    Annual Crime Report 2019

    SAN BERNARDINO COUNTY SHERIFF’S DEPARTMENT

    This year marked my seventh year

    as Sheriff of San Bernardino County.

    During my career, I have seen law

    enforcement evolve and continue

    to improve. Social media has given

    us the freedom to share our stories

    and up-to-date information on

    critical events and it has created an

    avenue for community input and

    communication. We receive valuable

    investigative information from the community on our social

    media platforms and through We-Tip Anonymous Reporting.

    Being the largest geographical county in the United

    States, we rely heavily on our department’s highly trained

    professionals and volunteers to provide public safety and

    ensure quality service.

    Our Emergency Operations Division, which includes Aviation

    and Volunteer Forces, plays an integral role in delivering law

    enforcement and emergency services. Aviation responds to

    approximately 580 calls for service a month. In 2019, they

    performed 103 search and rescue helicopter missions and

    hoisted 71 stranded hikers to safety. They are incredibly

    skilled and provide an invaluable service to the county.

    Our volunteer units include Mounted Enforcement,

    Explorers, Reserve Deputies, Search and Rescue, Chaplains,

    and Citizens on Patrol. Our 1,800 dedicated volunteers

    donated over 329,000 hours last year to our communities.

    Our dedicated volunteers are always ready, willing, and able

    to assist in accomplishing our mission of providing quality

    law enforcement services. They conduct extra patrols in

    neighborhoods, assist with community events, and help to

    rescue lost or stranded hikers.

    On December 14, 2019, we tragically lost West Valley Search and

    Rescue Volunteer Timothy Staples. He was one of many brave

    volunteers who searched areas of Mt. Baldy for a missing hiker.

    During the search, Tim suffered a fatal fall. We will remember

    Tim and his selfless heart and dedication to helping others.

    I am proud of the dedicated men and women of the San

    Bernardino County Sheriff’s Department. Our sworn

    members, professional staff, and volunteers continue to

    provide high caliber service throughout the county and

    remain committed to ensuring public safety. The positive

    community relations and incredible support we have

    throughout our county goes a long way in our profession and

    is never overlooked.

    Our department K-9 program has grown over the years.

    Currently, we have 12 department K-9’s, four are used for

    tracking/trailing, seven are for narcotics detection, and one

    is used to detect explosives. Our K-9’s are essential in locating

    missing persons and suspects, taking illegal narcotics off the

    streets, and locating explosive devices.

    In March 2020, Assistant Sheriff Steve Higgins retired. Steve

    managed the criminal operations of the department which

    included patrol and special operations. We will miss his passion

    for digging into legislation that affected law enforcement and

    his ability to impart valuable wisdom. Steve began his career as

    a deputy sheriff in 1986 and after 34 years of dedicated service,

    said goodbye to his law enforcement family. His knowledge,

    expertise and leadership will be greatly missed – we wish him

    well in his much-deserved retirement.

    As Sheriff, I am committed to community outreach and

    collaboration and am grateful for the many opportunities to

    interact with community members and leaders who continue

    to strive for and make positive impacts in the county. Public

    safety needs productive partnerships and collaboration to

    succeed. We all need to work together to make sure our

    county is a safe place to live, work, and play.

    Prior to 2019, crime statistics were provided on a jurisdictional basis for each patrol station. In May 2019, our Department transitioned to a new report writing platform and record management system. The built-in, automated stat function prohibits separating certain data. For this reason, all unincorporated jurisdictions and corrections bureau crime statistics are now included in the Unincorporated County Areas information listed above.
