    Moonee Valley District began as Essendon District over 100 years ago. The District is made up of Scout Groups

    from the suburbs of Ascot Vale, Avondale Heights, Airport West, Essendon, Keilor East, Kensington, Niddrie

    and Strathmore.

    There are a total of nine operaonal Scout Groups throughout the district with more than 300 Youth Mem

    bers (617) and Young Adults (1826). These members are led and supported by more than 50 trained lead

    ers with assistance from countless parents and friends.

    The role of Moonee Valley District is to provide

    the support and coordinaon for Scoung within

    the local area. The District is specifically tasked to

    support and advise the membership to ensure a

    varied and well executed program in each sec

    on. The District is charged with the role of acng

    as a centralised body for major tasks such as

    property management support, communicaon

    with local council and the community.

    Scouts Australia (Victorian Branch) is the largest

    volunteer based youth organisaon in Victoria,

    with over 1,000,000 hours of dedicated work by

    our reless volunteers. As a maer of conversion,

    if a workforce was paid in order to deliver the

    Scout Program it would cost over $25 million per

    year before including any addional items like en

    tlements. Worldwide, Scoung has over 30 mil

    lion members with operaons in over 161 naons.

    Aim, Principles & MissionAim

    The Aim of Scoung is to encourage the physical, intellectual, emoonal, social and spiritual development

    of young people so that they take a construcve place in society as a member of their local, naonal and in

    ternaonal community.

    Principles

    The Principles of Scoung, as idenfied by the founder, Lord BadenPowell, are that Scouts serve their God,act in consideraon of the needs of others and develop and use their abilies to the beerment of them

    selves, their families and the community in which they live.

    Mission

    To contribute to the educaon of young people, through a value system based on the Promise and Law, to

    help build a beer world, where people are self fulfilled as individuals and play a construcve role in soci

    ety.

    We achieve this by:

    Involving young people through their formave years in a nonformal educaon process.

    Using a specific method that makes each individual the principal agent in his or her development

    as a selfreliant, supporve and commied person. Assisng them to establish a value system based upon spiritual, social and personal principles as ex

    pressed in the Promise and Law.

    District CommissionerMoonee Valley District

    The past twelve months has been a posive and construcve period for the district. We have seen con

    nued involvement of our groups in a clearly defined, well executed and planned quality program. Our

    members have been involved in numerous acvies ranging from those that develop social skills, through

    to leadership camps & acvies.

    This year, we have had many acvies conducted for our members which include sailing days, district ac

    vity camps, leadership courses, sleepovers, survival camps, compeon camps, theatre sports nights, involvement in the Moonee Valley City Council Fesval, Scoutchef (a modificaon on the popular

    MasterChef series on television), parcipaon in ANZAC Day services, rock climbing, laser tag and other

    management courses.

    Scoung is designed to provide youth with a wide and varied program in a number of key areas of per

    sonal growth being social, physical, intellectual, emoonal, spiritual and character development. Our pro

    gram is constantly centred around these aims to ensure we deliver a balanced and varied program.

    The program is also driven by the award scheme, the award scheme in each secon with the Joey Prom

    ise Badge, the Cub Scout Grey Wolf Award, the Australian Scout Medallion, the Venturer Queen Scout

    Award and the Rover Baden Powell Scout Award. Through the execuon of the program and personal de

    velopment of the youth or young adult, they can aain these awards that are the epitome of the achieve

    ment that they have completed within the secon.This year, we have been very successful with the compleon of twelve Joey Scout Promise Badges, twelve

    Grey Wolf Awards, nine Australian Scout Medallions, a Queen Scout Award and a Rover Baden Powell

    Scout Award. These are all key achievements in a Scoung career and well done to all of the recipients,

    youve worked hard for this achievement, be proud of your efforts and make sure you tell people what

    these awards give you.

    On average, each leader within Scoung will provide at least fieen to twenty hours a week to develop

    & execute the program for the youth in the organisaon. Across the district, that results many thousands

    of hours per year in providing a quality Scoung program.

    Our leaders who operate the program in the halls scaered throughout Moonee Valley are supported by

    an important team of District Leaders. I would like to extend my thanks to those leaders with Robyn Whe

    lan as District Joey Scout Leader, Andrew Pocock & Stuart Grierson as Acng District Cub Scout Leaders,

    Cheryl Prendergast & Ma Cengia as Acng District Scout Leaders and Grant Martens providing assis

    tance in the District Venturer Scout Leader roles. These roles are on top of their exisng commitments

    to running the weekly program at each group. These roles involve providing advice, developing wide ac

    vies for all members in the district along with overall coordinaon of the program.

    Scoung provides a strong and structured system for training, involving maximum training compleon pe

    riods for our leaders. It is pleasing that in the past twelve months that our Personal Leader Advisers with

    the strong leadership of our District Leader Adult Training Support, Emma Barker, we have seen a dramac

    and profound improvement with the number of trained leaders, including those who have successfully

    completed their Woodbadge Training. Woodbadge Training is the advanced level training developed for

    our leaders that enables the leaders to take on more responsibility and operate a more complex and

    complete program.

    Scoung has an extensive process of reviewing & appropriate appointments of adult members within

    the organisaon. A pivotal part of this process is the District Personnel Commiee which is headed up by

    Chairman, Tony Farquhar. Tony is supported by Heather Stringer & Emma Barker. Their role is key to en

    suring we have the right person in each role & ensuring leaders are fully advised and aware of their ob

    ligaons with their role. This is a key human resources task that is paramount to providing a safe and

    appropriate environment for youth, which is in addion to other child protecon & safety net proce

    dures.

    We have started the process to develop Scoung further in Moonee Valley by extending links to other or

    ganisaons that we believe we can work together with in an effort to enhance the lives of youth. This in

    cludes local government, local schools and other community organisaons. This will be a connued focus

    in the coming year with our newest addion to the District Team of Luke Byrnes as District Leader De

    velopment. Luke comes from extensive experience in the Rover Scout Secon with a background in com

    munity engagement, development, team leadership and numerous other skills. Luke replaces Robert

    Bradley who has held this role for the last three years who rered in June 2014. Thank you to Robert for

    8-10 Year OldsCub Scouts

    Joey Scouts6-7 Year Olds

    Moonee Valley District leaders ran and parcipated in a number of acvies during 13/14 all designed to develop our cubs.

    These acvies included:

    Boomerang events where each badge level had an opportunity to rapidly complete badgework.

    A Sailing Day down at the GuideScout Water Acvies Centre in Sandringham, where cubs are given the opportunity to parcipate

    in water acvies (paddle boards, canoes, sailing, power boang) in a protected environment with skilled instructors.

    A District Camp under canvas in March at the Pines in Altona, where around 90 cubs

    camped in tents and parcipated in acvity bases designed to extend their knowledge of

    praccal scoung skills. In this case we were also subject to severe weather that included

    torrenal rain that flooded out part of the site. Cubs who parcipated gained a beer

    understanding of the sing and maintenance of tents in inclement condions, as well as

    an appreciaon of the use of praccal scoung skills.

    A District Camp under canvas in May at Rowallan Scout Camp, where just under 90 cubs,

    including one from another District, parcipated in a full outdoor programme that was

    designed to equip them with the skills for Cuboree. Acvies included a hike and prac

    cal navigaon skills, building bush huts and a campfire programme around a large camp

    fire, as well as first aid and communicaons skills.

    The Moonee Valley District CubScout Leadership course in August at Rowallan. Thirtyfive cubs, including one from another District, parcipated in a leadership course that was

    heavily focussed on experienal learning in an outdoor seng. Cubs rotated leadership roles on every acvity, which included com

    municaons and leadership skills, first aid, navigaon, building bush huts, developing skits for the campfire programme and also de

    veloping and running a scouts own.

    Fourteen Moonee Valley District Cubs achieved their Grey Wolf award in

    13/14, and were recognised at the Region Grey Wolf award ceremony in early

    August. Two of our leaders completed their Advanced Training, and two other

    leaders were recognised in the latest Region awards. We also have 64 Cubs

    and 10 leaders preparing to aend Cuboree 2014 in October this year. The

    Seeonee bank balance is $3156.15 thanks mainly to Stuarts uncanny knack

    of running district camps at a profit, however we will be spending a fair per

    centage of that balance supporng our 2 Cuboree packs.

    Finally, our thanks must go to all the CubScout Leaders in the district for theirsupport, to the many parent helpers who have assisted at our district events,

    and last but not least our 130 odd cubs who by their parcipaon have made

    it all worthwhile

    Scouts

    10-14 Year Olds

    The last 12 months of scoung in Moonee Valley has been as jampacked and excing as ever, with

    about many district acvies run and region acvites aended: Mindaris are well aended and groups

    are running their allocated acvies well.

    Snow Camp (16th 18th August)

    Aer a wild weather start on Friday night meaning some didn't arrive ll nearly midnight due trees down over road we had 24 scouts ( well ac

    tually some of those were cubs) and 8 leaders/parents. A lot had never skied and we had a group of about 12 take a lesson on the Saturday

    morning with most of them skiing from the Summit by Sunday aernoon. The Tempest lodge was not as well set up as the Rover lodge but we

    managed ok with fantasc parent chefs. All in all a great weekend.

    Leadership Camp (16th 18th Aug)

    There were 24 scouts with 2 from outside of Moonee Valley district aended the weekend live in course.

    Scout Chef (11 Sep 2013)

    Scout chef, last year's district cooking night, was, as usual, hosted at 1st Strathmore's hall, and scouts were tasked with lighng a fire on which

    they were to boil some water to make a hot drink for the leaders, followed by cooking burgers on the barbecue, and finishing up with a dessert

    of their choice. All scouts seemed to enjoy themselves, with 15th Essendon taking away the trophy for the year.

    Survival Camp (2830 Sep 2013)

    Survival Camp saw another group of scouts brave the elements by building a shelter, "foraging" for food, lighng fires without matches, and

    doing a lile bushbashing as part of a navigaon exercise to find their way back to camp, in which they only got a lile bit lost. Food was what

    could be found having fallen off the back of a truck, road kill, or found in a derelict farmhouse. Scouts even

    got to try some rabbit stew. We saw parcipaon from 3 patrols, and the trophy was taken this year by 15th

    Essendon. A good me was had by all, and by the end we were sll well below quota for the number of scouts

    we could get away with losing! We also managed to get an arcle into Scout Mag about our Survival camp!

    Cohen Shield/Jota/Jo (19th 20th Oct)

    Two troops aended, Moonee Valley leaders ran the Jamboree of the Internet and the Archery acvies.

    JOTI was voted the best acvity.

    Theatre sports night (29 Nov 2013)

    We tried something different last year with a District Theatre Sports night, hosted by David Bucknell at 17th Essendon. Patrols competed in var

    ious different improvisaon and drama games. Aer some inial shyness from some who seemed concerned about making fools of them

    selves, everybody loosened up and had a lot of fun, with some hilarious improvised performances, judged by an objecve panel of 3 judges.

    The trophy for this event was taken by 2nd Strathmore, who had the advantage of 2 scouts who played off each other parcularly well resulng

    in some extremely funny scenes.

    MVCC Fesval

    Many leaders took part in the construcon and supervising of the members of the public who visited our bridge and other acvies. Max the

    scout mascot also aended.

    Fitzgerald Cup (810 Mar 2014)

    Our District compeon camp, Fitzgerald Cup was the usual fun this year, with 11 scout patrols, a patrol from Keith Farquhar Rovers, and, this

    year, for the first me, a patrol of leaders, who, along with the rovers, competed with the scouts on score, but were ineligible to win the cup.

    That honour went to 1st Strathmore this year.

    Stradbroke Cup

    There were 2 patrols compeng and brought home a Gold and Silver awards. A new assessment format was trialled which was much easier to

    use.

    Theatre sports night (4 Apr 2014)

    In an endeavour to get the scouts more involved in drama, David ran another theatre sports night this year. This was as much fun as much fun

    as the first, and the most welldone performance was awarded to 15th Essendon.

    Walter Murphy Hide hike (31 May 1 Jun 2014)

    This year's Walter Murphy, our annual hike weekend, was organised by 15th Essendon & 1st Milleara and run at Eumarella Scout Camp, An

    glesea. As usual, scouts had to hike in patrols from the dropoff point to the campsite, compleng various acvity bases along the way. This all

    went well, and the trophy was taken home by 6th Melbourne.

    Scoutchef (30th July 2014)

    We had 7 patrols represented (some troops had 2 patrols ). With patrols ranging between

    4 and 7 scouts from 6th Melbourne, 15th Essendon, 2nd Strathmore , 1st Strathmore .

    Over all we had 33 scouts with the winner being 1st Strathmore "Smokin Salmon (Com

    binaon patrol)

    Patrol Leaders' course (1517 Aug 2014)

    20 Scouts aended the weekend live in course 5 Leaders and several parent helpers. The

    leaders have revamped the course to make it more acvity based.

    14-17 Year Olds

    Venturer ScoutsThe past 12 months has seen great growth in Venturers in the Moonee Valley District. While the two exisng Units, Akoona and

    Parkair have connued to thrive, we have also seen the reestablishment of two Units in Monash based at 17th Essendons hall

    and Strathmore based at 2nd Strathmores hall. Venturer numbers connue to grow in the District and there is connual plan

    ning for recruitment of our older Scouts to connue their Scoung experience. The noon of providing a connued Scoung op

    on for youth members is strong in the District with Units currently providing a way to Look Wide for members from 1st Milleara,1st Strathmore, 2nd Strathmore, 5th Keilor, 15th Essendon and 17th Essendon. We are also hosng Venturers from 1st Keilor Vil

    lage as well as aracng members from outside Scoung to our ranks. Units connue to provide fun acvies and events for

    older Scouts to show them that fun in Scoung doesnt have to finish aer Scouts.

    The growth in numbers in youth members has also seen a growth in the number of Venturer Leaders in the District. With some

    of the same old faces sll around in Steven Mario at Akoona, Robyn Harris and Peter Krotsis at 15th Essendon and Grant Martens

    at 5th Keilor, we also have a couple of newbies join the crew. Maria Bucknell, a Queen Scout herself, is heading up a rapidly grow

    ing Strathmore Venturers and David Bucknell has got Monash Venturers up and running again. Bernie Brown has come across from

    1st Keilor Village with his Venturers to lend his valuable experience and knowledge.

    Parkair Venturers currently has 20 invested Venturers; 6 from 5th Keilor, 5 from 1st Strathmore, 6 from 15th Essendon, 3 from

    17th Essendon and 2 from 1st Keilor Village. There are now four leaders. These leaders are aached to 5th Keilor, 15th Essendon

    and 1st Keilor Village. We also have a number of new members who are currently in the process of linking into Venturers for the

    first me. We are expecng further linking Scouts from 5th Keilor, 15th Essendon, 1st Strathmore, and 1st Keilor Village over the

    coming year.

    1st Millearas Akoona Venturer Unit connues providing a Venturing opon for youth members in the west of our District. It cur

    rently has 5 members and maintains a strong link with the 1st Milleara Group. This Unit also has the disncon of producing two

    Queen Scouts in the last couple of years. Congratulaons to Kieran Prendegast, Marcus Rukay on earning this auspicious award

    Simone Prendegast has met the technical requirements of the Queen Scout and is now finalising the compleon of her Queen Scout

    Award. Again, congratulaons are due to each of these youth members as well as the leaders, Groups and families who support

    them.

    It is encouraging to acknowledge that in 2014, two new Venturer Scout Units are now up and running in the Moonee Valley Dis

    trict; Monash, and more recently Strathmore. Both of these Units are running good programs that are aracng and engaging our

    youth members and developing their growth in lines with Scoung ideals and principles.

    Also pleasing is the sense of District spirit among the four Units. There have been regular District and combined events through

    out the year and these will connue in to the future with a good rapport developing among the leaders.

    Venturers in the District have taken part in some amazing and challenging acvies throughout the year. These include:

    Venturing Skil ls camp at Mataranka and Rowallan Scout Camps Themed Camps

    Amazing Race acvity in the city

    The Anzac day Dawn Service and Parade and parcipaon in local RSL services

    Vocaons / Training for Job interviews

    Art expression acvies with a guest presenters and a formal presentaon night

    Rock Climbing

    Zone Councils

    Anything Goes and Victorian Gathering (annual acvity camps)

    Hoadley Hide challenge camp compleng the Venturer Iniave Award

    A Movie & Pizza night

    Laser tag and gocart night with the Rovers

    Unit Management Courses

    Victorian conngent will go to the Australian Venture in Adelaide in Jan 2015

    Roventure

    Venturing in Moonee Valley connues to grow in 2014 and we ancipate will do so over the next few years. We now have a num

    ber of different opons for our members of Venturer age in regards to Unit types as well as meeng nights with every Unit in the

    District meeng on a different night of the week. All the Units are running good, engaging programs and are led by a group of vol

    unteers who are passionate about the growth of Venturing. It has been my absolute pleasure to work with the youth and adultmembers of the District over the past 12 months and I look forward to working with them in the future.

    Rover Scouts in the Moonee Valley District have connued to grow, not only in numbers, but in skills and

    presence in the overall Rover Community.

    The crews (Keith Farquhar, Amaroo and Berembong) in the district have experienced a great deal of devel

    opment in the past 12 months. Members have already begun working towards the recently implemented

    new Baden Powell Scout Award (BPSA), which has seen working groups within the district collaborate with

    Rovers to have a smooth roll out and to ensure local Rovers have a strong under

    standing of the new award. This hard work seems to be paying off with a numberof Rovers taking up the challenge and starng their badges. Hopefully we will see

    improved engagement in the community and in the future more Rover Scouts com

    plete the award.

    Not only has this new award created some excitement about development, the past

    twelve months has seen four Rovers in the district receive their Rover Wood Badge,

    the highest Rover Training achievement. This will allow these Rover Scouts to hold

    Chairman Posions with strong training behind them, which will hopefully see the

    Rover Secon run to the highest of standards. Being a Chairman is something that

    runs strongly in Rovers of the Moonee Valley District with our Rovers running the 2 major events for the year,

    as well as our Rover Scout Motorsport component of the organisaon, under affiliaon with the Confeder

    aon of Australian Motorsport. The

    Moonee Valley Rovers, as part of The

    Victorian Rover Council, are thrilled to

    be hosng the next Rover Moot, The Moot in 2017. Rover Scouts from Moonee Valley District hold four Di

    rector Posions on The Moot Council which is something to be very proud of and also extremely excited

    about. The Moot is going to showcase the best of Victoria as

    a State and as a Rover Scout Secon. The Moot will see up

    wards of one thousand Rover Scouts from around the world

    convene over the 20162017 New Year Period for two weeks

    of Rover Scout acvies, involving expedions into the ex

    panses of Victoria, sightseeing around Melbourne, providing

    service to the community.

    In 2013, there were a number of Rover Scouts from the District who aended the World Moot in Canada, who aended

    along with a conngent from around Australia.

    As always, Rovers running Rovers, provides each individual to

    explore their interests, needs and wants. This has never been

    truer than in the last 12 months. With all crews experi

    encing growth in numbers, they have been able to open

    up their programs more than ever. The crews in the dis

    trict have run Astronomy Nights, Commonwealth

    Games Nights, Car Hide and Seek, Lawn Bowls, and

    much more, respecvely. Crews have also run very suc

    cessful joint Venturer Nights, which will hopefully pro

    vide the Rovers of tomorrow a posive insight into whatRovers has to offer.

    I must say thank you to the hard work of the PLAs and mentors who work with the leaders in our District. The guidance

    Tony Farquhar. The new leader interviews are now being conducted in a mely manner and reviews are up to date.

    Rowallan Recreaon Camp is operated by a dedicated team of Scoung Friends and Members who are the Rowal

    lan Commiee of Management. Rowallan is located approximately 5km from the township of Riddles Creek and

    has been in operaon since 1946 from a generous donaon of Essendon Rotary Club. The camp provides facili

    es both for Scouts and Guides along with being used extensively by other Youth organisaons and schools.

    Rowallan has a dedicated Camp Ranger and is an Accredited Australian Camping Associaon Site.The year 2013 to2014 has seen a connuaon of improvements both at HQ Camp and in the Forest Camp.

    Water Filtraon

    Water supply problems t noted last year have now been overcome. The filtraon system unfortunately reduced the pressure unl everything

    was unusable. A new filter arrangement to increase the capacity now appears to have solved the problem. At the same me the sequence of

    water supply and storage as been rearranged such that all water on site, including Forest Camp, is filtered. Thanks to Rudolf, Robert and the

    Ranger, for the many hours of work.

    HQ Camp

    The First Aid area in the Staff Quarters has been remodelled into a praccal administraon area as well

    as an emergency First Aid room.

    The 2 HQ Cub camping areas have been extended and are now available for use.

    The HQ adventure playground has had a Flying Fox and a slide added to it.

    Scout Fellowship spent a weekend on 2 acvies. One team weeded and generally died the grounds of

    HQ Camp, whilst the other team refurbished the Chapel, weeding, cleaning the seang and reformingthe path.

    Forest Camp

    The Forest Camp Amphitheatre and Campfire has new drainage and crushed rock to remove groundwater. New ered seang around the fire

    place was installed over the summer by Steve Rahill, Neil Collum and Tom Lanigan.

    With advice from Landcare we have removed pine trees and non indigenous Hakea and planted Hakea Decurrans which is indigenous to the

    area.

    Plans have been drawn up for the upgrading of Warnock Lodge to Fire refuge standard and with the addion of a forest kitchen and dining area.

    As yet we have been unable to secure funding for this project. In the interim a gas stove has been installed into Warnock Lodge for camper

    use.

    A large area at the end of Farquhar crescent has been cleared of trees to make a large cleared camping area.

    Rangers Shed

    A retaining wall has been built at the Rangers Shed and grasses etc have been planted on the embankment to stop soil erosion. New firewood

    storage bays have been built to reduce the footprint of the wood store.

    Insurance and Council Rates

    At last, with a lot of involvement by our DC, thank you very much, a few issues with Branch have been resolved. Namely council rates payment

    that reverts to being a camp responsibility and camp insurance that is finally sorted.

    Fire

    As many of you know, last fire season Gisborne South to Riddells Creek was under aack by a grassfire. This meant we closed the camp for 2

    weekends and the intervening week.

    At the height of the incident, the Rangers relocated from the Camp.

    I would like to thank all the members of our commiee. It really is amazing what we achieve with so lile. The assistance of Keith Farquhar

    Rover Crew has been of enormous benefit.

    Specifically, I would like to thank Steve Rahill for spending the summer doing work on the Amphitheatre and machine maintenance and the Scout

    Fellowship for assistance with camp maintenance.Our Booking secretaries, Rob and Helen Arends for their ongoing work, and for securing a much

    beer tractor and a hydraulic log splier as well as the donaon of many miscellaneous items from

    an estate wind up. Much of our success can be aributed to them and their management of the

    Camp PR.

    The Ranger, Len Krois for being there many weekdays as well as all weekends. He is kept quite busy

    with groups coming and going in both HQ Camp and Forest Camp throughout the year.

    Our Projects officer Rudolf Arends puts in more hours than we can count into repairs and mainte

    nance as well as projects.

    My thanks to our DC, May McKernan, for his skills and assistance in the trials last fire season, and

    to Bruce Paterson for being our Auditor.

    Finally our Treasurer Shauna has announced her resignaon aer 9 years of reliable management

    of our finances. During all this me she has consistently overseen our financial side and kept us up

    to the mark.

    Service Work

    The Camp is maintained by our small commiee with the assistance of KFRC, however we would like to see more physical assistance from the

    members of our district in keeping the Camp in good shape. Much of the work, especially in the forest clearing and planng could be done a

    lile at a me by groups on site and would make an enormous difference to the camp. Service work at the Camp can be used toward badge

    work.

    Financial ReportMoonee Valley District

    Please refer to the above report for exact incomings/outgoings and details.

    As you will note, the District has a loss on paper of $870.29, which is a major improvement on the

    2012/13 financial statement. We finished the financial year with a bank balance of $1037.53.

    This year, we established electronic banking, which has improved the ongoing correctness of our

    monthly financial reports and has removed delays in managing cheque payments etc.

    The greatest challenge from a district perspecve is ensuring that we have prompt payment for fees

    collected to ensure that we are able to appropriately pay invoices in a mely manner. These invoices

    are generally for insurances for district equipment, electricity services & other development related ex

    penses such as signage on facilies.

    There is a small amount of work outstanding for recovering funds that have not yet been collected for

    the 2013/14 financial year, including District Levies and badges, which is the primary focus for the next

    month.

    Over the next twelve months, a consistent effort will be placed on improving the accuracy of our budg

    eng and ensuring that we have appropriately calculated the amounts expected for income from levies,

    hall hire and other acvies. As the district team grows, there will be an increase in the funds required

    for training & registraon.

    Addionally, returning the operaon of the 1st/10th Essendon Scout Hall, which is presently used as

    a district facility hosng the Hoadley Show Band, District Acvies and program to a cost neutral op

    eraon will be beneficial.

    15th Essendon has had a remarkably year with some significant achievements. We have reopened our Joey Mob once

    again, with 2 leaders, 6 Joeys, and plenty of enthusiasm.

    Our Cub pack has awarded one Grey Wolf award, and has invested two new leaders. Scouts at 15th Essendon have alsogained an Assistant Scout Leader, and proudly reports a 100% linking success rate of eligibly aged members to the Ven

    turer secon well done! Our Venturers have awarded two Queen Scout Awards this year special congratulaons to

    these recipients.

    Our Group has also added to the team with an Assistant Group Leader. Our Group Support Commiee is making strides

    with 4 new Commiee members, a successful raffle sale (thanks Andrew Draper!), and are proud to report that we

    were one of 96 groups to receive a monster raffle badge for selling more than $40 worth of ckets per Scout! Top

    effort all!

    The Group also parcipated in Clean Up Australia Day at the Maribyrnong, cleaning up 50 bags worth of garbage from

    the surrounding areas. We look forward to connued success and connued growth of our Group in the future.

    It has been a long and tough year for 17th Essendon Scout Group, but that has not quenched the thirst of it's dedicated

    Leaders and Youth members to deliver and parcipate in the Scoung Program.

    The Cub pack has successfully returned to their 17th Essendon Scout Hall to deliver a regular program aer spending

    much of the year hosted by 1st Moonee Ponds Cub Scouts. Special thanks to Stuart and the supporters of the cub pack

    for helping to support Cub Scouts of 17th Essendon.

    Scouts are sll experiencing difficules with just two members, however, a fresh start and new approach to sharing the

    Scoung program will hopefully allow the secon to grow into a stronger Troop.

    Monash Venturers have had a successful year, running a strong program with parcipaon of youth members across 6th

    Melbourne, 15th, and 17th Essendon.

    Across the Group, we are looking to recruit more leaders to support each secon, but most importantly, encouraging

    growth of youth members.

    I'd like to thank John Fisicchia for his excellent work on holding the Group together, and to his team parcularly Ma

    Haysom, Ma Cengia, and David Bucknell for their reless efforts and determinaon in taking our youth members on a

    journey of growth and discovery. The team are remarkably dedicated and fine leaders, and I look forward to working

    with them over the next year.

    5th Keilor has completed another successful year, and although we have decreased in numbers 37 current to 48 this me last year,

    there are several posives that demonstrate we are moving in the right direcon. In the past year we have seen 4 of our scouts

    awarded the Australian Scout Medallion, 3 cubs receive their Grey Wolf and 2 Rovers aain their Rover Wood Beads. This is a fan

    tasc effort and a credit to both the awardees and their leaders. The Parkair Venture Unit connues to grow, and they are prepar

    ing to aend the Australian Venture early in the new year. The Berembong Rover Crew has again been acve both at group and

    Branch level, and connue to provide assistance to the group.

    It is disappoinng we have no news on our hall redevelopment, but I am sure that Scouts Victoria do have our interests at heart, and

    will come forward with some posive news in the near future. Unfortunately our Group Chair, Paul Cadzow, will not be able to connue in his current role, he has done a truly amazing job, his legacy of a healthy bank balance, a strong bond with the local Bendigo

    Bank, and thriving Christmas Tree sales, are a tesmony to me as our Chairman.

    The year ahead, will again be busy and excing, as we look forward to increasing our numbers, commencing a Joey mob, and prepar

    ing for our 50th Birthday celebraons in September 2015. My thanks to all leaders, parents commiee, parent helpers who have done

    their bit, in making the year so successful, I again ask that we support our newly elected commiee, to ensure our connued suc

    cess.

    How can you tell that a Group has had a successful year?One way is to look at our membership stascs. Theres a report aached for that. In short, all our Joeys and 80% of our Cubs stayed

    in the Group, and most that reached linking age chose to progress to the next secon. Scouts retained 67% of its members, which

    for that age group represents success, so there is sll opportunity there to improve. We added a secon to our Group this year with

    2 Scouts advancing to the District Venture Unit Monash Venturers as well as adding a new recruit. As with last year, we have a very

    strong waing list, so all the signs are good.

    Another way is to look at the awards earned by our members. Nearly all of our members have challenged themselves to try some

    thing new and earned badges. As youll read in the secon reports this culminated in Promise Challenge and Grey Wolf awards. We

    also saw 2 Scouts be the first to earn the Australian Scout Medallion.

    Perhaps a beer indicator are the acvies that are run by each secon. Im not even going to begin to try and list everything the

    Group has been doing in the last year, mainly because you will hear it from the Cubs, Scouts and Joeys themselves, and see it in the

    pictures and reports from each secon.

    This success is built on a foundaon of strong support from our families and leaders. This year we have gained 3 new Cub Leaders in

    Chris Dwyer, Craig Rawson and Liam Merlot. This has enabled us to connue the great program in Cubs as we farewelled Fiona Borgand Tomas Torres. We thank both of them for their service to our Group and in parcular Tomas for his loyalty to the Group he joined

    as a Cub, following his father into the Cub Leader role and staying with us when we nearly closed and helped us to rebuild. Unfortu

    nately, Francisco Tovar decided not to connue with the Scout Troop, and we also thank him for his service. We have been very for

    tunate to have David Bucknell from 17th Essendon step up to relaunch Monash Venturers. He is being supported by Gary Howard

    although we do need addional leaders to make the Unit a success.

    Once again, the Cub Leaders ran a wonderfully varied program as you will read about in the Cub report. They have been busy prepar

    ing our Cubs for the biggest event for Cub Scouts, the upcoming Cuboree. The Joey Leaders Cazz Redding, Lyndall Williams and Lianne

    Rowlinson also took the Joeys from strength to strength with the highlight being the Kangaree held earlier this year.

    Having well trained leaders is part of the foundaon of the Group. I have finally completed my training and earned the Wood Beads.

    We now have several new leaders commencing basic training and Karen Davis completed her Basic Training. Lyndall Williams and

    Lianne Rowlinson completed their Advanced Outdoor Training for Joeys and are now qualified to conduct our Groups own Joey

    sleepovers.

    The final underpinning is the support from our Group Commiee and parents. This year the Group connued its strong fundraising

    acvies. This has enabled us to fund an excing acvity for every secon each term and we are now in a posion to invest in a re

    furbishment of the kitchen. We have obtained a grant from the City of Melbourne for $7500 towards this project as well as being the

    extremely fortunate winners of a complete kitchen from IKEA. It will be a big project requiring lots of support from our Scoung com

    munity, but will really expand what we can do with the secons. The commiee is connuing to work on funding compleon of the

    redevelopment plan for the hall, and any help or input would be appreciated.

    So, having recognised the success of the past 12 months and the foundaons of that success, Im sure that you would all join with

    me to express our thanks to all the leaders, commiee members and parents who have contributed in so many ways. In parcular,

    thanks are due to our commiee execuve; Chairman Fleur Clausen, Treasurer Anthony Paatsch who quietly deals with the endless

    transacons that a Scout Group generates, Secretary Sarah Brooks, Hall Redevelopment Manager Dean Sleigh for working on the next

    stage of improvements to our beloved hall and Publicaons Officer Meg Dunley for her informave newsleers documenng the

    Groups acvies. Anthony has elected to step aside as Treasurer at this ARAP and we thank him for the fantasc effort he has put

    in and the healthy financial state that we see our Group in. Meg Dunley has also published her last newsleer and Im sure all the

    parents will agree that it her newsleers have given everyone a glimpse of the many facets of the goings on in our Group. Mark Som

    merville also elected to step aside from the Quartermaster role, and we thank him for his contribuon as well as welcoming JakeMarum who has agreed to become our next Quartermaster. Of course, we would love to hear from anyone willing to help out our

    commiee in either the Treasurer or Publicaons role.

    Our youth members have much to look forward to over the next 12 months with Cuboree and the Venture, as well as commencing

    preparaon for the 2016 Jamboree. I look forward to parcipang with all of you all in making it possible.

    This is my second year as acng group Leader and I am constantly amazed by the commitment and achievements by our

    group. None of these achievements happen in isolaon.

    This year we have seen a Joey Scout Promise, a Grey Wold Award, A Queens Scout Award, and a Rover obtain her

    Woodbeads.I need to make many thankyous to 1st Keilor Village for connuing to host our Joeys. A special thanks to Joanne our

    scarf maker who made a batch of group scarves not for our group but to 1st Keilor Village when they were desperately

    low.

    Around 5 cubs aended the district camp with was held in Altona. This camp resulted in some wild weather which saw

    some groups leave early. They cubs took part in acvies such as beach construcon, food making, rope construcon

    and a camp fire. As this year is a Cuboree year we will be having 2 cubs aend this event and hopefully will be a re

    warding experience for them. As another year closes it is pleasing to see the number of ex cubs who have connued on

    to the scout secon and gradually to leader posions. This shows that we must be doing something right, at the lower

    level, as they are sll enjoying the journey. We currently have 18 cubs and will lose a few to scouts before/at the end

    of the year.

    The Scout secon has had a busy year with the Scouts aending a number of acvity and compeon camps. Over the

    Easter break, two patrols took part in the Stradbroke Cup compeon camp at Treetops in Riddells Creek, bringinghome Gold and Silver awards. We also had a patrol take part in the Cohen Shield in September, also achieving a Silver

    Award. We sent a patrol to Castlemaine to the district survival camp which involved the Scouts camping for 2 nights

    without sleeping bags or bedding or even shelter. During the year, a number of Scouts have completed their Pioneer

    level badges and are well on their way towards their Explorer level badge with the remaining Scouts working on their

    Pioneer badge. Towards the end of the year we expect to see a number of Cubs moving up into the secon which will

    give us 3 full patrols.

    This year has been another successful one for the Venturer Unit. We currently have 6 Venturers and one leader, the

    largest our unit has been since starng. One of our Venturers achieved their Queen scout and another has just been ap

    proved. We congratulate Marcus and Simone on achieving this milestone. As usual the unit undertook a range of ac

    vies over the course of the previous 12 months. Most notably the unit aended all but one of the major camps for

    our secon (except the ones where we would have had to work too hard (i.e. hiking). We made friends, had a good me

    and tried acvies we otherwise would never get to do.

    I look forward to greater things as we connue into the next 12 months.

    1st Moonee Ponds Scout Group is presently working on a number of key tasks to connue the growth of Scoung within

    the Moonee Ponds area. The group is acvely resolving items within recruitment, leader recruitment, capital works andmaintenance acvies.

    Group Reports - Strathmore2nd StrathmoreThe Group has had another successful year of effecve program delivery and parcipaon, of which a key measure is the

    20% increase in youth membership to 58 registered members at 30th June 2014.

    At 30th June we had registered 9 Joey Scouts, 28 Cub Scouts, 15 Scouts and 6 Venturer Scouts. With membership growth

    greater than 10% we have again earned the Chief Commissioners Award.

    Simon Rickard completed his Cub Scout Wood Badge, Zed and James Walker (Scouts), Sco Harrison (Cub Scouts) their

    Basic training and, very recently, Maria Stanton (Venturer Scouts), completed Basic training. Sco is very well advanced

    in his Advanced Cub Scout leader training.

    Quality Scoung Awards

    The Cub Scout Pack and Scout Troop gained the Award; the Joey Scout Mob missed out only because several Joeys had

    moved on to Cubs, leaving 9 (less than the required minimum of 10) Joey Scouts. The Group earned the Quality Scoung

    Award cerficate including an 83% retenon rate overall. The Scout Secon had a 100% retenon rate, Cub Scouts 80%

    and Joey Scouts 75%.

    Australian Scout Medallions and Grey Wolf Award the top awards for each Youth Secon.

    During the 12 months, Daniel Bushnell gained the Australian Scout Medallion. Jacob Cudmore and Zacari Harrison gained

    the Cub Scout Grey Wolf award.

    Finances

    The Groups finances are in very healthy condion with ancipated expenses in the near future on hall and trailer insur

    ance, shelving and linoleum replacement, some fencing and outdoor equipment. A fundraising strategy and subcom

    miee has recently been established.

    Leaders wider parcipaon:

    Our Groups uniformed leaders regularly aend the District Training Meeng, assist other leaders and assist in District

    events.

    Support Personnel

    We get great support acon from our Chairman Marn Hollibone, Treasurer Peter McKie and Secretary Kathleen Mather.

    John Ravenhall (TGL)

    The 2013/14 year has been a big one for 1st Strathmore.

    Major achievements have been the replacement of the floor in the hall, which was a huge undertaking. The new floor

    looks fantasc and the relaunch party was a great chance to celebrate our achievements with the inclusion of represen

    taves from Strathmore Community Branch of the Bendigo Bank, Councilors and Lerdederg Region all aending.

    We have also completed work pertaining to the health and safety issues within the hall and are now compliant with fire

    regulaons and have updated our electricals. The first aid kits have also been updated. I feel we can move forward with

    confidence that our Youth and Leaders are well cared for.

    The Cub secon leaders have been doing a fantasc job of geng everyone ready for Cuboree along with their usual great

    job of running the Cub Pack.

    The Scout secon leaders have been doing a fantasc job of keeping the Scout Troop funconing whilst barely seeing each

    other due to work travel commitments and sll devising a program that has Scouts having fun and gaining knowledge (we

    have 3 on track to achieve their Scout Medallion).

    Challenges for the future are a need to address retenon issues for both Youth and Leaders. We will be looking at: more

    Group acvies to improve knowledge between secons, different payment methods for families, addressing the need for

    more leaders most especially at least 2 more Scout secon leaders, improvements to programming and behaviour management techniques, communicaon within the Group.
