MOORE COUNTY BOARD OF EDUCATION Regular Business Meeting October 17, 2016 MINUTES The Moore County Board of Education met at its Central Office in Carthage on Monday, October 17, 2016, at 6:00 pm for its regular business meeting. The Moore County Board of Education met at its Central Office in Carthage on Monday, October

17, 2016, at 6:00 pm for its regular business meeting.

The following Board members were present:

Bruce Cunningham called the meeting to order at 6:00 pm.

I. CALL TO ORDER

Ed Dennison presented the motion for the Board to go into closed session pursuant

to G.S. 143-318.11(a)(3), (a)(6), and G.S. 115C-319 to discuss confidential personnel

matters and to consult with the Board attorney and preserve the attorney-client

privilege. Pamela Thompson seconded, and the motion carried 8-0.

The Board returned to 0pen session at approximately 6:29pm. Pamela Thompson made a motion to approve the agenda. Elizabeth Carter seconded, and the motion carried 8-0.

II. PLEDGE, INSPIRATION, MOMENT OF SILENCE AND RECOGNITIONS Travis Jefferson, 2nd grade student, Highfalls Elementary School led the Board and audience in the Pledge of Allegiance. Hannah Hunt, 5th grade student, Highfalls Elementary School delivered words of inspiration. The Board and audience observed a moment of silence. Give Five Read Five Aberdeen Primary School is once again the Give Five-Read Five state

winners in the small school collection category. The school collected over

10,000 books for the second year in a row. Every child in the school took

home over 30 books to read over the summer.

III. PROGRAM HIGHLIGHT

Beginning Teacher Support Program – Presented by Dr. Mike Metcalf, Becky Oldham and Ryan Giggey. During the 2014-2015 school year the Curriculum and Instruction Team reviewed and assessed the MCS Beginning Teacher Support program. The review included analyzing Teacher Working Condition Survey Data, surveying Beginning Teachers for feedback and suggestions on the support they needed and conducting high impact visits with the Department of Public Schools Regional Coordinator for Beginning Teacher Support and with Beginning Teacher Coordinators from surrounding districts. In addition the team acquired ideas and suggestions from the Teacher Recruitment and Retention Team which included, teachers, principals and district staff. The team used all of this information to adjust and revise the Beginning Teacher Support program. The new program is school based and includes teaching studies, embedded professional development and opportunities to attend afterschool collaborative discussions and social gatherings.

IV. CONSENT AGENDA Ed Dennison made a motion to approve the consent agenda. Elizabeth Carter seconded,

and the motion carried 7-1, with Ms. Lang dissenting. The Consent Agenda consisted of

the following items:

Merit Pay Plan for Non-Educators

Public School Building Capital Fund North Carolina Education Lottery Request for New Southern Pines Elementary Land

Lease of Teacher Laptops for primary/Elementary Schools

Out-of-State Field Trips

Personnel Report V. BOARD MEMBER COMMENTS

Helena Wallin-Miller was impressed with the outpouring of responses from our schools

and the community due to Hurricane Matthew. Elizabeth Carter thanked all students,

staff, parents and everyone else involved in gathering items for all that were affected

during Hurricane Matthew. Charles Lambert spoke of the Law Conference that he and

Ed Dennison attended and shared some of the topics discussed. Pamela Thompson

spoke of the action being taken regarding the land acquisition and thanked Sandhills

Community College for the land for the new Advanced Career Center site. Ed Dennison

expressed his pride in the community during Hurricane Matthew and also informed all

of the upcoming Band Festival for Union Pines High School.Mr Dennison also stated

that he will provide information regarding the North Moore High School and Pinecrest

High School Band Festival as soon as available.

VI. SUPERINTENDENT’S REPORT

Dr. Grimesey spoke of the incredible responses and assistance from all during Hurricane

Matthew,including his appreciation for all who put themselves in harm’s way to assist

others. Dr. Grimesey sent out a special thank you to Moore County School staff for all

their hard work and dedication in order to be prepared for the return of our students and

also for the assistance provided by all for the victims of Hurricane Matthew. Dr.

Grimesey also informed the Board and the public that he had been in communication

with the office of representative Jamie Boles regarding the need for Moore County and

many other central and eastern North Carolina counties for some reasonable measure of

regulatory flexibility associated with the school seat time requirements and employee

leave restrictions.

A brief video was provided regarding military families. Moore County Schools will be

working with its Military Family Council and appealing to parents of our military-

connected students to complete the Federal Impact Aid form that is being sent home

with students.

VII. PUBLIC ADDRESS TO THE BOARD

The Board recessed for a short break at approximately 7:32 pm and returned at 7:38 pm.

VIII. BOARD ACTION

Advanced Career Center Land Acquisition from Sandhills Community College – John

Birath presented the Advanced Career Center Land Acquisition from Sandhills

Community College. During the Sandhills Community College Trustee Meeting on

September 23, 2016 the Trustees unanimously approved a resolution to sell to Moore

County Schools a portion of their campus upon which to build the new Advanced Career

Center for $1.00. The resolution will accompany a request that the State approve this

declaration at the next State Board of Community Colleges meeting. Following the State

approval, staff will bring an Offer to Purchase and Contract for this parcel of land. Staff

has prepared a letter expressing gratitude to the Trustees for the Board to consider

approval. Pamela Thompson made a motion to approve the Advanced Career Center

Land Acquisition from Sandhills Community College. Elizabeth Carter seconded, and the

motion carried 8-0.

IX. PUBLIC ADDRESS TO THE BORD CONTINUES (if needed) There was no public address during this portion of the meeting. Ed Dennison made a motion to return to closed session for the purposes stated on the

agenda. Ms. Lang seconded, and the motion carried unanimously. The Board went into

closed session at approximately 7:40 p.m. The Board returned to open session at

approximately 8:01 pm.

X. ADJOURNMENT

There being no further business, Pamela Thompson made a motion to adjourn the

meeting. Ed Dennison seconded, and the motion carried 8-0.

The meeting was adjourned at approximately 8:03 p.m.
