Emergency and Disaster

Emergency refers to a sudden and usually

unforeseen event that calls for immediate

measures to minimize its adverse

consequences.

Disaster refers to an event, human-induced or

naturally triggered, sudden or progressive, the

impact of which is such that the affected

community must respond through exceptional

measures.

Hazards and Risk Management

The natural order of things in hazard and risk management

includes:

1. Looking into the general hazard situations of the area.

2. Determining how ready or how unprepared the area is

for the effects of a particular hazard.

Page 58: module_4_-_disaster_risk_reduction___management

Hazards and Risk Assessment

Attempts to specify that there is a certain

probability of an event of a given

proportion occurring in a certain area.

It cannot predict with certainty when these

events will happen or what its effect would

be.

Page 59: module_4_-_disaster_risk_reduction___management

Capacity and Vulnerability Analysis

Page 60: module_4_-_disaster_risk_reduction___management

Understanding the community’s actual or potential

ability to withstand disaster through the presence of

material and human resources that aid in the

prevention and effective response to disasters.

This includes the resources and skills people

possess, can develop, mobilize or have access to,

which allow them to have more control over shaping

their future. It is the ability of the community to deal

with hazards and their attendant impact.

Capacity Analysis

Page 61: module_4_-_disaster_risk_reduction___management

An analytic tool by which disaster potential

areas that may be difficult to recognize

because of the usual combination of,

population density, literacy or building

construction areas, etc., are identified.

Vulnerability Analysis

Page 62: module_4_-_disaster_risk_reduction___management

People live in conditions of vulnerability because of

the following:

• Ignorance of vulnerabilities or limited perception

of risk

• Limited interest, authority and will to change it

• Poor, ineffectual leadership to improve

conditions

• Few options or none at all

Page 63: module_4_-_disaster_risk_reduction___management

1. identify the nature, extent and risk of threat

2. determine the existence and degree of vulnerabilities

3. identify the capacities and resources available

4. identify the gaps and actual needs

5. identify capacities, resources and partners

6. identify the resources to be mobilized

Capacity and Vulnerability analysis aims to:

Page 64: module_4_-_disaster_risk_reduction___management

ARE YOU READY?

Why prepare?

- Being prepared can reduce fear, anxiety and losses

that accompany disasters.

- If disaster occurs in your community, local government and

disaster-relief organizations will try to help you, but you need

to be ready as well for they might not be able to reach you

immediately. You should be ready to be self- sufficient for at

least three days and this mean providing your own shelter,

first aid, food, water and sanitation.

Page 65: module_4_-_disaster_risk_reduction___management

- Every citizen is part of the national emergency management system, that is all about protecting people and property from all types of hazards.

- You have a responsibility to protect yourself and your

family by knowing what to do before, during and after.

- The national emergency management system is built on

shared responsibilities. The whole system begins with

you and your ability to follow good emergency

management practices at home, work and other

locations.

“ We can always do

better, we can analyze

our past performance

and build from there.”
