• Scientific observers on Moroccan RSW trawlers to evaluate
discards and interactions with ETP species
• Conversation started with government about need for a
more robust harvest control rule
• Exponential improvement in communication and trust
between industry and government
PROGRESS THUS FAR
• Preliminary data on discards and ETP species suggest that
the fishery is clean (sampling is ongoing)
• The need to improve the management plans for each zone is
understood; this is complex because it is a mixed fishery
• The government is much more willing to communicate its
activities and problems to the industry (and the outside
world – new INRH website)
SUCCESSES
• Improvements clearly visible from first pre-assessment (2010) to updated pre-assessment (this project; 2014) to FIP implementation (June 2015)
• Key outstanding issues:
• management of mixed small pelagic fishery (particularly sardinella – depleted) and harvest control rule
• more observer data for ETP species
• impacts of fishery on ecosystem (maintaining all stocks at target levels)
• transparent decision-making
