Morning and afternoon activities in the city of Tampere The objective of the morning and afternoon (before and after school) activities is to offer safe activities which foster a child’s growth and development. The activities are subject to the criteria of the National Board of Education as well as to a municipality-specific plan of action. In Tampere, the morning and afternoon activities are carried out both as a service of the municipality and as a subsidised activity organised by private service providers. Activities are run by professionals trained in supporting children’s growth and group activities.

The morning and afternoon activities organised in schools’ premises are called Eppu Clubs. In these clubs the pupils in grades 1 and 2 act together with preschool aged children. The joint activities comprise versatile workshop activities, shared projects and events. All children have outdoor recreation, rest and physical activities in their daily programme, and the schoolchildren also have the opportunity to do their homework. In addition, a snack is included in the afternoon activities.

A child may be granted a place in a morning and afternoon activities group if there is a compelling reason for this, due to the child’s custodian’s work or studies, or for a special reason. The “special reason” implies that besides the custodian, an expert who is aware of the child’s particular situation must also provide sufficient clarification or an assessment of the child’s needs (Committee for Child and Youth Services 20.11.2014 § 127).

Enrolment in the activities

Enrolments take place between 10.–23.4.2017. Applications for a place are submitted by an electronic form available on the website http://www.tampere.fi/paivahoito-ja-koulutus/perusopetus/aamu-ja-iltapaivatoiminta/hakeminen.html

The application form is also available in hard copy at the pre-school group or school, if required.

The information about places granted for club activities will be provided by 13 June 2017 on the electronic Helmi system. The private service providers will notify the custodians directly about places granted.

Cancelling a club activities place

If an offered place is not accepted, it must be cancelled by 2 August 2017 electronically on http://www.tampere.fi/paivahoito-ja-koulutus/perusopetus/aamu-ja-iltapaivatoiminta/hakeminen.html , on the page of

the site that contains the cancellation form, or in writing to:

If one fails to cancel a place not taken up, a half of the fee will be collected, until the end of the month when the cancellation occurred.

Options for morning and afternoon activities

Parents have the opportunity to apply for a partial care allowance as compensation for shortening the weekly working hours, while the child is attending the first or second grade. For further information see: http://www.kela.fi/osittainen-hoitoraha

Activity hours

Morning activities are organised from 8.00 to 10.00 am, if the prerequisites for such an arrangement are met (i.e., there is sufficient demand). Afternoon activities are organized from 12:00 noon to 5 pm.

The clubs’ vacation times coincide with the school’s vacations. Information related to activities organized during the holidays will be provided separately.

The hours designated for the activities may be divided between the morning and afternoon in those places where morning activities are also provided.

Insurance

The children are covered by accident insurance, by the provider of the service. The insurance covers the activity time at the club, as well as the transfers of the children to the activity group, and from the group to home.

Activities fees

There is a fixed monthly fee for morning and afternoon activities, in accordance with the services selected. For the month of August, half of the monthly fee is applicable.

If a child, due to an illness, is absent from the morning and afternoon activities for a minimum of 11 days during a calendar month, the fee collectable will be a half of a monthly fee. If a child is absent for the entire calendar month owing to an illness, no fee is due. If a child is absent for some other reason for an entire calendar month, half of the monthly fee will be collected. Otherwise a full monthly fee will be collected at all times.

Morning and afternoon activities are free of charge for those families from whom, in accordance with their income, no customer fee has been collected for municipal daycare. Exemption from a fee must be applied for in writing, with the appropriate form, and exemption from a fee may be granted from the beginning of the month when the application was received. Morning and afternoon activities of pupils, as well as club activities integrated with preschool education are, from 1st March 2017, free of charge for those families whose gross income falls under the income limit. Pupils covered by special support services

All pupils covered by special support services (including those already within the activities) can apply for a place electronically, via the electronic Helmi system.
