Work associated with this project consisted of drilling, installation, development, sampling and testing of three shallow monitoring wells, along with the preparation of this report. The work was performed as the first of two phases in accordance with our agreement with the District and proposal dated September 25 (revised), 2013.

1.0 INTRODUCTION

On behalf of the District, Fugro has prepared this Monitoring Well Installation Report to describe the construction of three monitoring wells which are part of the Five Shallow Monitoring Well Network Installation Program located in Somis, California. We understand that the purpose of the project is to provide additional dedicated monitoring wells that will supplement a series of existing monitoring wells to observe water levels and quality within the shallow aquifer in the East Las Posas and South Las Posas Sub-Basins. This initial phase of work consisted of the installation and baseline sampling of three monitoring wells at the general locations shown on Plate 1 - Shallow Well Locations Map.

This report also includes baseline water quality data from samples that our personnel collected shortly after well development as part of the well pump tests. The monitoring wells will be used to document future changes associated with anticipated increases in groundwater pumpage. Although the location and number of proposed regional desalters are still being determined, it is likely that future water levels in the area will decline from recent highs as groundwater pumpage increases to supply the desalters. This report is presented along with a separate, associated report which documents aquifer testing procedures, results and estimates of required well spacing for future desalter supply wells.

2.0 WELL CONSTRUCTION

2.1 WELL INSTALLATION

Gregg Drilling and Testing (Gregg) of Signal Hill, California, a State of California certified licensed drilling contractor, conducted drilling activities using a truck-mounted hollow-stem-auger (HSA) rig. The wells were assigned and described using the following names: MW-1, MW-2, and MW-3 site.

2.1.1 MW-1 Monitoring Well

The borehole for the MW-1 monitoring well was excavated using 8-inch HSAs to 201.5 feet below the ground surface (bgs) on November 11, 2013. Drilling operations and geologic materials encountered during drilling are documented on Log of Drill Hole (Appendix A, Plates A-2a to A-2c) and site photographs (Appendix A). The earth materials encountered in the drill hole generally consisted of:

0 – 40 feet: Sandy Silt (ML) 40 – 201.5 feet: Sand (SP), Sand with Silt (SP-SM), with a gravel lens from 90 to 100

feet.

We note that the lithologic descriptions are based on fairly widely spaced split- spoon samples (20 to 50 feet) and logging of soil materials from the augers during excavation of the drill hole. Samples were collected using a 2-inch outside-diameter (OD) split-spoon sampler driven by a down hole wireline hammer.

Groundwater was initially encountered at a depth of 93.5 feet (elevation 187 feet; Appendix A). The groundwater level at the time of well construction of was measured at a depth of 96.01 feet (elevation +184.04 feet; Plate 2).

After drilling, the crew constructed a monitoring well to a depth of 142 feet below the ground surface (bgs) on November 12 and 13, 2013 (Plate 2). Below the well completion depth the hole was backfilled with the native caving sand. The well consisted of 2-inch diameter schedule 40 polyvinyl chloride (PVC) pipe with 0.020 inch horizontal slot perforations between 62 and 142 feet bgs and a threaded cap at the bottom. The annular space around the slotted portion of the well was backfilled to 8 feet above the perforated interval using Monterey #2/12 sand pack. To seal the well the Gregg crew placed 6 feet of hydrated bentonite chips directly overlying the sand pack and backfilled the remaining annular space with neat cement grout to 2 feet bgs. Fugro provided a Ventura County registered well inspector to observe the sealing process as mandated by local regulations.

Gregg completed the wellhead with an aboveground locking steel well cover backfilled to the ground surface with a combination of rapid-set and 4,500 psi ready-mix concrete. The space around the casing within the monument was later backfilled with Monterey #2/12 sand pack to provide stability to the aboveground portion of pipe. Photographs of the well construction, sealing and wellhead completion, as well as drilling logs are presented in Appendix A. A diagram of well construction of the MW-1 monitoring well is presented herein as Plate 2.

Cuttings generated during drilling were contained within a roll-off bin adjacent to the well, and then transported to the Calleguas property located at 6811 Grimes Canyon Road in Moorpark, California.

The MW-1 monitoring well was developed by bailing, swabbing and surging methods on November 22, 2013. Gregg removed water from the well after surging, pumping at an approximate rate of 2.5 to 4.5 gallons per minute (gpm). During the well development process, Gregg took regular temperature, conductivity, pH, and turbidity readings to monitor water quality and assess the development process. The water that was removed from the well was discharged into the adjacent Christmas tree farm with the approval of the property owner.

2.1.2 MW-2 Monitoring Well

The borehole for the MW-2 monitoring well was initially excavated using 8-inch HSAs to 167 feet bgs on November 13, 2013. Drilling operations and geologic materials encountered during drilling were documented on Log of Drill Hole (Appendix A-Plates A-3a to A-3c). Site photographs are appended following the log of drill hole in Appendix A. The earth materials encountered in the drill hole generally consisted of interbedded sand and fine grained silt and clay as described below:

0 – 20 feet: Silty Sand (SM) 20 – 40 feet: Sandy Clay (CL) 40 – 60 feet: Sandy Silt (ML) 60 – 83 feet: Sand (SW) 83 – 97 feet: Silt (ML) 97 – 146 feet: Clay (CL) 146 – 167 feet: Interbedded Clay Sand (SC) and Sandy Clay (CL)

hole. Samples were collected using a 2-inch outside-diameter (OD) split-spoon sampler driven by a down hole wireline hammer.

Groundwater was initially encountered at a depth of 44.5 feet (elevation +265.5 feet) during drilling (Appendix A). Groundwater was measured at a depth of 52 feet at the time of well construction (elevation +258 feet; Plate 3).

After the 8 inch HSAs were removed from the hole the crew constructed a monitoring well to 90 feet bgs on November 14 and 15, 2013. In order to construct a 4-inch diameter well, the drilled hole was reamed using 10.5-inch HSAs to 95 feet bgs. Because a clay layer was observed at approximately 100 feet bgs during drilling, the bottom of the reamed hole was sealed using 5 feet of hydrated bentonite chips in order to maintain separation between the shallow and potentially unrelated deeper aquifers. The well consisted of 4-inch diameter schedule 80 PVC pipe with 0.020 inch horizontal slot perforations from 35 to 85 feet bgs. A sump interval was installed between 85 and 90 feet bgs with a threaded bottom cap to allow for easier development and sampling. The annular space around the sump and slotted portions of the well was backfilled to 5 feet above the perforated interval using Monterey #2/12 sand pack. In order to seal the well, Gregg placed 5 feet of hydrated bentonite chips directly overlying the sand pack and backfilled the remaining annular space with neat cement grout to 2 feet bgs. Fugro provided a Ventura County registered well inspector to observe the sealing process, as mandated by local regulations.

Gregg completed the wellhead with traffic rated flush mount set into a concrete apron at the ground surface. The well box backfill and surrounding concrete apron were constructed using a combination of rapid-set and 4500 psi ready-mix concrete. To provide tamper security the casing was fitted with a locking well cap. Photographs of the well construction, sealing and wellhead completion are presented in Appendix A after the log of drill hole. A diagram of well construction of the MW-2 monitoring well is presented herein as Plate 3.

The MW-2 monitoring well was developed by bailing, swabbing, and surging methods on November 26, 2013. Gregg removed water from the well by pumping at an approximate rate of 6 to 20 gpm. Gregg took regular temperature, conductivity, pH, and turbidity readings to monitor water quality and assess the well’s development. Water that was removed from this well was stored temporarily in Fugro and Gregg water buffalos that were adjacent to the well and then moved to the Calleguas wellfield site for future disposal.

2.1.3 MW-3 Monitoring Well

The borehole for the MW-3 monitoring well was initially excavated using 8-inch HSAs to 185 feet bgs on November 20, 2013. Drilling operations and geologic materials encountered during drilling were documented on Log of Drill Hole (Appendix A-Plates A-4a to A-4c). Site photographs are appended following the log of drill hole in Appendix A. The earth materials encountered in the drill hole generally consisted of interbedded sand and fine grained silt and clay as described below:

20 - 40 feet: Silty Sand (SM), 40 – 150 feet: Interbedded Silt (ML), Silty to Clayey Sand (SM/SC), and Clay (CL) 150 – 185 feet: Sand (SP)

We note that the lithologic descriptions are based on fairly widely spaced split- spoon samples (20 foot sample interval) and logging of soil materials from the augers during excavation of the drill hole. Samples were collected using a 2-inch outside-diameter (OD) split-spoon sampler driven by a downhole wireline hammer.

Groundwater was initially encountered at a depth of 107.7 feet (elevation +276.8 feet) during drilling (Appendix A). Groundwater was measured at a depth of 107 feet at the time of well construction (elevation +277.5 feet; Plate 4).

After the 8 inch HSAs were removed from the hole the crew constructed a monitoring well to 156 feet bgs on November 18 through 20, 2013. In order to construct a 4-inch diameter well, the drilled hole was reamed using 10.5-inch HSAs to 160 feet bgs. The well consisted of 4-inch diameter schedule 80 PVC pipe with 0.020 inch horizontal slot perforations from 86 to 156 feet bgs. The hole below the well completion depth was backfilled with caving native sand, and the annular space around the slotted portion of the well was backfilled to 6 feet above the perforated interval using Monterey #2/12 sand pack. To seal the well the Gregg crew placed 6 feet of hydrated bentonite chips directly overlying the sand pack and backfilled the remaining annular space with neat cement grout to 2 feet bgs. Fugro provided a Ventura County registered well inspector to observe the sealing process as mandated by local regulations.

The MW-3 monitoring well was developed by bailing, swabbing and surging methods on November 22, 2013. Gregg removed water from the well via pumping at an approximate rate of 5 to 16.5 gpm and took regular temperature, conductivity, pH, and turbidity readings to monitor water quality and monitor the development of the well. Water removed from the well was discharged into the adjacent orchard with the approval of the property owner.

2.2 WATER SAMPLING AND ANALYSIS

Representative groundwater samples were collected from all three monitoring wells following completion of well development and pump testing and analyzed for general mineral constituents. The laboratory water quality data is attached in Appendix B and the results are summarized on Table 1 – Monitoring Wells Water Quality.

The acquired data indicate that Total Dissolved Solids (TDS) concentrations within the monitoring wells range between 190 mg/l (MW-1) and 2,770 mg/l (MW-3). Notably, the three wells all have relatively concentration of salts including chlorides, nitrates (except MW-2), and metals. The water quality from the MW-2 well is generally of lower quality with regard to total dissolved solids, chloride, sulfate, nitrate+nitrite, calcium and total hardness.

3.0 CONCLUSIONS

Fugro organized and provided oversight for the drilling, installation and development of the three shallow groundwater monitoring wells along Los Angeles Avenue in Ventura County, California. The work was performed in accordance with our agreement with the District and our revised proposal dated September 25, 2013. This report documents the construction procedures, earth materials and groundwater test data. The initial groundwater test data is summarized on Table 1 of this report. A report of pump test data and results for the shallow monitoring wells is presented under separate cover.

The holding time for Fluoride, pH are listed as immediate. Logistically this is very difficult to obtain. FGL policy is to analyze all samples requiring Fluoride, pH on the same day of receipt at the laboratory. If this presents any problem please call. All samples arrived on ice. All samples were checked for pH if acid or base preservation is required (except for VOAs). The holding time for Fluoride, pH are listed as immediate. Logistically this is very difficult to obtain. FGL policy is to analyze all samples requiring Fluoride, pH on the same day of receipt at the laboratory. If this presents any problem please call. All samples arrived on ice. All samples were checked for pH if acid or base preservation is required (except for VOAs).
