• To be able to see changes taking place
• To be able to identify success and good practice, and to change course when things are not going well
• Needs to have a view to the long-term, changes over time, and capacity to analyze and use data collected

WHY NOT MONITORING
• It is hard to establish a robust system which requires long-term horizon
• Valuing monitoring but the project cycle so many are locked into will not pay for it
• Culture of caring about lasting results
