MINUTES OF THE STUDY SESSION – OCTOBER 8, 2019 Alpine School District’s Board of Education met in a study session on Tuesday, October 8, 2019 at 4:00 P.M. The study session took place in the board room at the Alpine School District Office. Board members present: Board President S. Scott Carlson, Vice President Mark J. Clement, Sarah L. Beeson, Amber L. Review Procedures for Advisors and Coaches of Extracurricular (PACE) Assistant Superintendent, Rhonda Bromley, reviewed the procedures for advisors and coaches of extracurricular (PACE) with the board members. Teresa Barney from Mountain View High School received the Utah Association for Career & Technical Education (UACTE) Outstanding Teacher Educator of the Year by the Utah ACTE Health Science Board. COMMUNITY COMMENTS Maegen Jenny is the PTA president at Vineyard Elementary. She said there are other parents in the audience and others at parent/teacher conference who share her opinion. She thanked the school board for their careful study of the needed projects for phase IV of the 2016 bond. Maegen asked the board to make boundary decisions quickly if the school in Vineyard is not approved, to allow families to be ready for next year. She commented that there are 3,000 active building permits and the majority are single family homes to be built this year. Jenna George commented that her children have attended Vineyard, Lakeridge and Mountain View and she has served on the SCC and PTA. Jenna was a part of the most recent boundary committee for Vineyard. She asked the board to continue making the best decision for the majority of students. If a school is not going to be built, the people of Orem and Vineyard need to know what the contingency plan is. She reminded the board that the people of Orem and Vineyard voted for the bond and that it included an elementary school in Vineyard. Wendy Hart commented that the decision in November 2017 to build an elementary school in Vineyard was made under a different set of circumstances. She referred to the audio recording from that meeting and a statement made by a former board member regarding not tying the hands of future boards. Keith Kuder is currently a candidate for Vineyard City Council. Smart growth is one of the top issues in the community. He asked that they take the ASD sign down that says a new school is going to be

built in phase IV of the bond. Keith said the community needs to know the solution and prefer that it come sooner than later. MINUTES Scott Carlson recommended the approval of the September board meeting minutes. Sara Hacken made the motion to approve the September board meeting minutes, Julie King seconded it, and the motion passed unanimously. CLAIMS Check numbers 00149524 through and including 00153408 totaling $30,858,879.38 and 00000749 through 00000989 totaling $393,150.20 were presented for the board’s acceptance. Superintendent Jarman recommended the board’s acceptance of the claims for September. Amber Bonner made the motion to accept the claims as presented. 4. Alpine Foundation Report

The latest Alpine Foundation report was included for the board’s review. 5. Student Releases– (BB, BB, JB, KB, KC, AD, KD, JH, RH, CH, EL, HL, DL, EL, DM, SR, VR, SV, JW) The board received background information relative to the release of these students. Superintendent Jarman recommended the approval of the routine business. Mark Clement made the motion to approve the routine business, Amber Bonner seconded it, and the motion passed unanimously. ACTION ITEMS 1. Student Trip Requests Superintendent Jarman recommended the approval of the student trip requests. Jeff Schoonover made some clarifications based on the requests that were submitted. Amber Bonner made the

motion to approve the student trip requests, Mark Clement seconded it, and the motion passed unanimously.

2. Phase IV Bond Projects Superintendent Jarman recapped the last board meeting and reminded those in attendance that

the board approved the building of a middle school in Lehi as a part of phase IV of the 2016 bond. He said that at this meeting the board will determine where the two elementary schools will be built as a part of phase IV. Board President Scott Carlson reported that the board members have spent several months evaluating school population, growth rates, school square footage

and the acreage. The board appreciates the input they have received via public meetings, email and other methods. He said the board takes taxpayer money and our conservative values as a very serious commitment, and will use all available funds to meet our commitments. The plan prepared to fund these schools follows these methods and the conservative values our district holds. President Carlson requested a motion regarding phase IV bond projects. Ada Wilson made the motion to approve projects in high growth areas, which include the area of Black Ridge Elementary in Eagle Mountain and Vineyard in the Mountain View Cluster.

Sara Hacken seconded the motion. Board members all shared their thoughts on the needs

throughout the district and recognized the expansive growth in our communities. The board voted on the motion to build the two elementary schools listed in phase IV of the 2016 bond, one in the Vineyard area and one in Eagle Mountain in the area of Black Ridge Elementary. The motion passed with a six to one vote. Scott Carlson, Mark Clement, Amber Bonner, Ada Wilson, Sarah Beeson, and Sara Hacken voted in favor, and Julie King voted against.

DISCUSSION ITEM 1. Schools Closed to Out of Area Requests 2020-21 Assistant Superintendent Rhonda Bromley referred to the memo sent to the board listing the

recommended schools to be closed to out of area requests in 2020-21. The following were listed: Lehi High, Lone Peak High, Skyridge High, American Fork Junior, Lakeridge Junior, and Willowcreek Middle.

REPORTS 1. Membership Report Superintendent Jarman reported that ASD has grown by 1,745 students since last year. BOARD MEMBERS’ AND SUPERINTENDENT’S INFORMATION ITEMS Sara Hacken is on the foundation board. She shared the wonderful experience she participated in as the foundation board members delivered Kindles to the 7th grade students who participated in the Summer Initiative to Motivate Students (SIMS) program. Ada Wilson thanked the Vineyard community for their generous spirit. Amber Bonner thanked Shane and the transportation department. It is a huge task to figure out the logistics. She appreciates their rapid response and efforts to make it a smooth process. MINUTES OF THE STUDY SESSION – October 22, 2019 The Board of Education of the Alpine School District met in a study session on Tuesday, October 22, 2019 at 4:00 P.M. in the media center at Vista Heights Middle School. Board members present: Board President S. Scott Carlson, Vice President Mark J. Clement, Amber L. Bonner, Sara M. Hacken, Julie E. King, and Ada S. Wilson. Excused: Sarah L. Beeson Also present: Superintendent Samuel Y. Jarman, Business Administrator Robert W. Smith, and members of the administrative staff. There were eight others in attendance. Operations Report Dr. Shane Farnsworth, Assistant Superintendent of District Operations, and members of the district operation’s team presented to the board. Frank Pulley Jr., Director of Physical Facilities, explained that ASD schools are built for longevity and efficiency, with the expectation that the buildings will be around for 50 to 60 years. The schools are not only used to educate students, but are also civic centers. Frank explained the estimated completion time for building schools is approximately 12 months for elementary schools, 18 months for middle schools and 24 months for high schools once the design, planning, and bidding process is completed. Funding resources for physical facility projects are capital outlay and supervisor budgets. Dr. Farnsworth reviewed Policy 1800 and the general procedures for the Emergency Two-Hour Delay, Early Release and School Closure. The policy will be vetted through Cabinet and will be a discussion/action item on the November 12th board meeting agenda. Energy and Resource Management Report Cenergestics is the energy resource management company ASD has contracted with. The goal is to help the district be better consumers of electricity, natural gas, and water. The Cenergestics team reported on the district’s savings in electricity, natural gas, and water & sewer. PRINCIPAL AND SCHOOL COMMUNITY COUNCIL REPORTS PTA President Heather Mackay reported there are 158 members in the Vista Heights PTSA. They worked with the Lake Mountain Middle PTSA while they were housed in the satellite at Visa Heights. Heather reported that the PTSA works with the student council on many of their activities. SCC Chair Karin Brown reported that the SCC have met a few times this year to review the school plan and they feel positive about the academic achievement of the students. Trust Land funds have been used to pay for collaboration opportunities for teachers, student advocates, and an ELL aide to help with English language honors. Karin said she is grateful for the Trust Land funds and the opportunities it provides students to become successful. Principal Todd Dawson shared that Sally Cannon, who led the Pledge of Allegiance, was sworn in as a US citizen a few weeks ago. The national anthem was sung by a 7th grade student. The reverence was offered by a pastor in the area who helps with youth programs. Roger, the Vista Heights custodian, is diligent in his efforts to keep the building looking great. Todd thanked the board for their work in ensuring student success. Last year there were 2,270 students at the school, and this year, with the opening of Lake Mountain Middle, the enrollment is 1,210. The focus at Vista Heights is student learning and safety. They are working hard to infuse Alpine School District’s Vision for Learning and the elements of EveryDay Strong. Principal Dawson reported that Vista Heights has a very successful fine arts department and houses the largest Future Business Leaders of America (FBLA) Club in the state of Utah. They also house two dual language immersion programs, Spanish and Chinese, and many students passed the AP test as ninth graders last year. This year an AP Human Geography class was added to benefit students. The teachers and staff at Vista Heights are amazing and administrators are confident that as kids come to school, they are in good hands. Principal Dawson thanked the district leadership and school board for their efforts and support. COMMUNITY COMMENTS Wendy Jensen has six children who attend schools in Saratoga Springs. She said Sage Hills Elementary has 1200 students and voiced her concern about the decision to not build a school in Saratoga Springs in phase IV of the bond. Amy Loveless commented about the large enrollments at the schools in Saratoga Springs. She has three students who graduated from Westlake High and another who is being home schooled this year. The largest percentage of growth in the district is in the west, and she feels a larger percentage of the bond money is needed. She is hoping for more school board representation after the census is completed.

ACTION ITEMS 1. Resolution #2019-026 – Executive Summary for Series 2019B General Obligation Bonds

Superintendent Jarman recommended the approval of Resolution #2019-026, the Executive Summary for Series 2019B General Obligation Bonds. Assistant Superintendent Rob Smith reported that $73.75 million in bonds were issued and received the low interest rate of 1.904%. One of the reasons for the low rate was due to the AAA rating from Moody’s and Fitch. Rob congratulated his team and financial advisors for their work. Amber Bonner made the motion to approve Resolution #2019-026, and it was seconded by Scott Carlson. The motion passed unanimously.

2. Resolution #2019-027 – MOU Between Alpine and Canyons School Districts

Superintendent Jarman recommended the approval of Resolution #2019-027 the MOU between Alpine and Canyons School Districts. He explained that this MOU allows Alpine School District to collect the taxes for those students who attend ASD schools, but live in the Canyons District boundaries. These students live in the Suncrest Development and the road on our side of the mountain is more accessible for buses than the Canyons side. Sara Hacken made the motion to approve Resolution #2019-027, Amber Bonner seconded it and the motion passed unanimously.

DISCUSSION ITEM 1. Elementary Boundaries Assistant Superintendent Dr. John Patten led a follow-up discussion on proposed

boundary realignments for some of the elementary schools in Lehi and American Fork. He originally presented information on these boundaries in a study session on September 10th. Dr. Patten presented information to the board about the proposed boundary realignments between Barratt, Forbes, Greenwood and Mt. Mahogany elementary schools. He reviewed the input from the families who would be affected. Board members asked clarifying questions and made some recommendations that would adjust the proposed boundary realignments to keep in line with the district’s guiding principles for boundary changes. He also reported to the board that since his original presentation in September, the decision has been made to keep the existing boundaries for Eaglecrest and Fox Hollow elementary schools in Lehi, and respond to the future growth as it occurs.

BOARD MEMBER COMMITTEE REPORTS Ada Wilson reported that she serves on the Curriculum Committee. She is happy about the new science standards and excited for our students who will have the opportunity to learn science in a new, updated way. Amber Bonner thanked Superintendent Jarman for advocating for the Lone Peak High School football team, and that his efforts on their behalf were appreciated by the school. Julie King thanked the Vista Heights PTSA, administrators, teachers, and students for helping Lake Mountain Middle School while the learning lab was housed at their school. She

heard nothing but positive comments about the arrangements and thanked appreciated the welcoming environment. She also reported that she had the opportunity to visit a fifth-grade class at Sage Hills Elementary School and enjoyed hearing the creative solutions the students came up with to help resolve the challenges of a large school. She also thanked the business services team for the low interest rate on the bond sale, because it will save our tax payers millions of dollars. Sara Hacken serves on the policy committee and spoke about the policy being discussed regarding the district’s response to weather related concerns and emergencies. She thanked Kimberly Bird, David Stephenson, and Dr. Shane Farnsworth for working on this policy. She also thanked the transportation department for working with the committee to make this all happen. Emergency Two-Hour Delay, Early Release, and School Closure 

Statement of Policy 

The Board of Education supports the Superintendent in determining a two-hour delayed start of a school day, an early release, or a school closure in the event of 

hazardous conditions which threaten the safety or health of students or staff 

members.

Procedures 

1. GENERAL PROCEDURES 

1.1. In making a determination to have a school, cluster or district-wide delay at the start of a school day due to inclement weather or for safety reasons, 

the Superintendent may consult with representatives from Operations, 

Transportation, Facilities, Risk Management, and/or Public Relations 

departments. During the assessment with district personnel the 

Superintendent considers a variety of factors that impact transportation to 

and from schools, as well as the operation of facilities.

The following factors may be taken into account as appropriate: 

1.1.1. Weather forecasts, amount of precipitation/accumulation, wind speed, temperature, including current conditions of major roads and 

walking routes throughout the District.  

1.1.2. Recommendations from public safety agencies, the National Weather Service, UDOT, local news agencies, and the Utah County 

Health Department. 

1.1.3. Consulting with neighboring school districts; 

1.2. For an anticipated or forecasted event, District personnel will assess conditions and report information to the Superintendent or designee 

(Assistant Superintendent of Operations) by 10:00pm the evening before, 

so that the Superintendent can direct the public relations team to create a 

communication plan indicating a “Delayed Start” or “Delayed Start 

Advisory” for parents, employees, and media outlets.  

1.3. For an unanticipated event, District personnel will assess conditions and report information to the Superintendent or designee (Assistant 

Superintendent of Operations) by 5:00am so that the Superintendent can 

make a determination no later than 5:30am. 

 

2. TWO-HOUR DELAY 

2.1. A two-hour delayed start will never be determined on a Monday (see SCHOOL CLOSURE 4.0). 

2.2. A school, cluster, or district-wide two-hour delay may be announced if temporary adverse weather or other conditions exist in the morning. 

2.2.1. In the event of an announced delayed start, morning bus pick-up times and the school day will start two (2) hours after the normal 

start time at every grade level. The following items shall be in effect: 

2.2.1.1. Schools will end at normal times;

2.2.1.2. Afternoon bus departure times will not be adjusted; 

2.2.1.3. Morning bus pick-up will be two (2) hours after the normal pick-up. For example, if on a normal day, bus pick-up time is 

7:35am, on a two-hour delay, bus pick-up time will be 

9:35am.; 

2.2.2. All preschool and kindergarten classes will be cancelled. 

2.2.3. Meals will be provided for school lunch on a delayed-start schedule, however, breakfast will not be served. 

2.2.4. On a delayed start, it is expected that all school employees be at the school as soon as they can safely arrive. 

2.2.4.1. As with all emergencies, employees who are unable to make it to work or may be delayed, shall follow typical notification 

procedures through their school principal. 

3. EARLY RELEASE 

3.1. In the event of an early release, elementary and middle school students will be held at school until parents or guardians are notified and assume 

responsibility for their students. 

 

3.2. A school official may release a student who is 15 years old or older without 

parental notification if authorized by the LEA or school principal, having 

determined that (R277-400-5): 

 

3.2.1. the student is reasonably responsible; and 

 

3.2.2. notification is not practicable. 

 

3.3. On an early release day all employees are expected to remain at the 

school to assist in the release of students or other responsibilities as 

needed and directed by the school principal.

3.3.1. A school principal may determine it is necessary to release an 

employee(s) with the student(s) for safety reasons. 

4. SCHOOL CLOSURE 

4.1. There will be no delayed starts on early-out Mondays due to the abbreviated schedule. A decision to affect the school schedule due to 

hazardous weather or unsafe conditions on a Monday will only result in 

either an early release or a full school closure.  

4.2. A school closure means that the school is closed and all school-scheduled events are cancelled.  

4.2.1. Unless there is an authorized exception, a school closure includes all UHSAA events and practices. 

4.3. A district-wide closure means all schools are closed and all district-wide and school events are cancelled.

Prior to making the decision the Superintendent gathers and monitors 

information from multiple sources including public service agencies, 

national and local weather forecasts, media outlets, and district employees 

who assess conditions throughout the district.  

1.2.1. Because weather conditions may vary greatly in different neighborhoods and on different streets, we encourage parents or 

guardians to make attendance decisions for their own students. 

2. COMMUNICATION 

2.1. Parents/guardians will receive official and timely communication through school and district communication systems.  

2.1.1. Parents/guardians should update their contact information at least annually with their child’s school and in the Skyward system. This 

will enable the school to share important information in the event of 

a late start, early release, or school closure through district 

communication systems.  

2.1.2. For an anticipated forecasted event, District personnel will assess conditions and report information to the Superintendent or designee 

(Assistant Superintendent of Operations) by 10:00pm the evening 

before, so that the Superintendent can direct the public relations 

team to create a communication plan indicating a “Delayed Start” or 

“Delayed Start Advisory” for parents, employees, and media outlets.

2.2. For a delayed start, early release or school closure, the following will be implemented by the district: 

2.2.1. Length of closure, delay or early release 

2.2.2. A decision to delay start, early release or close school is only in effect for the day of the decision. A new decision will be made for 

each day affected by hazardous weather or unsafe conditions. 

2.2.3. If no announcement is made to delay start, early release, or close school, schools will be open and regular schedules will be followed. 

3. EMERGENCY PLANS FOR PARENTS 3.1. Parents are encouraged to create an emergency plan for their students in 

the case the district calls for a school closure, delayed start, or early 

release or school closure. 

3.2. Parents should plan with their students where to go or what to do if a 

parent is not home and schools are delayed, dismissed early or closed.
