1. MINUTES OF OCTOBER 17/95 MEETING

Minutes of October 17/95 meeting were signed and accepted

INAC Package - questions regarding what package? Laurie Jacques ministerial guarantee package

Band Membership - will be discussed at orientation meeting to be held with Trustees regarding BCR signed for members who gained status

2. ECONOMIC DEVELOPMENT OFFICER - SARA MAINVILLE

Patten Post - update regarding Patten Post pre-consultation process - involving Thessalon & Mississauga First Nation - co-ordinator to be hired for a 3 month period to draft preliminary principles relating to the following - assessment of the natural environment at the Patten Post site - assessment of the socio-economic environment of the community and the effect of the Patten Post development on this area - assessment of both positive and negative environmental effects of the Patten Post development on Thessalon and Mississauga First Nation - "other matters of mutual interest" that the team decides to apply to the evaluation of possible options for Patten Post project development - discussion on budget agreed upon $60,000 divided by 2 = $30,000 per First Nation - Constance Marlatt to be legal consultant - talking about ownership of the dam

Self Government Co-ordinator - phone call received from Cheryl Simon approving budget of $30,500. - how come consultant makes $175,000, Senior Negotiator $65,000 and the First Nation Co-ordinators only get a budget of $30,500 - enough in the budget to carry Denise Lofstrom to her contract date of March 31/96 - requesting the Chief to sign a letter to urge Nelson Toulouse, Chairman of NSTC to look

at the Self-Government Budget - letter signed and gone out - not enough nwney in the budget to do consultation

Trust Trainee or Receptionist - request to the Trustees to hire a Trainee or post for a receptionist

3. ST. JOSEPH'S HEALTH CENTRE BOARD TRUSTEE

- Wanda Chiblow has agreed to be the rep if the meetings are held in the evenings - orientation will take place on November 21/95 - notification will be given to St. Joseph's Health Centre

4. FIRST NATION LIAISONOFFICER - SURVEY GROUP

- letter was received from Diane Morningstar stating this was an improper job posting - this position went to Council and it was agreed that LindaChiblowwould handle the position - the amount of money paid to Lindawould be $100 a week and the balance would go to the band under band support- Linda has agreed to give up the position - Council has agreed to post the position - closing date November 9/95 - other duties will be included in the job posting such as mapping, and looking at legal surveys - start date to be November 13/95

5. MEMBERSHIP COMMITTEE

- minutes were submitted to Council - BCR's # 25 - 30 inclusive were ready for signing to accept new members - Council agreed that furlher discussion to take place in regards to "membership code" - this to take place at orientation workshop to be held November 8 & 9/95 - signing of BCRS delayed

6. MEMO FROM RAY COSIER - memo received regarding band invoice

Total 265,015.35

- Ray states band vote was not achieved therefore request was therefore denied - Ray should not be telling Council and the auditors to show a deficit for the band statement - there is still 5 months left in the fiscal year before a decision can be made - this also could be re-submitted for a vote

7. PORTFOLIOSYSTEM

- each Councillor will have a portfolio - this willbe discussed at the orientation meeting to be held on November 8th & 9th - General Band Meetings willbe held - one scheduled for December 11/95 at 7:00 p.m. - Confidentiality to be discussed at the orientation meeting withstatements to be signed

8. BCR'S FOR SIGNING

#048-95-96 - LETTEROF SUPPPORT FOR FUNDING APPLICATIONDIRECTED TO HIRING OF A PART-TIME MENTAL HEALTH WORKER

#049-95-96 - LETTEROF SUPPORT FOR COMMUNITY TRAINING APPUCATION PRIMARILY DIRECTED TO THE MISSISSAUGA CRISIS RESPONSE TEAM MEMBERS AND STAFF

#050-95-96 - SUPPORT THE GRANT PROPOSAL OF $13910. FOR THE PURPOSE OF LIBRARIAN'S WAGES THROUGH THE MINISTRY OF CULTURE, TOURISM AND RECREATION

#051-95-96 - NEW BCR TO ONTARIO GAMING CONTROL COMMISSION TO THE ATTENTIONOF CY WOOD SO THAT BINGOS AND SELLINGOF NEV ADA TICKETS CAN BE HELDBY THE NON-PROFIT ORGANIZATIONS

9. FORESTRY CO-ORDINATOR POSITION - three applications received (Brad Pine, Jerry Jackpine and Tracy Morningstar) - one received one week after deadline - it wasagreed that Brad Pine be offered the position if his reference checks pan out - he has computer skills and provided a very sound resume

10. BAND ADMINISTRATOR

Renovations - Jim presented a listing where the renovations are so far - also listed RRAPS approved but not fully advanced - since then 8 have been completed and approved - monies should be flowingin shortly - listing of renovations still outstanding - wouldn't mind getting one more section (25) person for renovations

Supervisor for Housing Crew- to co-ordinate building of two more homes

- supervise the 5 men construction crew - $12.00 an hour for 18 weeks - Jim requesting Council to authorize posting for Supervisor - all agreed

CSSW funding - presentation from Margaret Wabegijig at orientation meeting

11. OTHER BUSINESS

a) Letter from Tammy Armstrong - stating a good location for playground area for children so that they are not playing on the main road - respond by thanking her for letter and concern - Council to discuss this issue at General Band Meeting to be held in December 95.

b) Letter from Richard Sayers - requesting permission to trap minnows on the Mississauga Reserve - letter to go out requesting more information as to where he wants to set traps

c) Letter from Ruth Bobiwash - for Council's information purposes - her concern was stating that band employees take too much time off - Chief Boyer spoke to her on the phone telling her that there willnot be 10 days off at Christmas, but probably around 4 days - she seemed satisfied with that - Council did state that the return back to work willbe Jan.3/95

d) Letter from Blanche Jackpine Bob - stating that she is going awayfor educational and employment purposes - has agreed to have her mother stay in her house until she returns - Council acknowledges this agreement

e) Student Support Worker - funding is approved - employment opportunity will be posted - must be on Family Benefits or Social Assistance - one year contract

f) Woodcutting - Lorne Boyer - Council have been notified that Lorne Boyer and Dorne Middaugh have been cutting - letter to go out to Lorne requesting he cease woodcutting operations unless it is to band members or for his ownheating purposes - cease any timber cutting until such time as there is a designation of areas to be cut - the forestry officer willcome on board and look at this area

g) MSR Tire - letter to go to Luc Duchesne to request no tire dumping whatsoever at the Mississauga Dump - copy to be sent to Wayne Berthelot (OPP liaison Officer)

h) HIV/AIDS Program Workshop - Elva requesting staff to attend workshop during works hours if they so wish - Council states there is no problem with any staff wanting to attend
