The alliance of HIV/AIDS Vietnam Action Groups (HAVAG) was was established consisting of non-governmental organizations and self-help established consisting of non-governmental organizations and self-help groups.groups.
Vietnam Civil Society Platform on AIDSVietnam Civil Society Platform on AIDS, initiated by ISDS and Bright , initiated by ISDS and Bright Futures, is home to hundreds of community groups and civil society Futures, is home to hundreds of community groups and civil society organizations. Vietnam Network of People Living with HIV/AIDS (VNP+) was launched on August, 2008. In April 2009, VNP+ its membership reached 140 member groups & networks (~ 8000 PLHIV).

Vietnam Network of MSM & transgender people was launched in July 2013, immediately having 91 groups across the nation registered.

• Comment on the draft of the National Strategy to control HIV/AIDS until 2020 and vision to 2030

HIV Prevention:• NGOs, CBOs and FBOs play a critical role in implementing
prevention interventions at community level: BCC, peer education, VCT, condoms, needles & syringes distribution.
• STRONGER Project, implemented in 7 PEPFAR provinces, reached over 8000 people, provided information and 38.000 condoms in 2008.
• 25 to 50 percent of services for MSM are provided by CSOs.

adherence (treatment adherence rate in CBOs is 96-98%)

Stigma and Discrimination reduction:• CBOs, self-help groups, networks of PLHIV have contributed
greatly to stigma and discrimination reduction by raising their voices in workshops, forums and conferences; the self-motivation - self-reliance – self-confidence movement; S&D research; anti-S&D monitoring in health care services, in community and on media; developing and implementing anti-S&D model in the community etc.

Program management, Monitoring and Evaluation:• CSOs and CBOs have representatives in the Global Fund’s CCM • Attend regular coordination meeting organized by VAAC• Since 2009, one VNGO has become a member of the national

VCSPA (2011) and VUSTA (2012)• Conduct several monitoring and evaluation studies (Monitoring
citizen program – VNP+, Women using drugs – SCDI and drug user network, S&D index in Vietnam – VNP+)

CSOs and CBOs have implemented successful activities at community level and developed sound proposals which draw the attention and funding from donors and INGOs.

The first time civil society organizations (CSO) participated in developing proposals to apply for Global Fund grants.
The proposal of CSO component was approved by the Global Fund -> VUSTA became the sub-recipient (Ministry of Health is the primary recipient) The first time civil society organizations directly receive major funding from the Global Fund ($16 million in 5 years 2011-2015).
CSOs and networks of PLHIV having representatives in the Country Coordinating Mechanism(CCM) of the Global Fund.
VUSTA became a member of CCM and the National Committee for AIDS Control , Drug and Prostitution Control.
