Victor Mill Community Meeting

• The community meeting in Victor Mill had about 30 residences in attendance. The group brought up very minor issues such as traffic in the neighborhood. The group wants to work harder to get to know each other and especially the officers. A block party has been scheduled, a clean-up day, and a follow up meeting. The meeting also discussed other resources available to the community by other members. Debra Pisnor a pastor at Victor Methodist Church was able to get several others to attend the meeting to assist with parenting classes as well as tutoring programs for children in the community.

During the month of September an estimated 210 contacts were made with various members of the community. The following is breakdown from each event or individual item. During the month there was not

as many special events as in the past two months, however they were quality contacts.

Performance Measures

Efforts were concentrated by Officers to conduct high visibility enforcement stops (over 34 citations issued) along the US 29 corridor prior to the intersection with SC 14 due to the large number of collisions at that intersection. US 29 and Buncombe became the new high spot with a reduction in the number of collisions as US 29 and SC 14.

Criminal Investigations Division – Lt. Eric Pressley Investigators with the Criminal Investigations Division (CID) were assigned twenty two new cases in

September. Investigators were able to successfully clear nineteen cases during the month: eight cases

cleared by arrest, seven were ex-cleared, and three were unfounded. One case was administratively closed

in September. Several of the more significant events for the month are as follows:

• Lt. Eric Pressley graduated from the FBI National Academy on September 16th, 2016. • Sgt. O’Shields attended the Anticounterfeiting Conference in Newberry on September 27. • Det. Arterburn began an investigation into an armed robbery that occurred at the Spinx at

Hwy 14 and Hwy 29. Det. Arterburn also cleared four cases by arrest in September. • Det. Parrott continues to progress in his training, and attended 42 hours of training during

the month of September. • Det. Hemric began an investigation into a forcible CSC that occurred in the parking lot of the

National Guard Armory on Old Woodruff Rd. • Det. Bash continues to serve as training officer for Det. Parrott. Det. Bash was also able to

clear a Possession of stolen firearm case from 2015. • Victim’s Advocate Weibel opened 27 new cases for follow-up. She also followed up on six

previous cases. Weibel also spent 19 hours in various courts during the month assisting victims.

• Crime Analyst Ellis completed six bulletins, two on social media, and four LEO bulletins. Ellis also completed defendant sentencing analysis for one defendant, and five analysis requested by officers, and four from civilians.

• Cpl. Ferrell was able to set up a purchase of meth from a subject known as “Colt Brown” at Hwy 101 and I-85. Surveillance was conducted and the subject was observed showing up to the location for the sell. The subject was detained and a package containing thirteen grams of methamphetamine was located and an additional one gram bag was also located. Jonathan Colt Brown was charged with trafficking methamphetamine.
