Glorious Fuji (tbrn Iona Island) – Delivered on 7 Oct 2021

We took delivery at 0928hrs HKT at Vancouver, WA on 7 Oct 2021

Ultra Saskatchewan (tbrn Fortune Island) – Delivery expected to be around November 2021 (tbc)

We have committed to purchase Ultra Saskatchewan (Shin Kasado 61BC built 2010).

Vessel is now under the charter of Ultrabulk and Sellers have earlier advised that her delivery will come forward upon completion of the current voyage with discharge in Malaysia.

Vessel will proceed to Manila and deliver to us there. Expected delivery will be around mid-end October 2021.

3. Commercial Issues

3.1 Pacific Issues

Auckland

Nil.

Hong Kong

Thor Chaichana (TRNA5) – TCO, Trans Power

Vessel arrived Sankulirang and tendered NOR on Oct 5/0100lt. As per agent,16 out of the 24 crew members are COVID positive (infected)after SWAB Antigen test carried out by the local authorities. The agent has therefore arranged PCR test for all crew as per COVID 19 regulation to be conducted on 6th October the result of which shall be known by 7th or 8th October. Crew are all Thailand nationals who have joined the vessel either in February 2021 at Hachinohe or at Singapore in April 2021.

Since delivery at Singapore on 18th April 2021 the vessel has plied between Australia and Japan for the first 3 voyages. On the 4th voyage the vessel loaded at Vancouver(BC) and discharged in Tianjin. Arrival Tianjin shows crew as healthy and reporting normal temperature. The present voyage(V5) also was uneventful with arrival health declaration showing all crew with normal temperatures. However, the swab test results have not permitted loading to commence.

Head hire: usd22,000/day (for 4 to 6 months with the latest redelivery date 1st November 2021)

TCO hire: usd30,700/day

We have "off hired" Owners on back to back basis.

Update 7 October:

PCR tests conducted on 6th October am, results expected 7th October PM. Owners have agreed to pay for the tests.

Melbourne

Cook Strait (COST81) – TCO, Cargill, Sugar

Vessel on time charter to Cargill for trip. Charterers latest hire payment was about 10 days short of expected redelivery and have deducted the value of bunkers. We intend to invoke the grace period clause for Cargill to remit balance of hire up to point of redelivery.

TC rate is USD36,000p/d, which more than covers the value of bunkers to be deducted from final payment of 10 days.

Ince Point (INPO53) – TCO, CSL Australia, Sugar

Vessel is completing discharge of slag at Brisbane and upon checking T60 items for cleaning ready for the TC out, Master advised his chemical applicator is broken. Due to this lack of forewarning, the Ops team and local suppliers are struggling to find an applicator set in the local market. Vessel will just miss delivery window laycan and so the potential lack of an applicator may delay the vessel further.

The Ansac Columbia currently completing in Brisbane was an option to transfer an applicator set, but vessel will require for the next voyage being salt.

Kodiak Island (KOIS38) – PMI, Spodumene

Vessel failed hold inspections for spodumene due to some residues around the bulk heads. Vessel was able to rectify within a few hours and charterers accepted to commence loading in approved clean holds to reduce our laytime not counting exposure.

Vancouver

Bass Strait (BAST57) – Sealift, Grain

Vessel is under TC-out to Seaflit with grain from USWC to Yemen. Max disport draft 9.75m SW at Hodeidah was explicitly declared by Charterers prior loading and re-confirmed by agent prior arrival.

Vessel arrived Hodeidah, Yemen on Oct 3rd with fwd 9.5m / aft 9.7m draft, and berthed port side alongside at 1230hrs on Oct 4th. Sounding showed water depth of only 8.34m at the shallowest point (port side aft) therefore vessel touched bottom. We are informed at the composition of bottom is mud.

A preliminary sounding check showed normal condition in ballast tanks, cargo hold bilges and FO tanks. Master anticipated at least 15,000 mt of cargo needing to be discharged to make vessel safely afloat on Oct. 6th. Master issued a LOP and Operations placed Charterers on notice accordingly, whilst requesting for an UWI to be arranged.

Key West (KEWE33) – Steel Parcels

On 30/Sep whilst under discharge of steel cargoes, stevedores came across steel piling cargo in CH #3 that had shifted significantly. The aft stack of piling shifted approximately 10-12 feet from original position, to the aft. A large void was noted of approximately 10 feet left at the aft end. The shifted occurred as the cargo was extremely poorly lashed, with nearly zero tension on the lashing wires. This problem was apparently identified at loading port by the Master. Cargo in the forward end, roughly in the center of cargo hold had first shifted forward, and then the top 4-5 bundles or so swaying back aft.

The result was that the vessel lay idle for 24 hours whilst coming up with a solution to safely discharge this remaining balance. A forklift, and subsequently dunnage bins welded to the tank-top will be used to build a wall at forward end to prevent further collapse. At the aft end, 26 pieces of 40’ pipe were rolled into the void to prevent further shifting.

The issues here with the stowage have been highlight to the steel parcel team, as the poor lashing created an unnecessary danger in this discharge operation, on top of which excessive labour charges were incurred for completion of the securing operation during overtime.

King Rice (KIRI3) – PT Freeport, Concentrates

Update – September 29

Further to prior correspondence regarding Masters lack of compliance with route guidance from WNI and StormGeo, hire deduction has been made from 2nd statement for the 3.5 days spent drifting in avoidance of the typhoon. Owners have now sent a message that Master has been instructed not to commence discharge operations until such time as these funds have been recovered. This matter has been escalated to the Chartering Manager along with PB Insurance.

Update – October 5

Owners agreed to place funds in escrow account, without any delay incurred to vessel operations.

Maipo River (MARI81) – BP, Petcoke

Vessel incurred a main engine issue on route to Australia, requiring a piston ring replacement. Total stoppages was approximately 7.5 hours and confirmed by Technical Department.

Update – October 5

Vessel reported a subsequent stoppage at 1215LT 29/Sep to renew ME No. 1 cylinder liner, with resumption of the voyage at 1930LT. Consumption of VLSFO was 0.41MT during this period.

West Treasure (WETR8) – TCO, Ansac, Soda Ash

Charterers notified Oct. 4th that their receivers in Kohsichang found cargo contamination in CH #3 due to rust scale mixed with the cargo. Master did however note at the final stages of discharge operations that a bulldozer was utilized, suggested the tracks on this machine are responsible for generating the rust scale. Matter is under further investigation with the Master at this time.

3.2 Atlantic Issues

Eastern Cape (EACA85) – Union Bulk, Steel

We have an ongoing argument with Union Bulk. They have deducted approximately $360k for offhire and costs related to underwater cleaning in New Zealand. As per their statement have only ‘paid’ hire up until 15/10. The vessel has suffered long delays at Paradip though, and will now not be arriving disport Haiphong until 18/10. They have also not paid the requested additional $8k crew bonus for this second India call. According to our PFHS the balance is $639k which is for full hire due up until 21/10, without deductions, inc. $150k redelivery bonus. They are being very resistant to any kind of legal threat we make, and following PB Insurance’s advice a lien notice was sent 06/10/21 to the chrts, sub-chrts and the receiver.

Ever Success (EVS22) – ADMI, SBM

The ship was brought up and inspected at San Nicolas roads and failed by Cotecna due to cargo stains on the bulk head, which were not transferable. Cotecna have a history of failing ship to have cleaning gangs appointed, so the fail was not considered to be genuine. However, when the ship subsequently reached San Lorenzo for the second inspection extreme lose rust was found on the tank tops. After looking back through previous hold VCRP from the vessels previous employments, it can be seen that the tank top conditions have been deteriorating over time. The owners were put on notice for the failure due to the cause being rust scale, but have rejected. The next inspection will take place 7th Oct and to mitigate the situation we have a cleaning gang on standby if the ship fails again.

Goodwyn Island (GOIS28) – Mainline, Wheat

Vessel in laden condition towards first disport Dar es Salaam with armed guards on board. 3 crew (including master) have tested positive for Covid. The Master has the worse condition (unvaccinated) and the ship is deviating, possibly to India for urgent medical evacuation of the Master. Update The three ill crew were disembarked by a French Naval Helicopter for evacuation to hospital. The ship has arrived at Dar er Salam, where upon berthing as per the ports standard procedure the crew will be tested. If there is a positive test the ship will have to quarantine for 14 days. The last crew change performed was the end of July 2021 so the virus could be only contracted during Mainline voyage. Interestingly the chrts have replied arguing the time for deviation should count at 50%, so this gives us a good position to start from to reduce the offhire.

Koombana Bay (KOBA81) – Raizen, Bagged Sugar

When loading at Recife the Master sounded and 9.5 depth at 1.7 tide. The loading was stopped and the Port authorities with the agent joined for a second reading. Based on these results the Master allowed another 300 MT to be loaded, and then at the shippers cost the ship was shifted to the next pier (that was already programmed to occur at 0600 on 06th Oct).

Medi Hiroshima (MEHI10) – Agrorodeo, Wheat

The vessel reported on 01/10 to the agents at Tarragona that they need urgent assistance for a crew member on board. When the crew member reached the hospital it was confirmed that he tested positive with COVID. Sadly the crew was transported to intensive care. It transpired the situation started 28th Sept, but the Master/Owners did not inform PB or the agents until arrival at the Port. On 02/10 all the crew were tested and as a result 10 additional crew members tested positive with COVID and they are now under strict quarantine in their cabins. Thankfully we were able to start discharging on 04/10 and we are due to complete on 08/10. Owners are urgently issuing all new crew visas to replace the entire crew and once ships is disinfected vsl will be allowed to sail hopefully 09-10/10 agw.

The agent at the loading port Klaipeda plus Skaw pilotage confirms since the vessel departed no cases of COVID have been detected. Lastly we carefully informed the head-owners that once ship completes discharging, we will placed ship off-hire until she is allowed to sail from the local authorities. The owners have seemed to accept this position, but in any case Contract Management believes it would be difficult for the Owners to make a claim stick.

4 Technical Issues (117 ships + 1 BBC)

Current Issues

Bass Strait@Hodeidah, Yemen – Touched bottom at berth during low water due to less depth- 5 Oct

After berthing at berth no. 5 with max draft of 9.65m for discharging wheat, vessel touched bottom at berth twice during low water. Declared depth at berth is 9.75m, nature of bottom – Sand. No damages observed during UWI conducted on 11 Oct.

Gharapuri Island@Ghent, Belgium – Mooring Operation / Warping with Linesmen – 7 October

Agent advised vessel’s crew will need to conduct warping, which is customary including shifting of mooring ropes on the shore side with 9 movements at Quay 7230, which is located inside the lock.

Shore crane is able to discharge 1 hold per position due to fixed hopper.

Master rightly concerned regarding crew shifting mooring ropes ashore for warping. OPS arranged linesmen to assist in warping. OPS shall always arrange linesmen at this berth to assist crew with warping.

Goodwyn Island – Covid Outbreak – Vessel diverted for Medevac

Whilst in Arabian sea, enroute from Novorossiysk, Russia to Dar Es Salaam, Tanzania via Suez, 3 crew members (Master, 3/Off and Deck Cadet) reported with COVID19 symptoms with Master having breathing difficulties. Vessel diverted towards Salalah, Oman and helicopter medevac was coordinated by EU NAVFOR naval vessel. All 3 crew members hospitalized at Salalah, Oman with Master and Cadet tested COVID19 positive and recovering.

New Master and 3/Off joined the vessel at Dar Es Salaam anchorage. All crew were tested COVID19 Negative as per the port requirements and free pratique granted.

NZ Log Voyages – Crew conducting in transit fumigation – Handling of fumigant residues / blankets

North Island reported fire incident with fumigant sacks in crane mast house on 24 September. As per attached guidelines from Genera (fumigation company), crew shall remove the blankets 24-48 hours prior arrival and stowed them in crane mast houses. This procedure for handling of residues / blankets poses significant risk which shall be handled by trained shore personnel and not by ship’s crew.

HK MARDEP approval is for ship’s crew is to carry out daily checks, top up fumigant in cargo and not handling of fumigant residues

If handling and disposal of fumigant residues is not possible at discharge port, China, NZ Chartering and OPS shall discuss with Genera for alternative solutions for handling of residues / blanket removal and guide vessels as same will not be handled by the crew.

NZ ~ China log voyages - Crew conducting in transit fumigation at sea with remote assistance from Technician - Fatal Accident of Bosun during in transit fumigation on Industry Logger.

Auckland office to follow up with Genera regarding placing shore technicians on board all vessels in lieu of in- transit fumigation by the crew, as travel restrictions are easing. Auckland has advised this will depend on the availability of fumigators as most are stuck on ships. Status of in-transit fumigation by the crew:

Covid-19 – Delays / Deviation of ships for Crew Change

6% of our Seafarers have completed SEA + One month (mostly officers on shorter contracts), slightly decreased since 4 October and consistent with pre-Covid levels.

33 crew members are onboard 11 months, down 2 from 4 October. There is a plan in place to relieve all but sixteen by mid-October. One PRC seafarer on Ipanema Beach in Venezuela will have to continue until a suitable port in NE Europe, 12 FIL seafarers on Cape Flattery, which is coastal trading in Australia, will need to wait for the vessel to come to Japan, and 3 FIL seafarers on Port Kenny will have to wait for the vessel to complete repairs in China late October.

PRC crew issue for ships calling India, Indonesia & Philippines - PRC crew are regularly refusing to call at ports in these countries. Whilst most do after bonus payment, recently 2 ships completely refused.

GM – Fleet Personnel will advise crew change details / dates to Voyage Issues (Atlantic/Pacific as relevant) where delays are anticipated.

Crewing team will keep vessel ops e-mail in copy for crew change so the Operator is fully aware and won’t give conflicting instructions to speed up etc. wasting fuel.

Operator shall keep IMOS schedule updated promptly for crewing team to check crew relief possibilities and instruct the Master on the port clearance.

Outstanding issues from previous weeks

Mount Hikurangi: Discharging Grain at Puerto Cortes, Honduras / Suspicious Packages Found Onboard - Master detained in prison – 15 August

During an inspection by the police at Puerto Cortes port, Honduras, 19 suspicious packages were found hidden in the cargo hold #4 ventilation trunk.

Police later searched all other cargo holds, accommodation and crew cabins and found nothing. Police confiscated all the cash (ship + personal) and crew mobile phones. All crew were interviewed and released following the routine interviews.

There were two Court Hearings in Honduras on August 24 and August 27, which did not produce any positive results.

Our P&I appointed lawyers are working locally to establish Capt Yu’s innocence and approach court to expedite release Capt Yu before 3rd Court hearing. The next Court Hearing is likely to be in early December after the Honduran Presidential elections on November 28. No date has been set for the 3rd Court Hearing

Meanwhile every effort is being made to secure Captain Yu’s health and safety in the jail. Our P&I Correspondent are able to meet Capt Yu in jail weekly. We have also arranged Chinese physiologist from Dalian to speak to Capt Yu and his family in Dalian for their wellbeing. We are also keeping Capt Yu’s family updated of the situation.

Hong Kong Marine Department have already been informed of the incident and have further notified the Chinese embassy in Costa Rica for assistance as Honduras does not have diplomatic ties with China. The Chinese Embassy in Costa Rica did despatch their Honduran based Chinese commercial representative to meet Capt Yu. Nothing much came out of this.

Considering this incident and security concerns, owned vessels shall not be fixed for port calls to Honduras.

Koombana Bay – Hull fouling - 2nd hull cleaning within 2 months

Vessel completed hull cleaning at Tema, Ghana on 15 July due to long ports stays at previous ports. Last hull cleaning was carried out at Paranagua on 18 May. Currently scattered barnacles roots i.w.o flat bottom & paint damages is observed, which have caused repeated hull cleaning. Vessel’s present hull condition may affect main engine performance and future calls to NZ ports. (Next Dry docking due – March 2022)

Port Kenny – Propeller blade edge damage

UWI at Kakogawa on 19 April revealed damages to propeller blade. Vessel had grounding incident in June 2020 in Amazon river. Minor propeller damages were noted during UWI last year.

Vessel was drifting off Posyet anchorage, Russia, clear of ice limits for more than 2 months from 6 Feb’21 to 10 April 21. The bay was ice free when vessel berthed on 11 April

Hull cleaning and under water grinding of propeller was carried out at Cebu on 24 May. Permanent repairs planned during next DD in September 21.

Swan River – 4 January - when scrap discharging completed at Iskenderun, Turkey, the paint of TST plate in Cargo hold peel off.

It is old issue and not solve out during ship call China in 2020 due tight laycan, suggest to record issue in IMOS as a reminder to commercial team.

West Bay – 30 Dec ~ 4 January during cement clinker loading at Oran, Algeria, No.1 & 4 ship’s grabs were damaged by Stevedore.

Stevedore can’t repair the damaged crabs and crew did temporary repair. Permanent repair will be arranged at convenient port or next DD with costs to be booked to this voyage.
