REGULAR MEETING
OMARCH 21 1983
The Regular Meeting of the Town of Cinco Bayou Town Council was
called to order by Mayor Usrey at 700 PM
SILENT PRAYER
PLEDGE OF ALLEGIANCE TO THE FLAG
Mayor Usrey requested the Clerk to call the roll

b2INUTES Councilwoman Kelley moved to accept the minutes of
February 14 and February 21 1983 seconded by Councilman Perry
O Motion carried unanimously
FINANCIAL REPORT Councilman Wade moved to accept the financial
report for February 1983 seconded by Councilman Davis and
unanimously approved
REGULAR BUSINESS
l Sea Way Boat Ramp Bid Mayor Usrey advised the Council that
today was the deadline for receiving bids on rebuiling of the
Sea Way Boat Ramp Mr Lancaster Lancaster Development Corporatinarrived at 710 PM with the only bid on reconstruction of the Se
Way Boat Ramp Mr Lancasters bid was opened and read by MayorUsrey The bid was in the amount of 1274100 and included two
minor changes A lengthy discussion followed Mr Lancasters
bid will expire on July 1 1983 Councilman Perry moved that
the Council accept the Lancaster bid with the stipulation that the
engineer approve the bid and that the plans are amended accordinglMotion seconded by Councilwoman Kelley and unanimously approvedThe Clerk stated that he believed the ramp to be unsafe in its
present condition The Towns liability for the boat ramp was
discussed Councilwoman Kelley moved that the Sea Way Boat Rampbe closed until it can be rebuilt and made safe for use Seconded
by Councilman Davis and unanimously approved
O2 Bienville Square Townhouses Mr Kimmel Mayor Usrey asked
Mr Kimmel to explain the plans for Bienville Square n4r Kimmel
explained the planned development and answered questions from the
Council members Councilwoman Kelley moved to give Mr Kimmel a
letter of approval to take to the County so that he could applyfor his building permit subject to receiving all of the necessary

State permits Motion seconded by Councilman Perry and unanimousyapproved
3 Shrimp Sales Mr Davis Mayor Usrey told the Council that Itr
Davis was not present to discuss his plans for shrimp sales A
lengthy discussion followed Clerk Borchik suggested that if
the Council decided to allow the sales the required Ordinance be
modeled after the County Ordinance covering the same subject Moi
discussion followed Councilwoman Kelley moved that an Ordinace
be written covering Mobile Seafood Outlet Sales seconded byCouncilman Wade and unanimously approved
4 Putnam Auto Sales Mr Paul Putnam Mayor Usrey asked for
discussion on Mr Putnams request for an Occupational License
A lengthy discussion followed Councilman Wade moved that the
current Ordinance be amended to allow for sale of Moor Vehicles
in C2 zoning No junk yards to be permitted Motion seconded byCouncilwoman Kelley and approved unanimously Councilman Wade
moved to issue Putnam Auto Sales a licese to sell motor vehicles
pending the approval of the amended ordinance Seconded bCouncilwoman Kelley and unanimously approved Councilwoman Kelleymoved that Mr Davis be issued an occupational license allowinghim to sell shrimp from his mobile outlet on Mr Johnsons properton Eglin Parkway Mr Daviss license will be on a temporarybasis pending approval of the Ordinace to cover Mobile Seafood
Outlet Sales in Cinco Bayou Motion seconded by Councilman Perryand unanimously approved
O5 33 Kelly Avenue Lease Country Lovables Mayor Usrey advised
the Council that Mrs Troy and Mrs Mahoney are unable to stay in
business at 33 Kelly Avenue and would like to cancel their lease
with the Town The matter was discussed Councilwoman Kelleymoved that the lease with Mrs Troy and Mrs Mahoney be cancelled
effective April 14 1983 Motion seconded by Councilman Wade and
unanimously approved
6 Salamander Contract Attorney Powell Attorney Powell advise
the Council le has sent the completed contract to Mr Andrews
Mr Andrews will review it and bring it to the Cinco Bayou Town
Hall for Mayor Usrey to review and sign Councilman Perry moved
that the Council enter into the contract with Salamanderseconded by Councilwoman Kelley Motion unanimously approved
7 Kidd Bayou Oaks Townhomes Plat No decision has been reached
8 Bookmobile Mayor Usrey Mayor Usrey advised the Council tha
Mrs Gebauer from the Bookmobile would be in this week to set up
the time for the Bookmobile to visit Cinco Bayou Mayor Usrey
suggested that after the Bookmobile had visited here a few times
and the Council found it beneficial to have it visit the Town
they might consider giving a donation to the Bookmobile program
O9 Money Market Account lst Mutual Mayor usrey asked for
discussion on transferring some of the Towns funds to a money
market account that pays a higher interest rate than Barnett Bank
Discussion followed Councilman Perry suggested that the moving
around of Town funds should be left up to the discretion of the
Mayor Mayor Protem and the Town Clerk since it requires two

each town resident and business prior to the lOth of AprilCouncilman Wade advised the Council that the plans for the cannon
were moving along and the pad and stand should be completed the
weekend of April 9th

that the sewer system had been removed from the Finarcial Statemeit
decreasing the Fixed Assets

from Councilman Perrys yard and from the lots where Bienville
Square is going to be built have been planted and are growing He
asked the Council members if they saw anything around the Town that
needed attention to please let him know

Fortunately it was not riecessary to present resolutions from our
il roups to the LcagucsLeislative Conunittee or to the General Sessionbecause certain members of the various standiri conunittes particularlythe Finance and Taxatioil Corrunittee were successful in their endeavors to
incorporat some of our wishes in the revisd clraft oC ttie 1983 LegislativePolicy Statetnent as acloptcl 1t that time we were pleased with the inraadsmaie at this Conference
One of our njor concerns was the establistinent of an ecuitabledistribution to localkovernments of any funds generated as a result ofa road andtrusportation taac You are aware such a tax bill was adoptedby the State Leislature at special session however there will be no
distribution at the State level to local goverrunents The Florida Leagueof Cities supported the distribution foirnula manclated by the State shouldcounties levy gasoline taac at tte local levl This formula clifLers fromthat of the Leaues Policy Statemcnt NZ yuitable clistribution for our

Legislativc Conference held in February of eacl year
Not so incidentally one of the major issues in the very near future
that we may be facing is annexation oF sntall cities by our larger neighboringcities without benefit of individual referendwn APparently this can be
accomplised by Special act of the legislature If it happens to one of
us it could happen to all of uso
tihat is suggested is a trial and error effort that will take some time
to ct on line but I believc we can do it Attached is a suested break
