Sri Ravi Capoor, lAS, Additional Chief Secretary to the Govt. of Assam, Industries &Commerce Department & Chairman, State Level Committee presided over the meeting andwelcomed all the members & officials present in the meeting and asked the Member Secretary toplace the agenda before the committee for discussion & scrutiny.

Sri Biswajeet Das, Addl. Director ofIndustries & Commerce (UAZ) & Member Secretary, StateLevel Committee welcomed the members and explained the purpose of the meeting andrequested the members to deliberate on the Agenda placed before the committee.

Agenda 1: Confirmation of the Minutes of the last SLC The Minutes of the so" State LevelCommittee meeting held on 17.07.2018 were circulated among the members. As there was noobservation or comments from any members, the Committee confirmed the Minutes.

Agenda 2:Discussion & approval of claims of 30% CCIS (Below ~1.5 Crore)

The Member Secretary placed before the Committee a total of 24 nos. of fresh and 7nos. of court cases.

The Member Secretary informed the committee that:

All the claims were scrutinized as per policy guidelines issued by DIPP, Government ofIndia from time to time. He further informed about the procedures adopted for scrutinizing theclaims before placing in the Committee. All the claims placed before the Committee had alreadybeen scrutinized at various levels. Physical verification was initially done by the office of theGM,DICC. Senior Finance & Accounts Officer and Audit Cell of the office of theCommissioner, Industries & Commerce, Assam also verified the claims and admissibility ofdocuments submitted by the claimants in the light of guidelines issued by Government of Indiatill date. The Committee was also informed that the claim put up through agenda note by theoffice of the Commissioner, Industries & Commerce, Assam were found to be eligible,admissible and in accordance with the revised guidelines.

The Member Secretary further informed that all the financing banks/institutions were alsoinvited to the SLC to appraise the status of their financing units.

After threadbare discussion and obtaining the views of the officials of the Banks /Financial Institutions of the claims financed by them, the Committee examined all 24 nos. ofCentral Capital Investment Subsidy claims placed before the SLC and approved 9 nos. ofcases ,deferred 14 ~os of cases and reiected 1 No of cases.

Agenda 3:Discussion on 7(Seven) nos of court cases manufacture coke.

The matter regarding Hon'ble Guwahati High Court verdict on consideration of subsidyclaims of 7(Seven) nos of coke industries raise before the SLC.

The order of the Hon'ble High Court passed in WP(C) No. 4060/2018, 409112018,407912018,4100/2018,4062/2018,4084/2018 & 4082/2018 dated 20.06.2018 was placed in themeeting. The Hon'b1e High Court has directed to consider the claims of the petitioner for CentralCapital Investment Subsidy on Plant & Machineries and pass appropriate order as may bepermissible under the law. The exercise was directed to be carried out within 4(Four) monthsfrom the date of receipt of certified copy. The matter was examined in the meeting.

The Committee decided to take present status of the units through concerned GeneralManager, DICC's before taking further necessary action and directed Member Secretary tosubmit report in the next SLC.

The decision of State Level Committee case wise is placed at Annexure-A

The meeting ended with a vote of thanks from the Chair.
