Subject: Granville Solvents Site Removal ActionData Report for the Soil Design Technical Memorandum andGroundwater Monitoring Well Installation Report

Dear Ms. Spencer:

On behalf of the Granville Solvents PRP Group, Metcalf & Eddy of Ohio, Inc. (M&E) ispleased to submit for your use the Data Report for the Soil Design Technical Memorandum andthe Groundwater Monitoring Well Installation Report. Arrangements have been made to havea meeting here in Columbus, Ohio, on Wednesday, September 25, 1996, beginning at 10:30 amand we look forward to your attendance. The data collection activities for the site soils have provided valuable information for the designof the soil solution. The geotechnical data indicate that the soils are of low permeability (108

cm/sec), consist primarily of clay- and silt-size materials, contain a low percentage of organiccarbon (0.8%), and have relatively high soil moisture (19%). The chemical data indicate thatthe soil is impacted by volatile organic compounds, primarily tetrachloroethene (PCE) andtrichloroethene (TCE), beneath the warehouse building. The three-dimensional shape of theimpacted soi! is similar to an inverted cone from the surface to the water table.

Based on these data, remedial alternatives will be refined ?.nd evaluated. Because of the soilproperties, it is expected that the concentration of these compounds that will be protective ofgroMndwa;er i;uvy V: significantly'different than the previously established preliminary remedialgoals ;PRGs) ir. • ..c I =sigri Technical Memorandum (DTM, December, 1995). To evaluate thisconter.tion, a f?.;tr^ transport model is being developed to determine what impacted soil mustbe remedied to a:..!?ve urc-^stio.i of the groundwater. A letter is attached with a descriptionof the fate and transport iiiodei;*ig.

1.0 INTRODUCTION

The Removal Action Groundwater Monitoring Program Plan (GWMPP, June 12, 1995) for the GranvilleSolvents Site specifies that a report shall be submitted following the completion of the first sampling

event. The GWMPP states that this report will detail the design, drilling, testing and installation of thenew monitoring wells and piezometers. The GWMPP further specifies that this data shall be providedand discussed in terms of plume definition.

Thirteen new monitoring wells and two piezometers were installed at the site during December 1995.Following the installation and approval of the QAPP, 26 monitoring wells were sampled and these

samples were analyzed as specified. Analytical results are tabulated in Appendix A.

Section 2.0 (Well Installation and Procedures) includes a description of the design, drilling, testing, and

installation of new monitoring wells and piezometers. Section 3.0 (Sampling and Analysis) includes a

presentation of the data. Section 4.0 (Plume Definition) provides a brief discussion of the plumedefinition.

2.0 WELL INSTALLATION AND PROCEDURES

All procedures employed in the installation and sampling of monitoring wells and piezometers were in

accordance with those in the GWMPP (June 12, 1995), and the Quality Assurance Project Plan (QAPP,January 1996). A total of 13 monitoring wells were installed.

2.1 CLEANING OF DRILLING AND SAMPLING EQUIPMENT

Before and after each boring was drilled and a well installed, the drill rig and all necessary equipment

were decontaminated with a high pressure, high temperature wash. Water and solids generated during

this procedure were contained on a constructed pad and collected in 55-gallon steel drums. The waterwas disposed through the water treatment system currently operating on site and the solids were placed

in a disposal box, and tested for disposal.

2.2 DRILLING AND SAMPLING PROCEDURES

A soil boring was drilled using a 4-1/4-inch inside diameter (ID) hollow-stem auger prior to each well

and piezometer installation. Each boring was sampled continuously from the ground surface to the

targeted depth with a standard split-spoon sampler. All soil cuttings were properly contained. Soilcuttings from borings within areas of known soil impact were tested prior to disposal. Soil boring logs

are presented in Appendix B.

Soil samples collected during the drilling of GSS-MW13 were field screened for non-aqueous phase

liquids as required by the U. S. EPA. All soil samples were field screened for total VOCs by using an

HNu with readings taken every 6 inches within each 2-foot split-spoon sample which was retrieved. To

aid in the detection of non-aqueous phase liquid (NAPL), separation tests were conducted with the aidof hydrophobic dye as specified in Procedure P-10 of the QAPP (January 1996).

2.3 MONITORING WELL AND PIEZOMETER CONSTRUCTION

All the new groundwater monitoring wells were constructed of riser casing consisting of flush threaded,2-inch ID Schedule 40 PVC. The well screens were constructed of flush threaded 2-inch ID, 10-foot

long, 0.01-inch factory-machined-slot Schedule 40 PVC. Monitor well screens were placed from 5 to15 feet below the water table for wells GSS-MW3, 4, 5, 6, 7, 8, 9, 10 and 11. The deep wells (GSS-

2 September 1996

Page 8: MONITORING WELL INSTALLATION REPORT · PDF fileMetcalf & Eddy An Air & Water Technologies Company September 5, 1996 Ms. Diane Spencer, Project Coordinator U.S. Environmental Protection

MW1 and GSS-MW3d) were constructed of the same materials but screened from 50 to 70 feet belowthe water table, as specified in the GWMPP.

Piezometers (GSS-MW12 and GSS-MW13) were constructed consistent with monitoring wells, but

screens were placed from approximately 45 to 55 feet below the water table.

Construction procedures for both the groundwater monitoring wells and piezometers followed the protocol

specified in the GWMPP and the QAPP, and as described below. Once the desired monitoring depth wasreached, the well screen and casing were set in place. A sand pack was then emplaced around the screen

by slowly adding sand into the annular space and simultaneously removing the augers. The sand pack

extended from the base of the well to approximately 2 feet above the top of the screen. The annularspace above the sand pack was sealed with a minimum 2-foot-thick bentonite seal using bentonite pellets.

The bentonite seal was allowed to hydrate for a minimum of two hours prior to proceeding. The annular

space above the bentonite seal was grouted with cement/bentonite grout. The grout extended from thebentonite seal to three feet below the ground surface.

The riser casing either extended approximately two feet above the ground surface or was flush with thesurface depending on the surface conditions. Wells completed above grade used a 6-inch-ID locking

protective casing five feet in length set in concrete approximately three feet below grade and extending

above the riser casing. In areas prone to traffic, steel protective posts were installed as necessary. Wells

completed at grade consisted of a flush-mount well cover installed into a concrete anchor/pad.

Monitoring well construction diagrams are provided in Appendix C.

2.4 SURVEYING

An elevation reference point was marked on the top of the riser casing at the north end of the well. All

wells were surveyed as specified in the GWMPP and the QAPP. Survey data are provided in Appendix

D.

2.5 WELL DEVELOPMENT

Approximately one week after installation, each monitoring well and piezometer was developed. The

wells were developed by the pump and surge method. Development continued until the turbidity of the

water was substantially reduced based on visual inspection. Development water was contained and placed

in the on-site treatment system.

3.0 GROUNDWATER SAMPLING AND ANALYSIS

The following sections describe the procedures for collection and analysis of groundwater (Figure 1).All procedures and methods were consistent with the specification in GWMPP and the QAPP.

3.1 GROUNDWATER SAMPLING PARAMETERS AND FREQUENCY

All groundwater samples were analyzed for VOCs using U.S. EPA Method 524.2 (Figure 2).

Groundwater collected from the six wells (MW-1, MW-2D, MW-4D, MW^D2, MW-5, and MW-6) was

analyzed for SVOCs and metals during this sampling event. All samples for SVOCs were analyzed using

U.S. EPA Method 8270. All samples for metals were analyzed by using U.S. EPA Methods 6010 and

7470.

3.2 GROUNDWATER SAMPLING PROCEDURES

3.2.1 Decontamination

To reduce the possibility for cross contamination, dedicated pumps were placed in the wells. All

non-dedicated measuring, purging, and sampling equipment was decontaminated prior to purging andsample collection. Decontamination included washing all development and sampling equipment with a

non-phosphate laboratory detergent, rinsing with potable water, followed by a methanol rinse as necessary(a methanol rinse was not used for pump decontamination). Finally, the equipment was triple-rinsed withlaboratory grade deionized water.

3.2.2 Water Level Measurements

During the sampling event groundwater elevations were determined in all available wells and piezometers

(Figure 3). A complete circuit of water levels was measured before purging and sampling. Groundwater

levels were measured with respect to surveyed reference points marked on the riser casing.

Sepiember 1996

Page 11: MONITORING WELL INSTALLATION REPORT · PDF fileMetcalf & Eddy An Air & Water Technologies Company September 5, 1996 Ms. Diane Spencer, Project Coordinator U.S. Environmental Protection

3.2.3 Well Purging

The wells were purged using the dedicated pump, at a rate specified until parameters stabilized and theywere sampled immediately thereafter. The purged water was contained in a graduated container tomonitor volume removed. All purge water was disposed in the on-site treatment system.

3.2.4 Sample Collection

Samples were obtained with the dedicated pumps used to purge the wells. The pumping rate was

maintained at a flow of approximately 100 mL per minute to minimize agitation (except for deep wellswhich were purged at a rate of 500 mL per minute). Samples were collected by pumping directly intoeach of the required containers. Bottles were filled completely, but were not allowed to overflow. TheVOC bottles were filled so that no headspace remained.

The samples for VOC analyses were collected in 40-mL glass septum vials with Teflon-lined lids. No

preservative was added. SVOC analyses were collected in 1-liter amber glass bottles; no preservativewas used. Metals analyses were collected in 500-ml plastic bottles and were preserved with nitric acid.

3.2.5 Sample Handling

To prevent mis identification of samples, a label was securely fixed to each sample container. These

labels were waterproof and carried the following information:

• Project name and number• Sample identification and number

• Analytical parameter(s) and method

• Initials of collector• Date and time of collection• Preservatives used

3.2.6 Sample Transportation

Following the collection, the samples were transferred to an iced cooler. Ice packs were used to maintaina constant temperature of 4°C within the cooler. To minimize the possibility of container breakage, void

6 September 1996

Page 12: MONITORING WELL INSTALLATION REPORT · PDF fileMetcalf & Eddy An Air & Water Technologies Company September 5, 1996 Ms. Diane Spencer, Project Coordinator U.S. Environmental Protection

space within the cooler was filled with suitable packaging material. At the end of each sampling day, samples were transported to the laboratory via an overnight courier.

3.2.7 Chain-Of-Custody Procedures

A proper chain-of-custody program was followed to document possession and handling of individual

samples from the time of field collection through laboratory analysis. This program included sample

labels, chain-of-custody records, and a laboratory logbook.

A chain-of-custody record was filled out and accompanied every sample. When a sample was shipped

to the laboratory, the sample custodian or laboratory personnel clearly documented the processing steps

that were applied to the sample.

3.2.8 Field and Laboratory QA/QC

For this event, field duplicates were collected from randomly chosen wells at a rate of about 10% of the

number of wells sampled. The field duplicates were collected following the same procedures and were

analyzed for the same parameters as the other samples.

For this sampling event, atmospheric (field-bias) blanks were collected at a rate of about 10% of theinvestigative samples. The atmospheric blanks were collected by filling a set of sample containers with

Type II reagent-grade water. The field-bias blanks were analyzed for the same water quality parametersas the other samples.

At least one trip blank per sampling event was analyzed only if VOCs were sampled. The trip blank was

filled with distilled water at the laboratory before going into the field and was carried along with the other

sample sets.

4.0 PLUME DEFINITION

The plume was described in the Groundwater Monitoring Program Plan (July 25, 1995), based on the

results of the Hydropunch® Investigation conducted in April and May 1994. At that time, the plume was

well defined on-site and to the west (Figure 2). However, there existed some uncertainty as to where the

extent of the plume lay east, north, and south of the site. To define the southern extent of the plume,

monitoring well GSS-MW7 was installed and sampled. Analytical results of samples collected from GSS-MW7 indicate that there are no detectable concentrations of VOCs. Thus, the southern extent of the

plume has been adequately defined.

The background data collected north of the site did not adequately define the northern extent of theplume. As described in the Groundwater Monitoring Program Plan, four locations were chosen for the

placement of wells to define the northern extent of the plume. Monitoring wells GSS-MW1, GSS-MW5,

GSS-MW6, and GSS-MW11 were installed and sampled. Analytical results indicate that there are nodetectable concentrations of site-related VOCs in the groundwater collected from these wells. Thus, the

northern extent of the plume has been defined.

Previous investigations of groundwater had not been conducted east of Ohio EPA monitoring wells MW-3and MW-5. As described in the Groundwater Monitoring Program Plan, two locations were selected at

which monitoring wells were to be installed. Two shallow monitoring wells were installed east of the

site (GSS-MW3 and GSS-MW4). A deep well was paired with GSS-MW3. Chemical analysis of

groundwater samples collected from these wells indicated the absence of detectable concentrations of site-related VOCs. These results indicate that the eastern extent of the plume has been defined.

The Groundwater Monitoring Program Plan also required the installation of two deep wells (GSS-MW12

and GSS-MW13) on site to evaluate the extent of contamination vertically. In addition, four monitoring

wells (GSS-MW8, GSS-MW9, GSS-MW10, and GSS-MW14) and two piezometers (GSS-P3 and GSS-P4)were installed at locations west of extraction well GSS-EW1. Analytical results of groundwater samples

collected from these wells confirm that the plume has been defined (Figure 3).
