A high-level committee will be constituted to solve the issues of corporation/division employees of the State and initiative will be taken to fulfill their pending demands after review.

Public Health Protector and ASHA Worker Policy for better utilisation of the services of public health protectors will be framed and payment of honorarium to them will be considered. The role of ASHA workers will be made effective and financial assistance will be provided to make them capable. Special provision should be made for special advocates for the bail of imprisoned women from the govt. side, transparent rules should be made in parole procedure and officers should be sensitized in the cases of woman parole. There should be provision for woman public hearing in every district in which a woman should be appointed as high authority.

Nurses The Scheme of practical and prestigious Government facilities will be introduced.

Sanitary Worker Promotion and assistance will be provided at every stage for education of the children of sanitary workers. Housing scheme will be implemented at metropolitan city level for sanitary worker valmiki samaj. Sanitary staff will be appointed at panchayat level as per necessity. A special cell will be set up for implementation of the schemes and policies introduced by Government of India for Valmiki Samaj.

Labour/Unorganised Labourers The Labour Welfare Commission will be more empowered in the interest of labourers and its recommendations will be implemented. Special Action plan will be implemented under the Department of Labour and the Labour Welfare Commission to fulfill the interests of unorganised labourers. Initiative will be taken to bridge the gap in the wages of unorganised labourers. A more beneficial scheme will be framed for Bidi labourers. The wage-rate of agricultural labourers will be retionalized again. Review will be undertaken of the plans enlisted in Schedule 'A'. The provisions, schemes and programmes related to labour welfare as declared by the Government of India will be implemented effectively.

Society welfare The ongoing schemes with respect to neglected persons of the society like the blind/ deaf and dumb/ handicapped will be made more effective and a special promotion scheme will be introduced to enhance the quality and determination of voluntary organisations working in this field. The implementation of special schemes for security and self-dependence of the senior citizens/ the Old/ the Helpless/ the Couples will be given preference.

Cooperative Initiative will be taken to implement the recommendation of the Vaidyanath Committee. Qualitative reforms will be brought in service conditions of officers and employees working in the cooperatives after their review. Home loan at the interest rate of 4 percent will be granted to the member farmers of the cooperatives for home construction. Transparency will be ensured in the election of cooperatives.

Live-stock, Poultry and Fishery The way to enrichment in the villages will be discovered through Animal husbandry, Poultry farming and fishery. Besides it, cooling plants will be installed and milk storage and marketing system therefore will be expanded. The services of Gosewak will be enhanced and they will be provided more facilities. It is essential to achieve the target for milk production in order to make the economy of villages capable under Rajiv Gandhi White Revolution Scheme. N.G.O. and Self-help Groups

A policy will be framed to promote the N.G.O.s engaged in public welfare through creative activities. To provide loan at low rate of interest will be considered by Government to promote the women N.G.O.s. The projects referred by the organisations will be forwarded to the Central Government by disposing them at the earliest and complication of delay in forwarding will be removed. The role of voluntary organisations and self-help groups will be ensured in rural development schemes, health schemes and such other schemes of the Union Government and State Government.

Horticulture, Medicinal Plantation and Food Processing An extensive scheme of horticulture development will be framed. A comprehensive scheme for farming of medicinal plants will be framed and implemented. The farming of vegetables and fruits will be enhanced in the State in order to increase the prosperity of the farmers. The area of horticultural crops in Madhya Pradesh will be increased. Special efforts will be made to increase the production of horticultural and floricultural crops near big cities.

Weavers

Initiative will be taken to introduce the scheme of renovation of the weavers' cooperatives. Initiative will be taken to provide sufficient quantity of raw material to the weavery.

Religious Trust and Endowments Government will have an honourable approach towards all the religious places.

The Schemes in force for development of all the religious places will be reviewed and made more useful. Special plan will be introduced for development, beautification, sanitation and safety with respect to all the religious places of historical and archaeological importance.

Journalist Welfare Journalist Welfare will be given preference. In view of honouring the services of retired journalists, the policy of samman nidhi will be framed. The Scheme of providing residential plots at concessional rate and home loan at low rate of interest will be framed for the journalists beginning from capital to local level in the districts. Health insurance scheme will be introduced to provide better health facilities to the journalists and their families. Such provisions will be considered to provide for in the Governments advertisement policy so that small daily newspapers, weekly, fortnightly and monthly newspapers, magazines, literary magazines may get proper advertisements.

Information and Technology Initiative will be taken to set up three new institutes of Indian Institute of Information Technology in the State. Software industry will be promoted with the help of these institutes. Infrastructure will be developed and provided to I.T. companies. Single window clearance facility will be provided for IT companies to promote the industries. The taxes applicable to IT companies will be considered to be reduced or made equal to promote the industries.

Revenue The unexpected increase in the market rates in sale-purchase of land in BJP reign through collector guidelines will be reviewed.

The instructions of the Central Government will be complied fully for rationalisation of stamp duty on sale deeds. It will be ensured that the farmers get the copies of revenue records compulsorily every year. The information of infrastructural development about its natural resources of a village will be kept essentially in village panchayat offices. Time bound programme for pending cases related to lease renewal of Nazool issues in the urban areas will be declared and the cases will be settled accordingly.

Gas Tragedy The ongoing scheme for upliftment of the persons afflicted by Gas Tragedy will be reviewed seriously and necessary initiative will be taken for new programmes. The plan for recreation of the areas afflicted by Gas Tragedy will be reviewed and expedited. Health facilities will be provided in a better way.

Trade, Industry and Taxation The taxation system and the rates in force in the neighbouring states in respect of VAT and other taxes in the State will be studied and necessary reduction will be made in the rates of current taxes. In view of promoting small-scale industries in the goods will be purchased from the suppliers instead of small industries by the small industry corporation and current system of arbitrary determination of rates will be ceased and the system of purchase by insisting tenders at local level will be introduced through implementation of decentralisation system of goods purchase. As per economic survey conducted by State Government, there has been continuous growth in production in BJP, reign, yet flesh industry was banned by BJP Government thereby resulting in less profit to the State and its cattlemen are not getting the desired profit. The Congress Government will frame a clear policy to promote setting up of flesh industry in the State.

Keeping in view of social responsibility of private industry, mines and power projects, public undertakings and Government companies, a joint Committee will be constituted at district level comprising of elected public representatives of the districts, presidents of elected district panchayat and janpad panchayat, presidents of municipal bodies and policy will be framed to take action according to their recommendations. Taxation System

The Professional Tax Rule will be reviewed and simplified to provide relief to the salaried class and small traders. Cheque Post provisions will be reviewed. The entire procedure to get refund amount at the earliest will be simplified. The taxes with respect to petrol, diesel and domestic gas applicable in neighbouring states will be studied and VAT will be reduced. The committee of wide organisations and public representatives will be constituted and new policy will be framed in respect of all the forms and form 49 related with Department of Commercial Tax in Madhya Pradesh.

Industry The basic infrastructure of commerce and industry should be constructed in a time frame. Therefore the government will take necessary steps in the said sector to pave the way of investment and industry in the State on priority. Regional Industrial Development Authorities will be established in the State to speed up industrial development. The policy of providing employment to local people will be introduced on priority in industry and private sector. Sick industry will be assisted through banks for industrial development. The government will publish the list of successful industries region-wise every year. The world level information about deferent industrial activities for

development will be available in Regional Industrial Authorities. The tax system applicable to industries and products of the State will be rationalized after review thereof. The promotional scheme incase of electricity generated at private level by the industries will be considered to be introduced. A high level permanent committee will be constitute for quick redressal of the problems in the filed of industry development in the state.

Employment and Occupation Full training, protection and marketing, research will be provided to the unemployed for starting their own occupation. The unemployed will be provided unemployment an allowance (in the line of Government of Haryana). Special efforts will be made in collaboration with the Central Government for modernisation of central Ordnance Factories, Industrial Units/ enterprises located in different regions in the State so that the people there may get new opportunities of employment. Free special training institutes will be set up in the State to provide employment or self employment to the educated unemployed youths.

Roads Quality will be ensured in the construction of roads in the State and it will also be ensured that the constructor constructs the roads in the period as mentioned in the contract and repair thereof regularly. Regional Roads Developments Authorities will be considered to be established in the State. Special fund will be created for maintenance repair of rural roads. The current policy of B.O.T. will be reviewed.

Tourism To attract the domestic and foreign tourist towards national parks and religious tourist places located in the State, an extensive scheme will be framed and introduced. Madhya Pradesh will be organised and developed as a tourism hub The current tourism policy of Madhya Pradesh will be reformed widely and action will be taken for development of new tourist places and provision of facilities for the tourist. Tourism activities will be promoted in the tourist places like Khajuraho, Chanderi, Maheshwar, Orcha, Amarkantak, Maandu, Bhojpur and Bhembetka.

Minor Minerals and society The provisions related to making bricks or utensils with soil and their transportation against potter, Scheduled Castes, Scheduled Tribes will be abolished. The Gram Panchayats will be conferred the rights to permit for reservation and free mining of soil mines and transportation of soil for making bricks or utensils from the same by Potters, Scheduled Caste and Scheduled Tribes. The Auction System to grant sand mines to the constructors will be ceased and these will be granted to the educated unemployed youths, their groups, committees on lease and a maximum of rupees one hundred will be recovered as price of land per cubic meter alongwith loyalty tax. Filling of sand in the vehicles by machines will be banned completely. The mines of Muram, Soil, Stones, Sand used in rural developmental work will be reserved and the rights to permission for free mining and transportation will be conferred to Panchayat Raj System. The setting up of major minerals based industries will be made essential in the state and dispatch of major minerals in other states will be prohibited.

The students and unemployed educated youths The recovery of examination fees and online application charges from the unemployed by VYAPAM will be stopped. There are eighteen thousand posts of teachers vacant presently in tribal areas and the procedure of appointment to there posts will be initiated with in three months after formation of Government of the Congress Party. The rights to application, examination, interview and appointment will be conferred at district level for recruitment of non-technical posts of class three, posts of class four and contract employees. Rupees 2500 per annum will be provided as traveling expense to the students traveling more than five (5) kilometer for coming to schools in 11th and 12th standards and to colleges. The students studying in the colleges and technical education institutes in the state will be provide "Tablets" and free internet connection for 2 GB will also be provided. The Semester System being conducted in non-professional courses will be abolished and the system of one time admission and examination will be introduced. The BJP Government abolished the system of registration and contract for small contractors engaged in different construction work together with the unemployed educated youths - and made contracts of construction work out of reach of the unemployed and small contractors resulting in their unemployment and limitation of contracts to contracts only. On formation of Congress Government, the system of granting contracts to the unemployed educated youths will be introduced through registration of work up to rupees 10 lakh at the level of "KARYA PALAN YANTRI and the work up to rupees 50 lakh at the level of Adhikshan Yantri.

Forests, Environment and Accommodation For rejuvenation of the rivers, special action plan will be formulated and action will be taken in this regard.

Preference will be accorded to local communities with respect to sustained utilisation of natural resources. Local communities will be made stakeholders in the industries for compensation whenever there will be utilisation of natural resources for industries. Community Decentralised Water Management Schemes will be promoted. Immediate action plan will be framed to get the Narmada River pollution free. House Building Permission Rules will be simplified and House/Colony building permission will be ensured in a fixed time-period. The regularisation charges for illegal construction will be simplified after review thereof and made as per law. The illegal price-rise of illegal property beyond market rate by current Government and illegal recovery diversion fees, where Master Plan is in force, as well as illegal recovery in respect of mortgage deeds etc. will be reviewed and clear rules for the same will be framed.
