April 22nd was the last FRA Board of Directors meeting for Beth Golub, who has served nearly six years on our community’s Board, longer than any other person in our community’s thirty-five year history. Beth was elected to two terms on the Board a number of years ago, and started her third term in August 2013, when she was appointed to replace Sean Barry, who was elected in May 2013, but who subsequently moved away from our community.

Beth has been a trooper. When I initially reached out to Beth to inquire if she would consider serving a third term, she quickly asked several astute questions: her previous four years on the Board served her well in separating the wheat from the chaff. The past two years have presented a number of challenges for the Board. It is one thing to seek election, it is quite another to care so deeply about one’s community to voluntarily jump into the fray, adding numerous time-intensive Board responsibilities to an already full schedule that included a realtor practice, a mediator practice, Mom of active upper school twins, and let’s not forget spouse to Mitch!

Serving side by side with Beth, I witnessed first hand her attention to detail, the contribution Beth’s legal background brought to our community, Beth’s steadiness in Board deliberations, and the effect of Beth’s contacts with her wide network of friends and acquaintances which provided invaluable context to many Board discussions. All of this took time. Time away from work. Time away from family. Time away from friends. Beth did this because she is a dedicated, loyal member of our community. It has been an honor and pleasure to serve alongside Beth. Please give her your thanks when you cross paths with Beth. She has earned it!

Second Quarter 2015 account statements will be mailed on approximately the 20th of March. If for any reason you do not receive your statement by April 1st, please be sure to contact the Clubhouse to request a duplicate copy. Please remember you are responsible for making sure your dues get paid. As a reminder here is a brief description of how the delinquency process works and the payment options available to you:

May is a busy month at Fairbanks Ranch. The following events are scheduled and we hope you will attend: Cinco de Mayo event on May 2nd, the Annual Meeting and 35th Anniversary Celebration Dinner on May 13, 2015; A Crime and Fire Prevention Program presented by the Sheriff ’s Department and RSF Fire Dept on May 21st and the Board of Directors meeting on May 27th.ANNUALMEETINGANDBOARDELECTION:The Annual Meeting and Election of the Board of Directors is scheduled for May 13, 2015. The candidates running for the two open positions on the Board of Directors are: Majid Ahmadi, Michael Fuller and Richard Romney. The “Meet the Candidates” forum was held on April 22, 2015, in conjunction with the Board meeting. Pam Spain, Chair of the Nominating

Committee, acted as Moderator and led the forum. She introduced the candidates and each made a statement. Michael Fuller and Richard Romney were present. Majid Ahmadi was not able to attend due to a previously scheduled business trip out of the country, however, his wife was present to make a statement for him. Ms. Spain presented questions to the candidates that were prepared by the residents in attendance. If you were not able to attend the forum, please be sure to review all of the candidates statements included in the ballot mailing. HOA Elections was selected as the Inspectors of Election and prepared the Annual Meeting Notice/Ballots which was mailed April 10, 2015. If you have not received your ballot, please contact the office for instructions on how to get a replacement ballot. ToensurethatwecanholdtheAnnualMeeting,weneedyourvote! We need 309 votes to establish quorum and count the ballots. A few things to remember when voting: Only individuals listed as the legal owner of the property (i.e. members) may vote, each lot gets two votes (two Board seats open) and you must sign the outside envelope in order for your vote to be valid. AUDITMAILING:As required by the California Civil Code and the Fairbanks Ranch Governing Documents, the mailing of the Association’s annual audit was placed in the mail April 24, 2015. Newman and Associations, an independent CPA firm, audited the Association financial statements for the 2014 calendar year, and this report is provided to all members of the Association. The Association’s financial standing is strong. Please take a few minutes to review this information and file it with your important papers. BOARDMEETING:The Board of Directors held their monthly meeting on April 22, 2015. The “Meet the Candidates” Forum was first on the agenda and then the Board conducted the business meeting.

The Board approved the following consent calendar items: approved the March Financials, approved the recommendation by the Finance Committee to reinvest cash from the Reserves for a period of up to 6 months at best rates and ratified the action of 3/31/15 to approve the Equestrian and Stable Facilities Operating agreement for 2015. Under Old Business, the General Manager reported the Board was working with Watkins Landmark to schedule the date to start the Gate 6 Paver Remediation. To complete the New Business, the Board took action on the following: (1) approved the formation of an Ad Hoc Committee to review the secondary gate design and motors, (2) approved the proposal submitted by InterAccess for the security camera maintenance contract at an annual cost of $7,800, (3) approved the recommendation by the Tennis Advisory Committee to select Andy Volkert as the resident tennis pro and move forward with the contract negotiations, (4) approved the recommendation to purchase the online tennis reservation system through Tennisbookings.com at a cost of $50.00 per month with the condition that the cost of the system be paid from funds collected for the non-resident tennis league players rather than Operating Funds and (5) approved the request to schedule a Crime and Fire Prevention Program to be presented by the San Diego Sheriff ’s Department and Rancho Santa Fe Fire Department on May 21, 2015.

On Friday, April 17th, Las Damas de Fairbanks had a very successful and exciting meeting with Kelly Emberg, The Model Gardener, at the lovely home of Gita Khadiri. We had a great turnout with over 40 women who showed up to learn all about Gardening tips by our wonderful neighbor. Kelly brought so much positive energy and passion and was very entertaining, to say the least!Her enthusiasm for gardening and growing all organic foods was such an inspiration to all. Kelly certainly inspired many of the women to get their hands in the dirt and start gardening! Check out Kelly’s website at http://kellyemberg.com/.

Our featured charity was Iranian-American Scholarship Fund (IASF) whose mission is to provide assistance to students of Iranian heritage demonstrating academic excellence, financial need, and a commitment to community service. A small group of philanthropic-minded individuals in San Diego, California, determined it was important to support students in their academic endeavors. Gita Khadiri is a proud member of the board of IASF. For more information, please visit http://www.iasfund.org/.

We received a generous donation of a photograph from a local artist, given by IASF that we raffled and Kelly had some giveaways, including a bunch of neat gardening tools!

Please save the date for our next gathering, the Las Damas Year End Luncheon on Friday, June 5th at Cucina Enoteca in Del Mar. More details to follow via Evite! We hope to see you there!We thank you for being a part of Las Damas and encourage new residents to join our wonderful local community women’s organization!

As the General Manager, I would like to take this opportunity to give a special

thank you to Marlene King. I can honestly say that I have never worked with

a Board member that took their responsibilities so seriously. She was always

prepared for the meeting, doing research prior to the meeting so she was

prepared to take action. She loves Fairbanks Ranch and wants the best

for her community. The first year of her term she served as Board Secretary. She was diligent in

reviewing the minutes and all Association correspondence. As a retired educator and excellent

writer, she provided staff with “free” English lessons and kindly explained proper writing protocol.

Her efforts were appreciated by all of us. This last year she served as Board President. She was

a leader and presided well over the meetings. She was well versed on the governing documents,

plus her experience of serving on committees and being active in the community provided much

needed history that assisted the Board in working through difficult projects. Thank you Marlene

for your excellent service!

ROADWAY SAFETY

Please be mindful of pedestrians and equestrians while driving within our community. Horses spook easily and riders

can be seriously harmed. Please, if you see a rider on the road, slow down and give them some extra room. Your

mindfulness is much appreciated.

DECALS/RESIDENT PROFILES

We are currently in the beginning stages of changing our Gate Control Access System to a software package

called “dwellingLive”. We anticipate this new system will be active this coming August. This system provides the

Home Owners Association with a flexible, web-based interface to configure and monitor the system. Our gate

Security Officers can expedite resident and visitor access through purpose-built computers maintaining a highly

secure environment.

With this new system, we hope to reduce the long line of vehicles waiting to enter the community. Passes can be

printed quickly with handwritten passes being a thing of the past.

We are updating resident profiles so up-to-date information can be entered into the new system. We are also

issuing new decals for resident vehicles. We have launched an appointment system to change out older vehicle

decals for the newer ones. While we change your decals, you can review your current profile for any corrections.

For March 2015, the Association’s revenues exceeded expenses by $12,824. Year-to-date, for the first two monthsof the year, the Operating Fund’s income exceeded expenses by $45,949. When compared to our budgeted YTDsurplus of $28,085, we are left with a favorable variance of $17,864.

• Governor Brown’s extraordinary April 1st Executive Order tasked the State Water Resources Control Board with realizing a 25% reduction in state-wide water usage.

• The Water Board announced their orders, requiring both Santa Fe Irrigation District, and the Olivenhain Municipal Water District, to enact restrictions yielding a 36%reductioninwaterdemandfortheperiodofJune1,2015throughFebruary28,2016,when compared with your previous water usage for the period of June 1, 2013 through February 28, 2014.

• If you are a customer of Santa Fe Irrigation District, and need to obtain your historic water usage for June 1, 2013 through February 28, 2014, contact their customer service staffers and they will provide previous usage data.

It is important to know your previous water use data from the 6/1/13 – 2/28/14 time period, or else you will not be able to closely monitor your forthcoming water usage to affect the 36% reduction in usage. (It remains to be seen what fines and sanctions will be imposed by various agencies to reach the Governor’s state-wide reduction.)

As a point of comparison, my property’s water usage has ranged from a high of 1319 units for the year 1989, to 761 units for the year 1991, (when our community experienced a previous drought and required a 30% reduction in demand), to 582 units in 2010, the last year of unusually high rainfall in the previous decade.

• To achieve the projected 36% reduction in water usage starting June 1st, I can use no more than a total of 280 units of water…whichis64%ofthewaterIusedin2010,whenwehadthehighestrainfallyearinoveradecade.

Additionally, the historically high temperatures we have been experiencing create a double whammy: drought and unusually high temperatures! We all face tough challenges with our outside irrigation practices.

AndyVolkertwillbeournewResidentPro -- we are so incredibly lucky to

have him. Andy is a familiar figure to the local tennis community, having been the Head Pro at Fairbanks Ranch Country Club since 1999. His friendly demeanor, experience, and creative ideas for social and competitive

play are what really separated him from the pack. Keep an eye out for new tennis activities -- we hope that Fairbanks residents will once again meet

and play together out on our courts.

The exciting changes with Fairbanks tennis don’t stop there – wenowhaveanOnlineTennisReservationSystem! Have you ever wanted to invite friends to play, but not been sure that a court would be free? Now you can relax and plan your tennis calendar. Visit the website, or visit www.fairbanksranch.org and go to Tennis Reservations, Log on and register and get familiar with how to reserve. Courts can be reserved up to one week in advance and each morning the reserved court schedule will be posted on the information board outside of Court 3. You can still walk onto any unreserved court by simply putting your name on the chalkboard on the day of play, of course. The instructions, rules, etc for reserving a court online are located on the website. If you have any questions, the Clubhouse staff is trained and ready to help you! Just call or stop by.

We are also happy to announce the availability of a new community TennisBallMachine. It is located near the tennis courts and balls are supplied. The ball machine should be reserved with the Online Tennis Reservation System and may only be used for 1 hour at a time. The ball machine can be checked out by residents during the hours of 8:30am to 4:00pm, 7 days a week. Be sure to come to the Clubhouse early so you can sign the machine out and then you will get the key to access the ball machine. There are instructions for the use and care of the machine laminated and clipped to the side of the machine. You can also request a copy of the instructions at the clubhouse when you sign it out.

Finally, please don’t forget to sign your children up for our FairbanksTennisSummerCamp -- it’s a wonderful new program put on by Club Xcite that we are thrilled to be able to offer to the community. In addition to tennis, kids can also participate in Afternoon Adventure Camp - with lots of fun choices such as: Legomation, Hollywood Video Creations, etc. For more information on this great new program please visit the news section of our website or call the Clubhouse at 858-756-4415.

Fairbanks Riding Club NewsResident Lucy Bachrack, an adorable 6 year old with a heartwarming smile, has been enjoying riding at FRC with Trainer Nicole Johnson and Assistant Trainer Kris Sweeney for almost a year. What Lucy likes best about riding is “posting”. When asked what horses she has ridden Lucy quickly named off “Lightning, Nugget, Rooster and Simon”. What an assortment of horses, as Lightning is a chocolate palomino, Nugget is a Mustang, Rooster is a Morgan, and Simon is a paint quarter horse. Lucy has been learning to ride in an English saddle but thinks she would like to try a western saddle because they look comfortable. When we asked Lucy how long she wants to ride, she thoughtfully said “I want to ride til my Mom’s age”. We at FRC are lucky to have this young equestrian with us!!

Each regular ECC meeting features an Open Forum, wherein residents are welcome to attend and share comments or questions within a designated time frame. The remainder of the ECC meeting is closed due to the sensitive and complex nature of the projects being reviewed.

Voice Your OpinionThe Board of Directors is fortunate to have valuable committee advice on community issues; however, your individual ideas are also desired and encouraged. If you have input, or want to express your opinion on any Associa-tion issue, there are several avenues available to you:

1. Attend a regularly scheduled Board meeting that is usually held the fourth Wednesday of every month. An open discussion is held at the beginning of each meeting.

2. Address a letter to the Board. You may deliver it to the Association office at the Clubhouse, or mail to: P.O. Box 8166, Rancho Santa Fe, CA 92067, or fax to (858) 756-5485. You may also e-mail the Association at: [email protected].

3. Voice your opinion to a committee by attending the appropriate committee meeting. For example: a security or safety concern would be voiced to the

Security Committee.

4. Provide your input to the General Manager, Deborah Baker, so that your concern or advice may be expressed to the full Board. Drop by the Clubhouse or call Deborah at (858) 756-4415. Her e-mail is:[email protected].

5. You may also call or e-mail an individual Board member, but it is important that you and/or the Board member are careful to make sure the full Board becomes aware of your input.
