The following are recommendations that may help expedite processing:
Use a format for the Trip number similar to the following:SCAC+ date (yyyymmdd)+ sequential daily truck count (if multiple trips per day)Example: ABCD200803281 next truck of the day would be ABCD200803282
In addition to printing the Trip number, include a barcode that can be scanned
Do not use accent marks or special characters when entering a driver’s name
Include the driver’s date of birth
List all Shipment Control Numbers for the trip on the cover sheet
In addition to the truck plate, indicate the trailer plate as well
List 24 hour contact information for the carrier and e-manifest filer (if different)

When inputting a trip in the ACE E-Manifest Portal: If your driver is FAST approved use their FAST id as their identifier not their Drivers License Number. Enter the name and date of birth for all occupants of the truck in the ACE E-Manifest PortalDo not re-use PAPS numbers on multiple E-Manifest Trips

All Empty Trailer Movements Require a Manifest
Ensure that a CBP7533 is completed prior to arrival to include:• Truck Plate number
• Trailer plate number
• Name of driver w/DOB
• US Port of destination
• Company name
OR, Report in ACE (better for all)
Check Digit ClarificationE-Manifest input (Quebec only)
Do not include the “-7” portion of the conveyance plate number in E-Manifest.
Shipment Control Numbers (SCN)
• A SCN is a unique number assigned to a shipment by the carrier
• A PAPS number is used by the filer to assign a Customs entry number
• If the PAPS and SCN do not match, ACE will be unable to locate the entry information and the truck will be delayed
CBP Seal Program
Facts and Best Practices• Required participation for CTPAT/FAST carriers/loads• If trailer has more than one door, all need to be sealed (side
doors)• After completion of an exam, CBP Officers are required to
affix a bolt seal. If the integrity of the trailer/container appears to be compromised no seal will be affixed.
• Do not seal trailers with locks. If these cannot be taken off by the driver they will be destroyed in removal.
• If CBP can’t or will not seal load may be refused.
Instruments of International Traffic (IIT) Containing Residue
• May utilize CBP 7533 indicating type of residue and request under Section 321 if less than $200
• Recommend using e-manifest and request release under Section 321 if less than $200
• If value is greater than $200 (USD) but less than $2000 (USD), and material is unconditionally free, then may be manifested and entered on CBP 7523. If not unconditionally free, and over $200 then e-manifest and formal entry required.
• Whenever value is greater than $2000 (U.S.) then e-manifest is mandatory and formal entry is required.

Shipments of Radioactive Materials
The Port of Champlain has instituted the following requirements for radioactive materials requiring placarding under U.S. DOT regulations:
•Carriers must notify the Cargo Duty Supervisor at least 8 hours prior arrival.
•Copies of US State Department Licenses and shipping documents must be faxed to the Radiation Determination Office (VACIS) at least 8 hours prior to arrival.
•Normally these loads will not be allowed between the hours of 1000 to 2000.
•To help expedite truck processing, these loads should cross early in the morning.
•Carriers not adhering to this timeframe may be denied entry and returned to Canada.
