Missing Sidewalk Rankings

This section of the Plan shows the rankings for sidewalk projects throughout the City using the new method described in Chapter 3. The new method was tested using the list of approved FY 2011 sidewalk projects (shown on Map 3 in Chapter 2, Existing Conditions), then refined for use on 223 miles of missing links throughout the City. Of these, funding is identified for nearly 11 miles of new sidewalks (See Table 1. Funded (committed) sidewalk projects.). The remaining 212 miles were scored and ranked using the new sidewalk method, creating a master sidewalk priority list.

Map 19 shows missing sidewalk scored using the new method. Sidewalk projects for which funding has been identified shown in Table 1. Funded (committed) sidewalk projects. are indicated with the color black. Missing sidewalk projects scored and ranked in this plan are shown in a series of maps and a summary table (see Table 2). Sidewalk project scores, ranging from a low of 15 to a high of 65, are divided into three tiers:

»» Tier 2: Scores between 31 and 40 (medium purple)

»» Tier 1: Scores between 41 and 65 (dark purple)

Sidewalk Project Funding.

Raleigh’s Sidewalk Program identifies projects that were not funded or built through a previous roadway improvement project or private development. The majority of projects considered for this program are located arterials, thoroughfares, and collector streets. Sidewalk projects for low volume residential streets are typically handled via a separate petition process, as described in Chapter 3, Best Practices, Design Standards, and Raleigh’s Sidewalk Program.Funding for the Sidewalk Program is limited, therefore only streets with existing curb and gutter are considered at this time. New sidewalk construction along unimproved streets are handled either through inclusion with a major street improvement or as standalone CIP project and are typically not eligible for funding through the Sidewalk Program. Thus, once scored, each project was further described with one of the following three identifiers relating to the project scope:

These identifiers are used as a first step in project implementation, but do not affect project score or rank. For example, the importance of two projects may be the same, but the implementation strategy and timeline depend on the relevant scope identifier.
