Our approach

Moving People – Connecting Communities: A Passenger Transport Strategy for Queensland 2007-2017 sets the direction that will shape our future for moving people and connecting communities in Queensland. It guides the development and delivery of economically, socially and environmentally sustainable transport options for all.
The Passenger Transport Strategy addresses all transport needs of people whether they are commuting for work or travelling to access goods, services, leisure or social activities. This innovative approach to passenger transport planning is needed to meet the challenges we face now and into the future.
This strategy turns around traditional transport planning centred on transport modes to a people-focussed approach. This will enable us to tailor transport solutions to best meet individual and community needs. In turn it will contribute to the productivity and the quality of life for all the State's communities.
Passenger transport is a key driver of Queensland's prosperity. The strategy will enable us to respond rapidly to the changing transport needs of people by improving communication across government, industry and the community and by stimulating new research and technology that will deliver better outcomes for everyone.
We recognise that in Queensland the private car provides a flexible, convenient and highly personalised transport option. Private car use enables us to achieve a level of access and mobility that is not otherwise possible in this State with our vast geographic dispersion, low urban densities and dynamic growth. The private car is acknowledged as a vital transport option in achieving sustainable passenger transport in Queensland.
At the same time there are some trips for which the private car is not the most sustainable option. For instance, urban travel where public transport is a viable and attractive option can reduce the cost of traffic congestion caused by increasing levels of private car use. The strategy deals directly with this central issue so that passenger transport for everyone in Queensland is sustainable into the future.
The Passenger Transport Strategy provides direction for all other planning related to moving people and connecting communities. Our approach recognises the role other agencies and planning regimes will play in delivering on this direction. We will lead by working collaboratively with all groups across government, industry and communities and recognising their interests in achieving the strategy outcomes.
While the Passenger Transport Strategy focuses on moving people around the whole state, TransLink's Network Plan focuses on delivering better public transport services and infrastructure across south east Queensland. The Passenger Transport Strategy will be supported by the development of two-yearly action plans that will contain initiatives focussing on addressing the transport needs of people in regional Queensland.
Partnerships will be built with those involved in developing and delivering related strategies and plans to ensure our efforts and targets are aligned. By ensuring a consistent and well thought out approach in our actions we will achieve the desired outcomes for moving people and connecting communities throughout Queensland.

The challenges we faceCreating a socially, economically and environmentally sustainable Queensland is a significant challenge for us through to 2017. The State's population
is growing rapidly, particularly along our coastline where 85 per cent of Queenslanders currently live. The State's population is expected to increase by more
than one million people over the next 15 years, with one third of the nation's entire population growth being accommodated in south east Queensland. At the
same time, some rural and remote areas are experiencing population decline as residents move to coastal cities seeking employment or the amenities of an
urban life, employment or a more attractive lifestyle.
Family sizes and households are getting smaller. The average family size is currently three, but couple-only families will become the dominant family type in
Queensland by 2011. It is forecast that the number of households will increase by 50 per cent in the next 15 years. On current trends, more households will
result in a wider dispersion of houses and a passenger transport system constantly expanding in the struggle to keep pace with demand.
To keep pace with Queensland's changing population and their travel needs, we will design a public passenger transport network that provides greater
connectivity between services throughout regional, rural and remote Queensland. The performance of those services will be monitored against established
performance measures and targets to ensure that they are efficient, affordable, reliable, accessible, comfortable and safe. The network will be supported by
necessary infrastructure, including pathways for cycling and walking and access to recreational boating.
Lifestyle and demographic patterns are changing along with our ageing population. People aged over 65 make up the fastest growing age group in Queensland
and are living longer. An ageing population has different requirements of the passenger transport system including increased security, greater accessibility of
transport vehicles and stations, an increased need for more flexible passenger transport options and support for people with reduced mobility.
To accommodate the changing lifestyles of the travelling public, we will consult with Queensland communities and develop flexible transport solutions that
will enhance access to passenger transport services not provided by traditional fixed route services. Public passenger transport services will also become
progressively more accessible as we work with industry to achieve compliance with the Commonwealth Disability Standards for Accessible Public Transport.
As well as improving accessibility and mobility, we will provide a wide range of public transport concessions and discounts to people who are in need because
of age, ability or circumstances. To protect the travelling public and transport infrastructure, we will enhance communication and information systems
between all agencies responsible for transport provision. The provision for safe and secure transport will be incorporated into urban design, infrastructure
development and services.

The private car remains the most favoured transport option for most in our community. Each registered motor vehicle in Queensland travelled an average
of 15 400 kms in the 12 months ending 31 October 2003, with passenger vehicles accounted for 70.6 per cent of the total distance travelled. Since 1999, the
total distance travelled by passenger vehicles throughout Australia has increased by an average of 3.4 per cent per year.
In an effort to reduce the number of vehicle kilometres travelled by private motor vehicle, we will inform Queenslanders about travel choices available to
them and the health benefits of alternative, more sustainable modes such as walking and cycling. People will be educated about the social, economic and
environmental costs of their travel choices.
At the same time, private passenger vehicles also accounted for 54 per cent of the State's total transport related greenhouse gas emissions and 62 per cent
of the transport sector's oil consumption. Moreover, single and low-occupancy passenger vehicles are a major contributor to the increasing levels of urban
congestion, especially in south east Queensland.
With the Federal Government's recent signing of the Kyoto Agreement and Queensland's increasing vulnerability to rising oil prices, we will focus on
investigating how new technologies can deliver environmentally friendly vehicles and alternative fuels for passenger vehicles.
We must build on past successes and shape the future by developing innovative transport solutions and by harnessing smart technologies. Governments and
communities must work together to plan and implement sustainable transport solutions. Working with our partners, building relationships and alliances will be
vital. We will improve the capability and performance of government and our industry and community partners.
The Passenger Transport Strategy will give direction to meeting these challenges and developing sustainable transport solutions into the future.

The Passenger Transport Strategy identifies social, environmental and
economic sustainability outcomes that it will deliver on. These are:
• healthy transport options for people
• transport that caters for the needs of all people
• increased contribution to Queensland's economy
• safe and secure transport options for people
• environmentally sustainable passenger transport options
• improved performance and accountability for the passenger transport system.
We will achieve benefits under the above outcomes through strategies that have been
developed under four Key Result Areas, as follows:

3. Design an integrated transport system that
is responsive to people’s needs
Planning will be coordinated across all levels of government to manage growth
and maintain Queensland's economy and liveability. We will ensure transport
planning and land use planning are integrated in future developments. In urban
areas, communities will be more self-contained which, with increased urban density,
will maximise access to sustainable transport options and services generally.
4. Integrate transport planning across
government
To deliver an efficient network, we will improve connectivity between
communities, everyday services and transport choices. We support integrated
ticketing to make travel easier. Infrastructure will be available to support the
interchange between various modes. Network design will be responsive to people's
needs. It will provide for services across rural and regional Queensland and
the infrastructure necessary to support these services and private car use.
Transport networks will include pathways to make cycling and walking viable
transport options.

People's access and mobility in communities will be improved through
planning and pooling of resources across government. Accessibility will be
enhanced by developing innovative transport solutions that are flexible
and respond to demand. People’s transport needs will be used to determine
appropriate transport solutions. We will identify barriers to accessing transport
options and develop ways to provide people with assistance where needed,
particularly access to essential services. Vehicles and infrastructure will be
designed so that they are accessible for people with special needs. We will
promote and support the development of innovative approaches and aim to
ensure that legislation encourages services that are responsive to community
expectations.

Public transport services will be efficient, affordable, reliable, accessible,
comfortable and safe. The performance of these services will be monitored
against established performance measures and targets. Transport providers will
be encouraged to be responsive to community needs. Public transport vehicles
will be better matched to their purpose to increase their efficiency and reduce
negative environmental impacts. The efficiency of public transport movement
will be improved by investing in dedicated infrastructure such as busways.
New and existing products and services will be supported by an appropriate
legislative and regulatory framework. This framework will provide standards
so that high quality passenger transport services are delivered within and
between communities throughout Queensland.

travelling public
Active transport such as cycling and walking will be promoted and supported
as viable transport choices and the health and environmental benefits of
these forms of transport promoted to Queenslanders. For example, students
will be encouraged to cycle or walk to school. Relationships across whole of
government and with the private sector will be strengthened to improve the
cycling and walking environment. This will be supported by incorporating
cycling and pedestrian infrastructure into urban plans to better connect
communities. The public and private sector will be encouraged to provide end
of trip facilities and secure bicycle storage.
Communication and information systems between all agencies responsible
for transport provision will be enhanced to protect our infrastructure and the
travelling public. Provision for safe and secure transport will be incorporated
into urban design, infrastructure development and services. Queenslanders will be
informed about the relative safety of various transport options to encourage the
use of sustainable modes. Public transport, cycling and pedestrian pathways
will be supported by visible safety and security measures to help
Queenslanders feel safe. Public transport vehicles will be
required to meet high levels of safety and environmental
standards. Safety measures will be prioritised according to
their effectiveness in delivering sustainable transport for
people travelling within and between communities.

2. Engage local communities in planning

Strengthen partnerships between all levels of government to strategically
broaden the picture of transport provision. We will develop cooperative
relationships to better coordinate and integrate existing infrastructure. We will
enter into joint funding arrangements to implement discrete projects across
the State that provides benefits to communities. We will maximise the use and
benefit of transport to local communities so that private and public resources
can be shared.
3. Develop partnerships across government and
between government and the private sector
Provide resources to support communities developing sustainable transport
options that meet local needs. Develop feedback mechanisms to ensure
community concerns, knowledge and views are taken into account in transport
planning and implementation decisions made by the state government.

Government will support communities to influence decisions and processes
for change, broker resources and develop local solutions to fulfil unmet
transport needs. Community capacity will be developed to use local
knowledge, skills and resources to maximum effect, particularly in
communities with limited public passenger transport networks.

We will regularly assess and manage our performance by establishing
clear performance indicators and targets against specific actions. We will
strengthen our data collection, monitoring, reporting and evaluation of
passenger transport initiatives. Our success against stated strategic outcomes
will be formally evaluated and reviewed every two years and our priorities
reassessed to determine future actions.

Where to next?The success of Moving People – Connecting Communities: A Passenger Transport Strategy for Queensland 2006-2016 will be assessed according to whether
we create and deliver sustainable people focussed transport options across Queensland during the life of the strategy.
Working collaboratively with those responsible for other related planning regimes, we will ensure our actions and performance targets are aligned across
the whole passenger transport task. We will identify where potential for further actions exist and who can contribute to delivering those actions effectively.
Through a two-yearly action planning process we will develop priorities and set targets that directly address the six outcomes identified in the strategy.
Every two years, we will draw upon knowledge and input from all levels of government, industry and community to participate in the process. We will
evaluate and review our priorities and progress and formulate a new set of priorities.
Everyone can play a role in delivering sustainable transport options for people in Queensland. Just as we engaged with communities across Queensland
to develop the strategy, we will continue to provide opportunities for communities to be involved in developing sustainable transport options that meet
their needs.
Within Queensland Transport, performance measures generated through the action planning process will be continuously monitored and we will ensure
our data collection supports that monitoring. Our operational business planning will be linked directly to the priorities established through the action
planning process.
In that way we can ensure our actions remain focussed, effective and responsive to changing demands.
