INTRODUCTION
Relevance of the research problem. Strategic documents and recommendations
of the European Union Maritime Transport Policy until 2018 (2009) emphasize that in
order to ensure safe and competitive navigation it is very important to maintain the high
level of seafarers‟ education and professional competence. Therefore the EU states
have to envisage the appropriate system of seafarers‟ education organization and apply
various means to achieve this goal. “Community actions should aim, in particular, at
adopting measures facilitating lifelong career prospects in the maritime clusters, giving
special consideration to developing advanced skills and qualifications of EU seafarers to
enhance their employment prospects and ensuring that seafarers have good career
paths…” (p.5). Professional seafarers‟ education and training shall provide the future
seafarers the most advanced skills that would open plenty of employment opportunities
(Green Paper, 2006). Strategic documents mention the promotion and support of
research related to the human factor. (Strategic Goals and Recommendations for the EU
Maritime Transport Policy until 2018, 2009; Green Paper, 2006).
Human resources are regarded as the main asset of Europe, one of the major
factors, determining the economic growth and productivity (OECD, 2004). Rational and
purposeful use and development of them is a priority aim of the education and labour
market politicians (Memorandum on Lifelong Learning, 2001). Services of career
design are important to the functioning and efficiency of education and labour market
systems. Services of career design are named as a means competitiveness, employment,
the growth of economy and social stability in Lithuanian and foreign documents (Career
Guidance Strategy, 2003, Human Resource Development Action Plan, 2007, Guidelines
for the Employment Policies of the Member States, 2007, Draft Joint Employment
Report, 2009/2010, etc.).
The provisions of National Education Strategy for 2003-2012 and their
implementation program (2003) note that education should be developed with regard to
the new challenges the Lithuanian society faces and the new opportunities: the
development of democracy and market economy, globalization and abundance of
information, rapid vicissitude, and decomposition of society. The education shall: 1)
help a person to perceive the modern world, gain cultural and social competence and
become a self-dependent, strenuous, responsible person, wishing and being able to learn
continuously and create his own and community‟s life; 2) help a person to get a
professional qualification, corresponding to the modern level of technologies, culture
and personal skills, and capacitate a lifelong learning; constantly meet the needs of
cognition, strive for new competencies and qualifications, necessary for his professional
career and meaningful life.
The Bologna Process and declarations related to it (Lisbon Strategy, 1997; Berlin
Declaration, 2003; Bergen Declaration, 2005; Leuven/ Louvain-la-Neuve Declaration,
2009) try to create the European higher education area in order to expand the

opportunities of citizens‟ employability and ability to get the employment at the national
level and in common European area, to increase the European economical, social,
cultural and civic competitiveness. The new priorities of the higher education area are
provided in the declaration “Bologna process 2020 – the European Higher Education
Area in the New Decade (2009)”: the focus from the characteristics of study process
organization and development of scientific subjects shall be moved to the learner,
his/her needs and abilities, which are determined by labour market and the agreement of
all partners of the study process, the development of the competences enabling students
to compete in global labour market and work at international level are especially
emphasized.
Educational and vocational training institutions have not only to ensure the
qualified specialists‟education, but also provide the opportunities to gain knowledge,
skills and attitudes system necessary for the development of their career – systematic
and streamlined development for career. (Reardon, etc. 2000; Sampson, etc. 2004;
Kučinskienė, 2003; Pukelis, 2007; Rosinaitė, 2008 and etc.).
The European Commission Memorandum emphasizes that the objective of the
vocational guidance, career guidance and counseling as well as services of career
planning development is to ensure that every person could easily access high quality
information and advice related to lifelong learning and professional activity
opportunities. (Memorandum on Lifelong Learning, 2001).
The research on higher school graduates‟ competitiveness in labour market carried
out in Lithuania shows that there is a lack of means for career management skill
development (Kučinskienė, 2003). The main reasons of misbalance in the labour market
and students‟ dissatisfaction are a lack of reliable information about the opportunities of
employment and career opportunities after the graduation from a certain higher school
and inconsistency as well as fragmentariness of the services related to the students‟
career in higher schools.
In 2006 – 2008, during the implementation of the project financed by the
European Union “The modernization of vocational and career guidance, information
provision and counseling services implementing unified career design development
model at colleges and universities” the creation of the systematic students‟ career
competences development model was an ultimate goal. During the project, two career
competence development programs which aim at continuous development of
competences necessary for career development in the fields of self – cognition, learning,
knowledge of career opportunities and career planning have been prepared. However,
seven institutions participated in the project and it does not solve the problem of
systematic preparation of young higher education institution students for career: there is
a lack of career counseling specialists, methodological means necessary for developing
career management competences as well as modern information resources necessary for
career management, etc.
National projects, being implemented till 2013 “Higher schools students‟ training
for career and career monitoring model development and implementation, vocational

guidance specialists‟ working with students qualification development, the creation of
necessary means for them” (I stage) and “ The development of training for career and
career monitoring infrastructure in higher schools” (II stage) aim to create the career
management system in higher education, which consists of necessary methodological
basis and prepared specialists. 23 higher institutions are participating in the project.
While surveying project activities, a controversial question can be raised, whether the
results of the project can meet the needs and ensure the effectiveness of all study fields
students‟ career management skill development.
The requirements upon the seafarers‟ training, the peculiarities and specifics of
seafarer‟s profession and maritime labour market, the tendency of Lithuanian seafarers‟
(management level) share decrease in the labour market fosters the activation of the
future seafarers‟ professional career planning research, the development of professional
career planning skill training (Senčila, Bartusevičienė; Kalvaitienė, 2006; Senčila,
Kalvaitienė, Pukelis 2009; Senčila, Kalvaitienė, Bartusevičienė, 2010; Senčila,
Kalvaitienė, Bartusevičienė, 2011, Lileikis, 2011).
How to develop maritime students‟ professional career planning skills during the
study process? The entity of answers to these questions presupposes the problem of
research – the scientists of educology have researched problems related to the
development of those skills, the interrelation of education and education content
elements and education agents insufficiently.
The search for maritime students‟ professional career planning skills development
model is the scientific problem of the work. It can be concretized with the following
questions: what is the maritime students’ professional career planning skills
development and what parameters does maritime students’ professional career
planning skills development model entail?
The object of the research is the parameters of maritime students‟ professional
career planning skills development model.
The aim of the research is to prepare a model for maritime students‟ professional
career planning skills development.
The objectives of the research:
1. To define the conception and mission of professional career planning skill
development.
2. To distinguish critical requirements for seafarer‟s profession and peculiarities of
seafarer‟s professional career.
3. To generalize Lithuanian and foreign seafarers‟ vocational education models.
4. To found the parameters of maritime students‟ professional career planning skill
development model.
Statements to be defended:
1. Legal regulation of seafarer's profession, the distinguished features of marine
labour market and seafarer's profession reveal the peculiarities of seafarer's profession
and are reflected in the model of linear (vertical) professional career which
is characteristic to a seafarer's professional career.

2. The founded parameters of maritime students' professional career planning
skills development model (the principles of the development, the skills of professional
career planning, the process of planning and external factors: legal regulation of the
profession, the peculiarities of marine labour market and necessary resources)
determine the formation of professional career planning skills development content and
methods.
The scientific novelty of the research. The motivation of professional choice,
professional oneness, career skill development have been analyzed both in theoretical
and empirical aspects. The development of vocational guidance, career design services,
the peculiarities of specialists‟ providing career services activities, the problems related
to their training are analyzed in the K. Pukelis (2006), R. Lauţackas (2005, 2006), A.
Pundzienė (2004), D. Garnienė (2006), Dailidienė, Navickienė (2006), A.Rosinaitė
(2009), L.Navickienė (2011) and other authors‟ studies.
There is not plenty of research on maritime students‟ professional self-
determination, professional career, and professional career planning skill development.
The first research on psychological and pedagogical maritime students‟ choice of
profession was carried out by R. Petrauskaitė (1996); the problems of vocational
seafarers‟ training, the harmonization of seafarers‟ education and training in Lithuania
and Europe have been analyzed (Senčila, 2003; Senčila, Bartusevičienė, 2005);
maritime labour market offer and demand evaluation analyzing Lithuanian seafarers‟
quantitative and qualitative composition and marine specialists‟ age profile tendencies
have been examined (Senčila, Bartusevičienė, Kalvaitienė, 2006, 2009; Pukelis, 2009).
The problems of seafarers‟ personality development and psychosocial seafarers‟
training issues have been studied (Lileikis, 2006; 2008; 2011), Lithuanian seafarers‟
self-development needs have been researched in terms of values (Ţukauskienė, Viršilas,
2005).
The issues of maritime specialist profession, career choice and integration into
maritime labour market are studied more widely, especially by the scientists of World
Maritime University P.Muirhead, 2002; Wu Veiga, 2004; J. Obando-Rojas, 2001;
Thomas and Bailey, 2006; Tang, 2007 and other scientists (Chapman, 1992; Parker,
Hubinger, Green, Sargint, Boyd, 1997; Stadler, 1999; Lebedev, 2001; Jezewska, 2003;
Kaveci, Lane, Sampson, 2003, etc.). Emotional experiences emerging in extreme labour
environment, the meaning of prophylactic means to the seafarers‟ psycho hygiene while
working or preparing to work at sea have been researched.
In the research, maritime students‟ professional career planning skills
development is analyzed using a systematic approach, the parameters describing the
model are founded. The peculiarities of seafarer‟s profession, maritime students‟
professional career planning skill expression and its need of training are discussed.
Theoretical significance of the research. The maritime students‟ professional
career planning skills model has been construed having studied the conceptions of
professional career, career designing, having analyzed the peculiarities of seafarers‟
profession as well as international and national regulation of their training therefore it
reflects the tendencies of maritime students‟ professional career planning skills

development. Having performed the foreign and Lithuanian expert surveys, quantitative
research, maritime students‟ professional career planning skills development relevance
has been founded; the conception of maritime students‟ professional career planning
skills development has been complemented. Maritime students‟ professional career
planning skills development model parameters based on the theoretical and empirical
data reveal new research directions in the field of seafarers‟ vocational career education:
the development of seafarers‟ professional career development content, its methods and
means in the institutions training seafarers; the analysis of cooperation opportunities
among professional career planning skills development process participants.
The practical significance of the research. Maritime students‟ professional
career planning skills development model corresponds to the provisions of employment,
competitiveness training and life long learning regulated in Lithuanian and European
Union political documents. Scientific material founding the structure of maritime
students‟ professional career planning skills has been systematized. Maritime students‟
professional career planning skills development model based on the results of the
interaction between the participants of educational process and the factors of study
content.
The practical significance of the research is related to the implementation of the
prepared maritime students‟ professional career planning skills development model
which would guarantee a systematic development of maritime students‟ professional
career planning skills in seafarers‟ educational institutions. The professional career
planning skills developed during the educational interaction will enable maritime
students to realize their skills maximally and compete successfully in the constantly
changing labour market.
The research methods used in the dissertation
1. The analysis of scientific literature was used to explicate students‟
professional career planning skills training conception and aims, the peculiarities of
seafarers‟ education and seafarer‟s profession.
2. The concept analysis (Walker, Avant, 1995). It is used to find out the
specifics of concept use and to describe the empirical indicators of the conception.
3. The analysis of documents was used to determine the peculiarities of
seafarers‟ training and the regulation of their activity.
4. Modeling method was applied preparing students‟ professional career
planning skills development model.
5. Expert interview method. This method was used in order to find out the
expert attitude towards the peculiarities of maritime labour market, seafarer‟s profession
and to make the parameters of maritime students‟ professional career planning skills
development model more precise.
6. Focus group method. The data of maritime students‟ focus group allowed
making students‟ professional career planning skills development model more precise.

7. Content analysis of qualitative data was used for the empirical grounding of
students‟ professional career planning skills development model parameters and making
them more precise.
8. The methods of statistical analysis of quantitative data were used to
compute the data obtained from the quantitative research. Mathematical statistical
analysis was carried out with the SPSS 16.00 program. Cronbach’s alfa coefficient was
used to determine the reliability of scales.
Theoretical and methodological principles of the research. The work is based on the
following principles:
The ideas of constructivism stating that learning is a process that is constructive,
self-regulating, goal-oriented, depending on circumstances and individual features. The
main factors influencing learning are earlier acquired learner‟s knowledge and
experience. The theory of constructivism recognizes a learner as an active participant of
the learning process who selects, perceives, interprets new information, integrates it into
already available system of knowledge and gathers information. A lecturer has to create
situations encouraging individual learning to provide a student an opportunity to
construct his/her knowledge.
The ideas of positivism in order to verify the professional career planning skills
development model and found the importance of knowledge necessary for maritime
students.
The provisions of pragmatism education philosophy emphasizing that
individual person‟s experience is not only the result of his previous education, but also
the object of his/her further education; that not knowledge itself or social ideas are
important in educational structure, but an individual ability to use social experience
solving relevant personal problems; founding the learner‟s interaction with social
environment as the basis for education.
Career construction theory (Gottfredson, 2005, 2008; Savickas, 2005, 2011),
which maintains that a career is created through the interaction of two variables – a
personality and society – has been referred to while construing the content of maritime
students‟ professional career planning skills development, defining the principles of it.
A person chooses what expresses his/her internal provisions and grounds his/her goals
in the realm of his/her social labour role id est. A person plans his/her career by making
his/her professional behavior and experience meaningful.
The research consists of an introduction, a glossary of the principal terms, the
review of scientific literature, the methodology of research, the outcomes of the
research, a discussion, conclusions, references and annexes. The theoretical part of the
research is illustrated with 19 figures and 22 tables. The references of the dissertation
research contain 289 sources. The total volume is 162 pages, 308 708 symbols and 44
369 words.
Annexes comprise the examples of the applied research means, the data of the
statistical analysis.

The analysis of the conceptions of career, professional career and professional
career planning skills is presented and the critical ideas of the maritime students‟
professional career planning skills development in the context of career design are
revealed in the first part of the dissertation,
The created maritime students‟ professional career planning skills development
model and its methodology are founded in the second part of the dissertation.
The results of empirical research are presented, dicussed and interpreted in the
third part of the dissertation.

Maritime students’ professional career planning skills development
model
Maritime students‟ professional career planning skills development model has
been created using modelling method.
Modelling (Latin – modulus – measure, sample) is revealing the relations or
behavior of certain objects, systems of objects, or processes by creating and researching
models.
R. Tidikis (2003) determines the following critical features of a model: a model
and an original are always an equivalent of an object for a subject; a model replaces an
object in the process of cognition and it itself becomes an object of a research; a model
reproduces the object of a research in a simplified form; a model is used to know the
modelled object, to acquire new information about the object; knowledge received by
the means of the model can be used to understand the original.
While analyzing social phenomena it is important to study them as complex,
because social objects are conditioned by a lot of interdependent factors related to the
object being explained. Each object can be analyzed as a system, consisting of
compound interrelated elements with the relations of certain nature (Zakarevičius, 2002;
Tidikis, 2003; Savickienė, 2005; Kvedaravičius, 2006, etc.).
This work refers to the provisions of systems theory, because the interrelation
between maritime students„ professional career planning skills development process
partners cannot be static, the process is dependent on the factors of the varying
environment: labour market, its specifics, the legal regulation of the profession and its
peculiarities, the training process participants’ characteristics.
The relevance of maritime students‟ professional career planning skills
development is based on the needs of labour market, its specifics and the legal
regulation of seafarers‟ education.
The identification of labour market needs helps to answer the following questions:
What is the need for seafarers in Lithuanian and global labour markets? What
characteristics of maritime labour market and seafarer‟s profession can be
distinguished? What are the peculiarities of seafarer‟s professional career? What
knowledge, skills and provisions that form the content of maritime students‟
professional career planning skills development are necessary?
Different international, European Union and national legal acts envisage the
seafarers‟ education and development ensuring the quality of them. These acts not only
define the content of the seafarer‟s qualification, opportunities to acquire the
qualification, point out the institutions responsible for training and its supervision. Legal
regulation of seafarer‟s profession also reveals the peculiarities of seafarer‟s profession
and skills that are important in the process of maritime students‟ professional career
planning skills development.
In order to ensure professional career planning skills development, human
material and technical resources are necessary. Lecturers, supervisors of

apprenticeships, their professional maturity are very important in the process of
maritime students‟ professional career planning skills development. The success of
skills discussed in the theoretical part of the research: cognition of labour world, social
skills and life long learning education and the application of these skills in the process
of maritime students‟ professional career depend on their competence. Material and
technical resources such as infrastructure and methodical means are necessary for a
successful educational process.
The aim of professional career planning skills development is to help young
people to acquire skills in the area of professional career management systematically, to
encourage a personality to be responsible for the development of his/her professional
activity and personal professional self-expression. When personality changes, the
system of values changes as well therefore the planning professional career is affected
not only from outside (changes in labour market, emergence of new professions, the
development of opportunities to study and/or work abroad, etc.) but by internal factors,
too.
The planning of professional career is a constant process consisting of self-
assessment; research of professional career opportunities; professional career decision
making and professional career plan preparation stages (Pukelis, 2003; Stanišauskienė,
2004). A person has to assess the relation of dynamically changing external factors and
personal priorities with real possibilities, to take the decisions and plan their
implementation with regard to the future changes.
Self-cognition and self-assessment entail two skills important for a professional
career:
-the cognition of personality‟s features important for the professional career;
-The cognition of influence of personal development to the professional career.
This stage is based on self-cognition and the cognition of own abilities and
insights, the determination of one‟s own interests, skills, values, personal features,
goals. Research shows that up to 60% our decisions on professional choices are related
to the interests (Fouad, 1999). An activity, that is interesting for us itself is related to our
inner motivation naturally encourages us to be interested in the field related to it and
develop our career within its limits. Therefore the cognition of own interests is
especially important in order to take good career decisions providing inner satisfaction.
The knowing own abilities and available competences enables people to evaluate their
own strong, weak sides and the ones to be developed with regard to separate
professional alternatives (Gottfrendson, 2005, 2008; Savickas, 2005, 2011,etc.).
Skills of professional career opportunity research are:
gathering, evaluation and usage of professional career information;
the research of global social, technological development trends;
the research of employment opportunities;
the research of learning opportunities.
This block of skills enables to collect reliable information on the economical,
social and technological development trends, the opportunities to work and learn. Skills

of self-cognition and professional career opportunity research help to accumulate
information about themselves and the surrounding world that is necessary for a
professional career.
Professional career decision making. Career decisions are not daily decisions,
therefore their consequences are log-term; in fact they determine successes and failures
of a professional career. That is why professional career decision making skill
development is emphasized as an essential skill. It is important to be able to evaluate
and control the influence of external factors (place and time of decision making, the
pressure from the surrounding people, etc.) on the professional career decisions being
made.
The group of professional career planning skills encompasses three skills:
Creation of a professional career vision;
Professional career decision making;
Preparation of a professional career plan.
A skill of a professional career plan preparation entails the acquisition of different
knowledge, necessary for creating a professional career plan. It is knowledge about the
structure of a career plan, its stages of formation and its content. This knowledge helps
to create the formal structure of a career plan.
The operation of maritime students‟ professional career planning skills
development model is based on the following principles:
The principle of interaction – the learners‟,educators‟ and labour world society‟s
interaction as well as the compatibility of their activities is necessary for the functioning
of the harmonious operation of the model. The accordance of maritime students‟
professional career planning skills development with the needs of labour market is
grounded on the principle of interaction. This interaction provides a constant character
of vicissitude and renewal, determines the dynamicity of the maritime students‟
professional career planning skills development model.
The principle of entirety – the principle of person‟s freedom of self-determination
is clearly expressed in all theories of career development. It is important to pay attention
to the external limitations of personal freedom (economical conditions, social
stereotypes, problems of discrimination, etc.). Internal factors constricting personal
freedom (anxiety, fear, poor development of self-image, behavioral shortfalls, etc.) are
no less significant. Therefore it is necessary to concentrate the development to a
personality as an entirety, keeping in mind the whole spectrum of its needs.
The principle of cooperation – the effective and systematic cooperation between a
person himself, environment and career planning skills educators leads to the success of
this process. The cooperation in the process of education both in European and national
documents is recognized as a value and aspiration (Walther-Thomas et al., 2000). The
process of cooperation enables to change the education participants‟ provisions,
encourages the sharing of information and creation of new knowledge (Giangreco at al.,
1993; Westwood, 1996).

The cooperation is understood as working together concentrating intellectual
powers, helping each other, acting together (Dabartinės lietuvių kalbos ţodynas, 2000).
Some scientists (Butkienė, Kepalaitė, 1996; Teresevičienė, Gedvilienė, 2000) extend the
conception of cooperation by highlighting the importance of general goal, not only
common work. However, the learner‟s motivation is very important in this process. The
contribution of personal efforts to the learning process is directly related to the level of
self- developed professional career planning skills. The development of the skills will be
inefficient without personal efforts, motivation, self-determination and personal interest.
The parameters of maritime students‟ professional career planning skills
development model are defined referring to the theoretical analysis of literature. (See
Figure 2).

Empirical research and results
The maritime students‟ professional career planning skills development model
being created is multi-component, encompassing different components and based on
different principles.
Maritime students‟ professional career planning skills development model has
been created in three stages (See Figure 1).
The first stage was the analysis of scientific literature and documents. While
performing the analysis the experience of seafarers‟education, the regulation of
seafarer‟s profession, the peculiarities of this profession were overviewed. The
theoretical maritime students‟ professional career planning skills development model
was created and its parameters were identified and defined during this stage.
The second stage – quantitative research which was carried out performing two
questionnaire surveys: in January - March, 2008 705 maritime students and seafarers
(351 maritime students and 354 seafarers) were questioned and in December 2010
January, 2011, 255 maritime students were questioned. The research is aimed at the
validation of the maritime students‟ professional career planning skills development
model parameters.
The third stage of model preparation is qualitative research, which aims at better
perception of the phenomenon being researched and its structural elements. The
methods of expert interviews (15 Lithuanian and foreign experts) and focus groups (7
maritime students) were chosen for quantitative research. The expert interviewswere
carried out applying the methods of semi-structured interview and questionnaire survey
in September 2011; the focus group discussion took place in October, 2011.
Criterion sampling method allowing the use of the researcher‟s knowledge about
the researched population was chosen to form the sample of qualitative research.
(Kardelis, 2002; Rupšienė, 2007; Bitinas, Rupšienė, Ţydţiūnaitė, 2008).
20 requests to participate in expert interviews have been sent. 15 experts agreed to
participate and express their opinion. They can be divided into two categories:
- the directors of maritime educational institutions (10 experts);
- the representatives of shipping companies and organizations employing
seafarers (5 experts).
In October, 2011 the second qualitative research was carried out. Data was
collected using the method of focus group discussion. The aim of this qualitative
research was to evaluate the maritime students‟ experience related to professional career
planning, their knowledge of the maritime labour market, and the peculiarities of
seafarer‟s profession, to investigate and determine the practical aspects of students‟
professional career planning skills development.
In order to implement the aim of the dissertation the quantitative research was
carried out by using an anonymous questionnaire survey in writing. 2 quantitative
research works have been carried out in the form of the questionnaire survey: in 2008
and 2010.

The data gathered during the quantitative research were systemized and analyzed
using mathematical statistical methods. The mathematical statistical data analysis was
performed using SPSS 16 adapted for Windows operating system. The following have
been applied for the analysis of the quantitative data:
- the methods of descriptive statistics (percentages of data distribution,
averages, medians, standard deviations have been calculated);
- nonparametric tests (chi-square, Mann-Whitney and Kruskal-Wallis tests,
Spearman‟s Rho correlation coefficient),
- parametric tests (t-test and ANOVA),
- factoring analysis,
- dichotomous analysis.
CONCLUSIONS
1. The conception of professional career planning skills development is founded on
constructivist epistemology and holistic view to a professional career as well as the
professional career planning skills development. The development of professional career
planning skills: self-cognition, self-management (self-education), labour world cognition,
adjustment to work, lifelong learning, and social skills is defined as a process enabling
persons to plan their professional career as a consistent and managed process. Therefore the
mission of professional career planning skills development is to encourage a personality to
be responsible for the planning and improvement of the own professional activity.
2. The essential requirements for seafarer‟s profession and the peculiarities of seafarer‟s
profession have been distinguished on the basis of theoretical research. It confirms the first
statement to be defended.
2.1. Seafarer‟s profession is reckoned among the professions, regulated by the states,
involvement into which requires specific professional qualification, according to
international, European Union and national legal acts. The regulation of seafarer‟s
profession encompasses the following requirements: age, education, length of service,
health, knowledge of English, the conformance of qualification to the established
competence standards and the consecution of seafarers‟ office holding.
2.2. The peculiarities, which are characteristic to a seafarer‟s profession and influence the
planning of career and the development of professional career planning skills: positive
(clear professional career opportunities; possibility to get employment in international
maritime labour market; higher salary than that on coast, longer holiday, etc.) and
negative (the breakaway from intimates and familiar environment, work and life in
enclosed space, the monotony of work and life at sea, the increased threat of accidents
and emergencies, work in extreme situations (storms, dangers of piracy), and etc.). A part
of seafarer‟s profession peculiarities can be regarded as both positive and negative: the
responsibility of the performed work (management of complex technical objects,
autonomy of decision-making, etc.), work in the multicultural crews, frequent change of
geographical climate zones and.
2.3. The consecution of office holding in the hierarchical structure of a ship without
skipping any steps is characteristic to a seafarer‟s professional career which is typical to

the model of linear professional career. It confirms the second statement to be defended.
Documents providing a right to hold office in a ship are issued depending on the size of a
ship, the section of a ship, and the office held. In total, there are 23 marine ranks of
management level (including a radio operator), and 3 marine ranks of ratings in
Lithuania.
2.4. The peculiarities of seafarer‟s profession are also determined by maritime labour
market which has the following characteristics: the internationality of labour market, the
particular dynamics of vacancies and labour force mobility, rapid changes of activity
content, etc.
3. Seafarers‟ training in different countries has a lot of generalities. After the analysis and
generalization of seafarers‟ vocational training experience in foreign countries and Lithuania,
the following essential features heightened:
3.1. Seafarers‟ training is regulated by international, European Union and national legal
acts. They define not only the content of seafarer‟s qualification, but also the compulsory
requirements of training and certification, divided into levels depending on the positions
held in a ship, functions performed and ship‟s size, the principles of supervision and
procedures.
3.2. International conventions and conventions of European Union stipulate the uniform
requirements for the seafarers‟ certification, but different study programmes and different
schemes of professional marine career development are used in different countries. The
essential difference is the sequencing of theoretical teaching/learning in educational
institution and gaining practical experience in ships. The countries around the globe use
the following schemes or models of seafarers' training: studies after professional
practice; “sandwich”; continuous training; integrated training. The continuous
seafarers‟ training model when students finish the full theoretical course and gather
seagoing service required for the first marine rank is the most frequently used. (In
Belgium, Finland, Estonia, Germany, Ireland, Spain, Lithuania, and etc.). After the
graduation, a seafarer can quickly pursue the career and go up the career ladder, because
the change of marine rank certificate to the higher one does not require additional
academic studies.
3.3. In Lithuanian vocational training of seafarers, the content of both university and
college studies is intended to develop the same professional competences. After the
graduation of the first cycle college (4 years) or university (4 years and additional special
studies 1 year) studies (EQF, Level 6), different qualification degrees are granted
(professional bachelor and bachelor, respectively), but the same professional
qualification, to which the uniform international and national requirements are applied.
4. The accomplished theoretical research enabled to create the maritime students‟ professional
career skills development model by distinguishing the parameters of the development model. It
confirms the second statement to be defended.
4.1. Maritime students‟ professional career skills development model is founded on the
following principles: the principle of interaction, which claims that pursuing the
continuous adjustment of maritime students‟ professional career skills development
content with the needs of marine labour market and peculiarities of seafarers‟ profession,
the interaction of learners, educators and labour world and the harmony of their activities

are indispensable; the principle of entirety, concentrating the development to a
personality as a whole, seeing the whole spectrum of his/her needs; the principle of
cooperation, emphasizing the importance of systematic cooperation between a person and
his/her educators.
4.2. The skills of labour world cognition, adjustment to work, self-cognition, social, and
life-long learning skills, which are important to the process of seafarer‟s professional
career planning, have been distinguished.
4.3. The external factors: legal regulation of seafarer‟s profession, marine labour market,
the peculiarities of seafarer‟s profession and the resources (human, material, technical)
indispensable for the development have a direct influence on maritime students‟
professional career skills development.
5. The carried out empirical research (qualitative and quantitative) has let to found and make the
main parameters of maritime students‟ professional career skills development model more
accurate. The parameters determine the design of professional career planning skills
development content and the methods of the development. It confirms the second statement to
be defended.
5.1. The following external factors have influence on the formation of maritime students‟
professional career skills development content:
Legal regulation of the profession. Experts qualified international legal regulation as an
important factor of seafarer‟s career planning.
Peculiarities of marine labour market. Experts pointed out the following most significant
features of marine labour market: the internationality of the sector, which is determined by
the global nature of maritime activity; the international regulation of activity and labour
market, especially intensive mobility of vacancies and labour force; rapid changes of
activity content.
Peculiarities of seafarer’s profession. Experts confirmed the distinguished peculiarities of
seafarer‟s profession (the breakaway from familiar environment, dangerous and difficult
conditions, specific work schedule, responsibility, teamwork, the hierarchical structure of a
crew, the multi-functionality of seafarer‟s work, fast professional career) and emphasized
the necessity of and the development of psychological and physical fitness for work at sea.
Resources indispensable for the development. Higher schools have to anticipate human,
material and technical resources necessary for the realization of maritime students‟
professional career skills development model.
5.2. During the research, the distinguished in the model skills of seafarers‟ professional
career planning, indispensable for their development have been founded and complemented:
Skills of labour world cognition and adjustment to work. The distinguished peculiarities and
features of marine labour market and seafarer‟s profession determine the requirements for
the maritime students‟ professional career planning skills;
Self-cognition, self-management (self-development) skills (psychological and physical
fitness, dutifulness, motivation and proactiveness, ability to make right decisions in stressful
situations);
Social skills (teamwork skills, knowledge of English, management skills, communication
skills, professional competence, understanding of and tolerance to different cultures);
Life-long learning skills (the continuous renewal of legal knowledge, the development of
professional qualification).

5.3. The carried out research allowed the establishment of lacking professional career
planning skills and the possible methods and means of maritime students‟ professional
career planning skills development: the integration of professional career planning skills
development into the subjects of studies; the preparation for vocational seagoing
apprenticeship; the resort to the higher years students’ and graduates’ experience; the use
of lecturers’ experience; the engagement of social partners and employers; the use of active
teaching/learning methods; international exchange; informational methodical publications
for students.

Reziumė
Temos aktualumo pagrindimas. Europos Sąjungos jūrų transporto politikos
strateginiuose dokumentuose ir rekomendacijose iki 2018 metų (2009), akcentuojama,
kad siekiant uţtikrinti saugią ir konkurencingą laivybą, labai svarbu išlaikyti aukštą
jūrininkų rengimo lygį ir profesinį kompetentingumą. Todėl ES ir jos valstybės narės
turi numatyti tinkamą jūrininkų rengimo organizavimo sistemą ir tuo tikslu taikyti
įvairias priemones. „Bendrijos veiksmais visų pirma turėtų būti siekiama: priimti
priemones, kuriomis būtų padidintos visą gyvenimą trunkančios karjeros jūrų sektoriaus
įmonių grupėse perspektyvos, ypatingą dėmesį skiriant ES jūrininkų mokėjimų
tobulinimui ir profesiniam tobulėjimui, kad pagerėtų jų darbo perspektyvos, ir
uţtikrinant, kad jūrininkai turėtų galimybes kilti karjeros laiptais...“ (p. 5). Jūrininkų
profesinis rengimas turėtų suteikti būsimiems jūrininkams aukščiausios kokybės
mokėjimų, kuriuos turint atsivertų daug darbo galimybių (Green Paper, 2006).
Strateginiuose dokumentuose minimas mokslinių tyrimų, susijusių su ţmogiškuoju
veiksniu skatinimas ir rėmimas (Europos Sąjungos jūrų transporto politikos strateginiai
tikslai ir rekomendacijos iki 2018 metų, 2009; Green Paper, 2006).
Ţmonių ištekliai laikomi svarbiausiu Europos turtu, vienu iš pagrindinių
konkurencingumą, ekonominį augimą ir produktyvumą lemiančių veiksnių (OECD,
2004). Racionalus, tikslingas jų naudojimas bei plėtojimas yra prioritetinis švietimo ir
darbo rinkos politikų tikslas (Mokymosi visą gyvenimą memorandumas, 2001).
Švietimo ir darbo rinkos sistemų funkcionavimui bei veiksmingumui yra svarbios
karjeros projektavimo paslaugos. Karjeros projektavimo paslaugos Lietuvos ir uţsienio
dokumentuose įvardijamos kaip priemonė skatinanti konkurencingumą, uţimtumą,
ekonomikos augimą ir socialinį stabilumą (Profesinio orientavimo strategija, 2003,
2007–2013 m. ţmogiškųjų išteklių plėtros veiksmų programa, 2007, Guidelines for the
Employment Policies of the Member States, 2007, Draft Joint Employment Report,
2009 / 2010 ir kt).
Valstybinės švietimo strategijos 2003–2012 metams nuostatose (2003) bei jų
įgyvendinimo programoje (2005) paţymima, kad švietimas turi būti plėtojamas
atsiţvelgiant į Lietuvos visuomenei tenkančius naujus iššūkius ir atsiveriančias naujas
galimybes: demokratijos ir rinkos ūkio plėtrą, globalizaciją informacijos gausą, sparčią
kaitą, visuomenės išsiskaidymą. Švietimas turi: 1) padėti asmeniui suvokti šiuolaikinį
pasaulį, įgyti kultūrinį bei socialinį kompetentingumą ir būti savarankišku, veikliu,
atsakingu ţmogumi, norinčiu ir gebančiu nuolat mokytis bei kurti savo ir bendruomenės
gyvenimą; 2) padėti asmeniui įgyti profesinę kvalifikaciją, atitinkančią šiuolaikinį
technologijų, kultūros ir asmeninių gebėjimų lygį, ir sudaryti sąlygas mokytis visą
gyvenimą; nuolat tenkinti paţinimo poreikius, siekti naujų kompetentingumų ir
kvalifikacijų, reikalingų jo profesinei karjerai ir gyvenimo įprasminimui.
Bolonijos procesas ir su juo susiję komunikatai (Lisabonos strategija, 1997;
Berlyno komunikatas, 2003; Bergeno komunikatas, 2005, Leveno ir Naujojo Luveno

komunikatas, 2009 metai) siekia sukurti Europos aukštojo mokslo erdvę tam, kad būtų
išplėstos piliečių įsidarbinamumo bei gebėjimo įsidarbinti galimybės nacionaliniu
lygmeniu ir bendroje Europos erdvėje, padidintas Europos ekonominis, socialinis,
kultūrinis, pilietinis konkurencingumas. Naujieji Europos aukštojo mokslo erdvės
prioritetai išdėstyti komunikate „Bolonijos procesas 2020 – Europos aukštojo mokslo
erdvė naujame dešimtmetyje“ (2009): akcentas nuo studijų proceso organizavimo
charakteristikų ir akademinės mokslinių disciplinų plėtojimo turi būti perkeliamas į
besimokantįjį, jo poreikius ir gebėjimus, kuriuos nustato darbo rinka ir visų studijų
proceso partnerių susitarimas, ypač pabrėţiamas kompetentingumų, leidţiančių
konkuruoti pasaulinėje darbo rinkoje, dirbti tarptautiniu lygmeniu, ugdymas.
Švietimo ir profesinio rengimo institucijos turi uţtikrinti ne tik kvalifikuotų
specialistų rengimą, bet ir jų karjeros vystymui reikalingų ţinių, mokėjimų ir nuostatų
sistemos įgijimo galimybių sudarymą – sistemingą ir kryptingą ugdymą karjerai
(Reardon ir kt. 2000; Sampson ir kt. 2004; Kučinskienė, 2003; Pukelis, 2007, Rosinaitė,
2008 ir kt.).
Europos Komisijos mokymosi visą gyvenimą memorandume pabrėţiama, kad
profesinio informavimo ir konsultavimo bei karjeros planavimo paslaugų plėtotės
uţdavinys – uţtikrinti, kad kiekvienas asmuo galėtų lengvai gauti kokybišką informaciją
bei patarimus, susijusius su mokymosi ir profesinės veiklos galimybėmis visą gyvenimą
(Mokymosi visą gyvenimą memorandumas, 2001).
Lietuvoje atlikti aukštųjų mokyklų absolventų konkurencingumo darbo rinkoje
tyrimai rodo, kad aukštosiose mokyklose trūksta priemonių reikalingų karjeros valdymo
gebėjimų ugdymui (Kučinskienė, 2003). Pagrindinės disbalanso darbo rinkoje ir
studentų nepasitenkinimo prieţastys yra patikimos informacijos apie įsidarbinimo bei
karjeros galimybes baigus tam tikrą studijų programą nebuvimas ir su studentų karjera
susijusių paslaugų aukštosiose mokyklose nenuoseklumas ir fragmentiškumas.
2006–2008 m. įgyvendinant Europos Sąjungos finansuojamą projektą „Profesinio
ir karjeros orientavimo, informavimo ir konsultavimo paslaugų modernizavimas
įdiegiant vieningą karjeros projektavimo kompetencijų ugdymo modelį kolegijose ir
universitetuose“ siekta sukurti sistemingą studentų karjeros kompetentingumų ugdymo
modelį. Vykdant projektą parengtos dvi karjeros kompetentingumų ugdymo programos,
kurių tikslas yra aukštosiose mokyklose nuolat ugdyti karjeros plėtotei reikalingus
kompetentingumus: savęs paţinimo, mokymosi ir karjeros galimybių paţinimo bei
karjeros planavimo srityse. Tačiau projekte dalyvavo septynios institucijos ir tai
neišsprendţia aukštųjų mokyklų studentų sistemingo jaunų ţmonių rengimo karjerai:
trūksta karjeros konsultavimo specialistų, karjeros valdymo kompetentingumų ugdymui
reikalingų metodinių priemonių bei karjeros valdymui reikalingų šiuolaikiškų
informacinių šaltinių ir kt.
Iki 2013 m. vykdomi nacionaliniai projektai: „Aukštųjų mokyklų studentų
ugdymo karjerai ir karjeros stebėsenos modelių plėtotė ir įdiegimas, su studentais
dirbančių profesinio orientavimo specialistų kvalifikacijos tobulinimas, jiems skirtų
priemonių sukūrimas“ (I etapas) bei „Ugdymo karjerai ir karjeros stebėsenos

infrastruktūros aukštosiose mokyklose plėtotė“ (II etapas) skirti sukurti karjeros
valdymo paslaugų aukštajame moksle sistemą, kurią sudarys reikalinga metodinė bazė
ir parengti specialistai. Projekte dalyvauja 23 aukštojo mokslo institucijos. Apţvelgiant
projekto veiklas, skirtas studentų karjeros valdymo mokėjimams ugdyti, kyla diskusinis
klausimas, ar projekto rezultatai gali atliepti ir uţtikrinti visų studijų krypčių studentų
karjeros valdymo mokėjimų ugdymo veiksmingumą?
Jūrininkų rengimui keliami reikalavimai, jūrininko profesijos bei jūrinės darbo
rinkos ypatumai bei specifika, ryškėjanti Lietuvos jūrininkų (vadovaujančios sudėties)
maţėjimo darbo rinkoje tendencija, skatina aktyvinti būsimųjų jūrininkų profesinės
karjeros planavimo tyrimus, profesinės karjeros planavimo mokėjimų ugdymo plėtotę
(Senčila, Bartusevičienė; Kalvaitienė, 2006; Senčila, Kalvaitienė, Pukelis 2009; Senčila,
Kalvaitienė, Bartusevičienė, 2010; Senčila, Kalvaitienė, Bartusevičienė, 2011, Lileikis,
2011).
Kaip ugdyti jūreivystės studentų profesinė karjeros planavimo mokėjimus studijų
proceso metu? Atsakymų į šiuos klausimus visuma suponuoja disertacijos problemą –
edukologijos mokslininkų darbuose nepakankamai moksliškai ištirta šių mokėjimų
ugdymo problematika, ugdymo turinio elementų bei ugdymo veikėjų sąveika.
Jūreivystės studentų profesinės karjeros planavimo mokėjimų ugdymo
neapibrėţtumas yra šio darbo mokslinė problema, kurią galima konkretizuoti šiais
klausimais: a) kokie yra jūreivystės studentų profesinės karjeros planavimo mokėjimų
ugdymo poreikiai? ir b) kokie pagrindiniai parametrai nusako jūreivystės studentų
profesinės karjeros planavimo mokėjimų ugdymo aukštojoje mokykloje modelį?
Tyrimo objektas – jūreivystės studentų profesinės karjeros planavimo mokėjimų
ugdymo modelio parametrai.
Tyrimo tikslas – pagrįsti jūreivystės studentų profesinės karjeros planavimo
mokėjimų ugdymo modelio parametrus.
Tyrimo uţdaviniai:
1. Apibrėţti profesinės karjeros planavimo mokėjimų ugdymo sampratą ir
paskirtį.
2. Išskirti esminius jūrininkų profesijai keliamus reikalavimus ir jūrininkų
profesinės karjeros ypatumus.
3. Apibendrinti Lietuvos ir uţsienio šalių jūrininkų profesinio rengimo modelius.
4. Pagrįsti jūreivystės studentų profesinės karjeros planavimo mokėjimų ugdymo
modelio parametrus.
Ginamieji teiginiai
1. Jūrininko profesijos teisinis reglamentavimas, jūrinės darbo rinkos ir jūrininko
profesijos išskirti bruoţai atskleidţia jūrininko profesinės karjeros ypatumus ir
atsispindi jūrininko profesinei karjerai būdingame linijinės (vertikalios) profesinės
karjeros modelyje.
2. Jūreivystės studentų profesinės karjeros planavimo mokėjimų ugdymo modelio pagrįsti
parametrai (ugdymo principai, profesinės karjeros planavimo mokėjimai, planavimo procesas
bei išoriniai veiksniai :profesijos teisinis reglamentavimas, jūrinės darbo ir profesijos ypatumai

bei reikalingi ištekliai) lemia profesinės karjeros planavimo mokėjimų ugdymo turinio
formavimą ir metodus.
Disertaciniame tyrime taikyti mokslinio tyrimo metodai:
Mokslinės literatūros analizė naudota, siekiant išsiaiškinti profesinės karjeros
planavimo mokėjimų ugdymo sampratą ir tikslus, jūrininkų rengimo bei jūrininkų
profesijos ypatumus.
Koncepto analizė (Walker, Avant, 1995). Ji yra naudojama siekiant išsiaiškinti
sąvokų vartojimo ypatybes bei apibūdinti empirinius sampratos rodiklius.
Dokumentų analizė naudota, siekiant nustatyti jūrininkų rengimo ir jų veiklos
reglamentavimo ypatumus.
Modeliavimo metodas taikytas rengiant jūreivystės studentų profesinės karjeros
planavimo mokėjimų ugdymo modelį.
Ekspertų interviu metodas. Šis metodas pasitelktas siekiant išsiaiškinti ekspertų
poţiūrį į jūrinės darbo rinkos, jūrininkų profesijos ypatumus bei patikslinti jūreivystės
studentų profesinės karjeros planavimo mokėjimų ugdymo modelio parametrus.
Grupinės diskusijos metodas. Jūreivystės studentų grupinės diskusijos duomenys
leido patikslinti profesinės karjeros planavimo mokėjimų ugdymo modelio parametrus.
Kokybinių duomenų turinio analizė (content) naudota empiriniam jūreivystės
studentų profesinės karjeros planavimo mokėjimų ugdymo modelio parametrų
pagrindimui ir patikslinimui.
Statistinės (kiekybinių duomenų) analizės metodai taikyti apdorojant kiekybinio
tyrimo metu gautus duomenis. Matematinė statistinė tyrimų duomenų analizė atlikta
SPSS 16.00 programa. Skalių patikimumui nustatyti naudotas Cronbach alpha
koeficientas.
Tyrimo teorinės ir metodologinės nuostatos. Darbas grindţiamas šiomis
teorinėmis ir metodologinėmis nuostatomis:
Konstruktyvizmo idėjomis, kad mokymasis yra konstruktyvus, save reguliuojantis,
į tikslą orientuotas, priklausantis nuo aplinkybių bei individualių asmens savybių
procesas. Svarbiausi veiksniai, darantys įtaką mokymuisi, yra anksčiau įgytos
besimokančiojo ţinios ir patirtis. Konstruktyvizmo teorija pripaţįsta besimokantįjį esant
aktyviu mokymosi proceso dalyviu, kuris atrenka, suvokia, interpretuoja naują
informaciją, ją integruoja į jau turimą ţinių sistemą ir kaupia patirtį. Kad studentas turėtų
galimybę konstruoti ţinias, dėstytojas turi sukurti individualų mokymąsi skatinančias
situacijas.
Pozityvizmo idėjomis remtasi verifikuojant jūreivystės studentų profesinės
karjeros planavimo mokėjimų ugdymo modelį, grindţiant jūreivystės studentams
reikalingų ţinių svarbą.
Pragmatizmo ugdymo filosofijos nuostatomis, pabrėţiančiomis, kad individuali
asmens patirtis yra ne tik ankstesnio ugdymo rezultatas, bet ir tolesnio ugdymo
objektas; kad ugdymo struktūroje svarbios ne pačios ţinios ar socialinės idėjos, o
individualus gebėjimas visuomeninę patirtį panaudoti asmens aktualioms problemoms

spręsti; pagrindţiančios besimokančiojo sąveiką su socialine aplinka kaip ugdymo
pagrindą.
Karjeros konstravimo teorija (Gottfredson, 2005, 2008; Savickas, 2005, 2011),
kuri teigia, kad karjera kuriama sąveikaujant dviem kintamiesiems – asmenybei ir
visuomenei, remtasi konstruojant jūreivystės studentų profesinės karjeros planavimo
mokėjimų ugdymo turinį, apibrėţiant ugdymo principus. Asmuo renkasi tai, kas
išreiškia jo vidines nuostatas bei pagrindţia jo tikslus socialinėje darbo vaidmenų
tikrovėje t.y. asmuo planuoja savo karjerą suteikiant prasmę savo profesinei elgsenai bei
patirčiai.
Darbo struktūra. Darbą sudaro įvadas, pagrindinių sąvokų ţodynėlis, trys dalys,
diskusijos klausimai, išvados, literatūros sąrašas ir priedai. Disertacijos teorinė dalis ir
tyrimai iliustruojami 19 paveikslų ir 22 lentelėmis. Atliekant disertacinį tyrimą remtasi
288 literatūros šaltiniais.
Prieduose pateikiami taikytų tyrimo priemonių pavyzdţiai, statistinės analizės
duomenys. Darbo apimtis – 163 lapai, 308 599 simboliai ir 44 341 ţodis.
Pimoje disertacijos dalyje yra pateikiama karjeros, profesinės karjeros ir
profesinės karjeros planavimo mokėjimų sampratų analizė ir atskleidţiamos jūreivystės
studentų profesinės karjeros planavimo mokėjimų ugdymo koncepcijos esminės idėjos
karjeros projektavimo kontekste.
Antroje disertacijos dalyje pagrindţiamas sukurtas jūreivystės studentų profesinės
karjeros planavimo mokėjimų ugdymo modelis ir pagrindţiama jo metodologija.
Trečioje disertacijos dalyje pristatomi, aptariami ir interpretuojami empirinių
tyrimų rezultatai

Uţsienio šalyse jūrinių specialistų profesijos, karjeros pasirinkimo, integravimosi
į jūrinę darbo rinką klausimai nagrinėjami plačiai, ypač Pasaulio jūrų universiteto
(World Maritime University) mokslininkų: P.Muirhead, 2002; Wu Veiga, 2004; J.
Obando-Rojas, 2001; Thomas and Bailey, 2006; Tang, 2007 ir kt. Mokslininkų
(Chapman, 1992; Parker, Hubinger, Green, Sargint, Boyd, 1997; Stadler, 1999;
Lebedev, 2001; Jezewska, 2003; Kaveci, Lane, Sampson, 2003 ir kt.) tyrinėti jūrininkų
emociniai išgyvenimai, kylantys ekstremalioje darbo aplinkoje, profilaktikos priemonių
reikšmė jūrininkų psichohigienai dirbant ar rengiantis dirbti jūroje.
Profesinio pasirinkimo motyvacija, profesinis kryptingumas, karjeros mokėjimų
ugdymas Lietuvoje yra nagrinėta tiek teoriniu, tiek empiriniu aspektais. Profesinio
orientavimo, karjeros projektavimo paslaugų plėtotės, karjeros paslaugas teikiančių
specialistų veiklos ypatumai, jų rengimo problemos analizuojamos S. Kregţdės (1988),
L. Jovišos (1999), K. Pukelio (2003, 2006), R. Kučinskienės (2003, 2005), R. Lauţacko
(2005, 2006), A. Pundzienės (2004), D. Garnienės (2006), E. Dailidienė, L. Navickienės
(2006, 2011), M.Barkauskaitės (2007), A. Rosinaitės (2009), D.Augienės (2009) ir kt.
darbuose.
Jūreivystės studentų profesinio apsisprendimo, profesinės karjeros, profesinės
karjeros planavimo mokėjimų ugdymo tyrimų nėra gausu. Jūreivystės studentų

psichologinius ir pedagoginius profesijos rinkimosi klausimus pirmoji tyrė mokslininkė
R. Petrauskaitė (1996); nagrinėtos profesinio jūrininkų rengimo, jūrininkų profesinio
tobulėjimo, jūrininkų rengimo Lietuvoje ir Europos Sąjungoje harmonizavimo
problemos (Senčila, 2003; Senčila, Bartusevičienė, 2005); jūrinės darbo rinkos pasiūlos
ir paklausos vertinimas analizuojant Lietuvos jūrininkų sudėties kiekybinę ir kokybinę
sudėtį bei jūrinių specialistų amţiaus profilio tendencijas (Senčila, Bartusevičienė,
Kalvaitienė, 2006, 2009; Pukelis, 2009; Senčila, Kalvaitienė, Bartusevičienė, 2010;
Senčila, Kalvaitienė, Bartusevičienė, 2011). Nagrinėti jūrininko asmenybės ugdymo,
psichosocialinės jūrininkų rengimo problematikos (Lileikis, 2006; 2008; 2011),
Lietuvos jūrininkų saviugdos poreikiai tirti vertybiniu aspektu (Ţukauskienė,Viršilas,
2005).
Šiame tyrime jūreivystės studentų profesinės karjeros planavimo mokėjimų
ugdymas analizuojamas sisteminiu poţiūriu, pagrindţiami modelį nusakantys
parametrai. Aptariami jūrininko profesijos, jūrinės darbo rinkos ypatumai, jūreivystės
studentų profesinės karjeros planavimo mokėjimų raiška ir ugdymo poreikis.
Teorinis tyrimo reikšmingumas
Jūreivystės studentų profesinės karjeros planavimo mokėjimų modelis konstruojamas
išnagrinėjus profesinės karjeros, karjeros projektavimo sampratas, išanalizavus jūrininkų
profesijos ypatumus ir jų rengimo tarptautinį ir nacionalinį reglamentavimą, todėl jis atspindi
jūreivystės studentų profesinės karjeros planavimo mokėjimų ugdymo tendencijas. Atlikus
uţsienio ir Lietuvos ekspertų apklausas, kiekybinius tyrimus, pagrįsti jūreivystės studentų
profesinės karjeros planavimo mokėjimų ugdymo modelio parametrai, patikslinta jūreivystės
studentų profesinės karjeros planavimo mokėjimų ugdymo samprata. Teoriniais ir empiriniais
duomenimis pagrįsti jūreivystės studentų profesinės karjeros planavimo mokėjimų ugdymo
modelio parametrai atveria naujas tyrimų kryptis jūrininkų profesinės karjeros planavimo
mokėjimų ugdymo srityje: profesinės karjeros planavimo mokėjimų ugdymo turinio ir ugdymo
metodų bei priemonių plėtojimas jūrininkus rengiančiose institucijose; profesinės karjeros
planavimo mokėjimų ugdymo proceso dalyvių bendradarbiavimo galimybių analizė.
Tyrimo praktinis reikšmingumas
Jūreivystės studentų profesinės karjeros planavimo mokėjimų ugdymo modelis
atliepia Lietuvos bei Europos Sąjungos politiniuose dokumentuose reglamentuojamas
uţimtumo, konkurencingumo ugdymo bei mokymosi visą gyvenimą nuostatas.
Susisteminta mokslinė medţiaga, pagrindţianti jūreivystės studentų profesinės karjeros
planavimo mokėjimų ugdymo struktūrą. Sukurtas jūreivystės studentų profesinės
karjeros planavimo mokėjimų ugdymo modelis, grindţiamas studijų proceso veikėjų bei
studijų turinio veiksnių sąveikos rezultatais.
Praktinis tyrimo reikšmingumas sietinas su parengto jūreivystės studentų
profesinės karjeros planavimo mokėjimų ugdymo modelio realizavimu, kuris laiduotų
jūrininkų rengimo įstaigose sistemingą jūreivystės studentų profesinės karjeros
planavimo mokėjimų ugdymą. Ugdymo sąveikoje iš(-si)ugdyti profesinės karjeros
planavimo mokėjimai leis jūreivystės studentams maksimaliai realizuoti savo
mokėjimus bei sėkmingai konkuruoti nuolat kintančioje darbo rinkoje.

IŠVADOS
1. Profesinės karjeros planavimų mokėjimų ugdymo samprata grindţiamas
konstruktyvistine epistemologija bei holistiniu poţiūriu į profesinę karjerą bei
profesinės karjeros planavimo mokėjimų ugdymą. Profesinės karjeros planavimo
mokėjimų: savęs pažinimo, savivaldos (saviugdos), darbo pasaulio pažinimo,
prisitaikymo darbe, mokymosi visą gyvenimą, socialinių mokėjimų ugdymas
apibrėţiamas kaip procesas, įgalinantis asmenis planuoti savo profesinę karjerą kaip
nuosekliai organizuotą ir valdomą procesą. Todėl profesinės karjeros planavimo
mokėjimų ugdymo paskirtis – skatinti asmenybę būti atsakinga uţ savo profesinės
veiklos planavimą ir tobulinimą.
2. Teorinio tyrimo rezultatų pagrindu išskirti esminiai jūrininkų profesijai keliami
reikalavimai ir jūrininkų profesinės karjeros ypatumai, kurie atsispindi jūrininko
profesinei karjerai būdingame linijinės (vertikalios) profesinės karjeros modelyje. Tai
patvirtina pirmąjį ginamąjį teiginį.
2.1. Jūrininko profesija priskiriama prie valstybių reguliuojamų profesijų, kuria
verčiantis pagal tarptautinius, Europos Sąjungos bei nacionalinius teisės aktus,
reikalaujama specifinės profesinės kvalifikacijos turėjimo. Jūrininko profesijos
reglamentavimas apima šiuos reikalavimus: amţiaus, išsimokslinimo, staţo,
sveikatos, anglų kalbos mokėjimo, kvalifikacijos atitikimo nustatytiems
kompetentingumų normatyvams bei jūrininkų uţimamų pareigų nuoseklumui.
2.2. Jūrininko profesijai būdingi ypatumai, turintys įtakos profesinės karjeros
planavimui ir jų ugdymui: teigiami (aiškios profesinės karjeros galimybės;
galimybė įsidarbinti tarptautinėje jūrinio darbo rinkoje, didesnis nei krante darbo
apmokėjimas, ilgesnės atostogos ir kt.); neigiami (atsiskyrimas nuo artimųjų ir
įprastos aplinkos, darbas ir gyvenimas uţdaroje erdvėje, darbo ir gyvenimo jūroje
monotoniškumas, padidinta nelaimingų atsitikimų ir avarijų grėsmė, darbas
ekstremaliose situacijose (štormas, piratavimo pavojai) ir kt.). Dalis jūrininko
profesijos ypatumų gali būti priskiriami ir prie teigiamų, ir prie neigiamų:
atliekamo darbo atsakomybė (valdomi sudėtingi techniniai objektai,
savarankiškumas priimant sprendimus ir kt.), darbas daugiakultūrinėse įgulose,
daţnas geografinių klimato zonų keitimas ir pan.
2.3. Jūrininko profesinei karjerai būdingas pareigų laivo hierarchinėje struktūroje
uţėmimo nuoseklumas, nepraleidţiant pakopų, kas būdinga linijinės (vertikalios)
profesinės karjeros modeliui, todėl jūrininko profesinei karjerai netinka kitose profesijose
populiarėjanti horizontalios (plokščios) karjeros modelis. Profesinės jūrininko karjeros
struktūroje išskiriami 23 vadovaujančios sudėties jūriniai laipsniai (įskaitant radijo
operatorių), kurie patvirtinami dokumentais, suteikiančiais teisę eiti pareigas laive,
priklausomai nuo laivo dydţio, laivo skyriaus ir uţimamų pareigų.

2.4. Jūrininkų profesinės karjeros ypatumus lemia ir jūrinė darbo rinka, kuri
pasiţymi šiomis charakteristikomis: darbo rinkos tarptautiškumu, ypatingu darbo
vietų ir darbo jėgos mobilumu, sparčiais veiklos turinio pokyčiais.
3. Jūrininkų rengimas įvairiose šalyse turi daug bendrybių, tačiau išanalizavus ir
apibendrinus uţsienio šalių ir Lietuvos jūrininkų profesinio rengimo patirtį išryškėjo šie
esminiai bruoţai:
3.1. Jūrininkų rengimą reglamentuoja tarptautiniai, Europos Sąjungos bei
nacionaliniai teisės aktai. Juose apibrėţiamas ne tik jūrininkų kvalifikacijos
turinys, bet ir privalomi rengimo ir diplomavimo reikalavimai, suskirstyti į lygius
priklausomai nuo laive uţimamų pareigų, vykdomų funkcijų bei laivo dydţio,
apibrėţti prieţiūros principai ir procedūros.
3.2. Tarptautinės konvencijos bei Europos Sąjungos direktyvos nustato vienodus
reikalavimus jūrininkų diplomavimui, tačiau įvairiose šalyse jūrininkų rengimui
yra naudojamos skirtingos studijų programos ir realizuojamos skirtingos
profesinės jūrinės karjeros plėtojimo schemos. Esminis skirtumas pasireiškia
teorinio mokymo(-si) mokymo įstaigoje ir praktinės patirties įsigijimo laivuose
eiliškume. Pasaulio šalyse naudojamos tokios jūrininkų rengimo schemos arba jų
modeliai: studijų po profesinės praktikos; „sumuštinio“; ištisinio rengimo ir
integruoto rengimo. Daţniausiai naudojamas ištisinis jūrininkų rengimo modelis,
kai studentai studijų metu baigia visą teorinį kursą ir surenka plaukiojimo cenzą
pirmam jūriniam laipsniui (Belgijoje, Suomijoje, Estijoje, Vokietijoje, Airijoje,
Ispanijoje, Lietuvoje ir kt.). Po studijų baigimo jūrininkas gali greitai siekti ir kilti
profesinės karjeros laiptais, kadangi jūrinio laipsnio diplomo keitimas į aukštesnį
nereikalauja papildomų akademinių studijų.
3.3. Lietuvoje jūrininkų profesiniame rengime ir koleginių, ir universitetinių
studijų turinys skirtas tų pačių profesinių kompetentingumų ugdymui. Baigus
kolegines (4 metai) ar universitetines (4 metai ir papildomos specialiosios studijos
– 1 metai) pirmosios pakopos studijas (6 EKS lygmuo), suteikiami skirtingi
kvalifikaciniai laipsniai (profesinio bakalauro ir bakalauro), bet ta pati profesinė
kvalifikacija, kuriai taikomi vienodi tarptautiniai ir nacionaliniai reikalavimai.
4. Atliktas teorinis tyrimas leido pagrįsti jūreivystės studentų profesinės karjeros
planavimo mokėjimų ugdymo modelį išskiriant ugdymo modelio parametrus.
4.1. Jūreivystės studentų profesinės karjeros planavimo mokėjimų ugdymo
modelis grindţiamas šiais principais: sąveikos principu, kuris teigia, kad siekiant
nuolatinio jūreivystės studentų profesinės karjeros planavimo mokėjimų ugdymo
turinio derinimo su jūrinės darbo rinkos poreikiais ir jūrininko profesijos
ypatumais, būtina besimokančiųjų, ugdytojų ir darbo pasaulio sąveika bei jų
veiklų tarpusavio dermė; visuminiu principu, koncentruojančiu ugdymą į
asmenybę kaip į visumą, matant visą jos poreikių spektrą; bendradarbiavimo
principu, pabrėţiančiu paties asmens ir ugdytojų sistemingo bendradarbiavimo
svarbą.

4.2. Išskirti darbo pasaulio paţinimo, prisitaikymo darbe; savęs paţinimo;
socialiniai ir mokymosi visą gyvenimą mokėjimai, kurie yra svarbūs jūrininko
profesinės karjeros planavimo procese.
4.3. Jūreivystės studentų profesinės karjeros planavimo mokėjimų ugdymui
tiesioginės įtakos turi išoriniai veiksniai: jūrininko profesijos teisinis
reglamentavimas, jūrinės darbo rinkos, jūrininko profesijos ypatumai ir reikalingi
ugdymui ištekliai (ţmogiškieji, materialieji, techniniai).
5. Atlikti empiriniai tyrimai (kokybiniai ir kiekybiniai) leido pagrįsti ir patikslinti
pagrindinius jūreivystės studentų profesinės karjeros mokėjimų ugdymo modelio parametrus,
kurie lemia profesinės karjeros planavimo mokėjimų ugdymo turinio projektavimą ir
ugdymo metodus. Tai patvirtina antrąjį ginamąjį teiginį.
5.1. Jūreivystės studentų profesinės karjeros planavimo mokėjimų ugdymo turinio
formavimui turi įtakos išoriniai veiksniai:
profesijos teisinis reglamentavimas. Ekspertai apibūdino tarptautinį teisinį
reglamentavimą kaip svarbų jūrininko karjeros planavimo veiksnį.
jūrinės darbo rinkos ypatumai. Ekspertai išskyrė šiuos reikšmingiausius
jūrinės darbo rinkos bruoţus: sektoriaus tarptautiškumas, kurį lemia globalus
jūrininkystės veiklos pobūdis; tarptautinis veiklos ir darbo rinkos reguliavimas,
itin intensyvus darbo vietų ir darbo jėgos judumas; spartūs veiklos turinio
pokyčiai.
jūrininko profesijos ypatumai. Ekspertai patvirtino išskirtus jūrininko profesijos
ypatumus (atitrūkimas nuo įprastos aplinkos, pavojingos ir sunkios sąlygos,

5.2. Tyrimo metu pagrįsti ir papildyti modelyje išskirti jūrininkų profesinės karjeros
planavimo mokėjimai:
darbo pasaulio pažinimo, prisitaikymo darbe mokėjimai. Išskirti jūrinės darbo
rinkos ir jūrininko profesijos ypatumai lemia reikalavimus jūreivystės studentų
profesinės karjeros planavimo mokėjimams;
savęs pažinimo, savivaldos (saviugdos) mokėjimai (psichologinis bei fizinis
pasirengimas, pareigingumas, motyvacija ir iniciatyvumas, gebėjimas priimti
teisingus sprendimus stresinėse situacijose);
socialiniai mokėjimai (komandinio darbo gebėjimai, anglų kalbos mokėjimas,
vadybiniai mokėjimai, komunikabilumas, profesinis kompetentingumas, įvairių
kultūrų supratimas ir toleravimas);
mokymosi visą gyvenimą mokėjimai (nuolatinis teisinių ţinių atnaujinimas,
profesinės kvalifikacijos tobulinimas).

5.3. Atlikti tyrimai leido nustatyti jūreivystės studentų profesinės karjeros
planavimo mokėjimų raišką, jų poreikius bei galimus jūreivystės studentų
profesinės karjeros planavimo mokėjimų ugdymo metodus ir priemones:
profesinės karjeros planavimo mokėjimų ugdymas integruojant į studijų dalykus;
aktyvių ugdymo metodų naudojimas; nuoseklus parengimas profesinei
plaukiojimo praktikai; vyresnių kursų studentų, absolventų bei dėstytojų patirties
panaudojimas; socialinių partnerių, darbdavių įtraukimas; informacinių
metodinių leidinių rengimas jūreivystės studentų profesinės karjeros planavimo
mokėjimų ugdymui(-si) ir kt.

Genutė Kalvaitienė dirba Lietuvos aukštojoje jūreivystės mokykloje direktoriaus
padėjėja, lektore Uosto ekonomikos ir vadybos katedroje.
