A number of questions arise at this time every year (dues collection time) about what the clubs get for their ten bucks. It is a fair question, because a lot of what the Council does is not visible to everyone or not associated in people’s minds with the CNCPS.

Perhaps some clues can be seen by the Committees that are part of the Council:

The Council Courier and the web site at-tempt to keep clubs and member societies aware of what is going on in our area (Northern California, Northern Nevada and Southern Oregon).

The Council promotes local philately

through support for clubs through the Speak-ers’ Bureau for club programs, exchange of membership recruiting and retention ideas through the Council Courier, and support for stamp shows through:

• Publicity • Exhibition Judges for local shows • Loan of exhibit frames

The Chaloner and Holmsten awards are two of the ways that the Council encourages local philately.

The Council provides a training ground for future leaders in organized philately on the lo-cal, area and national levels.

Minutes were read and passed around from our last meeting at WESTPEX in April of 2015. The minutes were unanimously approved. A quorum was achieved.

Treasurer’s report: There are currently there are only 3 clubs that have not renewed their membership fees with the council. Frame storage fees have increased and COALPEX is helping with the shipping fees. The website has been paid for the next 5 years. Motion to accept the report was by Randy and seconded by Vesma. New Business

Council Courier: The Courier is currently running well with David McNamee as editor. Vesma suggested that we encourage clubs and shows to submit current club/show information to the Courier.

Website: Discussion went around regarding the appreciation for all of the past work that Tim Burgess has done with the council’s website

Chaloner Memorial Trophy Award: Terry and Harvey Edward received the Chaloner Award for all of their hard work and dedication to the Nevada Stamp Study Society and the Reno Stamp Show.

Holmsten Award: The Holmsten Award will be featured at the EBCC in 2016 and COALPEX in 2017. Pervious award sites are listed on the Council web site.

Elections 2016/2017: Vesma nominated Barbara Herbert as the new Vice President. She accepted, Roy seconded and everyone agreed unanimously. The Secretary was filled this year by Robert Pope and Treas-urer by Nigel Moriarty. David McNamee has assumed responsibilities as Judge Coordinator.

Website Report: Ed Bierman has taken on the duties and responsibilities as the Webmaster for the council. Over the past several months Ed has been working hard on the website. He distributed a website report with various facts, data and information regarding demographics and who is viewing the website.

Frame Repair/Storage Pods: Frames are in need of being repaired. Ed Laveroni volunteered to help dem-onstrate repairing frames and storage pods as needed.

CA Clubs/Shows Poster & Flyer boxes: Kristin Patterson created a large poster map of Northern Califor-nia showing the locations of the various stamp clubs and shows. Many appreciated the visual display dur-ing the show! Larry Crain volunteered to transport the box(s) containing club/show information and poster from PENPEX to WESTPEX. We also have a new stamp club in Grass Valley and the Roseville stamp club will be added to the CA poster map display.

Future Meetings: The next council meeting will be at WESTPEX May 1st 2016 at noon. The next meeting after WESTPEX is scheduled for Filatelic Fiesta.

Fellow Collectors:

I would like to thank those in the Council who showed confidence in me by electing me President for the next two years. The Council has been well-run and successful in the ten years since my club joined. There are many to thank for this and I want to note a few: • Akthem Al-Manaseer of the San Jose club who

preceded me as President • David McNamee of the East Bay club who was

President before Akthem. has been Judges Co-ordinator, newsletter editor and a favorite when he has come to be a judge at our show SOPEX in April

• Vesma Grinfelds of the San Francisco club who has been a go-to for Council information, has filled many roles including President of the Council and still fills many jobs for the Council and for her clubs

• Kristin Patterson of the Sequoia club who is Speakers Coordinator for the Council and who saw a need for a map to show where the Coun-cil’s members clubs are. It was first shown at PENPEX in Redwood City in December and will next be at NOVAPEX in Redding in March

• Barbara Herbert of the East Bay club who ac-cepted the nomination to be Vice-president for the next two years. I also know she was on the floor at three different Council shows in 2015 doing tasks that needed to be done and that needed volunteers to do them

• Nigel Moriarty of the East Bay club who is Treasurer, who exhibits and judges and whom I first met when he led a tour of the exhibits at WESTPEX

• Robert Pope of the Sacramento club who has stepped in as Secretary and who exhibits and who was exhibit chair for SACAPEX

• Ed Bierman of the Sequoia club who is Web-master and who probably knows everything there is to know about the Cliff House. He pre-sented an excellent analysis of the use of the website at the December meeting. Check out, if you haven’t yet, the new web site at http://www.norcalstamps.org

• Tim Burgess of the San Francisco club who has been Judges Coordinator and Webmaster in the past.

The Council is always seeking ways to promote our member clubs, but there is something that you need to do to support your club.

We need a half-page information sheet with current information [meeting place, day and time for each club, show or bourse sponsorship, officers and contact person and a promotional blub about the club].

These half-sheets will be at the Council table at WESTPEX and then carried to each show in the Council. Email a master to David McNamee, who will reproduce the fliers, or if you have pre-printed fancy fliers, you need to send or bring a quantity to WESTPEX. Send these to me (PO Box 4395, Med-ford, OR 97501) or bring them to WESTPEX (please email me at [email protected] to let me know to expect them at the show).

In addition, we need volunteers to be at the WESTPEX table (at the top of the escalator) during the show. To fill all two-hour time slots, about three volunteers per club are needed.

Finally, I want to invite you to attend the next Council meeting, which is at WESTPEX, Sunday May 1 at 12:00. I will see you there!

Fun Collecting By Larry Crain

As I travel to Northern California stamp shows (including Reno and Southern Oregon), dealers ask what I collect or what I’m looking for. They never ask why. Well, the answer is obvious: I collect because it is fun. Now there are other reasons too, but let me concentrate on the fun.

If we started as kids, everything was fun, but even among the fun stamps we collected there were favorites — maybe the multi-colored ani-mals of the Mozambique Company or the big, different shapes of Tanna Tuva or a special stamp or set given to us by the person who got us started.

As kids and adults, we found special coun-tries or topics that we gathered especially. Maybe we decided to exhibit, and if so, these special interests led to exhibiting, or maybe we decided to exhibit first and then looked at our collection to see what we had to exhibit. In ei-ther case these early countries or topics became often our “serious” collecting interests.

But . . . we still collected for fun. We buy stamps or covers because they appear to us in-triguing. They come probably from some other aspect of our lives. We collect where we live or where we have lived. We may collect our job or a job that was considered earlier in our lives but never happened. We collect what we do outside of work and philately; maybe these are collec-tions related to sports, tv, movies, vacations, etc. We sometimes buy items only because they are neat, unusual or pretty. We all have a galli-maufry of philatelic items (gallimaufry – a col-lection of things, a word I learned from a stamp exhibit in Eureka.)

As I have gained friends from the philatelic area of the Nor Cal Council (Fresno to Medford, San Rafael to Reno), I try to ask what else peo-ple collect. And I hear great stories of their fun collections, what they also have passion for but don’t usually get a chance to share with others. Stamp collecting is FUN! and it is fun to share it with others.

More on the Library Open House

The Western Philatelic Library has em-

ployed an intern in Library Science, and the in-tern has made many improvements to make using the library easier for everyone. Rows are labeled and neatly organized with enough space for expansion. There is no more overcrowding!

The walls have been tastefully decorated with philatelic-related art, and the two bath-rooms sparkle, thanks to Ed and Judy Jarvis.

Attractive building signage will greet visi-tors looking for the library, thanks to donations by Stuart Leven, David McNamee and Roger Skinner. In short, it looks like a place we can all be proud of.

In addition to a tour of the new library and lots of great finger food, there will be sales of donated stamp collections and surplus dupli-cate books. WESTPEX has agreed to match the sales revenue dollar for dollar to raise funds.

The WPL is located in its own build-ing in Redwood City at 3004 Spring Street. Open House February 6 is from 11 AM to 5 PM. Their normal hours are posted on their web site: www.fwpl.org or call 650-306-9150 for info.

USCS

Universal Ship Cancella-tion Society USS Saginaw Chapter’s newsletter Cover-Age for November/December reported open-ings on their leadership team for President and Vice President. It seems like fewer and fewer people are stepping forward in our clubs to take on tasks for the group.

An interesting cover from the USS Argonne was shown — it was part of the fleet at Tokyo Bay for the surrender. Steve Shay found it in a dealer’s box at WINEPEX last October. See? You never know until you look!

East Bay Collectors Club

EBBC celebrated 70 continuous years sponsoring its annual stamp show. That is the longest continuing philatelic event in the Bay Area. Bill Barlow pulled a lot of historic memorabilia from his col-lection to show everyone the various milestones in the EBCC show. Nicely done, Bill.

Friends of the Western Philatelic Library

The FWPL volunteers are pulling together to prepare for the Open House February 6, sponsored by WESTPEX. Having a philatelic library in the region is recognized by the WESTPEX Board as a special resource that supports the hobby throughout the Council area. The library serves as a repository for knowledge that spans the far reaches of our hobby over more than 150 years in numerous languages. Your hosts for the Open House are Ed and Judy Jarvis. Roy Teixeira and Roger Skinner will be on hand to help find the answer to your philatelic ques-tions.

as reported in the last issue of the Cou-rier. I think the club misses their regular stamp show based on the enthusiastic re-sponse to Ed.

Their regular meetings have a vari-ety of activities each month. The club meets the fourth Tuesday of each month at the Senior Resource Center starting promptly at 7:15 PM. Doors open at 6:30 PM with lots of refreshments. If you ar-rive after 7:30 PM, please knock on the door!

Sequoia Stamp Club

Another wonderful show, a very nice awards banquet, and a well-run show committee. The Sequoia Stamp Club had another successful PENPEX. Craig But-terworth, Vesma Grinfelds, Kristin Patterson and a host of others should take a bow. Huzzah!

Redwood Empire Collectors Club

Another successful WINEPEX was held in October. According to one judge, the mix of exhibits was extraordinary in breadth and depth — from “Fight Night” to “The Postal Stationery of Eastern Ru-melia.” Bill Lenarz did a great job re-cruiting exhibits!

Nevada S.S.S.

President John Walter is still hang-ing in there as newsletter editor. The Post Boy is a fine example of a good club quar-terly with club activities, philately, and even a quiz (based on Australian themes this time). John has the formula, but now is the time someone else took a turn.

S. F. Pacific Philatelic Society

The SFPPS is APS Life Chapter No. 1, meaning that we have a celebrity group in our midst! Organized Novem-ber 24, 1884, SFPPS is the oldest con-tinuous philatelic activity in Northern California. I know that I pointed this out in the last issue, but I am still im-pressed.

The second Tuesday of each month at 7 PM finds this active group welcom-ing members, guests and interested col-lectors from around the world to the Community Room at the Richmond Station of the SFPD, 461 6th Ave, SF.

It is rumored that the Christmas gathering in December at The Gold Mirror was a lot of fun. No pictures were submitted, so we are taking their word for this. There were pictures, however, in the October newsletter of the club’s outing to the Western Phila-telic Library last August. No one sent me electronic versions of the pix, so I cannot share at this time.

San Jose Stamp Club

The Holmsten Award

The Holmsten Award is named for the late Leonard Holmsten, a long-time sparkplug of local stamp shows and exhibitions. It is given annually at a ro-tating Council club exhibition to the Best Exhibit by a member of a Council club. In 2016, the Holm-sten Award will be given at the East Bay Collectors Club exhibition in October.

NOVAPEX 2016 Prospectus- Rules & Regulations

GENERAL INFORMATION: The NOVAPEX Stamp Exhibition is planned and organized by members of the Redding Stamp Club. The NOVAPEX Committee and its members assume no liabilities. Owners of ex-hibits must provide their own insurance. Reasonable precautions, including providing overnight security, will be taken. The show will take place on March 5-6. 2016 at the Redding Senior Center, 2290 Benton Drive, Redding, CA 96001. ELIGIBILITY: Exhibiting is open to all philatelists. Novice exhibitors are encouraged and welcome to ex-hibit. ENTRY: All exhibits must be entered on an official entry form provided by the NOVAPEX Committee. Potential exhibitors will be promptly notified if their exhibit is accepted for NOVAPEX 2016. The judges may reassign an exhibit to another exhibiting category as deemed necessary. Exhibits must be the bona fide property of the exhibitor. There are no entry fees or frame fees for this event. The exhibitor shall provide the Committee with (3) three hard copies of the exhibit synopsis and title page no later than February 1, 2016. EXHIBIT CATAGORIES: There will be four categories of exhibits:

A. Multi-frame exhibits, 10 frame maximum B. One-frame exhibits C. Youth exhibits- exhibitor must be under 18 as of 3/1/2016. The exhibit must be the youth’s own

work and material. Maximum size for youth exhibits is three frames (48 pages). D. Display philately or postcard exhibit- display of a philatelic concept and its supporting material,

or a postcard exhibit. FRAMES: Standard aluminum exhibit frames are used that will hold (16) 8.5 x 11 inch display sheets in a 4 x 4 page pattern.

JUDGING & AWARDS: Judging will be by two or more judges certified by the Northern California Coun-cil. There will be one Grand Award. Gold, Vermeil, Silver, Silver-bronze and Bronze awards will also be awarded. There may also be national society awards and other awards as deemed appropriate by the judges. All decisions of the judges are final. DELIVERY & PICK-UP: Exhibits must be brought to the show, mounted, and removed from the show by the exhibitor or their representative. NOVAPEX committee members will be available to offer assistance. Exhibits may be mounted between 7 AM and 9:30 AM on Saturday. They must be removed immediately at the conclusion of the show at 4 PM on Sunday. If exhibits are being mailed to the show they should be sent to the exhibits chair to arrive no sooner than February 22. Mailed exhibits must include postage costs for return and for postal insurance. ACCEPTANCE OF RULES: Submitting a signed entry form denotes acceptance of the NOVAPEX show rules and regulations.

PROSPECTUS SOPEX 2016 Sponsored by the Southern Oregon Philatelic Society April 9 (10-5:30) & 10 (10-4) at Padgham Pavilion Jackson Co. EXPO Park, Peninger Rd, Central Point, Oregon 1. Eligibility: This exhibition is open to all exhibitors. Entries must be the property of the exhibitor or the exhibitor’s immediate family.

2. Entry: Entries must be made on SOPEX entry form or copy. Each exhibitor agrees to accept the rules of SOPEX 2016. Exhibitors may enter multiple exhibits. Exhibits that have won Gold in a previous SOPEX must show significant change to again be eligible for competitive awards. SOPEX commit-tee reserves the right to return an application and fees for any exhibit entered in violation of these rules. Enclose two print copies of title page, synopsis and/or plan with entry or an electronic version (preferably pdf file).

3. Closing Date: Monday, March 29, 2016, or when all available frames are spoken for. Mail entries to: Larry Crain, SOPEX Exhibits Chair, P.O. Box 4395, Medford, OR 97501-0170. Mailed exhibits must ar-rive by Thursday, April 7.

4. Classifications: Section A (Adult), Section B (Junior), Section C (Non-Competitive), Section D (Pear Blossom).

5. Frames: Exhibits will be mounted in either 12-page or 16-page frames (pages 8.5”x 11”). Adult ex-hibits are limited to a maximum of 48 pages. Junior exhibits are limited to 24 pages and may be in 6-page frames.

6. Fees: In Section A $2 for 12 or 16 page exhibits, $4 for 24 page exhibits, $6 for 32 or 36 page exhib-its, $8 for 48 page exhibits. No charge for Sections B, C or D. Funds sufficient to cover postage and insur-ance must accompany exhibits that are to be returned by mail.

7. Judging: Two qualified philatelists will judge SOPEX 2016 as an open show. They may withhold an award if, in their opinion, no exhibit warrants it. Judges’ decisions are final.

8. Delivery Date: Exhibits, if not mailed, should be delivered to the Padgham Pavilion between 7:30 am and 8:30 am, Saturday, April 9, 2016. Judging will begin at 9:30 am.

9. Liability and Security: The exhibitor agrees that the Jackson County Fairgrounds and Southern Ore-gon Philatelic Society, Inc., officers and members, assume no responsibility for damage or loss of exhibit materials. Every reasonable precaution will be taken to safeguard all exhibits. No exhibit frame may be opened or removed during the show without the permission of the show chairman. Exhibits cannot be reclaimed until after 4:10 pm Sunday, April 10.

10. Awards: Major Awards: Grand - for the best exhibit. (The Grand may not win any other major award.) President’s - for outstanding exhibit by non-SOPS member. For SOPS members only: Bryan Trophy for outstanding use cachet covers, Carley Memorial for an outstanding U.S., Clyde Smith Foun-ders for outstanding foreign, Herbert Memorial for an outstanding thematic, Lukens Award for out-standing aerophilately, Patterson Memorial for outstanding postal history, Sterton Memorial for out-standing use of post cards, Swan Award for an outstanding display exhibit.

Society Awards: APS for exhibit of merit by APS member, ATA for the best topical/thematic ex-hibit, AAPE for non-Gold exhibit of merit, ATA Americana for exhibit representing American culture, NW Federation Thunderbird Medal for exhibit of merit by member of a NW Federation club, US Stamp Society Medal for outstanding US exhibit, WE Achievement award for promising exhibit selection or treatment.

Other Awards: SOPEX Novice Ribbon for first-time exhibitor. SOPEX gold, vermeil, silver and bronze ribbons. Junior Awards. Popular Choice (by vote of public). Pear Blossom Plaque for best exem-plifying Pear Blossom Festival theme (by Pear Blossom Committee).
