The Pledge of Allegiance was recited. Chairman Gagne noted the Fire District meeting was being held at 7:00 pm this evening and he would try to move the Board meeting along so members could attend that meeting. 2.0 PUBLIC COMMENT No one signed up for public comment. 3.0 SPECIAL REPORTS 3.1 Full-day K+ Program Data Results Donna Beauregard, District Data Analyst, presented information on the Union Sanborn School kindergarten program and the student STAR testing results. She noted there are a total of 73 kindergarten students in a half- day program and approximately 30 of those students are in K+, an extended day program. In the K+ program the teacher reviews the concepts taught during the other half day session. Ms. Beauregard reviewed the benchmark reading test results, explaining students have the basic skills, but only 18% of students are at Level C, the level where they are supposed to be at this time. She presented the next steps of the plan to close the gap: Review kindergarten screening data Support before and after school time Purchase multilevel books Reach out to all parents Set a goal for every student Mrs. Lonergan asked if Sanbornton Central kindergarten students were being assessed. Ms. Beauregard said testing will start this month and those results will be shared next month. Chairman Mike Gagne. The Pledge of Allegiance was recited. Chairman Gagne noted the Fire District meeting was being held at 7:00 pm this evening and he would try to move the Board meeting along so members could attend that meeting.

2.0 PUBLIC COMMENT

No one signed up for public comment.

3.0 SPECIAL REPORTS 3.1 Full-day K+ Program Data Results

Donna Beauregard, District Data Analyst, presented information on the Union Sanborn School kindergarten program and the student STAR testing results. She noted there are a total of 73 kindergarten students in a half-day program and approximately 30 of those students are in K+, an extended day program. In the K+ program the teacher reviews the concepts taught during the other half day session. Ms. Beauregard reviewed the benchmark reading test results, explaining students have the basic skills, but only 18% of students are at Level C, the level where they are supposed to be at this time. She presented the next steps of the plan to close the gap:

4.2 Review of Expenditure Manifest – Approval of Bills

Motion: A motion was made by Mr. Goodwin, seconded by Mr. Washburn to accept the approved accounts payable check register voucher number 1138 dated 2/11/15, in the amount of $84.00, voucher number 1147 dated 2/18/15, in the amount of $134,654.35, and voucher number 1157 dated 3/5/15, in the amount of $446,644.56.

Vote: Affirmative - Unanimous 5.0 ITEMS REQUIRING BOARD ACTION 5.1 Finance Committee Recommendations Mrs. Somma reported on the following Finance Committee recommendation:

1. Budget line item adjustments in the amount of $134,750.79. Motion: A motion was made by Mr. Lang, seconded by Mr. Goodwin to approve the Finance Committee recommendations as presented.

Vote: Affirmative - Unanimous 5.2 Confirmation of Staff/Coaching Nominations/Resignations There were none. 5.3 Confirmation of Poll Vote Chairman Gagne confirmed the poll vote taken on March 4, 2015, to approve the fuel oil contract with Irving Oil at $2.224 per gallon beginning September 1, 2015 through May 31, 2016. 6.0 BREAK No break was taken.

7.0 INFORMATIONAL ITEMS 7.1 Budget Status Report as of February 28, 2015

Mrs. Somma reported a balance of $2,834,541. 7.2 Revenue Report as of February 28, 2015 Mrs. Somma reported that all towns have paid their appropriations. 7.3 Enrollment Reports as of March 1, 2015 The current enrollment is 1499. 7.4 District Reports No discussion. 7.5 Fund Balance

Mrs. Somma reported the estimated fund balance for June 30th is $263,000. 7.5 First Reading Policy – EEAH – Motor Vehicle Seat Belt Use Policy Mr. Crowley suggested adding language to clarify that “motor vehicle” means vehicles registered for road use.

7.6 Post-Graduate Discussion Follow-up For follow-up, this item will be on the agenda in six months to see what changes have been made and implemented.

Vote: Affirmative – Unanimous Motion: At 7:24 pm, a motion was made by Mr. Lang, seconded by Mr. Stock to come out of non-public session. Vote: Affirmative – Unanimous

11.0 ACTION FOLLOWING NON-PUBLIC SESSION Motion: A motion was made by Mr. Stock, seconded by Mr. Lang to seal the minutes of the non-public session. Vote: Affirmative – Unanimous

Motion: A motion was made by Mr. Stock, seconded by Mr. Goodwin to approve teacher and administrative nominations for the 2015-2016 school year. Vote: Affirmative – Unanimous Motion: A motion was made by Mr. Stock, seconded by Mr. Lang to deny the student request. Vote: Affirmative – Unanimous

EEAH - MOTOR VEHICLE SEAT BELT USE POLICY

Purpose:

This policy is intended to protect Winnisquam Regional School District employees

operating or riding in motor vehicles from the hazards of motor vehicle accidents.

Definition:

A motor vehicle is a vehicle registered for road use.

Policy:

It is mandatory for all WRSD employees operating or riding in motor vehicles to use seat

belts. This includes all employees operating WRSD owned vehicles, passengers in

WRSD owned vehicles, all employees operating personal vehicles while engaged in

WRSD business, and employees riding in a passenger vehicle while on WRSD business.

Examples of WRSD business include travel to conferences and travel between WRSD

schools.

All WRSD vehicles approved for public road travel will be equipped with seat belts

excluding student transportation vehicles with specially designed rider protections. This

includes the vehicle cab, passenger seating area and jump seats. Passengers will only be

permitted to ride in areas of the vehicle designed for that purpose. Seat belts shall be

used by all employees riding in the vehicle when the vehicle is in motion.

There are no exemptions to this policy.

Violation of this policy will result in disciplinary action in accordance with WRSD

disciplinary procedures.

All WRSD owned vehicles will be equipped with seat belts. Any vehicle not equipped

with seat belts or seat belts that are not operational, should be reported to Facilities

Department for repair or installation and should not be operated until equipped with

operational seat belts.

Final Adequate Aid 2014/2015

The final adequate aid amounts were published by the Dept. of Education. There is no change to

the amounts received by the three towns from the October 2014 published amounts.

Middle School Flooding

WRSD received an advance of $25,000 from Primex to cover costs associated with the flooding at

the Middle School. A cost estimate to date of $113,147 was prepared and submitted to Primex and

the adjuster for their review. At this time I have not heard back from either Primex or the

adjuster on the summary.

Final touch up in the media center is scheduled for today and additional painting will take place

over spring break. Replacement furniture will be purchased when approval is received from

Primex.

District Meeting

All reports related to District meeting were submitted to DRA and DOE.

Health Surplus Return

The health insurance surplus return was processed on Aril 3rd. Returns were processed for current

and former employees and retirees.

MEMO TO: Tammy Davis, Ph.D., Superintendent FROM: Janice Grenier, Director of Human Resources/Accounting SUBJECT: April School Board Report DATE: April 10, 2015 All of the Administrative, Professional and Teacher contracts were issued to staff on March 24th, following the District meeting as scheduled. The District was notified by HealthTrust and SchoolCare of our health insurance rates for FY 15-16. Our Guaranteed Maximum rates from HealthTrust projected a 15.9% increase; our final rates reflect a 15.2% increase. SchoolCare rates increased 9.5%. Northeast Delta Dental presented a continuation of the current rates, and Mutual of Omaha extended the current rates for another year. We are continuing our work on the iVisions staff web portal. Staff can now access their FY13-14 compensation statements, as well as current compensation statement. They also have access to FY 13-14 and 14-15 paycheck information. We are continuing to work on implementing substitute tracking, automating leave requests and having W-2 changes available online. We are researching the capability of using the elected benefits and benefit enrollment portion, although this may require purchasing another module. Amie and I both attended the NHASBO meeting on March 13th, SchoolCare’s benefits administrator workshop on March 31st, and HealthTrust’s benefits administrator workshop on April 8th. The main theme for all of these workshops was updates on the Affordable Care Act and its impact on School Districts, strategizing on being in full compliance, and sharing tools and information. Other important topics covered were medical insurance consumerism and its effect on rates, new benefit programs encouraging healthy lifestyles and incentivizing exercise.

On February 6 the DOE visited to review the last files for completion of recommended changes. We are awaiting their report. Smarter Balance:

As we begin implementing the assessment, the teachers are impressed by the effort the students are putting into the assessment, along with their focus to the task. In our monthly case managers meetings the special education teachers who are currently giving the test can report on how the accommodations work and if students are finding ease with accessing the embedded and non-embedded accommodations. Extended School Year:

The process of hiring staff for the Extended School Year program has begun. The program will run four days a week, Monday through Thursday, from July 6 to July 31, 2015.

1. Freshman Chromebook 1 to 1 Program Surveys: Information from the three surveys (Parents, Students and Teachers) has been reviewed and discussed with a team from the high school. A summary report will be provided for the May School Board meeting. Some ideas and suggestions have already been adapted into the program and others will be incorporated into the program for next year.

2. Online Assessments: STAR and Smarter Balanced: Smarter Balanced testing (previous NECAP state test) has been and continues to be conducted at Southwick and Sanbornton Central over the month. Southwick has experienced some technical issues with some classes at times being delayed during the start of the test. This has lead to adopting their Plan B which is having only two classes at a time testing. One classs uses the computer lab and one class uses chromebooks. There are no issues with testing in the computer lab. With the chromebooks there has been some initial delay with students getting logged onto the network and onto the testing site. Once the connection is made and students start taking the test there are few if any problems. We continue to work with our support services for the wireless system, Google/Chromebook support and other district technolgy departments as they too are testing. On Monday, April 13th a large scale test will be conducted with the Middle School. Their students will be taking the full test the week after April vacation. The high school will be conducting the test for the Juniors later in May.

3. Other Integrated Systems: Work is being completed to have two more systems connected to our Student Information System (MMS) allowing daily automatic transfers of information from MMS into these other programs. A-Renaissance Learning (STAR testing company) will have student, class, course, grade level, teacher information automatically uploaded into their system every night. This will allow students to be automatically enrolled in the testing program as soon as they enroll into a school with all testing information following them throughout. This will also allow designated district users a greater ability to generate important, customizable reports that the district needs in order to analyze and track student achiemvement individually, school/grade levels and by special groupings. Currently, the built in reporting system lacks more specific analytics that district is looking for. B-The district school nurse program (SNAP) now integrates with our Student Information System (MMS) so that as a student enters the district or biographical information changes this will update automatically daily into the nursing program. There will no longer be two separate databases of student information with the possibility of errors and it will require only one initial input from a staff member. All three programs, MMS (Student Information System), Renaissance Learning (STAR testing) and SNAP (nursing program) are hosted systems that will have more integration to communicate current, updated data from one central system. This provides better efficiency, accurate information and will affect various academic and business processe in the distict.

School Board Report for Athletics and Co-Curricular Activities: April 2015 

 Below is brief overview of the Athletic/Co-Curricular programs at both the Middle School and High School during the month of April.  

● Spring sports have started and the fields are almost ready for games. The long winter and deep snowpack have resulted in extended indoor practices.  

● All Spring teams at both the Middle and High School have full rosters. Softball and Baseball at the Middle School were the the only programs to have cuts. 

● The Athletic Department purchased a 2009 Yamaha Golf Cart for the use of the Athletic Trainer. It also has an extra row of seats so it can be used for other events hosted by the School District, including, but not limited to graduation 

● Eight Student Athletes from WRHS attended the NHIAA/NHADA Student Leadership conference in Concord, NH. The Director of the Program, Dan Serard, reached out to me personally to let me know how wonderful our student-athletes were throughout the entire conference.  

● Cora Kelley was a Student- Athlete presenter at NHIAA/NHADA Student-Leadership Conference 

● The Winnisquam Boosters purchased an Event Board for the track shed that will allow for the public to view the order of events for the track meet.  

 .    Activities:  

● The Winnisquam Drama Club performed Fiddler on a Roof for the Spring Show - Dates April 10, 11, and 12 

● Kirk Young and the entire High School Music Department hosted a wonderful Evening with the Arts on March 28th. Many thanks go out to Mr. Young and all he does for the performing arts at WRHS. 

● FFA - attended the NH State Convention and represented the WRHS Community well.

On March 20th an energetic group of 17 WRHS students attended the annual Girls Technology Conference at Manchester Community College. This was a great opportunity to explore many different careers and school programs related to women in technological fields. The keynote was given by an inspiring CEO from a multi-million dollar company located in Manchester. The Director of NH Economic Development also spoke to attendees about the future of NH. Students participated in workshops on logo design, prosthetic limbs, ethernet cables, designing a website, robotics, precision measurement and more! As we introduce our first STEM classes to WRHS next year, this was a great introduction to our students.

The Street Law class conducted their first of two Mock Trials on Tuesday April 7th. Each student in the class chose a role to take on in a NH Criminal Case simulation. Student volunteers joined the class to complete our jury. All students did an excellent job with this collaborative class project and will begin preparation for a NH Civil Trial for Quarter 4.

Community and Parents

The Evening with the Arts was hosted at WRHS on Saturday, March 28. This is a fundraiser for the music program. The gym was filled with people who were served a spaghetti dinner. In addition to the school’s band and chorus productions, individual students were able to share their talents with the community. We had several Franklin students participate too. Since their music program is a rebuilding mode, this event gave their few music students a stage to perform.

Students

Liam Gove attended the National Automotive Technology Competition in New York. During this two-day event the students had to perform diagnostics and repair automobiles. Only two students from New Hampshire attended. Liam qualified through receiving the highest scores on a test proctored by the NH Automobile Dealer Association.

Jeremy Wentworth and Glen Bardsley placed first and second respectively in the Tilton-Northfield Rotary Club Four-Way Speech Contest.

Griffin Fredette represented WRHS for the second year at NH History Day which was held at Plymouth State University on March 28th. Griffin was commended for his detailed website about Russian Leaders over time to address this year’s theme of Leaders & Revolutionaries.

The State’s FFA convention was held at the Mt. Washington Hotel in late March. The following Agricultural Center students were recognized: Ryan Brown, Iris LaRochelle, Kristen Fender, Tyler Swain, Brenna Audet, and Bryce Keaton.

I’m further excited to say that the weight room is being used by so many kids right now. I’ve never seen the equipment be used and kids getting ready for the fall season. Tom and I met recently and we will be discussing the recent drug tragedy that has been affecting our alumni. I would like to have you at our round table discussion on May 8th so we can schedule an assembly with our student body. I plan on reaching out to our detectives, and a Laconia officer that has been handling the drug epidemic head on. Curriculum, Instruction, Professional Development and Assessment ● Staff and students have spent some time over the past couple months preparing for the Smarter Balanced

test. Quite a bit of PD has been provided to staff learning the various testing protocols and developing a

testing plan to maximize our chances for success this May. We have one last practice session scheduled for

April 13, where everyone will have one more opportunity to practice with the computer/testing tools and

skills. 6th grade will test May 4-8, 7th will test May 11-15, and 8th will test May 18-22.

● 8th grade will also be taking the NECAP science test during the week of May 4-8.

● Staff continue to work on the whole school spelling/vocabulary effort. All teachers have been developing

lessons and receiving professional development to improve their skills/strategies in this area. Donna

Beauregard and Maria Simoes will be providing additional training in May to the whole staff and some

specialized PD for ELA teachers by grade level.

● Our Response to instruction (RtI) efforts continue. As noted previously, we have maintained the same

groupings through Q3 + Q4 and will be conducting our next review in early June. Data will be shared in the

July/August report. This data will also be used to help identify our summer school participants, RtI groups for

the fall session, and to better balance classes in the fall.

Community and Parent Activities ● We continue to hold our monthly PTO and parent/principal meetings. This month, I met with several parents

where we discussed a wide range of topics including Smarter Balanced testing, the parking lot situation at

WRMS, our flood recovery efforts, the strategic plan, etc.

● We are holding our first annual parent forum on Wednesday, April 22, 2015. The event is open to everyone

and will focus on five areas of interest: Smarter Balanced, STAR, summer programs, MMS, and RtI.

● I continue to update and encourage everyone to visit my Principal’s Page regularly to stay on top of all of the

Student Activities ● We have just transitioned to our 4th quarter and our final enrichment of the year.

● Recently, we held our annual Tiger Assembly where folks from PSU discussed and performed for students

regarding bullying. Their message was clear, bullying is unacceptable in any form.

● In a continuing effort to reinforce positive behavior at WRMS, we recently held a GOTCHA Ski Trip where

students celebrated their positive behavior. Students enjoyed the new venue immensely replacing the annual

mall trip. This is the second trip changed this year due to student feedback. I commend the Green Team for all

of their efforts to find the best rewards possible to support our PBIS program.

Recognition ● Andrew Perkins and Elise Smith were both chosen by staff and students as the March Faculty/Staff BEST of

the month for their work in supporting special ed students. We appreciate all that Andrew and Elise do for

WRMS and our students.

Teacher’s Meetings for the month have been devoted to Smarter Balanced Testing. Due to connectivity issues a new schedule was developed so one class would test in the computer lab and one class would have Chromebooks to test on in their classroom. Maria Pearson also provided additional training by showing teachers how to access TIDE and what they will see, and have to do to allow students to get started on their testing.

Maria Pearson provided hands-on training for TIDE (Smarter Balanced Testing) during the Curriculum Afternoon on March 19. Each teacher went through the training for Administering the Smarter Balanced Assessment.

STAR Testing took place over the first three weeks of March for all students. The Data Team met to review the progress and to set goals for the final test session.

Smarter Balanced Testing started for grade 5 students on Monday, March 30. Each grade level will have testing over a period of two weeks; ELA and Math. Grade 4 students will be tested during the weeks of April 13 and 20. Grade 3 students will be tested during the weeks of May 4 and May 11.

Grade Level RtI Teams have been meeting to review data from the past seven weeks of intervention provided to all students. Some students have been moved out of their groups with the progress made. Other students have been moved as they need a different intervention. Donna Beauregard has supported us through this process.

Community and Family Activities: Arts Alive 2015 Open House was held at the Belknap Mill in Laconia on Wednesday, March 11;

5:30-7:00 PM. Julie Swain had a large amount of student art work on display for students and parents to view. As always it is wonderful to see the creativity, various art forms used and the focus on skills being taught at each grade level.

The Artist In Residence culminating event “Celebrating Community” took place on March 25 in the evening. Parents and students were invited to attend three different activities during the night by grade level. Students showed parents their individual African Sand Art and writing in their classroom. This was followed with each grade level performing African Drumming in the CAF. The final activity, all parents were asked to view the African Sand Art Mural depicting our community which was hung in the Southwick School lobby.

Student Activities: The Artist In Residence took place over eight days running from March 2-11. Our two artists:

Segun Olorunfemi, African Visual Artist and Theo Martey, African Percussionist both worked with every student several times over the eight days. They were masters of their craft and their ability to work with our students.

The Southwick School Student Council and Mrs. Roy, SS Nurse, ran the Pennies for Patients drive for Leukemia and Lymphoma. Over the two week period, we raised $1,075.80!

The Fifth Grade Students had their Wax Museum on March 12. Each student took on an important person, learned about their life, and wrote a speech in the first person to present to students and parents. Each student dressed the part of their person and provided some form of visual. This was again a very successful event for all!

Recognition and Thanks: Our Artist In Residence would not have taken place without the dedication, creativity and

organization of Julie Swain. Julie wrote the majority of the NH Arts Council Grant, which was fully funded by the NH Council on the Arts. Julie’s vision came to fruition. Our thanks also to the school board for allowing us to put funds in the Southwick School Budget and the PTO for their support of the Artist In Residency. It does take a village – our thanks to all staff for supporting and joining in on the AIR.

Minutes of the Annual Meeting March 21, 2015

Pursuant to the Winnisquam Regional School District Warrant, the Annual School District meeting was convened in the gymnasium of the Winnisquam Regional High School in the Town of Tilton in said District on the 21st day of March 2015. School District Moderator Kent Finemore called the meeting to order at 9:15 a.m. The Pledge of Allegiance was led by Bob Cormier, chief of police in Tilton. Moderator Finemore pointed out the section for non-voters. Kent Finemore asked for a moment of silence to honor those who have passed. He took a moment to thank the Supervisors of the Checklist along with Adam Satler for operating the sound system. Kent Finemore went over the ground rules and the process of today’s meeting, asking to limit testimony to five minutes. He explained ballot vote rules and asked that amendments to articles be presented in writing. Moderator Kent Finemore swore in Assistant Moderators. At this time Moderator Kent Finemore announced election results. Moderator Finemore read Article 1 as follows: Article-1

To see if the Winnisquam Regional School District will vote to raise and appropriate the Budget Committee’s recommended amount of Twenty Five Million Nine Hundred Thirty Thousand Nine Hundred Forty Five

dollars [ $25,930,945 ] for the support of schools, for the payment of salaries for the District officials and agents, and for the payment of statutory obligations of the District. The article does not include appropriations voted in other warrant articles. The School Board recommends Twenty Six Million Fifty Two Thousand One Hundred

Twenty Five dollars [ $26,052,125 ].

[Majority vote required] The School Board recommends this appropriation unanimously The Budget Committee recommends this appropriation 7-0

This article raises the appropriations for the General Fund, plus Special Revenue Funds for Food Service and Local, State and Federal Grants.

Motion: Motion made by Nina Gardner and seconded by Michel Gagne. Testimony: Nina Gardner spoke to the article and opened with a PowerPoint presentation. She began by explaining that the operating budget is up by 1.44% over last year and added that the changes in tax rates which vary in the district are one of the factors; down .16 in Northfield, up .81 in Sanbornton and up .74 in Tilton. Other elements include the ADM (Average Daily Membership), property ownership and money provided by the state. Nina stated the budget represents an investment in the people, our students and staff. Included in the budget is the redesigning of the Title 1 fund which represents the number of children on or below poverty levels, replacing tutors with interventionists to improve academic achievement for all students. Other factors include health insurance increases which are very significant, less savings regarding the Honeywell energy project due to the low cost of oil. Some of the increases include salaries, interventionists, retirement rate increases, technical services, Chrome books for freshmen and the Huot Technical Center in Laconia which has increased costs. Some areas which have a decrease in the budget include a retired bond, staff changes, textbooks, transportation reductions, utilities and $13,156 in merit pay. She emphasized that this budget includes significant educational changes that will impact the district such as the interventionist positions, IT services and STEAM (Science, Technology, Engineering, Arts and Math) which are intended to move students forward educationally. Discussion: Kathryn Ferrara questioned why we rely on the state to give us money which can be pulled at any time and why not include in the budget as possible income so we do not get stuck with picking up the slack. Nina Gardner responded that the state is required to provide funding for education and added that we are dependent on state aid, and without it parents would not be able to send their children in Northfield, for example. Furthermore, she stated that our tax rate would go up. Follow-up: Silas St. James of Tilton wanted an explanation on the two different amounts in the article, one recommended by the Budget Committee and the School Board’s recommended amount.

Sean Goodwin explained the differences reflect the budget committee changes of some of the operating budget items which have been moved into the capital improvement plan, adjustments to utilities in natural gas, fuel oil, gas and diesel and the removal of the Fresh Fruit and Vegetable Program (FFVP) at Sanbornton Central School. Vote: Affirmative. Article 1 passes. Moderator Finemore read Article 2 as follows: Article-2

To see if the Winnisquam Regional School District will vote to raise and appropriate a sum of up to Four Hundred

Fifty Thousand dollars [ $450,000 ] to be placed in the Capital Reserve Fund-Building Renovations and Repairs previously established, with such amount to be funded from the June 30, 2015 unreserved fund balance available for transfer on July 1, 2015. No amount to be raised from taxation. [Majority vote required] The School Board recommends this appropriation unanimously The Budget Committee recommends this appropriation 7-0

This will help maintain a favorable trust fund balance to fund building repairs and improvements in accordance with the District’s Capital Improvement Plan.

Motion: Motion made by Michael Gagne and seconded by Sean Goodwin. Testimony: Michael Gagne spoke to the article explaining that this is an annual request to fund our capital improvement plan. This reserve fund is used for facility improvements throughout the district. Recent improvements include completion of roof replacement at Southwick School, security improvements at all schools and ongoing capital assessment of all schools. The estimated balance in this account for June 30, 2015 is $754,140.00. Discussion: No discussion. Vote: Affirmative. Article 2 passes. Seventy One Thousand One Hundred Thirty Eight dollars [ $671,138 ] for the following purpose: At Union Sanborn School, install ADA entrance door controls, at the Sanbornton Central School, replace the existing underground storage tank and piping, replace the remaining asphalt shingle roof with metal, replace the existing playground structure with a new structure, replace the fire alarm panel and conduct asbestos abatement on floor tiles, at Southwick School, install ADA entrance door controls, replace the sprinkler system, install a hand washing sink and drainage /driveway/culvert repair, at the Middle School, complete asbestos abatement, replace the lockers in the 6th and 7th grade wings, at the High School, replace the concrete walks at the main and gym entrances, purchase bleachers for the athletic fields at the High/Middle campus, and to authorize the withdrawal of Six

Hundred Seventy One Thousand One Hundred Thirty Eight dollars [ $671,138 ] from the Capital Reserve Fund-Building Renovations and Repairs created for that purpose. Testimony: Jasen Stock clarified that this is the expenditure of funds for our capital improvement as stated in article 2. He went on to say that with the five year capital improvement plan we are making progress regarding roof repairs over the last couple of years. He also added that the ADA is making sure our doors and egresses are compliant with the Americans with Disabilities Act. Discussion: Kathryn Ferrara asked if the $450,000.00 was included in the $754,140.00 account. Cheryl Somma responded that all of this information, including any ongoing projects are listed on page fifty of the annual report. She added that the estimated balance at the end of the year is $754,140.00 without the $450,000.00, however if we have fund balance remaining, it will be added to the $754,140.00.

Discussion: Kathryn Ferrara asked where the funds are being held and if they are collecting interest. Nina Gardner pointed out that three budget committee members were not present because of important personal business and one member who is ill. Compliance Overview for Special Education

The model for the year of compliance review (2013-14) that the Winnisquam Regional School District

falls under with the Department of Education involves 2 groupings of files to be reviewed. The first

review was 40 out of 50 prepared files, the second was 34 files that were reviewed based on the areas that

the DOE looked for continued implementation of changes based on the first visit that reviewed 40 files.

The DOE visited on February 6th, 2015 to follow-up on findings from November 7, 2014 in which the

Department reviewed the corrections the District had made since the original visit of December 2013. In

a report received on March 13, 2015 the District was left with 24 corrections to be made to the original 50

files that were reviewed. It is expected that all but the evaluation section will be found to be in

compliance. The evaluation process in special education is triennial and the files in question are not due

for another year. This is down from original number of 633 points of correction in the original report. To

give perspective to the number, each child’s file was looked at for 115 points of reference. 40 of the 50

files were reviewed, therefore there are 4600 points of data that we were assessed on. This decrease in

findings was accomplished through the changing of the written prior notice forms, understanding the

DOE’s definition of writing a measureable goal, providing outside documentation of the IEP to

demonstrate implementation of the IEP, and changes to headings in the student profile descriptions. The

special education teachers and related service personnel have received various trainings since the original

compliance visit in regards to the written prior notice, measureable goals, descriptions in the student

profiles and services page section of the IEP. Shirley Curdie and I were part of a team with the DOE to

develop an example of a compliant written prior notice form. This committee came about as all the

districts under compliance were found to not have an acceptable form. The districts asked for guidance

on this from the Department of Education.

On March 16, 2015 the DOE returned to look at 34 new files to see if the District has put into practice the

changes that were recommended. A report was recently received from the DOE. The District was found

to have 58 incidents of errors. On a positive note only 2 errors were for measureable goals, this is out of

24 points examined for this on each student. This has been a focus area for the District. The area of

concern for most of the 58 points in this round is the wording within the new state form for written prior

notice. We will be asking for clarity of the findings when the DOE returns on April 20, 2015.

Future steps to insure that compliance continues to be met, include ongoing professional development

during the monthly case managers meetings. In addition, next fall during the opening days there will be a

refresher for all returning teachers and an introduction for our new teachers. Jamie Vose will be

supporting compliance in her role as Coordinator of Student Services. Our administrative assistants in

special education have done a strong job of catching procedural compliance work for the case managers.
