Coal stock at 57 thermal power stations representing about 21% of the country’s total generation capacity have become ‘critical’ or ‘super critical’ amid rising electricity demand, prompting the power ministry to regulate for a week fuel supply to plants that have stocks for 14 days so that inventories can be built up at the units facing a crunch. Central Electricity Authority documents show five plants with ‘zero’ coal stock and running on daily supplies. Six plants have a day’s buffer stock, while 15 plants have inventories for three days, 13 plants for four days, four plants for five days, three stations for six days and two units have stocks to last a week. Industry executives blame the low fuel stocks on poor supply and lack of advance planning in anticipation of rising power demand. But Coal India Ltd, which accounts for 80% of domestic production, blamed the reduced inventories on generators failing to heed its advice given since October 2020 to stock up for summer and monsoon when electricity demand spikes. A CIL executive told TOI the company supplied 196.6 MT

(million tonne) of coal to the power sector in the April-August period, or 6.5% more than 184 MT in the same period of pre-pandemic 2019. “Coal stock at power plants was 24 MT at the end of July, almost at par with stocks in the previous five years. It could have been higher if generators had not regulated offtake,” the executive said. The arguments indicate that no one prepared for the sharp rebound in power demand or put too much emphasis on renewables. Power demand rose at 8% and 12% in the third and fourth quarters of 2020-21 and continues, jumping 18% in July. As a result the average plant load factor of thermal plants too has risen above 60% from about 52% as hydel production came down. Power Secretary Alok Kumar set up a core management committee with representatives of the power ministry, CEA and CIL for daily monitoring of the situation. A ministry statement said power plants have been asked to send requests for priority loading or supply issues at a centralised email id so that they can be addressed promptly

Power Secretary Alok Kumar on Sunday reviewed the report of the core management team (CMT) to ensure daily close monitoring of coal stock position at thermal power plants (TPPs), the power ministry said in a statement. CMT comprises representatives from the power ministry, Central Electricity Authority (CEA), Coal India Ltd (CIL) and Railways. During the meeting, some facts emerged which will ease out the coal stock position at TPPs and will ensure uninterrupted power supply. Firstly, it stated, the regulation of the coal to the power plants having more than 15 days' stock would free up around 1.77 lakh tone of coal from 26 stations. This coal has been redistributed to the plants having supercritical and critical coal stocks at power plants. NTPC Daralipali (2 x 800 MW) plant is getting coal supply from captive mine of Odisha Coal and Power Ltd (OCPL), it stated. The second unit of NTPC Daralipali will achieve commercial operation from 0000 hrs of September 1, and thus additional 800 megawatt (MW) generation would be added in the total fleet. Damodar Valley Corporation (DVC) will clear dues to the tune of Rs 1,200 crore to the different CIL subsidiaries within a week, which will augment the coal supply to different plants of DVC. This would ramp up the power generation from DVC plants from the current level of 61 per cent to a PLF (plant load factor) of 90

per cent. The 1,000-MW Kudankulam Nuclear Power Plant would be back on bar before September 2 and replace some portion of coal generation, thereby reducing pressure on coal requirements, it stated. Around 6,000 MW capacity of thermal power plants at western coast at Mundra designed on imported coal have around 30 days of coal stock and are not supplying power due to power purchage agreement (PPA)-related issues. A meeting will take place on Monday by the Ministry of Power to resolve the issues, so that power from these units can contribute to the overall generation to ease pressure on domestic coal requirement, it added. NLC India has confirmed that the lignite production from its mines at Neyveli is going on well and a 500-MW unit at Neyveli, which was under shut down, shall be back in service from September 1, it stated. NLC India will be ready to generate more than 90 per cent of its capacity, it added. One more unit of 250 MW, which is currently under annual overhauling, will be ready to be synchronised by September 10, after which all units will be available for generation achieving about 92 per cent PLF. The current production of lignite from NLC mines is to the tune of 85,000 tonnes per day and it can further augment its production as per requirements, it added. CMT is closely monitoring the coal stocks on a daily basis and ensuring follow-up actions with CIL and Railways to improve the coal supply to power plants, the ministry said

Coal India-led subsidiary, Northern Coalfields Limited (NCL) has dispatched the highest ever coal in a single day. NCL's offtake grew to a whopping 3.87 lakh tonnes. This happened on August 27, 2021 As per the Coal Ministry data, NCL has also sent the highest ever, 38 Coal Rakes of Indian Railway to upcountry coal consumers of Rajasthan, Uttar Pradesh, Haryana, Gujarat, Delhi, and other states fulfilling the energy requirements of the country in this pandemic time. Further, NCL dispatches its majority of coal through eco-friendly modes like Indian Railway Rakes, Merry-Go-Round (MGR), and Belt Pipe Conveyor. In FY 20-21 NCL dispatched over 87% of its coal through these modes of transportation. In a pro-environmental step, a 24% reduction

in coal transportation from the road was seen in the last fiscal. Keeping up the pace with the growing demand for energy, NCL has dispatched 46.19 MT of coal to date with y-o-y growth of 17% in FY 21-22. The company has been entrusted with 119 MT of Coal Production and 126.5 MT of Coal Dispatch in this fiscal. NCL is Singrauli based Miniratna company of the Government of India. It operates with 10 highly mechanized opencast coal mines and accounts for 15 per cent of national coal production. The company had produced over 115 million tonnes of coal in the last fiscal. "The breakwater should be completed by March," Mr. Sugavanam said, adding Ghana's Tema LNG is currently using the facility for storing LNG

Coal imports by India’s power plants fell to the lowest level in almost six years in July as top buyers Adani Power and Tata Power Co. slashed purchases amid soaring prices. Imports fell 47 per cent over the year to about 2.1 million tons, the lowest since at least August 2015, data from the Central Electricity Authority show. Adani and Tata plants at Mundra on the west coast led the declines. Plants such as those — which rely primarily on imports — have cut back on generation, due to fixed-price contracts with electricity buyers. That has increased the load on facilities fed with domestic coal at a time when electricity demand is accelerating, causing a shortage in supplies. Inventories are diminishing quickly, putting a rising number of plants at risk of shutdown.

High international pricesSeaborne coal prices have surged as parts of the world recover from the pandemic amid supply bottlenecks. The commodity shipped

from Australia’s Newcastle port is now more than three times more expensive than it was a year ago. Imports aren’t likely to pick up as long as international prices remain high, said Rupesh Sankhe, Vice-President at Elara Capital India in Mumbai. “At such high coal prices, electricity becomes expensive for distribution companies,” he said. “In the absence of imports, there’s going to be pressure on Coal India to bridge the supply gap,” he added, referring to the State-run producer. Adani’s plant at Mundra in July imported 45 per cent less than a year earlier, while shipments received at Tata’s facility fell by 63 per cent. The two plants accounted for more than half of all coal imports by India’s power stations in the fiscal year through March. At the end of August, both Adani and Tata had put at least 80 per cent of their capacity at Mundra under outage, citing reasons including fuel shortages, according to Power Ministry data
