HALIBURTON KAWARTHA PINERIDGE HEALTH UNIT ORDER
Use of Non-Medical Masks and Face Coverings in Commercial Establishments
To prevent the spread of COVID-19, the Haliburton, Kawartha, Pine Ridge
District Health Unit is instructing that non-medical masks or face coverings be
worn in many indoor public spaces in the area. This instruction takes effect at
12:01 am on July 13, 2020, and includes commercial establishments and businesses
in Haliburton County, Northumberland County and the City of Kawartha Lakes.
The Health Unit is issuing this under the authority of Ontario Regulation 263/20
under Ontario’s Emergency Management and Civil Protection Act. The aim of the

PASTORAL MANAGEMENT INFORMATION FOR PRIESTS
Dear Reverend Fathers, Reverend Deacon, and Parish Staff in the Haliburton Kawartha Pine
Ridge District Health Unit region,
Today, the HALIBURTON KAWARTHA PINERIDGE HEALTH UNIT has expanded the Order
from last week regarding the wearing of face coverings/masks to include churches.
Specifically, face coverings/masks must be worn when entering or exiting the church. When
parishioners are seated in the pew, face masks are strongly encouraged but not mandatory.
Note that the HKPR District Health Unit Order only mandates face coverings/masks to be
worn while exiting or entering the church, while the BAO Registrar's Directive for funerals
mandates that attendees wear face coverings/masks throughout the funeral in the church.

The Health Unit’s updated instructions on mask use in indoor public places include the
following points:
Indoor face mask use now applies to churches/places of worship. While face masks/coverings
must be worn in most indoor places and situations open to the public, the exception is when
patrons are ‘in place’ and no longer ‘roaming’ inside the premises. At indoor weddings, funeral
services, or religious services/rites/ceremonies, attendees have to wear masks until seated with a
secured distance of 2 metres (6 feet) from others.
Exemptions: People who remain exempt from wearing masks indoors include children under 2;
children under age 5 (developmentally or in actual years) who refuse to wear masks; individuals
who cannot remove a mask without help; and people with medical conditions like respiratory
disease or cognitive difficulties.

What happens if someone says they have a medical reason or a
cultural/religious reason for not wearing the face covering? Welcome
them to the parish and seat them in a pew maintaining 6 feet/2 metres of
physical distance.
Is a face covering the same as a face mask?
“A face covering means a medical or non-medical mask or other face
covering such as a bandana or scarf that covers the mouth and nose.”
What happens if someone says they don’t like face coverings/masks
and then
they change their reason to a medical reason or a cultural/religious
reason for not wearing the face covering? Welcome them to the parish
and seat them in a pew maintaining 6 feet/2 metres of physical distance.
Can I give someone a disposable face mask or covering if they don’t
have one? Yes, please do. Parishes and Missions in the HKPR District
Health Unit jurisdiction will need to have an ample supply of face
coverings so that those who forgot their face covering can enter the
parish.
What if I don’t think the face covering is sufficient? As long as the
mouth and nose are covered, welcome them to the parish and seat them in
a pew maintaining 6 feet/2 metres of physical distance.
When do I refuse entry to the parish? It is the responsibility of the
priest to refuse entry if he deems that there is no possible resolution to the
matter having offered a face covering/mask or not having heard a reason
for exemption.

HKPR DISTRICT HEALTH UNIT ORDER
The revised instructions were released today (July 16) under the authority of Ontario
Regulation 364/20 of the provincial Emergency Management and Civil Protection Act
(EMCPA).
The revised instructions take effect at 12:01 am on Friday (July 17). The updated
instructions cover more services opening in Haliburton County, Northumberland
County and the City of Kawartha Lakes.
Increasing scientific evidence supports wearing a mask when in enclosed public spaces
as way to prevent the spread of COVID-19. “Together with physical distancing, hand
and cough hygiene, and staying home if sick, the use of a non-medical mask or face
covering in indoor public places are all important measures to protect everyone from
COVID-19,” Dr. Noseworthy adds.
The Health Unit’s updated instructions on mask use in indoor public places include the
following points:
• Indoor mask use now applies to any place of business or facility that is indoors and
currently open to the public under Stage 3. Public settings include: retail stores,
churches/places of worship, public libraries, real estate open houses, personal care services
(relating to the hair or body), restaurants/food courts, fitting rooms, driving instruction
services, sports and recreation facilities, movie theatres, performing arts centres,
casinos/bingo halls, and museums/cultural centres.
• While face coverings must be worn in most indoor places and situations open to the
public, the exception is when patrons are ‘in place’ and no longer ‘roaming’ inside the
premises. In the case of eating inside a restaurant, patrons would not have to wear masks if
sitting at their table (entering, exiting and walking around the food premise would require
masks). In gyms and fitness clubs, masks would be worn in change rooms, washroom and
waiting areas, but not when people take part in an activity or sport. At indoor weddings,
funeral services, or religious services/rites/ceremonies, attendees would have to wear masks
until seated with a secured distance of 2 metres (6 feet) from others. Movie patrons and
theatregoers would also have to remain masked until they were seated with a secured distance
of 2 metres (6 feet) from others. People who remain exempt from wearing masks indoors
include: children under 2; children under age 5 (developmentally or in actual years) who
refuse to wear masks; individuals who cannot remove a mask without help; and people with
medical conditions like respiratory disease or cognitive difficulties.
