Managing and reducing costs is top of mind for most oil and gas companies heading into 2016 with oil and gas commodity prices showing no signs of a pickup.

More workers will face the guillotine in 2016 as a result according to a survey of industry workforce challenges conducted this fall by Enform’s Petro Labour Market Analysis and Insights.

Of 36 oil and gas companies who participated in the HR trends and insights survey, 50 per cent indicated they expect further layoffs and or project cuts in the next six months.

The companies in the survey represent between 63,000 and 83, 000 workers across Canada.

Almost 60 per cent of respondents indicated they were currently decreas-ing their workforce.

Reducing costs and maintaining or increasing productivity are top priori-ties for companies heading into 2016.

Adding to the workforce challenges ahead, responding companies stated that 50 per cent of staff who are eligible to retire are actually doing so.

Inevitably, this means the industry will be faced with a loss of experience

and skills through attrition and that will have repercussions down the road.“It may not be tomorrow, or next month, but our industry is resilient, and oil

and gas prices are expected to recover over the next few years,” said Enform.The top three workforce challenges expected in 2016 are managing and

reducing costs, engaging employees and retaining employees.The top the strategies to address these challenges are cost management

strategies to replace workers and recalling laid off workers. The survey notes as energy projects come back on stream and baby boomers

continue to retire, the industry will require more workers with specialized skills to work in an increasingly complex oil and gas environment.

The top four at-risk occupations for retirement turnover are engineers, accounting and finance professionals, geoscientists and heavy equipment operators.

Enform said it is important not to lose sight of the longer-term skills shortages, an issue that dominated boardrooms not even two years ago.

The top five strategies companies are using to maintain workforce levels are wage cuts, cuts to staff bonuses, reducing work hours and training oppor-tunities and cutting staff benefits.

The Lloydminster Society of Petroleum Engineers has lined up its first three technical luncheon presentations in 2016.

The first speaker will be Tim McMillan, president and CEO of the Canadian Association of Petroleum Producers based in Calgary.

McMillan is better known in Lloydminster as a former minister of energy and resources in the Saskatchewan government.

In 2007, he was elected as Lloydminster’s Saskatchewan Party MLA.

From 2010 until his appointment as president of CAPP, McMillan held several cabinet portfolios including his last role as minister of rural health.

His presentation will take place in the Wildrose building at the Lloydminster Exhibition Grounds on Jan. 4 from 11:30 a.m. to 1:30 p.m. and is titled: Are you a supporter of the oil and gas industry? Then raise your hand.

McMillan will explain the energy industry lobby role of CAPP.

He provided an outline of what he’ll speak about with an abstract of his talk posted on the Lloyd-minster SPE website.

“Did you know that 42 per cent of Canadians identify themselves as supporters of the oil and gas industry — but the industry’s opponents are three times as likely to speak out against it?” wrote McMillan.

McMillan says this is just one of the reasons CAPP created the Canada’s Energy Citizens program.

Energy Citizens are like-minded Canadians who are proud to proclaim their support for the oil and gas industry.

“Through the program, we provide them with factual information they can share with their Facebook friends, tweet about or use around the dinner table,” he stated.

He said the intent of CAPP is to help balance a debate that has been extremely one-sided for far too long. “Canada’s energy industry employs more than 550,000 people and the $18 billion it

contributes to governments across the nation helps pay for the important services — public education and healthcare, social programs and policing — that make our country the best place in the world to live, work and raise a family,” said McMillan.

McMillan grew up on a farm near Lloydminster and now lives in Calgary with his wife and two daughters.

Earlier in his career MacMillan founded an oil field services company.

Retiree and researcher John Turley will make the second SPE luncheon presentation on Jan. 12 that will report his findings on the cause of the 2010 blowout on the Deepwater Horizon drilling rig in the Gulf of Mexico.

His findings led to him publish The Simple Truth, a fact-based tome in which Turley examines the engineering causes of the Macondo blowout aboard the Deepwater Horizon.

His topic is titled Assessing and Applying Petroleum Engineering Data from the 2010 Macondo Blowout, and takes place in the Prairie Room at the exhibition grounds.

The third technical talk is scheduled for March 7 from 11:45 to 1 p.m. with American Brun Hilbert as the presenter. Hilbert is a principal engineer in the Mechanical Engineering Practice at Exponent Failure Analysis Associates, Inc.

His topic is: Well Design and Integrity: Impor-tance, Risk and Scientific Certainty.

This presentation will summarize the applica-tion of engineering tools in regards to well design and integrity, exhibiting their input requirements, and output interpretation and .quality.

The talk will take place in the Prairie Room at the exhibition grounds from 11:45 a.m. to 1 p.m.

Husky Oil Operations (China) Limited (Husky), an affiliate of Husky Energy recently signed a Production Sharing Contract (PSC) for an exploration block offshore China.

The 15/33 block is located in the Pearl River Mouth Basin in the South China Sea, about 140 kilometres southeast of Hong Kong, in water depths of approximately 80-100 metres.

Husky expects to drill two wells on the 155 square-km block in the 2017 time frame.

Husky is the operator of the block during the exploration phase, with a working interest of 100 percent.

In the event of a commercial discovery, its partner CNOOC may assume a working interest of up to 51 percent during the development and production phase.

Exploration cost recovery from production would be allocated to Husky.

The company continues to advance a rich portfolio of strong projects and opportunities in the Asia Pacific Region, including the Liwan Gas Project in the South China Sea and four natural gas developments in the Madura Strait

offshore Indonesia.Husky holds a 49 per cent working interest in

the PSC for the Liwan Gas Project and operates the deepwater infrastructure.

CNOOC holds a 51 percent interest and operates the shallow water facilities and onshore gas terminal.

Husky holds a 40 per cent interest in a joint venture company which holds the PSC for the Madura Strait block offshore Indonesia, which will be developed in partnership with CNOOC as the operator and an affiliate of Samudra Energy Ltd., Indonesia.

Husky also has a 40 per cent working interest in the Wenchang oil field, located in the Pearl River Mouth Basin about 400-km southwest of Hong Kong.
