methods to prevent surface pollution are included in the Stormwater

Pollution Prevention Plan (SWPPP).

2. Site Plan –

a) Site Access –

• The applicant will obtain a permit for the driveway. The driveway

profile showing the 10% maximum grade is included in the

drawings.

• The turn outs to facilitate vehicle passing were confirmed with Neal

Halloran.

b) Utilities –

1. Water Supply – The well testing under the provisions of the aquifer

overlay is not required was confirmed with Neal Halloran.

2. Wastewater Disposal –

• The project will be submitted to the Orange County

Department of Health (OCDOH) for approval.

3. Stormwater –

• The SWPPP is attached. The location of the roof drains is

shown on the drawings. The clearing limits are shown on

the drawings. The construction fencing will be installed prior

to any work.

• A double layer of silt fence will be installed on the

downhill side of the disturbance. Check dams ae shown on

the drawings.

c) Miscellaneous -

• Blasting – No blasting is anticipated.

We are also in receipt of a letter prepared by John O’Rourke, P.E., Village of Goshen

Engineer, Lanc and Tully Engineering and Land Surveying, PC dated January 13, 2021.

In response, we offer the following comments:

1. The driveway has been located to minimize disturbance to the site. As such, it is

located in a reasonable location.

2. The limits of disturbance have been revised to include the well.

3. The limits of disturbance shall be marked out by a licensed land surveyor and an

orange safety fence shall be installed to ensure that the limits are adhered to.

4. As a courtesy, the Village of Goshen will be notified by email when the silt

fencing is installed.

5. A double layer of silt fence will be installed as shown on the Erosion Sediment

and Control Plan.

6. Note 12 has been added to the site that restricts de-icing agents such as salt, and

outdoor storage.

7. Details C /C-3 presents the Porous Pavement. Swales along the driveway will be

installed as shown on the Erosion Sediment and Control Plan and Detail 3/C-5.

8. The grading away from the house and the driveway will be stabilized with grass.

This will minimize any erosion toward the reservoir.

9. The locations of the roof and footing drains are shown on the drawings. It should

be noted that the residence is located between the septic system and the reservoir.

The septic system will be reviewed by the OCDOH.

10. The split rail fence is proposed in the vicinity of the 2-family residence.

11. A plan note or covenant is unnecessary. The Town of Goshen Building

Department has jurisdiction if the site is not maintained.

Additionally, we are in receipt of a comment letter prepared Alan J. Sorensen, AICP of

the Orange County Department of Planning dated January 8, 2021. In response, we offer
