THE ROLL-OUT STRATEGY FOR METERING DEPLOYMENT IN NIGERIA

This is a great and unique

opportunity for us and for me in

particular to share my view about the

state of affairs, strategy and the overall

exercise of electricity metering

deployment in Nigeria.

My name is Engr. Kola Balogun of

Momas systems Nig Ltd, a graduate of

electrical / electronic engineering, a

public private partner specialist and the

Momas systems Nigeria Limited in short

brief was a company that

metamorphose from being an ICT

company to a metering specialist and a

service provider to the nation electricity

power sector since 17 years ago. Our

involvement into metering was born out

of the challenges facing the revenue

collections which I will categorize below.




CHALLENGES OF REVENUE COLLECTION

PRE-RCM (REVENUE CIRCLE

MANAGEMENT) PROJECT.

1. Lack of funding to provide necessary ICT

infrastructure to improve customers data record .

2. Increasing debt and high cost of operation.

3. Improper metering facility in place with the old

types decaying.

4. Larger consumers are on estimated billing systems.

5. Insufficient personnel to distribute electricity bills.

6. No policy in place to drive the revenue growth

simply because the sector is solely own by the

government.

7. An attitude problem of the citizen towards publicly

owns parastaters .




Period to the RCM project in Nigeria

there was series of pilot scheme of PPM

in few districts in major part of our

distribution companies and the sole aim

is to test the:

• acceptability,

• suitability,

• operability and

• perhaps viability of the upfront

payment of electricity tariff due to

persistent downward growth in our

However, with favorable reports from

the exercises, led to the emergence of

RCM for the sector to be CATALYSED.

These are the various reasons which

necessitate the formation of Revenue

Circle Management popularly known as

RCM Projects within the year 2003

which I consider most impressive

initiative for the sector to forged ahead.




Despite all the resistance by the sectors

players such as the Union member and

Labour leaders, the projects continue

and lasted for three years and the

sector improve significantly in their

quest to realize revenue improvement.

In addition to that we equally observed

the following achievements of RCM.




SOME ACHEIVEMENTS OF RCM

1.ICT infrastructures were provided by the various

RCM contractors.

2.Modality was put in place to drive the revenue by

improvement on the numbers of captured customers.

3.Improvement on the various pilot schemes of pre-

payment nationwide was also carried out by other

Discos.

4. More staff and sub-contractors were recruited

to improve on the installation of meters and

improvement on the various revenue technique from

the 11 various RCM contractors.

5. Also the inclusion of expatriates within the

various RCM District catalysis the staff altitude to

work and commitment and as such improvement on

the revenue increases.




Solution for collecting Revenue led to National

Roll-Out Tag – National Pre-Payment Metering

Project (NPPMP).

Having observed the progress of the RCM

contractors and the appointment of the new

minister, the committee was inaugurated to

further straighten the emphasis on the

improvement on revenue collection and a

meeting of all the manufacturer/agent was

summoned.




The highlight of the meeting was to deliberate

on capacity for manufacturing and installation

of prepaid meters and other type of metering

methods and a communiqué was reach on the

improvement on the installation capacity

which includes:

1.Federal Government Target of 4.5Million meters

(prepaid and electronics Types).

2. Installation of a minimum of 7000 meters per

day ( Both Single & Three Phase) inclusive.




3.Method and standard of installation with

aggressiveness.

4.Adoption of types of Technology (STS & Smart Card)

standard .

5.The New tariff structure was also adopted.

6.The need for all the contractors (RCM) to have initial

investment in procurement of meters and its

Vending/Management infrastructure with method of

recovering their investment.

7. It was also agreed to open a joint escrow

account (JEA) between each of the contractors and

the Discos within the time frame of three years.




The three years of the National rollout

of PPM/metering implementation was

faced with:

• all sort of ups and downs.

• the suspicion of staff towards the

reform/privatization.

• the change in the executive

management of the sector also

down play aspiration of the

initiative.




THE LESSONS AND REGRETS OF THE PRE-

AND POST-RCM ON THE DRIVE FOR

REVENUE IMPROVEMENT1.A target driven discos was emerged and each disco

were able to put themselves to competitive revenue

growth target.

2.A significant numbers of youth was able to get

employment both skill and unskilled.

3. We were able to differentiate between the two

technology (STS & SMART CARD) see the pros & cons.

4.Reduction in the operational cost of meter readers.

5.Improvement in the customer/service provider

relationship.




THE REGRETS ON THE PPM

INSTALLATION…

1. Improper installation standard by the

contractors and sub-contractors.

2. Lack of adequate supervisory agent/body to

ensure compliance to agreed installation standard.

3.Monitoring of the whole process was a flaw on the

oversight function on the part of the sector and no fund

was made available for that purpose.

4.Lack of adequate guidelines to address tampering of the installation and as such revenue declining resulted.




THE REGRETS ON THE PPM INSTALLATION …

5. Insufficient vending and management

infrastructure and lack of 24/7/365 vending which

frustrate some of the customers when there meter

needed to be top-up and is not available for purchase

which often lead to bypassing of meters.

6. Inter-operability of the two standard was also a

source for concern.




THE WAY FORWARD AND STRATEGIES

OF REVENUE GENERATION FOR THE

POWER SECTOR IN NIGERIA

1.Re-application of electrical service guideline to every

house hold to includes compliances.

2.Re-introduction of Industrial Competence Centre

managed by sector technocrat.

3.The need to carryout energy auditing exercise (Ring

Fenced Approach) from the upstream to the

downstream of our distribution channel

4.Standardization of our upstream (overhead) to

downstream (415V) lines construction to reduce energy

loss.

5.Enhancement of our distribution transformers from

the present state to a more standard to improve the

efficiency of supply to the customer premises.

6.There should be adequate legislation for energy theft.

7.Re-standardization of our energy billing platform to

incorporate both prepaid/credit customers to address

the differential of what goes in transformer as against

what is been used.




8. Introduction of universal billing platform that can take care of both prepaid and credit customers.

9. Introduction of smart grid smart metering

and smart vending would equally erase the entire

bottleneck of the 24/7/365 issues.




In Summary

We strongly believe that if the suggested

solutions proffered by Momas Systems Nigeria

Limited as highlighted above are strictly adhere

to, all the DISCO shall improve on there revenue

growth, which will in return leads to maximum

customer satisfaction and overall improvement in

generation and distribution of electricity. AND

COST RECOVERY WILL BE GUARANTEED.
