Moorabool Shire Council @ mooraboolshire

Work continues on Bacchus Marsh Recreation Racecourse Reserve (BMRRR) with turf expected to be laid on the oval in April, and power and lighting work due very soon. Read a progress report about the project on page 5.

We’ve also started stage 2 of the Ballan streetscape with work progressing well and creating a consistent and fresh look for the main street of Ballan, following stage 1 works.

Our Active Ageing unit has had a very busy start to the year. Read about their programs and projects on pages 10 and 11. In a big win for clients who access this service, the unit was successful in its application for almost $43,000 for home modifications in the homes of clients who require alterations such as hand rails, ramps or alarms.

I enjoyed my first Moorabool Australia Day in January. We saw eleven Moorabool residents become Australian citizens, and we presented awards for Moorabool Citizen of the Year, Young Citizen of the Year, Community Event of the Year and Mayor Awards.

Welcome to the autumn edition of Moorabool Matters.

It has been several months since I took over in the role as CEO, and even though we’ve had the Christmas/New Year period in that time, it’s been very busy, with many projects kicking off in 2019.

Congratulations to all who received awards.

I’d like to thank everyone for making me feel welcome in Moorabool, and I’m very much looking forward to working with the community to continue to make Moorabool a great place to live and invest.

Gravel Road Resheeting ProgramThe Gravel Road Resheeting and Shoulder Resheeting Program is underway and includes pavement overlays and improved material quality to 16.6km of roads within the municipality. The following roads make up the programs for 2018/19:

Gravel Road Resheeting• Ironbark Road, Ingliston (resheet and sealing) – completed• Ingliston Road, Ingliston (sealing) – to be completed• Edols Street, Ballan (resheet and sealing) – completed• Haywood Road, Lal Lal – to be completed• Coalmine Road, Lal Lal – to be completed

Woolpack Road, Bacchus Marsh – Road RehabilitationRoadworks on Woolpack Road, Bacchus Marsh, are currently underway between the Geelong–Bacchus Marsh Road and the Werribee River Bridge. These works include road rehabilitation and widening, drainage improvements, guard fence installation and other associated safety improvements.

Ormond Road, Springbank – Road RehabilitationRehabilitation and widening of Ormond Road, Springbank is currently under construction near Linehans Lane. These works will widen and rectify the pavement and increase the drainage capacity of this stretch of road.

Inglis Street, Ballan – Streetscape WorksStage 2 of the Inglis Street Streetscape works kicked off in early January in the Ballan CBD. These works continue from stage 1 delivered last year and are located between Fisken Street and Cowie Street (south side). The works are anticipated to be completed in June 2019.

McCormacks Road, MaddingleyA new roundabout construction at the intersection of McCormacks Road and Griffith Street, Maddingley is expected to commence in April 2019. This roundabout will formalise this intersection which will incorporate four individual roads including McCormacks Road, Griffith Street, O’Leary Way and Bacchus Marsh–Balliang Road.

Ballan Recreation Reserve – Netball/Tennis Court ReconstructionThe rehabilitation of the Ballan Recreation Reserve Netball and Tennis Courts is currently underway. These works will incorporate improved drainage, new lighting towers, improved fencing and new acrylic surfacing. Works should be completed before the star t of the netball season.

Clarkes Road, Glen Park – Road RehabilitationRoad rehabilitation work on Clarkes Road, Glen Park is currently underway. These works will upgrade this stretch of road to match the widened pavement at either end of the project to maintain a continuous two-lane road. These works incorporate minor tree removal, drainage improvements, property access improvements and safety control measures. Works are expected to be completed in April 2019.

Main Street, Gordon – Streetscape WorksStage 1 streetscape upgrade works in Main Street, Gordon have commenced. These works include improvements to the Russell Street/Main Street intersection, improved parking provisions, construction of landscaped areas outside the Public Hall and Post Office, planting of new trees, new footpaths and road crossing points to improve pedestrian connectivity, bus relocation works and major drainage improvements.

Maddingley Park, Tennis ClubMaddingley Park’s tennis show courts will be upgraded in early 2019. Three existing lawn tennis courts will be converted to include an improved synthetic surface. The project also includes lighting installation, accessibility improvements, furniture upgrades and drainage improvements.

WORKSRecently Completed Projects Emergency Events in

MooraboolFranklin Street Maddingley – Road Upgrade WorksFranklin Street, Maddingley (between Labilliere Street and Griffith Street) was recently upgraded by constructing road widenings, new kerb and channel, footpath extensions and parking improvements. These works have increased safety for not only road users but also school children during pick -up and drop-off times.

Old Melbourne Road, Millbrook – Road RehabilitationWorks on Old Melbourne Road, Millbrook (between Ryans Road and the railway crossing) were completed in December 2018. The works included road rehabilitation and widening of 850m of road. The project included pavement and drainage improvements, access improvements and safety controls.

Myrniong–Korobeit Road, Myrniong – Road RehabilitationRoad rehabilitation works on Myrniong–Korobeit Road were completed in November 2018. This segment was 300m in length and star ted from the Old Western Hwy. The works widened the road through a crest and included new kerb and channel installation, pavement improvements, property access improvements and associated safety measures.

Lerderderg FireCFA and FFMVic firefighters did a great job containing a fire that was detected in the Lerderderg State Park on 31 January, after lightning went through the region the evening prior. A number of other fires star ted by the lightning occurred in Blackwood but were controlled very quickly.

Council assisted with the arrangements for a community meeting which was attended by more than 300 residents and livestreamed via Council’s Facebook page.

Our Work’s After-Hours Team Coordinators and officers assisted with road closures around the fire area and provided water tanks.

Our emergency management team worked remotely and in the Incident Control Centre in Ballarat to ensure that all requests for assistance and information were readily available to assist our communities. Coordination with our new Vic Police MERC was also undertaken throughout the four days.

December Flood EventOn Friday 14 December rain that caused flash flooding across the Shire saw Council emergency and engineering staff working with VicSES to assist affected communities. A number of homes were inundated in Bacchus Marsh. Other homes across the entire Shire had rain impact through leaking roofs and overflowing gutters.

Council emergency staff provided relief and recovery support to affected residents who needed to find alternative accommodation. Advice on flood recovery was also provided along with support from the Victorian Council of Churches Emergency Ministries.

Council engineering staff worked closely with VicSES throughout the night and into the following week to respond to requests for assistance.

The event was declared an emergency event by the State Government.

The extent of the Council infrastructure that was damaged during the event is still being assessed. Most of the damage occurred to roads and roadsides in and around Darley, Coimadai, Bacchus Marsh, Greendale and Mt Egerton, with minor impacts elsewhere in the Shire. The most significant damage occurred to Masons Lane when the underground stormwater asset owned by Melbourne Water was unable to cope with the extent of water flow. Large cavities developed and 150m of Masons Lane has effectively been reconstructed from O’Keefe Crescent to the east.

Council is in the process of assessing all the damage and submitting a claim via the Victorian Disaster Recovery Funding Arrangements. Contractors will then be engaged to restore the damaged infrastructure over the coming months.

Wittick Street, Darley – Pavement RehabilitationRehabilitation and asphalting works on Wittick Street, Darley were completed in February 2019. These works rehabilitated the poor existing pavement and included fresh linemarking.

Dog Trap Gully Road, Rowsley – Bridge ReplacementCouncil’s last remaining timber bridge was replaced on Dog Trap Gully Road in December 2018. The new concrete structure along with new guard rail and improved road approaches will now stand up to any potential flooding events.

WORKSRacecourse Reserve is Taking Shape!

Council is undertaking a Local Area Traffic Management (LATM) study within a precinct of Bacchus Marsh in order to manage the traffic impacts and road safety on local roads within the area.

As part of a comprehensive consultation process, residents within the study area below were asked to provide their input and assist in identifying the key traffic issues within the area. A draft LATM plan was developed from the feedback provided by the community and drop-in sessions were held to allow residents to view the draft plan, ask questions and have conversations about the recommendations. The final draft plan and proposed treatments will be presented to Council for adoption at an Ordinary Meeting of Council.

Progress at Bacchus Marsh Recreation Racecourse Reserve (BMRRR) is now obvious to see!

Construction continues at the Reserve, with works on the sports oval star ting in January. The oval will be turfed once irrigation and drainage are completed and is scheduled for completion in April 2019.

The relocation of the Pony Club Cross Country Course is almost complete. Relocation of the Cross Country Course allows for future works to occur on site. The Cross Country Course includes the construction of 60 new jumps and a water jump.

A contractor has been engaged to complete the BMX track, including final shaping, surface, star t ramp and gates. The track will cater for competition BMX events.

Works to star t soon include the construction of access roads and services to the site including connecting sewerage to the site, and a significant power upgrade with lighting for the new oval.

A new sports pavilion will be tendered in the coming months, with landscaping works to follow. Stage 1 of the project is scheduled to be completed by December 2020.

The area included in the study is bound by Main and Fisken Streets and the Werribee River and Korkuperrimul Creek, as highlighted above.

Activities including a community breakfast, a citizenship ceremony and citizen of the year awards resulted in a very successful event on what was a hot Australia Day.

The Bacchus Marsh Lions Club welcomes your used drink cans. You’ll be rewarded with a small per kilo rebate that makes great kids’ pocket money, or you can opt to donate it back for Lions community projects. Cans are then onsold to recyclers as a fundraiser for projects.

Donating your cans (aluminium only!) also frees up space in your yellow-lid bin for other recyclables, so it’s a win all round!

New drinking fountains are coming to parks in Moorabool!Following the positive feedback regarding fountains recently installed at Peppertree Park and Masons Lane Reserve, four fur ther community drinking fountains are proposed to be installed in both Ballan and Bacchus Marsh over the coming months.

The fountains form part of Western Water’s and Central Highlands Water’s ‘Choose Tap’ program, intended to promote the benefits of drinking tap water rather than purchasing bottled water. As part of that program, glass and reusable water bottles are distributed to local cafes, workplaces and sporting groups, and water fountains installed in public places.

If the program continues, consideration will be given to fur ther locations throughout the Shire.

Moorabool Shire Libraries are experiencing an increase in memberships, branch visits, program attendance and borrowing at our Bacchus Marsh, Ballan and Rural Library Services.

During the 2017-2018 financial year Bacchus Marsh Library had an average of 7713 visits per month and an average of 657 people visiting Ballan per month.

There were 260 programs held with more than 6,000 people attending throughout the year.

Public libraries have always been at the heart of the communities they serve and are an essential part of creating and maintaining an educated and literate population.

Libraries and librarians make a fundamental contribution to our communities: • They are open to all and create a common bond to

everyone in a community;• They provide free public access to computer and

information technology resources; • By helping people locate information they create better-

informed communities; • They run programs that promote lifelong learning and

literacy in the community;• They build connections between individuals, groups and

government; and• They have a large impact on the local economy and

workforce development through the provision of a variety of classes (lifelong learning programs) and resources.

E-Waste To A Better PlaceWhat’s new at our transfer stations?

Many of us have memories of visiting “the tip” with our mums and dads. These days that term only refers to landfills; the last resort for waste. Instead, we take our unwanted items to the local transfer station, where they can be dropped off according to material type, to be recycled wherever possible. This includes hazardous items such as whitegoods, tyres, motor oil and fluorescent lighting. And now Australia’s fastest-growing waste stream - electronics and electricals - known as e-waste, is going to a better place too.

Take your e-waste to a better place.

If you’ve called in at the Bacchus Marsh or Ballan transfer stations over the past months, you may have noticed some excavation and construction in progress. From 1 July, e-waste will be banned from being sent to landfill.

So, when you bring any unwanted gadgets that have a cord or take a battery, there will soon be a dedicated drop-off area for them, thanks to State Government funding for a dedicated storage shed at each site.

From there, e-waste will be transported to specialised reprocessors. Keeping e-waste out of landfill protects the environment from toxic substances such as mercury, cadmium and lead. Reprocessing e-waste also has the benefit of salvaging valuable materials such as gold, glass and coltan, which can be used in new products. Dismantling e-waste under safe conditions here in Australia provides skills and opportunities to individuals otherwise at risk of long-term unemployment.

So next time you need to dispose of an obsolete or end-of-life piece of e-waste, remember your local transfer station (and never dispose of e-waste in your recycling bin!).

Why does it ‘cost’ to use transfer stations?

It may seem an unwelcome expense to get rid of something you no longer want. However, Councils calculate their gate fees based on costs to transport, recycle or landfill materials, and to cover the State Government Landfill Levy and the contractors who manage the transfer stations.

Transfer station entry costs are kept as low as possible for users, and Moorabool Shire annually reviews its fees and compares them to surrounding municipalities. It surprises many people to learn that most transfer stations, including ours, cost more to run than Councils recover in gate fees.

There’s also a growing expectation from the community that more materials should be recycled by specialists, with less going to landfill. That’s a very good thing, but also comes with costs, so reducing your waste in the first instance is the best way to go.

And remember that fees for landfill waste are calculated on the type of vehicle and/or size and load of trailer.

Did you know the following items are free to dispose of at the Shire’s transfer stations:• TVs and computers• Scrap metal including whitegoods• Fluorescent tubes and globes• Car and domestic batteries and engine oil• Kerbside recyclables (paper, cardboard, bottles, cans and

plastics that hold their shape)

Clean garden waste is accepted at half the general waste price. Other items like tyres and furniture are charged at cost, as are mattresses, which are hand-stripped to salvage the timber, steel, foam and fabric.

So to get the most benefit from your visit, it’s a good idea to sort your items into waste types and to pack your load as efficiently as possible.
