FOREWORD

When, in my capacity as President of the Societe de Chimie physique, I opened the 24th Annual Meeting of this Society, devoted this year to 'molecular motions in liquids', I was stirred by a particular emotion. This had two reasons, one general and the other rather personal. I would like to give an explanation in the Foreword to this volume of communications to the Meeting and their ensuing discussions.

An essential characteristic of science is its international nature. It is like a symphony composed of contributions by all the countries playing together as an orchestra in unison. Just as a melody has different 'colours' when played by strings or woodwinds, so there exist similar 'colour' differences, subtle ones, between scientific contributions from different countries, rooted as they are in their own cultural history and liable to impoverish the ensemble if they should cease to participate. I have always had an impression of marked 'colour' differences prevailing among American, Russian, Japanese and European contributions, although within the latter group the timbre is very much the same. This is why I have dreamed of a European 'chamber orchestra' in addition to the great world orchestra.

I am very pleased, therefore, to announce that this European 'chamber orchestra' is in the formative stage and that it is happening in physical chemistry. Beginning in 1974, there will be a joint European meeting every other year, of physical chemists from the Bunsengesellschaft, the Faraday Division, the Societe de Chi~ie Physique and, I hope, the recently formed Italian Association of Chemical Physics; each of these societies cancelled its own annual meeting this year.

The present meeting may be considered as the general rehearsal of forthcoming European meetings. In fact, once the subject, place and date of the present meeting had been decided on by the Societe de Chimie Physique, we rapidly became aware of the interest aroused, and the number of contributions grew far beyond our capacity. We invited our three sister-organizations to assist us in the selection of contributions and the scientific organization of the meeting, and we can hardly be grateful enough for the assistance given to the Organizing Committee by their representatives, Messrs Hertz, Mansel Davies, and Paoloni.

The more personal reason for my desire to say a few words is that forty years of study and finding my way have gone by since T first read Schrodinger's article on the liquid state in the Handbuch der Physik. This article exposed the gap between our understanding of the crystalline and gaseous states on one hand, and our lack of understanding of the liquid state on the other. This was one of the inducements that led me into the field of physical chemistry with hopes of contributing something sig­nificant to our knowledge of the liquid state. I did not succeed in materializing this 'significant contribution', the dream of every young researcher, although in the course

of forty years I devoted my efforts to the problem whenever an opportunity arose, and my interest has remained lively. So I have been very much aware of the progress of our knowledge, accumulated especially in the past thirty years, of the liquid state and particularly of the molecular motions in liquids. This progress owes as much to the development of new concepts, autocorrelations and molecular dynamics, as to the further perfection of more established methods such as dielectric dispersion, in­frared and Raman spectroscopy and Rayleigh scattering, and to the appearance of new methods of investigation such as inelastic neutron scattering and ultrasonic sound propagation.

I believe that the contributions to this congress constitute a unique account of our knowledge to date. This knowledge has reached a level that justifies our hopes that the forthcoming decade may bring us a general theory of the liquid state connecting the molecular and macroscopic properties, unless it is impossible to derive such a theory. I hope that this will not be the case.

PREFACE

In the past forty years, the increase in knowledge on stationary states of molecules undoubtedly constitutes one of the most spectacular developments of molecular physical chemistry. This field is still the subject of active research, owing to the re­finement of spectroscopic methods and to the possibilities of high speed calculations.

However, a new direction of research is currently being developed in which not only the stationary states are considered, but also the fluctuations of these states. This new approach holds interest to many aspects in physical chemistry, and especially so in the study of the liquid state. In a classical approach, only the average short range structures of the liquid molecules are formulated, but it is clearly evident that such an approach is essentially lacking, since the most fundamental properties of a liquid are related to transport phenomena.

To be able to study the liquid state on a microphysical scale as a function of time, it was necessary to develop the applications of statistical mechanics. Specialists in nuclear magnetic resonance (one of the most recent developments in spectroscopy) were quick to exploit these theories. Also, previous works such as those reported by Cabannes, Daure and Rousset on depolarized Rayleigh scattering in liquids have been reinterpreted in the light of these new theories. These theories are currently being ap­plied by active research in the study of various spectral profiles, the determination of relaxation times and by computer simulation of molecular dynamics.

The purpose of the 'Molecular motions in liquids' conference in Or say was to establish an up-to-date account of results obtained. We hope that this conference will enable physical chemists to have a general view of these problems and that it will stimulate the interest for further work in this field. It is also hoped that this will lead to a better understanding of the process of physicochemical transformations in the liquid state.
