Introduction

2 Introduction

Morocco is a developing country, primarily dependent on the agriculture, tourism and textile

sectors, which are the key drivers of the economy. The economy is characterized by high

unemployment and poverty, despite having made good economic progress. As a result, the

government is focusing its efforts on economic liberalization and modernization, which is expected

to create sufficient employment opportunities and lead to the economic development of the nation

as a whole.

Over the last few years, the government has pursued several reform processes to increase

economic competitiveness, specifically in energy, fisheries, commerce, agriculture, tourism, and

logistics. It has also invested heavily in developing infrastructural facilities. The Tanger-Med Port,

situated on the Strait of Gibraltar and became operational in 2014, is the largest port in Africa.

Morocco had a Gross Domestic Product (GDP) of $XX billion (at constant prices) in 2012, and

registered a growth rate of XX% during the same year. However, its GDP growth rate increased in

2013 to XX%, reaching an estimated $XX billion (IMF, 2014). The services sector contributed an

estimated XX% to GDP in 2012, followed by the industry sector with XX% and the agriculture

sector with XX% (CIA, 2014). Morocco has substantial natural resources including fish,

manganese, lead, silver, and copper, and its major trading partners are France, Spain, India, Brazil

and the US.

Morocco is a member of the United Nations (UN), the Arab League, the Organization of Islamic

Cooperation, and the Arab Maghreb Union. In 2006, Morocco entered into a bilateral free trade

agreement with the US, which led to the removal of tariffs on XX% of bilateral trade in consumer

and industrial products between the two countries. It was also agreed that the remaining tariffs

would be removed within nine years. In 2008, Morocco entered into an advanced status agreement

with the EU.

The Ministry of Energy, Mining, Water and Environment is the main authoritative body in Morocco’s

electricity sector. The National Office of Electricity and Drinking Water (Office National de

l’Electricité et de l’Eau Potable, ONEE), the public sector utility, is the dominant player in the

electricity market. The government is focusing on developing renewable energy plants in order to

reduce dependence on imports, for which it has set an ambitious target of deriving XX% of its total

installed capacity from renewable sources by 2020.

The residential sector remains the largest contributor to electricity consumption, and remained at

9.1 Market Definitions

9.1.1 Power

Power refers to the rate of production, transfer or energy use, usually related to electricity. It is

measured in Watts (W) and often expressed in kilowatts (kW) or Megawatts (MW). It is also known

as real power or active power.

9.1.2 Installed Capacity

Installed capacity refers to the generator’s nameplate capacity as stated by the manufacturer, or

the maximum rated output of a generator under given conditions. It is given in Megawatts (MW) on

a nameplate affixed to the generator.

9.1.3 Electricity Generation

Electricity generation refers to the process of generating electricity from other forms of energy. It

also refers to the amount of electricity produced, expressed in Gigawatt hours (GWh).

9.1.4 Electricity Consumption

Electricity consumption is the sum of electricity generated, plus imports, minus exports and

transmission and distribution losses. It is measured in Gigawatt hours (GWh).

9.1.5 Thermal Power Plant

This refers to a plant in which turbine generators are driven by burning fossil fuels.

9.1.6 Hydropower Plant

This refers to a plant in which the turbine generators are driven by falling water.
