President Muhammadu Buhari hasapproved the appointment of aconsummate technocrat and retired
Director in the Federal Civil Service, Dr.Abdullah Jibril Oyekan (MFR), as the newPro-Chancellor and Chairman of theGoverning Council of the University ofIlorin.
Dr. Oyekan, who takes over from theObi of Ugwashi-Ukwu, Prof. ChukwukaOkonjo, is one of the 23 wise men and womenpicked by the Federal Government to directthe affairs of 23 out of the 40 federaluniversities in the country for the next fouryears.
The appointment was contained in apress statement by the Minister of Education,Mallam Adamu Adamu, penultimate Friday(April 7, 2017).
According to the Minister, in makingthe appointments, President Buhari tookcognizance of the requirements formembership, including a minimum of auniversity degree, high integrity andcommitment to educational development ofthe country.
Dr. Oyekan holds a Ph.D in ChemicalEngineering from the Imperial College ofScience and Technology, University ofLondon, in 1971. He served the Departmentof Petroleum Resources for more than adecade and was Nigeria's Representative onthe Project Implementation Committee of theWest African Gas Pipeline Project, from 1998– Jan. 2000. The Chairman of the UnilorinSports Council, Prof. U. B. Eke, madethis known last Tuesday (April 11,2017) while briefing the Vice-Chancellor, Prof. AbdulGaniyuAmbali (OON), on the performanceof the Unilorin contingent at the zonalqualifying tournament.
Prof. Eke said that 32 coachesand officials would accompany thestudents to the games.
He commended the Students’Union for supporting the athletes whotook part in handball, football andvolleyball at the Zonal qualifyingseries, while he sought the support of
the management for the successfulparticipation of the Unilorincontingent at the games.
Prof. Eke also thanked theVice-Chancellor for his love for thesport and his continuous support toensure that the students of theUniversity win laurels at events andgames.
In his response, the Vice-Chancellor appreciated the effort ofthe Sports Council, adding that sportis a uniting factor in the nation andthat "the University wants to ensurethat we don't lack in that area".

Dr. Gunu, who is now the newAg. Head of the Department ofBusiness Administration, Faculty ofManagement Sciences, said thispenultimate Thursday (April 6,2017), during a send-off programmeorganised in his honour by staffmembers the Centre.
The former Director notedthat his assignment at the Centre wasan opportunity to put into practice, allthe theories that he has known allalong. He said, ”Unilorin gave me the
opportunity to put into practice, thetheory that I have learnt, and that ismy joy… the staff of TEC gave mecooperation, they always stay withme to carry out my duty effectivelyand that made me a successful leadertoday."
The don recalled that when hewas appointed as the Director of TECin 2014, the Vice-Chancellormandated him to visit threeUniversities in Nigeria to see howthey operate their entrepreneurshipprogramme in order to domesticatethe programe in Unilorin
He urged the staff of TEC toalways cooperate with the newDirector in order to promote theCentre and take it to the next level ofdevelopment.
In his remarks, the new AgDirector of TEC, Dr. I.F Abdul,
thanked Dr. Gunnu for giving him therequired tutelage on all that he neededto know about the new assignment.He also appreciated him forfacilitating a smooth and idealtransition, which he said deserves tobe replicated whenever and whereverthere is a change of baton ofadministrative heads.
Dr. Abdul also commendedthe staff that he met on groundbecause they usually give himcomprehensive brief, which enabledhim to present TEC as if he had beenat the Centre for a very long time.
Other speakers at the event,including Dr. U.O. Akanbi of theFaculty of Agriculture, Dr. Isaac Aun,Mr. A.G Ahmed and Mr. O.O. Olota,described Dr. Gunu as an icon and asincere disciplinarian.

He said, “Interested investorsare knocking at our doors withproposals to fund the project”, addingthat “the Deputy Vice-Chancellor(Management Services) along witht h e Vi c e - C h a n c e l l o r , P r o fAbdulGaniyu Ambali, are examiningthe offers and will soon be meetingwith the investors”.
The LABTOP Director, whois also the Coordinator of the researchteam, disclosed that the University isconsidering several funding optionsand raising several questions in a bidto get the best from the project. “Dowe satisfy ourselves with a corporatefunding partner or do we explore acombination of consortium? Do weapproach development bank orcommercial bank directly? Or shouldwe wait till we can save enough andbank roll the project solely?, he askedrhetorically, adding, “Whatever thecase, the management will look forthe best option for the University notonly for now but in the foreseeablefuture”.
Prof Age AbdulKareem, whois apparently very excited, stressedthat the prospect of an investmentmodel that will allow EngineeringStudents work and study, earn a livingwage while reading as it is being donein developed nations and create job
opportunities for staff and students isexciting.
“Besides, we are hoping tocontribute significantly to theUniversity's Internally GeneratedRevenue (IGR), conserve the nation'sforeign exchange by minimizingimportation of production materials,motivate local engineers andstimulate engineering capacities ofour staff and students through thiseffort”, he further revealed, addingthat several tests have been conductedwithin the campus and outside.
The Speed Limiter ResearchTeam Leader, Dr. A.T. Ajiboye of theD e p a r t m e n t o f C o m p u t e rEngineering, University of Ilorin,said, “Initially many of us in this teamdon't have enough knowledge ofspeed control mechanism in relationto automobile but we were able toapply the basic principles we hadlearnt to actualize it in real life”
“This has improved ourconfidence of putting our knowledgeto practice”, he said, expressinggratitude to the LAPTOP Director,Prof AbdulKareem, and theU n i v e r s i t y m a n a g e m e n t f o rchallenging them. “With adequatefunding and motivated professionals,Nigerians, and in fact Africans, canshowcase brilliant engineering skills
and talents in engineering designs”,he further said.

It will be recalled that earlierthis year, (January 2, 2017 edition)
reported theproduction of the speed limiter by theresearch team saying Unilorin is thefirst University in Nigeria to respondspositively to the challenge given bythe Federal Government to Nigerianuniversities to come up with a speedlimiting device that can be used tocurb accidents on our roads.

The Inaugural Lecturerexplained that “critical prophecy, asopposed to the divinatory/esotericfortune-and-future telling type, makesa religion to contribute meaningfullyto social justice, which can engenderprogress, socio-politically andeconomically, when prophets arevigilant and critical of inhumanconducts.” He added that it was alsocapable of ensuring that the dividendsof science and technology wereequitably distributed.
While noting that Africanleaders are knowledgeable andpossessed epistemological resources,Prof. Abioje said, “…Africa shouldhave no excuse not to have developedhighly after several decades ofachieving political independence fromforeign colonialists, but for the selfishmien of those who assume herleadership positions.” According tohim, not many of the leaders “have thepatriotic/prophetic zeal to use theirpositions to move the continentforward.”
The don said, “For instance,the late Chief Abdul-Ganiyu(popularly called “Gani”) Fawehinmi,a Senior Advocate of Nigeria, whodied on September 5, 2009, was amodern prophet. He was an outspokensocial critic and conscience of society,and was seriously victimized andpersecuted for that, as happens tomany, if not all genuine prophets.”
“I am not thereby equatinganybody with Jesus Christ or ProphetMuhammad, but whoever is anoutspoken social critic and conscienceof society, condemning inhumanity ofhuman beings to human beings, andtrying to avoid inhumanity himself orherself, is a critical prophet in theunderstanding of this Lecture,particularly if such a personexemplifies what he or she isadvocating. Some of such persons cutacross religion, race, and ethnicaffiliation”, he maintained.
Prof. Abioje, who observedthat the “history of the Christianprophetic movement in Africa ischaracterised by burning of magicalobjects and claims of casting out evilspirits, rather than engagement in
issues of social justice”, asked, “Whydo many titular Christian prophetsavoid social and ethical issues andf o c u s b a s i c a l l y o ndivinatory/esoteric aspects ofprophecy?”
He further asked, “Could thatbe because the church leaders cravepatronage of political office-holdersand so would not want to criticisethose in political authorities?”
Noting that “all of that aremerely speculative,” the don pointedout that “what is incontrovertible,however, is that divinatory/esotericprophecy has potentiality foreconomic benefit than criticalprophecy which may importpersecution and death, such ashappened to Jesus himself. It isanother question whether manyChristian prophets are ready andstriving to emulate Jesus, but that isbeyond the scope of this Lecture”.
While noting that religioncould be divisive, Prof. Abioje in hisr e c o m m e n d a t i o n s , e n j o i n e drespective adherents of AfricanTraditional Religions, Christianityand Islam to prioritise the role ofprophets as agents of God, rather thanbeing agents of their own religions.He said, “Many Nigerians areindoctrinated to feel that they belongto one religion or the other, ratherthan to God per se; Genuine prophetsspeak for God and not religion assuch.”
Prof. Abioje, who is also amember of the Board ofRadio Station said, “Academicprogrammes shou ld inc ludeintroduction to critical prophecy,which makes a person to becommitted to advocacy in Godlywords and action, even as medicaldoctors, engineers, architects,lawyers, and so on, and not only asclergy men and women”. He stressthat virtue, for which criticalprophets strive, is unarguably the keyto individual and social progress,even when truth can be very bitter.”
The Inaugural Lecturer urgedNigerians to see “critical prophets asfriends of society, and pardon themwhenever they happen to err, since no
human being is infallible”. Heenjoined “people in positions ofauthority to see critical prophets aspartners in progress, towards humanedification and not as adversaries.”
Prof. Abioje further chargeddivinatory/esoteric prophets to shunfraudulent acts, adding that, “theyshould see the i r d iv ina toryknowledge as divine endowment tobe used altruistically; not forexploitation.” “People who consultesoter ic prophets should bediscerning, and not gullible. Theyshould avoid frequent recourse todivinatory prophecy, to avoidmediumistic psychosis” he advised.
He noted that “Criticalp r o p h e t s s h o u l d a n t i c i p a t eopposition and conspiracy fromunexpected quarters”, pointing outthat “the conspiracy that killed Jesuscame from the milieu of the chiefpriests and the political elite.”
“ R e g r e t t a b l y , t h einterpretation by many Christians isthat God wanted Jesus to die so as tosave the world. Yet, the worldcontinues to persecute innocentcritical prophets. Why can’tChristians emphasize that Jesus waskilled by haters of truth; the religio-political powers that be, particularlysince the world is still seekingredemption?” Prof. Abioje askedrhetorically.
The re l i g ious scho la renjoined university communities to“do more in cherishing andprotecting the critical scrutinyembedded in the “ivory tower”mantra”, adding that “universityadministrators should not criminalisenor persecute but appreciate andprotect, to the best of their abilities,critical individuals who mean well,even when, like all human beings,they are not infallible; anybody canerr”, he opined.
Prof. Abioje expressed theconviction that “the provident Godendows humanity with bothdivinatory/esoteric and criticalprophetic potentialities”, pointingout however that “Nigeria is yet toexperience adequate positive effectsof such virtues; she needs many more

When my attention was drawn to an on-linepublication penultimate Saturday, in which theappointment of Dr. Abdullah Jibril Oyekan (MFR)
as the new Pro-Chancellor and Chairman, Governing Councilof the University of Ilorin was scurrilously criticized by thefamiliar wailers, my spontaneous reaction them was “ourhusband has gone mad again!” (apologies to the prolificplaywright, Ola Rotimi). Coming less than 24 hours after theappointment, it was very clear that the disapproval of Dr.Oyekan's headship of the new Unilorin Governing Council byan amorphous group that goes by the name “UnilorinStakeholders Forum” was another manifestation of their usual
stock-in-trade!Contrary to the mischievous ranting of the
professional wailers, the appointment of the renowned publicservice technocrat to head the Unilorin Council at this point intime is one of the best things to happen to the better by farUniversity. Just like the University of Ilorin, an institution thatis widely noted for its all-round excellence in its tripartitemandate of teaching, research and community service, thePro-Chancellor-designate is also a man of excellence in hischosen career.
Educated at two of the best institutions in Nigeria andthe United Kingdom the Kings College, Lagos, and theImperial College of Science and Technology, University ofLondon Dr. Oyekan parades an array of impressivecredentials. And having garnered decades of vast experienceand international exposure at the top echelon in the FederalCivil Service, the new Unilorin Council Chairman possessesproven managerial skills to take the already highly ratedUniversity to even greater heights.
A Ph. D holder in Chemical Engineering from theprestigious University of London, Dr. Oyekan's civil servicecareer took him to the Federal Ministries of Industries,Mining, Power and Steel, Education, Works and Housing,Petroleum Resources, as well Defence, in all of which hemade remarkable impacts, leaving his giant footprints in thesands of time.
Throughout his over 30 years' stint in service, Dr.Oyekan made his marks in a number of crucial governmentdecisions that led to the establishment of golden-gooseprojects and formulation of progressive national policies. Forinstance, he was a critical factor in the setting up of the KadunaSuperphosphate Fertilizer project and the NitrogenousFertilizer project. Indeed, he led the Federal Government teamthat negotiated the contract for the construction of theNitrogenous Fertilizer Complex at Alesa-Eleme, Rivers Stateand he was an integral brain behind the incorporation of theNational Fertilizer Company of Nigeria (NAFCON) in Eleme.
Also, Dr. Oyekan spearheaded the efforts that resultedin the formulation and implementation of the 6 3- 3 4Education System. He headed the team that prepared the firstdraft of the National Housing Policy. And as Director ofPetroleum Resources, the new Chairman of UnilorinGoverning Council was instrumental to the review of someobsolete petroleum laws where the applicable fees andpenalties had become ridiculously small.
The consummate technocrat had served on theboards of several government parastatals and internationalorganisations. These included the Federal SuperphosphateFertilizer Company; the National Fertilizer Company ofNigeria (NAFCON); the Petroleum Training Institute (PTI);the FederalAirportAuthority of Nigeria (FAAN); theAfricanPetroleum Producers Association (APPA); the WorldPetroleum Congress; the World Energy Conference and theWestAfrican Gas Pipeline Project.
With his enviable antecedent, it is clear that Dr.Oyekan will be bringing to his new assignment a bagful ofvast experience and visionary commitment to theachievement of set goals. For an excellence-oriented andquality-imbued citadel like Unilorin, only a paragon ofexcellence like the Council Chairman-designate is goodenough! And as Dr. Oyekan makes his way to the citadel ofexcellence, it is apposite to update him on some of the highpoints of the University over which he has been appointedPro-Chancellor.
The University took off in October 1975 as aUniversity College affiliated to the University of Ibadan withthe late Prof. Tekena Tamuno as the pioneer Principal. He wassucceeded, in December 1975 when he became the ViceChancellor of the University of Ibadan, by Prof. O. O.Akinkugbe. And since then, the University has had eightother Vice-Chancellors. They are: Prof. Akin Adesola(October 1978 April 1981), late Prof. Afolabi Toye(November 1981 November 1985), Prof. Adeoye Adeniyi(1985 1992), late Prof. J. O. Oyinloye (1992 1997), Prof.Shuaib Oba AbdulRaheem (1997 2002), Prof. ShamsudeenAmali (2002 2007), Prof. Is-haq Olanrewaju Oloyede (OFR)(2007 2012), and the incumbent Prof. AbdulGaniyu Ambali(OON).
