The White Paper is a private sector driven iniave From the Industry, for the Industryto build the roadmap for a sustainable iron and steel industry. The new iron and steel policy would take into consideraon the latest and future developments and technology use, including shiſting from commodity based and to upgrade the value chain, factoring in Industry 4.0 aspects. To build the road map, a White Paper Commiee was formed, chaired by Tan Sri Albert Cheng Yong Kim who had been appointed by MITI Minister. The commiee was well represented by MISIF, and other steel related associaons such as Malaysia Steel Associaon (MSA), Federaon of Malaysian Manufacturers (FMM), Steel Wire Associaon of Malaysia (SWAM), Malaysia Steel & Metal DistributorsAssociaon (MSMDA), The Federaon of Malaysia Hardware, Machinery & Building Materials Dealers' Associaon (FMHMBA), Building Materials DistributorsAssociaon (BMDAM), Master BuildersAssociaon (MBAM), Federaon of Malaysian Foundry & Engineering Industries Representatives from different associations at the White Paper Committee meeting Associaons (FOMFEIA) and Machinery & Engineering Industries Federaon (MEIF). MISIF Members Play Active Role at White Paper Brainstorming Sessions MISIF members representing the upstream, midstream and downstream of the industry participated in a series of meetings and brainstorming workshops in preparation of the White Paper for the iron and steel industry. The White Paper is a private sector driven initiative “From the Industry, for the Industry” to build the roadmap for a sustainable iron and steel industry. The content would also be used as input in the Industrial Master Plan (IMP4) 2021-2030. The new iron and steel policy would take into consideration the latest and future developments and technology use, including shifting from commodity based and to upgrade the value chain, factoring in Industry 4.0 aspects. To build the road map, a White Paper Committee was formed, chaired by Tan Sri Albert Cheng Yong Kim who had been appointed by MITI Minister. The committee was well represented by

MISIF Welcomes New Council Members MISIF Council Members at the meeting held on 20 March 2019 endorsed the appointment of Mr. Mark Davis as representative of Bahru Stainless to MISIF Council and as Chairman of the Green Technology, Safety, Health & Environment Committee for 2018-2021 term. Following the appointment of Mr. Keijiro Yamamoto of FIW Steel Sdn Bhd as Chairman of MISIF Steel Sheet Coaters Group, MISIF Council also appointed Mr. Yamamoto to the MISIF Council for the 2018-2021 term. MISIF records its appreciation to outgoing MISIF Vice President III, Mr. Oswald Wolfe for his contributions and support to MISIF and wishes him well for his new responsibilities in Acerinox SA in Madrid, Spain.

CCME Calls on MISIF A 9-member delegation from China Chamber of Commerce for Metallur-gical Enterprises (CCME) led by its Deputy Secretary General Mr. Wang Lianzhong paid a courtesy call on MISIF on 15 February 2019. The visit was part of their efforts in pro-moting Chinese enterprises in line with the Belt and Road initiative. About 70% of privately-owned steel mills in China are members of CCME.

The delegation was welcomed by MISIF Deputy President, Mr Mark Lim and Vice-President Mr. Tee Choon Hock, and joined by MISIF Council Members, Mr Ng Kian Hin and Mr. Frank Tan.

MISIF noted the purpose of economic interests of CCME and took the opportunity to brief CCME on the general overview of Malaysian economy and steel industry. MISIF also highlighted concerns on the current declaration

MISIF Southern Branch Visits Johor MB’s Office MISIF Southern Branch held a meeting with Johor Menteri Besar’s office on 16 January 2019 to discuss pending do-mestic issues. The members also took the opportunity to raise matters pertaining to the development activities in Johor state, and call upon the state government to initiate state policies pre-serving the interest of existing steel industries.

2019 Travelling Seminar South East Asia Iron and Steel Insti-tute (SEAISI) collaborated with the national committees of its member countries to organize travelling seminars on topics of interest to the steel community every year. The theme “Value Creation through Process Improvement, Reliability & Recyclability” was chosen for this year. In Malaysia, MISIF hosted the semi-nar on 13 March 2019 in Concorde Hotel Shah Alam, Selangor. A total of 26 participants from various steel related companies attended the seminar. The seminar was facilitated by speakers with real experience and cases, and they covered the follow-ing topics:

• “Introduction on POSCO’s Wire Rod Manufacturing Process & Experience on Quality Improve-ment” by Mr. Heo Yongkwan, General Manager, POSCO KL Branch/Technical Advisor, SEAI-SI);

• “Achievements and Prospects of EAF Compact Route in Feng Hsin Steel” by Mr. Chen Shih Chung, No. 2 Steel Making Plant Manag-er, Feng Hsin Steel Co. Ltd., Tai-wan;

• “CEM Process: POSCO’S Innova-tive High Speed Casting and End-less Rolling Process” by Mr. Lim Jae Min, Manager in CEM Pro-ject Team, POSCO, South Korea;

Final Determination on AD Investigation on Imports of Flat Rolled Product of Iron Alloy or Non-Alloy Steel, Plated or Coated With Zinc, Using Hot Dip Process The Government of Malaysia initiated an anti-dumping inves-tigation on 25 August 2018 based on a petition filed by FIW Steel Sdn. Bhd. on behalf of the domestic industry producing flat rolled product of iron alloy or non-alloy steel, plated or coated with zinc, using hot dip process (galvanised iron coils/sheets or galvanised steel coils/sheets – galvanised iron). The petitioner alleged that imports of the said product originating in or exported from the People’s Republic of China and Social-ist Republic of Vietnam were being imported into Malaysia at a price lower than the selling price in their respective domes-tic markets. The petitioner claimed that this was causing ma-terial injury to the domestic industry in Malaysia producing the like products. The Government had conducted and completed a detailed investigation on producers and importers in Malaysia, as well as producers/exporters from the alleged countries in accord-ance with the Countervailing and Anti-Dumping Duties Act 1993. The final affirmative anti-dumping duties imposed on imports of flat rolled product of iron alloy or nonalloy steel, plated or coated with zinc, using hot dip process (galvanised iron coils/sheets or galvanised steel coils/sheets – galvanised iron) from the People’s Republic of China and Socialist Republic of Viet Nam were as follows:

The Royal Malaysian Customs Department would enforce the collection of anti-dumping duties and this measure would be effective for five (5) years, from 8 March 2019 to 7 March 2024. With the imposition of anti-dumping duties on imports of flat rolled product of iron al-loy or non-alloy steel, plated or coated with zinc, using hot dip process (galvanised iron coils/sheets or galvanised steel coils/sheets – galvanised iron) from the alleged coun-tries, it is hope that the measure could pro-vide some reprieve to the domestic steel industry.
