Based on alternatives including NO action Must have a demonstrated need Qualified expert science must be applied Impacts on erosion must be considered Avoid, Minimize, & mitigate potential adverse impacts Priority species is one that is of commercial or recreational
importance Must be consistent with and protect the “public rights of
