2013 Assessment and Affidavit Due March 1

Affidavits and assessment noƟces were sent to all homeowners in January. If you did not receive it

or have misplaced it, call 888 622-4630 x103 or email [email protected] to request a copy. Acopy is also be available on the www.montpelieronline.org website. The assessment is $285 and if 

not received by April 1, it must include a $50 admin fee and $2.85 interest.

The affidavit must also be completed and returned with the assessment in order to keep an accurateMember Roster. See SecƟon IV, Bylaws of the Montpelier Community AssociaƟon, ArƟcle II, SecƟon4-Roster: A Member Roster shall be maintained. For each Member, the Roster shall include the:

a. name of the Member;b. mailing address of the Member;c. street address of the Lot;d. telephone number;

e. number of the Lot; andf. membership date.

The SR3 Program is a mulƟ-year effort to improve the condiƟon of the wastewater collecƟon system

assets and improve surface water quality for WSSC customers. The MCA received noƟce that contrac-

tors working for WSSC will be rehabilitaƟng older sanitary sewer mains here in Montpelier beginning

in the next few weeks. Before the work begins, individual homeowners will be noƟfied by WSSC if 

your area will be affected.

There may be some night Ɵme noise and bright lights. Parking and driving paƩerns may also be im-

pacted.

 ARCHITECTURAL CONTROL & COMPLIANCE COMMITTEE (ACCC) MEETINGS 

Thursday, March 7, 2013 and Thursday, April 4, 2013 are the dates for the next ACCC meeƟngs at 7 PM at the

Deerfield RecreaƟon Center, preschool room.

MONTPELIER SENIORS (50+) - Are you looking for an

opportunity to get regular exercise and parƟcipate in friendly compeƟ-

Ɵon? Consider joining the Senior Men’s Golf AssociaƟon (SMGA) at

Patuxent Greens Golf Club in Laurel. Montpelier resident John Bertak,

president of SMGA, invites you to join him and several others from the

community in this acƟvity. Patuxent Greens has undergone a major up-

grading over the past 2 years and it is one of very few area courses 

that allows golfers to walk ; power carts are available, but not mandatory for this golf league.

A member of Maryland Senior Golf AssociaƟon, the Patuxent Greens MSGA offers weekly local tourna-

ments plus opportuniƟes to travel to other golf clubs for friendly compeƟƟon. Golfers of all ability lev-els are welcome. The group plays on Wednesday mornings from April through the end of golf season.

All players establish a handicap that allows them to compete on an equal basis with others in a variety

of team and individual formats.

MSGA membership is just $15 per year. Patuxent Greens offers several types of membership including

the “INsider Plus” category at just $39 per year. Weekly Greens & Cart Fees depend on the membership

category chosen by each player -- Costs and other details for INsider Plus or other membership catego-

The month of January has been very good to MaƩhew Collman: Placing 1st in Physics at the 2nd Annual Chesa-

peake Math & IT Charter School on January 26, 2013 at the University of Maryland. He will now go on to com-

pete in the Prince George’s County Science Fair in March. In addiƟon he was accepted into the Eleanor Roosevelt

High School Science and Tech Program which he will be aƩending this Fall as a freshman. His parents and sister

are very proud of him!!!!

Community Members Present: R. PoƩer and M. Hughes.

President B. Derrick called the meeƟng to order at 7:01

PM. There was a quorum to conduct business.

Secretary’s Report: Tricia Douville

The minutes of the November 2012 board meeƟng were

reviewed. Trustee Fazio made a moƟon to accept the

minutes. Trustee Derrick seconded the moƟon and it

passed unanimously.

Treasurer’s Report: Lillian Fazio• Trustee Fazio distributed the monthly statements.

• She aƩended court on two collecƟon maƩers, the re-

spondents did not show and the court entered a judg-

ment in favor of MCA and garnishment of wages will

commence.

• MCA was assessed $4,090 in personal property and

$134.87 tax is due. Trustee Fazio will consult with the

accountant on the charges.

• Trustee Fazio met with Trustee Jacobs and the web site

and domain name payments have been transferred to

the MCA accounts for payment.

• The Maryland Department of Agriculture stated that

there is no threat of gypsy moth infestaƟon in the next

year and our aƩorney found no objecƟons to transfer-

ring the Gypsy Moth Fund into the Reserve Fund. The

Gypsy Moth Fund is in a CD currently valued at $32,991.

Trustee KeaƟng made a moƟon to move the funds from

the Gypsy Moth Account into the Reserve Account in

April when the CD matures. Trustee Fazio seconded the

moƟon and it passed unanimously.

• Based on expected expenses to repair the parking lot

and white coaƟng the pool in a year or two, the Board

discussed raising the assessment. Trustee KeaƟng made

a moƟon to increase the assessment for 2013 to $285.

Trustee Douville seconded the moƟon and it passedunanimously.

• The 2013 budget was reviewed. Trustee Douville

moved to approve the budget. Trustee KeaƟng second-

ed the moƟon and it was approved unanimously.

ACCC: Michael Boddie, Chairperson (absent)

• Trustee KeaƟng reported on the ACCC meeƟng and the

cease and desist leƩers that went out for storage of 

trailers, boats, etc. aŌer November 1. All but one

member have complied.

• Mr. Boddie offered his resignaƟon as chairperson as

his job is keeping him out of town for long periods. A

majority of commiƩee members expressed confidence

that the work of the commiƩee would not be compro-

mised and work would be back to normal soon so he

will stay on as chairperson.

• Mr. Shrewsbury and Ms. Sowle resigned from the

ACCC and new members are needed.

• The 2013 ACCC Guidelines were submiƩed to the

board and it was noted that there were no changes

from last year’s version.

CommunicaƟons CommiƩee:

• Trustee Douville made a moƟon to vote on the Chair-

manship of the CommunicaƟons CommiƩee. Trustee

SorrenƟno seconded the moƟon and it passed unani-mously. Trustee Jacobs was nominated by Trustee

Buehler and Tony Fleming was nominated by Trustee

Douville. Tony Fleming received a majority of votes to

be the CommunicaƟons Chairperson.

• The ownership of the yahoo list serv is private and not

part of the MCA, Inc. Trustee Jacobs or one of the mod-

erators may be the owners, but that was not confirmed.

The administraƟon of the MCA Web Site Montpelier

Online will be passed to the new CommunicaƟon’s

Chairman. 

FaciliƟes CommiƩee:

Trustee KeaƟng moved to appoint Trustee Buehler chair-

person of the FaciliƟes CommiƩee. Trustee Mason se-

conded the moƟon and it passed unanimously.

Pool CommiƩee: Mary Derrick, Chairperson (absent)

• Trustee Buehler confirmed that winterizaƟon was com-

pleted. Trustee Fazio will send the final payment.

• The pool commiƩee will meet first to discuss proposed

changes to the contract and then see if any pool man-

agement companies will offer a discount for an early

contract signing.

Social CommiƩee:Trustee Douville is looking for the Santa suits to try to re-

vive the Santa visits. It is probably too late to do them this

year. She will try to organize the Christmas Light Home

DecoraƟng Contest. The award signs are at the pool.

Security CommiƩee: Richard Mason, Chairperson

• Trustee Mason distributed his report which included

four recent breaking and entering aƩempts in Montpel‐

ier.

• Mr. & Mrs. Brown and Trustees Derrick and Mason met

with Mark Fowler, County Public Works Department, to

discuss traffic problems on Montpelier Drive. LeƩers

are being sent to Councilwoman Lehman and the Direc‐

tor of Public Works and TransportaƟon to request a

traffic study of Montpelier Drive in light of the ICC.

• Trustee Mason is working with the county police COPSofficer, Jason Wilson, to improve communicaƟons.

Tennis CommiƩee: Lillian Fazio, Chairperson

Trustee Fazio wrote to Mid AtlanƟc and they will repair

the courts in the Spring, but recommend the acrylic

coaƟng for the uneven surface ($1900).

Welcoming CommiƩee: Rilla PoƩer, Chairperson

Ms. PoƩer has addresses for three new neighbors and

hopes to meet with them soon. She has E. Mason, P.

Brown to help. A member of the ACCC, P. PeƫƩ was also

suggested as a member and M. Hughes will contact her.

She will take candy or other offering when she makes the

visit.

OLD BUSINESS

None.

NEW BUSINESSM. Hughes will check on the Santa suits with some of the

former social chairpersons. Trustee Buehler will find out

when the fire department plans to drive through Mont‐

pelier with Santa.

The next board meeƟng will be held on Tuesday, January

8, 2013 at 7:00 PM at Deerfield RecreaƟon Center, pre‐

school room. The moƟon was made and seconded to

adjourn at 8:50 pm. The moƟon passed unanimously.

to accept the amended minutes. B. Dennis seconded the

moƟon and it passed unanimously.

12219 Valerie Lane ‐ There is no new acƟvity on structure

in the back yard. No addiƟonal acƟon recommended.

maintenance. Cease and desist to be sent.

8819 Gramercy Lane – Debris in driveway again.

8711 Crestmont Lane‐ Jet skis, camper removed, but re‐

frigerator sƟll on side of the house. Send a leƩer

debris in a green bag in the driveway. Resend.

prove the request for a new sunroom. P. PeƫƩ second‐

ed the moƟon and it passed unanimously.

P. PeƫƩ volunteered to survey Golden Pass, Oxwell and

Raven Way unƟl new members are found.

Guidelines will be submiƩed to the board with new date

and members.

A leƩer will be sent to M. Boddie for reconsideraƟon of 

his offer of resignaƟon.

The next meeƟng of the ACCC is scheduled for January 3.

Due to J. KeaƟng’s absence and the proximity to the holi‐

days, the meeƟng was changed to Thursday, January 10,

2013 at 7:00 PM at Deerfield Community Center. ThemeeƟng adjourned at 7:52pm.

The minutes of the December 2012 board meeƟng were

reviewed and amended. Trustee KeaƟng made a moƟon

to accept the amended minutes. Trustee Fazio seconded

the moƟon and it passed unanimously.

Treasurer’s Report: Lillian Fazio

• Trustee Fazio distributed the monthly statements. She

noted that the administraƟve assistant’s December re‐

imbursement was not available when the statement was

printed.

• $30,000 was transferred into the Reserve Fund which is

now $204,000.

• $420 was donated to the Officer Morris Fund.

• Two more delinquent assessments were collected with

the aƩorney’s help.

ACCC: Michael Boddie, Chairperson (absent)

No report. The monthly meeƟng for January was post‐

poned and will be Thursday, January 10, 2013.

CommunicaƟons CommiƩee: Tony Fleming, Chairperson

• Protocols will be prepared and sent to the board next

month.

• Mr. Fleming is making posƟng to the website easier and

hopes that this will encourage board members to con‐

tribute.

• A moderator requested a meeƟng with Mr. Fleming to

discuss rules for messages. Mr. Fleming requested clari‐

ficaƟon of the purpose of the list serv. It is privately

owned and not an official MCA tool. It was suggested

that a statement be posted monthly explaining this and

reminding users that MCA business can be addressed bycontacƟng board members or the administraƟve assis‐

tant.

• Mr. Fleming received informaƟon to reacƟvate the Mar‐

lins Swim Team Facebook page.

FaciliƟes CommiƩee: Paul Buehler, Chairperson

• Trustee Buehler located a liŌ chair with a small footprint

which is ADA compliant. He will send the informaƟon to

the pool chairperson.

• A third bid is needed for the repoinƟng of the bricks on

the pump house.

• Umbrella parts need to be ordered.

• Bids are needed for the parking lot repaving.

• RecommendaƟons for new playground equipment areneeded.

• Contracts are needed for the trash can pick up and land‐

scaping.

Pool CommiƩee: Mary Derrick, Chairperson

• Trustee KeaƟng reported that a security camera for the

pool could be purchased for $600. It included 4 weath‐

erproof cameras. He will get the literature for further

discussion.

• Ms. Derrick is obtaining pool bids for the pool mainte‐

nance and would like to bring it to the board next

month. Trustee KeaƟng asked that the pool commiƩee

provide their recommendaƟon when the bids are ready.

Social CommiƩee: Patricia Douville, Chairperson (absent)

There was a complaint that the addresses of the winners

of the holiday decoraƟng contest were not put on the list

serv. This was an oversight, but they were posted in the

newsleƩer, the facebook page and the website.

Security CommiƩee: Richard Mason, Chairperson

• Trustee Mason distributed his report and noted no

crimes in Montpelier, but several in the Northpoint ar‐

ea.

• Overall, crime has dropped in Prince George’s County.• District VI has a new commander and new COPS supervi‐

sor.

• Trustee Mason is pleased that more community mem‐

bers are calling him directly with security issues.

Tennis CommiƩee: Lillian Fazio, Chairperson

No report. There will be no acƟon on the court repairs

unƟl Spring.

Welcoming CommiƩee: Rilla PoƩer, Chairperson

No report.

Adult ID Kit: PG County Police are offering a FREE

“Adult IdenƟficaƟon Kit” to all County adults. The kit

includes an emergency contact sheet, suggested stepby step direcƟons, an introducƟon, various support

group links, and a personal idenƟficaƟon page. This ID

page will have your picture, DNA, fingerprints and other

personal informaƟon. Only you have this informaƟon.

There is no County data base. You benefit from the ID

kit if that person needs to be located as soon as possi-

ble. The kit also includes a carrying bag, and a booklet

containing important medical informaƟon about alzhei-

mer's, elder abuse and neglect, diabeƟc coma, epilepƟc

seizure, heart aƩacks, and strokes. Since there has been

a good response from our email message, Cpl. Woody

requests we have a presentaƟon with personalized ID

kits program in our community. We are planning a

meeƟng at my home in early Spring. Please contact Cpl

Montpelier Drive was changed to a ResidenƟal

street: Mark Fowler, Engineering Technician for the

County Dept. of Public Works advises that his office has

approved a request for Montpelier Drive to be desig-

nated as a ResidenƟal Street. Their request now goes to

Maryland Park and Planning for final approval. This will

then allow the county to place speed bumps on the

road. This is the only program that the County will ap-prove for reducing the speed of traffic. The speed cam-

eras, which are effecƟve in slowing traffic, have been

removed.

NEW ‘MOVE OVER’ LAWS

Maryland State Police want motorists to be aware of 

new traffic laws taking effect October 1st that requiredrivers to ‘move over,’ if possible, to increase safety for

police, fire and emergency services personnel working

on Maryland roadsides, as well as those riding bicycles

or scooters.

The new law requires drivers approaching from the rear

of an emergency vehicle using visual signals while

stopped on a highway to, if possible, ‘make a lane

change into an available lane not immediately adjacent

to the emergency vehicle.’

This movement should only be done if another lane in

the same direcƟon is available and the move can be

made safely and without impeding other traffic. If mov-

ing to another lane away from the stopped emergency

vehicle is not possible, the law requires drivers to ‘slow

to a reasonable and prudent speed that is safe for ex-

isƟng weather, road, and vehicular or pedestrian traffic

condiƟons.’

The intent of the ‘move over’ law is to provide an extra

barrier of safety for police officers, fire fighters, and

emergency rescue personnel working along Maryland

roads. ViolaƟon of the ‘move over’ law is a primary

offense with a fine of $110 and one point. If the viola-

Ɵon contributes to a traffic crash, the fine is $150 and

three points. If the violaƟon contributes to a trafficcrash resulƟng in death or serious injury, the fine is

$750 and three points.

A similar law is aimed at increasing safety for bicyclists

or persons operaƟng a motor scooter, or electric per-

sonal assisƟve mobility device (EPAMD). This law re-

quires drivers overtaking a bicycle, EPAMD, or motor

scooter rider to pass safely at a distance of not less than

three feet. ExcepƟons are when the conveyance opera-

tor is not obeying the law or is solely responsible for

creaƟng a clearance of less than three feet, or if the

highway is not wide enough to pass the vehicle at a dis-

tance of at least three feet. Drivers must also yield theright of way to a bicycle, EPAMD, or motor scooter be-

ing operated lawfully in a designated bike lane or shoul-

der if the driver of the motor vehicle is about to enter

or cross the bike lane or shoulder.

A violaƟon of this law is a primary offense with a fine of 

$80 and one point. If the violaƟon contributes to a

traffic crash, the fine is $120 and three points.

LOCAL TRAILS IN OUR BACKYARD

Whether you want to get some exercise, walk the dog, or get some fresh air, there are several short trails in the

area to choose from.

The one from either entrance to Montpelier Mansion.

The trail in the woods on the east side of the Mansion that goes and connects with where Mt. Pleasant dead

ends near Pleasant Court at the steel barricade.

The paved circuit at Bedford Park, across Muirkirk Road at Mt. Pleasant. Follow the liƩle path toward the

park.

The paved trail that starts along Brock Bridge Road at the Maryland City Park and goes to Brock Bridge Ele-mentary School.

I also heard that the Board was thinking about making a short trail through the woods around the Pool, so folks

can walk around the playground/pool/ballfields, etc. I think anything to get folks out and exercising is a good

thing.

Lake Artemesia—This is a public

park with a 38-acre lake, a wheel-

chair accessible fishing pier, and

aquaƟc gardens. More than two

miles of hiker-biker trails surround

and connect the lake with Calvert

Road Park and College Park Airport

and AviaƟon Museum. The Prince

George's Audobon Society hosts bird

walks every 1st and 3rd Thursday of 

the month.

Fishing is permiƩed on Lake Arteme-

sia. A non-Ɵdal fishing license is re-

quired for persons 16 & older. In

addiƟon, a trout stamp is required to

catch-and-take trout from the lake.Refer to the Maryland DNR website

or the MD DNR Fisheries Guidebook

for more informaƟon.

Vehicles are not permiƩed on park

ground, but visitors can access the

park via wheelchair accessible trails at the 5200 block of 

Calvert Road in College Park, or Osage Street and Swath-

more Court in Berwyn Heights.

The Bistro at Old Line Fine Wines and Spirits

I thought I would pass on a bit of news that might be of interest to my Montpelier neighbors.

Old Line Fine Wines and Spirits (www.oldlinewine.com/) recently opened in Beltsville, MD in what used to be

the Circuit City just south of the intersecƟon of Route 1 and Powder Mill Road. I believe they opened a bit over

three months ago. I only came to know about this store because Jon, one of the folks who worked at IMWine

in Fulton/Maple Lawn, had leŌ. I asked where he went and found out it was here. He is very wine knowledge‐

able and has a great palate and will listen to what you like and be able to make recommendaƟons for you.

The shop itself is quite large. It is similar in scale to Corridor Fine Wines at 198/BW Parkway, as well as similar

in layout/style of the interior. What is different here is that the folks are friendly, helpful and really listen to

you. The selecƟon is great, and I suspect will be much more dynamic to their customers than Corridor is (whichis owned by the Total Wine folks). Their beer selecƟon is mind‐blowing, too. You really need to see what they

have to get excited. It's very easy to find interesƟng wines and beers to try. I bought two cases of wine and

could easily have bought more. :)

What is even more interesƟng is that they also have a Bistro/Wine Bar. They have a somewhat compact menu,

but step it up daily with specials. Plus they do wine themed dinners and have 16 special brews of beer on tap

at any given Ɵme. I have not yet been to the bistro, but did check out the menu and it looks good. WIll report

back once I have tried it. Their steak frites are calling me.

What is most exciƟng about this is have both of these kinds of places in one, and having it be just a short 6 to 8

minute ride from the neighborhood. And they are locally owned and run ‐ even beƩer.

Ɵons. We’re calling these offsite events “Montpelier in

the Community.” Working with our community part-

ners has resulted in some new and exciƟng programs.

AƩenƟon fans of the Montpelier FesƟval of Herbs, Tea

and the Arts! The fesƟval will sƟll be on the Montpelier

Grounds! The layout will be a liƩle different, and the

mansion may not be available for tours, but don’t des-

pair! There will be spectacular kite flying demos and

kite making workshops, the popular hands-on history

playground, Blast-in-the-Past , nature walks, live music,

and much more.
