Developing Training Materials Based on the UN Module Programme
on Standardization • Teachers of the Academy for Standardization, Metrology
and Certification and its regional branches have been working on training materials since January 2014.
• Preparation and testing of training materials is in progress.
• Ready to use materials (in Russian) cover all 15 modules (subject areas) and include:
– texts for distant learners and teaches (beginners)
– presentation slides
– test questions
– a practical exercise: Standardization within a company.
• It is planned to post training materials on-line.
New Developments: Training on Technical Regulations
in the Customs Union • Yekaterinburg INNOPROM (Innovations in Industry) Conference.
July 2013. • Yekaterinburg Conference “Training in the Field of Technical
Regulations”. April 2014. • Yekaterinburg INNOPROM (Innovations in Industry) Conference.
July 2016. • Key challenge: to provide training in the field of technical
regulations in the Customs Union. • Recent facts:
– a special training programme on technical regulations (for professional upgrading) has been approved by the Customs Union
– it is suggested introducing technical regulation into educational curricula (higher school)
– work on training materials is in progress
Major Challenges
• Experts in standardization tend to prepare mostly technical training materials – Historically standardization is included in curricula of technical
higher school establishments
• Universities are sometimes reluctant to add new courses to educational curricula
• Training materials need to be continually improved due to the rapid development of the standardization related legislation in Russia and gradual strengthening of co-operation within the Eurasian Customs Union.
• The key question: how to make training materials and courses attractive to various interested parties?
Testing Training Materials • Training materials are being prepared and tested in
collaboration with Russian universities.
• To discuss and test training materials ASMS runs subject oriented workshops and offers materials to: – D. Mendeleyev University (managers and sociologists)
– The South Federal University (geographers and engineers)
– Kazan University (managers and sociologists)
– Novosibirsk pedagogical university (teachers)
– Tomsk university (environmentalists)
– Nizhny Novgorod university (economists)
– Samara University (petrochemists)
Over 400 trainees have already taken part in testing

Newer Programme developments: Global Reporting Initiative Standards
• The GRI Standards are the first global standards for sustainability reporting.
• They feature a modular, interrelated structure, and represent the global best practice for reporting on a range of economic, environmental and social impacts.

Collaborating with Asian Network for Quality
• Training concept and training materials have been presented at the 14th Congress of ANQ in September, 2016.
• Participants from India, Singapore, Vietnam, Kazakhstan and other countries expressed their interest to further develop training materials based on UNECE Model Programme.
• It is agreed to publish a series of articles with ANQ support and to consider opportunities for running joint training events.
